CAPTAIN S REPORT Your executive members are convening this weekend to decide your future. They will lavish themselves with fine food and drink, before indebting your grandchildren up to the rails with white-water-gate. We will convene the supreme asymmetrical, to schedule this year s Big s and Little s; how we can provide foreign aid to the gold country, and print enough currency to have another great banquet at year s end. After that they will take your constitutional rice to the kitchen where they will be boiled until the lake dries up. No, this is not Congress, but the Fleet 4 Board. Taking another tack, this is going to be a busy year with a new board member and some role switching going on. We are going to our strengths this year with a new Cruise Chairperson-Roy Moore, and welcoming new board member Jeff Pathman as the fleet Secretary-Editor. Racing remains with Dave Strain at the helm, and Madeline Rayfuse will continue for one more year as the Hospitality chairman/co-skipper/get-her-done individual. Edward Threlkeld remains at Membership and I m still the Captain. This year Fleet 4 will be supporting Catalina Fleet 54 a.k.a. the Gold Country Yacht Club in sponsoring the 2012 Catalina 22 National Championships at Scotts Flat Reservoir in June, immediately after the Go For The Gold Regatta. Later in June we will be holding the Fleet 4 Picnic followed by the BIGS and Little s event the next day. This event is usually followed with a cruise. The board should have a schedule to present to the fleet at the first meeting scheduled for January 12 th at the Raley s Supermarket located at the northeast corner of HWY 50 and Eldorado Hills Blvd. The meeting will start at 7:00 PM. A reminder if you are new to the location-we cannot bring in food but we can purchase it in the store. This brings us to my biggest concern- THE LAKE. It s still early but the first snow survey shows 25% of normal to this date water content in the hills. Our season may be shortened and require away cruises, or we need to pack in Folsom activities earlier in the year. Pray for a March Miracle. I don t know about you, but I had to turn my sprinklers back on as the ground is dried up. I also have a few new green leaves on my Sycamore trees. We re having record matching high temperatures in December! ; 24 days of spare the air ; less than 1 inch of rain in some of the delta; The unusual amount of FOG that belongs around here after a storm, when the ground is wet. Shades of the drought years 1985-6. Well that s what you hired us for-to figure it out and plan for the expected and the unexpected. Happy New Year to all-see you at the January Meeting. Captain Michael The pointy end is the front Captain Michael SIRIUS #3088 THE NATIONAL NEWSLETTER IS AT http://www.catalina22.org CRUISING REPORT There is nothing new to report until after the cruise schedule comes out. I personally wish I could join the Lake Havasu event. Well next year, but hou about you? Want some fun with MANY boats? Here is evidence that indicates the kind of vehicle that carries us on our cruises. The City of Vallejo issued an order to destroy eight boat for various reasons. Among the boats scheduled for termination was an old Catalina 22 swing keel. The crew assigned the task of breaking up these boats decided to save the easy boat for last the Catalina 22. Over the next four hours, seven boats were crushed chopped up, and the remains scooped into a waiting dump truck. The D-8 (tractor with tracks like a tank, weighing about 80,000 lbs depending on accessories chosen, each of which weigh a lot, built by Caterpillar) with a claw tore through these first seven boats like a hot knife through butter. The plan to end the day with the easy

boat went somewhat awry. They first figured on driving the D-8 over the top of the unfortunate Catalina 22, but after several attempts, that method had to be abandoned as the little Catalina would squirt out from under the D-8, escaping unharmed. It even swung its keel out at the wrecking crew, as though sticking its tongue out at them. The next method tried was to use the claw to bite out sections from it, but they were unable to get a grip in the hull, so they abandoned that method as well. Ultimately, they wrapped it in chains and anchored it to the D-8 to enable them to drive over it and crush it. In the end, to took the same amount of time to destroy on Catalina 22 as it did to destroy the other seven boats! After four hours of work on the game little 22, the crew leader then swore that if anyone ever invited him on the open ocean in a Catalina 22, he'd have no reservations whatsoever about accepting. Catalina owners, stand proud! We have very tough boats! Kevin Morton, Cruise Chairperson RACING REPORT CATALINA 22 News Exciting things are happening for Fleet 4 C22 club. The C22 Regional races will be held in conjunction with the Camellia Cup in April. The C22 Nationals will be held in June at Smith s Flat Reservoir hosted by Gold Country YC. Both of these opportunities offer fun venues and competitive onthe water- boat racing. Don Hare is the lead guy for the Nationals, Mike Rayfuse and Dave Strain for the Regionals. If you are interested in racing, or interested in helping, contact any one of these guys. Currently Fleet 4 is holding meetings, second Thursday of the month at the meeting room of El Dorado Hills Raleys store. This location is right off Hwy 50 and El Dorado Hills Blvd. Living on the Racers Edge IT S ba ack! The series racing season, that is! Winter is the time to ready your sailboats for the series races. Checking your sails for stretch or small tears and get them ready for Series #1, Feb 11. Check for Race committee assignments. Even though there are 2 members listed to run the races, it actually goes better with 4. In addition to the series races, two big events of the year, the Camellia Cup and the TransFolsom are already in the planning stages. The State water Powers That Be are showing signs of logic when they seem to be saving more water than is usual. That is a good thing. As always, the more boats on the start line, the more fun there is to be had. See you on Feb 11. CAMELLIA CUP NEWS The committee for getting our 46 th annual Cam Cup underway has already started to work. Steve Galeria has agreed to be the CRO and the face for announcements. John Poimiroo will be the PR man. Stephanie Erdrich has already contacted a caterer and Ginny Getty is working towards designing the t-shirts. Hart Sails has agreed to lend the tent again. Karen Preston is on tap for scoring. The NOR has been electronically mailed to clubs in our area. Registration packets will go out soon. Drake Johnson will be in charge of the beer wagon, and the Rayfuses will be doing the Sunday Hot dog lunch. We will need hands to put up and take down the tent. How does this apply to Fleet 4 members? FLYC will be hosting the Region 10 C22 racing in conjunction with the Camellia Cup. As a Fleet 4 member who may not be racing, there is opportunity to help: get the boats registered, help rig, launch, or even let a C22 racer s boat stay in your slip overnight. On Sunday morning C22 Region 10 will host coffee and rolls, so we will need help with that as well. The race committee will also need some help. The more involved you are, the more fun you will have.

