Frmat f play 4.1 The list f events shall be as fllws fr Wdlands Sprts Cmplex: S/N Event 1 Under 12 Bys 2 Under 12 Girls 3 Under 15 Bys 4 Under 15 Girls 5 Under 18 Bys 6 Under 18 Girls 7 Men's Premier 8 Men s Open 9 Wmen s Premier 10 Wmen s Open Nte: Entries will be accepted n a `first cme first served basis. Any event/s, with less than 8 entries, may be cancelled. 4.1.1 The list f events shall be as fllws fr the ne day pening f the Delta Sprts Cmplex Hckey Pitch n the 30 th f July 2016 S/N Event 1 Public Service Hckey 5 s 2 Veterans Men 3 Veterans Wmen 4.2 Team Cmpsitin and Eligibility. Each Team shall cnsist f min. 7 players and max. 9 players. There will be 5 players cmpeting n the pitch at any ne time (including a galkeeper). Each team in any f the categries are allwed t registered nly 3 players wh is nt a Singaprean r Permanent Resident f Singapre. In the even that there are insufficient entries in any particular categry, then teams frm that categry will be entered in the next apprpriate categry and thse tw categries shall be merged.
4.3 Eligibility f players fr the Men's Premier Cmpetitin A. Carded Athletes - Inclusin f Natinal Level Athletes Updated as at 24 May 2016 The carding list f 27 athletes in the Men's and Wmen s teams will be btained and we will restrict participatin f these athletes t nly 2 per team, strictly in the Men's Premier and Wmen s Premier Cmpetitins. B. Players playing in SHF NHL 1 and NHL 2 Cmpetitins Male Players wh played in the SHF NHL 1 and NHL 2 Cmpetitins in 2014 will nt be allwed t play in any ther categry except the Men's Premier. Likewise female players wh played in the NWL 1 will nt be allwed t play in any ther categry except the Wmen s Premier. This will nt include the Under 17 players r Under 16 players wh can play in their respective age grups, unless they are carded in which case they can nly play in the Men's Premier Categry. C. Players playing in Other SHF Divisins Male Players playing in ther SHF Divisins may chse t enter a team int the Premier Cmpetitin. Hwever, the vice versa; is nt allwed (players playing in Divisin 1 and 2 f the SHF leagues cannt play in the Men's Open Divisin. A team may nly register 1 nn-singaprean r PR in the Men s Open. D. Players playing in mre than 1 categry Players playing in Outdr Cmpetitin are t free t play in the respective categries in the Indr Cmpetitin. Hwever, players playing in the Indr Cmpetin can nly pay in ne f the categries. 5. Cmpetitin The Cmpetitin will fllw a mdified Hckey 5s Frmat fr bth Indr and Outdr genres. We will call it Hckey 5 s. Unless mdified by these Rules, the FIH Rules f Hckey and Hckey5s will apply. 6. Frmat /Timing and Scring 6.1 Timing and Scring Display System A cuntdwn timer, pre-prgrammed r easily prgrammable is t be used. Time is t be stpped when a Sht Out is given.
6.2 Frmat The cmpetitin shall be cnducted in 2 prgressive runds: Preliminary Rund Entries will be drawn and gruped int grups f 4 t 6 (depending n the final entries received) fr each event Matches will be played in a grup rund rbin frmat and will be cmpeted in a time f 30 minutes and will be played in 4 fast paced quarters f 5 minutes in the fllwing rder; 1 min break at the end f Q1; 3 min break at half time; 1 min break at the end f Q3 This time and frmat can be adjusted based n the number f entries Tp Tw teams in each grup will prgress t Rund 2. The final league table standings within the grup will be determined as per details shwn later in the rules. Rund 2, Semi Finals and Finals Tp 2 teams frm each grup will then be drawn int a secnd rund grup. Depending n the number f entries, tw grups may be frmed. The tp tw in each grup will then play the semi-finals and the winners will play the finals. If nly ne grup can be frmed in the secnd rund because f the number f entries, semi-finals will be played between 1vs4 and 2vs3 in the grups during the Preliminary Rund. Matches will again last 30 mins in Rund 2 and fr 1 hur in the semifinals and the finals; which will be played in 4 fast paced quarters f 10 minutes in the fllwing rder; 2 min break at the end f Q1; 5 min break at half time; 2 min break at the end f Q3 This time and frmat can be adjusted based n the number f entries
7. Get me Started 7.1 Games t be started with a bully n the umpires starting whistle in every quarter. 7.2 The Hme Team r the first named team in the fixture list will chse which side f the pitch they want t start frm. 7.3 The Hme Team r the first named team in the fixture list will als change jerseys r scks in case there is a clash. Organisers will prvide bibs t differentiate jerseys and tape t differentiate the scks. 7.4 Each time a gal is scred teams return t their starting psitins; the team cnceding the gal-starts the game frm the centre spt. 7.5 The player taking the centre pass is permitted t play the ball in any directin. 7.6 The directin f play is reversed at the start f every quarter. 8. Simple Rules fr Hckey 5 s (Indr & Outdr) 8.1 While mst Rules f Hckey and Hckey5s will apply here, umpires will exercise discretin t keep the game simple. Feet...If the ball cmes int cntact with yur feet and it s nt deliberate keep n playing. If yu deliberately kick the ball r stp the ball with yur feet that player gets a 2 minute suspensin and the free hit is awarded t the ther team. Tackles...When making tackles ensure that yu make cntact with the ball and nt the ppnents stick. Making cntact with the ppnents stick is a stick check and therefre a ful. If yu create a stick check, then the ball is turned ver t the ther team. FlatSide... While there are tw sides t a hckey stick, hckey can nly be played with the flat side f the stick. Safety... Fr safety players must nt lift their stick abve knee height when mving with the ball, passing r shting. 3D... Small llifts will be cnsidered "skills" and will be allwed. The ball can be lifted ff the surface but nt abve knee height. Side Bards...Players will be allwed t play ff the side bards. Hwever, if the ball ges ver the back line nn-deliberately, it will be a restart fr the defending team. What happens when a rule is brken? The ball is awarded t the ppsing team where the player n the ball can either chse t pass the ball t a teammate r play the ball themselves which is knwn as a self pass. Hitting...Strictly n hitting in any frm will be allwed in the Super 5's Hckey. Only pushing. Penalties...There will be n green cards in Super 5's Hckey. Yellw card will result in a 2 minute suspensin and a red card will result in a
suspensin frm the turnament. Scring...A team can scre frm anywhere n the pitch. Hwever the ball must sund the back bard r side bard. Fuls in the Half...There will be n Penalty Crners. Nn Deliberate Fuls Fr nn deliberate fuls beynd the 10m line, the free push has t be taken where the ful had ccurred. Fr nn deliberate fuls within the 10m line, free push has t be taken utside the 10 m line. Deliberate Fuls Any deliberate fuls by a defender in his wn half will result in an instant shtut fr which the time must be stpped. Fr deliberate fuls, the player must als be carded. 9. Hw t take a Sht Out? 9.1 All players nt invlved in the shtut must be in the ppsite quarter. 9.2 Taking a sht-ut: (a) the galkeeper/defending player starts n r behind the gal-line between the gal psts; (b) the ball is placed n the halfway marking ppsite the centre f the gal; (c) an attacker stands utside the halfway line near the ball; 9.3 The umpire blws the whistle t signal the start f the sht-ut; the attacker and the galkeeper/defending player may then mve in any directin; (e) the sht-ut is cmpleted when: (i) 7 secnds has elapsed since the starting signal; (ii) a gal is scred; (iii) the attacker cmmits an ffence; (iv) the galkeeper/defending player cmmits an unintentinal ffence, in which case the sht-ut is re-taken by the same player against the same galkeeper/defending player; (v) the galkeeper/defending player cmmits an intentinal ffence inside r utside the circle, in which case a penalty strke is awarded and taken; (vi) the ball ges ut f play ver the back-line r side-line; this includes the galkeeper/defending player intentinally playing the ball ver the back-line. 9.4 If a penalty strke is awarded during a shtut, it is taken by the player invlved in the shtut.
10. Restarts 10.1 Sideline... If yur a member f yur team causethe ball t g ver the sidebards then the ball turns ver t the ppsitin. It is vice versa if the ppsitin des the same. Taking a sideline ball is easy ;simply place the ball near the bard rughly where it went ut and then either mve it yurself (self pass) r pass it t a teammate. The ball must hwever be stpped befre mving it frm the sideline. All ppnents must be 3 meters away when defending any fuls. 10.2 Baseline...If the ball ges ver the baseline it is awarded t the defending team. Taking a baseline hit is easy; simply place the ball rughly tw meters nt the pitch n the line where it went ff and then either mve it yurself (self pass)r pass it t a teammate. All ther rules nt mentined in this dcument will fllw the current FIH Hckey5's. 11. Walkver and Timing 11.1 A team shall cncede t a walkver if they fail t register and be present at the scheduled time f play with at least 3 players. 11.2 Due t the expected tight schedule f games, the match will strictly fllw the cuntdwn timer. Time will start fr each quarter regardless f the team being present n the pitch. The nus will be n the teams t ensure they get nt the field f play befre the cuntdwn ends. 11.3 A n shw walkver will result in a 5-0 win r the highest scre this team has lst by t the ppsitin. Walkver scres will nly be printed after the last grup games in the Preliminary Rund and Rund 2.