Call Dave, 916-933-2346 MONEY MATTERS TREASURER'S REPORT Scott Hefty - Treasurer 2011 End of Year Financial Report Two thousand eleven was a fantastic year for Sacramento Catalina 22 Fleet 4. There were some very informative monthly presentations, memorable cruises, good racing and a sound financial year. The fleet membership grew by 3 to 32 paid members for the year. The Internal Revenue Service and California Secretary of State have made life very interesting over the past year. First of all the IRS revoked our tax exempt status not only once, but twice. They believed that our fleet had two identities. Well, long story short is that they revoked both of them. Having two Employee Identification Numbers turned out to be the culprit. This problem had been identified a number of years ago and the Fleet took appropriate action. Unfortunately the IRS did not take the requested action. That problem has hopefully been resolved. On January 13 th of this year a sixty four page application for reinstatement was filed with the IRS. Both issues will be monitored to ensure that they are fully resolved. Thanks goes to Congressman Lungren and his Gold River Office Staff who helped cut through the bureaucratic red tape and opened the necessary channels of communication with the IRS. The second interesting episode was in filing our Corporation registration, due the first part of December, with the Secretary of State. We filed the necessary statement and fee in October. The filing fee check had not cleared the bank by the end of December. When contacted, the Secretary of State s Office said to check in mid February as

their mail room was four months behind, about 250,000 applications, in processing like mail. That translates to about a half million dollars sitting idle in their mail room. And they say they are broke? This issue will also be followed up on. Expenditures were kept below expectations largely by the efforts of volunteers to publish and distribute the Fleet Roster and Madeline and Mike Rayfuse who designed and produced the annual awards at 45% below budget. Boat Camping at Folsom Lake On board camping is allowed on vessels that have a self-contained sanitary unit. A self contained sanitary unit must be Coast Guard approved, have a holding tank that has a tight and perfect closure at all times, and is installed in a location that affords complete privacy for it's user. Waste must be dumped at an appropriate onshore facility. The vessel must also have proper sleeping accommodations for all persons on board. All boat campers must register at either the Granite Bay enterance station or the main office building at Folsom Lake Marina, located in Brown's Ravine. Boats will be inspected to verify that it meets all regulations. A boat camping registration box is located at the front door of the marina and may be used to register for boat camping, when the marina office is closed. On board boat camping is allowed only in the following areas: South Fork...Deep Ravine to Higgins Point North Fork...Bear Cove to Mormon Ravine Brown's Ravine...Slip renters at the marina are allowed to camp on their boats in their slips overnight, however, they must register to do so. Offshore boat campers must follow all the laws and regulations of the State of California and the Department of Parks and Recreation, including the following: 1.All boats must be moored and remain moored during all hours the park is officially closed. Boating after the official closing hour is prohibited. 2.Boats must be moored out of the main traffic channels and within 200 feet of shore. Camping is prohibited on shore. 3. Boat campers may not be tied to or pulled up on shore while boat camping. 4. All boats must display an anchor light in accordance with California's Administrative code. 5. It is unlawful to operate a boat while under the influence of alcohol and/or certain drugs. 6. Boat camping is limited to a maximum of two consecutive nights. 7. Fires are NOT permitted on shore at anytime. 8. Vehicles must be registered at the area in which the vehicles are located. A vehicle parked in Granite Bay cannot register at Brown's Ravine for boat camping. 9. Any vehicle in the park after closing and not registered to boat camp is subject to a citation from the Park Rangers for none payment of fees.