12. What determines the final standings? 3 pints fr a win, 1 pint fr a draw and 0 pints fr a lss. Updated as at 24 May 2016 If at the end f a Turnament, r any part f a Turnament played in a league frmat; (A) tw (2) r mre teams have the same number f pints fr any place in the ranking, the said teams shall be ranked accrding t their respective number f matches wn; (B ) in the event tw (2) r mre teams have an identical number f pints and matches wn, then the said teams shall be ranked by reference t their relative superirity in gal difference between gals scred and gals cnceded; (C) in the event tw (2) r mre teams have an identical number f pints, matches wn and gal difference, then the said teams shall be ranked by reference t their relative superirity in the number f gals scred; (D) shuld there still remain equality between the teams then the results f the matches played between them will determine the ranking f the teams ; (E) unless the Cmpetitins Manager determines therwise, in the event tw (2) r mre teams have an identical number f pints, matches wn, gals scred and gal difference and equality in terms f the matches played between them, the ranking shall be settled by a penalty sht-ut cmpetitin between the said teams. Here the penalty Sht Out Rules will apply. (F) at the cnclusin f the said penalty sht-ut cmpetitin, a ranking shall be established n the basis that 3 pints shall be awarded t the winning teams f a penalty sht-ut cmpetitin; (G) if, where there are mre than tw (2) teams participating in the said penalty sht-ut cmpetitin, the said teams (after cmpeting in a penalty sht-ut cmpetitin against each ther) shall have an equal number f pints, the ranking shall be determined by applying Rule (A) (B) (C ) and (D) (mutatis mutandis) ; (H) if, by the applicatin f the said Rule 14.2 (A) (B) and (C ), tw (2) r mre teams remain equally ranked, the prcedure set ut in Rule 14.2 (E) (F) and (G) shall be repeated (mutatis mutandis), until a ranking is achieved. 13. Penalty Sht-Out Cmpetitin Three (3) persns and [if the said three (3) persns d nt include a galkeeper] ne (1) galkeeper frm each f the tw (2) teams, chsen frm the Listed Players shall participate in a penalty sht-ut cmpetitin. The said three (3) Listed Players shall take a penalty sht-ut against the galkeeper f the ppsing team in alternate sequence. The names f the said three (3) persns and [if the said three (3) persns d nt include a galkeeper] and ne (1) galkeeper shall be cmmunicated t the umpires f the match prir t the cmmencement f the penalty sht-ut cmpetitin. The said three (3) persns shall take the penalty sht-ut in the sequence in which their names are cmmunicated t the umpires.
The galkeeper playing in the penalty sht-ut cmpetitin shall nt be replaced in the curse f the said penalty sht-ut cmpetitin unless he is, t the satisfactin f the umpires f the said match, incapacitated and unable t perfrm the rle f a galkeeper. If during a penalty sht-ut cmpetitin a player is suspended, then that persn shall take n further part in the said penalty sht-ut cmpetitin. If during a penalty sht- ut cmpetitin a galkeeper is suspended, that galkeeper may be substituted, but by anther player in the team, wh must wear prtective headgear when defending a sht-ut. The persn replacing the said galkeeper may be the nminated player fr the shtut and; unless he has already taken a sht-ut, he may cntinue t take a sht-ut. The umpires f the match shall chse the galpst t be used fr the penalty sht-ut cmpetitin, and they shall tss a cin in the presence f the captains f the team t decide which team shall take the first sht-ut. The team having the highest number f gals shall be the winner and the said cmpetitin shall cease nce a winner has been established. In the event bth teams scre an equal number f gals, anther series f penalty sht- uts shall be taken with the same persns wh were nminated in the penalty sht-ut cmpetitin. Such persn(s) may be replaced nly if the umpires f the match are satisfied that the said persn(s) is/are incapacitated and is/are unable t participate any further in this series f penalty strkes. This series shall be played n a "sudden death" basis, i.e. the winner shall be the first team t scre mre gals after an equal number f sht-uts (n minimum) have been taken by each team. The Team shall be entitled t alter the sequence f their sht-ut takers frm the sequence adpted earlier. The team which tk the first penalty sht-utin the First Cmpetitin shall nt take the first penalty sht-ut f the "sudden death" series. Only the nminated players fr the shtut and the galkeeper (if different frm the players f the shtut) may enter the pitch during the cmpetitin. Only the sht-ut taker, galkeeper (defending the strke) and umpires f the match shall be entitled t remain within half area f the pitch where the shtut is taken. The rest f the players have t remain in the ppsite D. Team Members nt nminated will remain n the team bench. N ne wh has been shwn a red card during a match shall be eligible t participate in a penalty shtut cmpetitin held at the cnclusin f the said match.
