Colorado Short Course 14 & Under Silver State DATE: Feb. 28-March 2, 2014 SANCTION: Held under the sanction of USA Swimming #2014-021 In granting this sanction it is understood and agreed that USA Swimming shall be free from any liabilities or claims or damages arising by reason of injuries to anyone during the conduct of the event. LOCATION: University of Denver, Coors Fitness Center I-25 and University Blvd., 2201 E. Asbury, Denver, CO 80208 FACILITIES: Elevation 5320 ft; Seventeen lane; 25 yard by eight-lane 50-meter indoor pool. Dependent upon number of entrants, the meet may run in a one 10 lane, 25 yard course, with depth ranging from 7-13 ft at start end, 7 ft depth at turn end or in two courses. Course A=8 lane, 25 yard, with depth ranging from 7-13 ft at start end and 7 ft depth at turn end. Course B= maybe 5, 6, or 7 25 yard, with depth ranging from 5-6 ft at start end, and 5-6 ft depth at turn end. Continuous warm-up/down lanes will be available in both circumstances. The competition course has been certified in accordance with 104.2.2C (4). Only swimmers swimming the meet, registered coaches with current certification, working officials, and volunteers are allowed on deck. Parents and spectators please remain in the viewing or seating areas. TIMING: Colorado Timing System with touch pads and display board SCHEDULE: Warm-Up 7:00 am 8:20 am, Meet Start: 8:30 am A coaches meeting will be held at 6:30 am on Friday, Feb. 28, location TBA ELIGIBILITY: All athletes must hold a 2014 USA Swimming membership card issued by Colorado Swimming, Inc. Swimmers who are within the 120-day transfer rule must swim UNATTACHED. No on deck registrations will be taken. At a sanctioned competitive event, USA Swimming athlete members must be under the supervision of a USA Swimming member coach during warm-up, competition, and warm-down. Any swimmer without a coach must report to the Meet Director or Meet Referee to make arrangements for such supervision. Swimmers entered in the meet, unaccompanied by a USA Swimming member coach, must be certified by a USA Swimming member coach as being proficient in performing a racing start or must start each race from within the water. It is the responsibility of the swimmer or the swimmer s legal guardian to ensure compliance with this requirement. SCORING: There will be no scoring. AWARDS: Individual: Medals 1-8 Ribbons 9-16
SEEDING PROCEDURE & SCRATCH RULES: With the exception of the 400 IM and 500 Free, the meet shall be pre-seeded. Swimmers must report to the assigned heat and lane if they intend to swim the event. All entry times will be verified with the CSI time s database before the swimmer will be allowed to swim that event. Entry times must fall between current Silver State (minimum) and Age Group State (maximum) qualifying times. No qualifying times will be accepted unless meet results are in the CSI proof of time database or times can be verified through SWIMS. A proof of times exceptions report will be posted by Feb. 19 at www.coloradoswimming.org Team Entry Chair or coaches must provide corrections/proof of time by Feb 21. Times must have been achieved between March 1, 2013 and February 16, 2014. NOTE: Submit entry times according to the time swum - NO CONVERSIONS Non-conforming times will be seeded last. RULES: 1. Current 2014 USA Swimming Rules & Regulation will govern the meet. 2. Age as February 28, 2014 will determine the swimmer's age group for competition. 3. The MEET REFEREE will have the final authority on all swimming procedures of the meet. 4. No exhibition swimming is allowed. 5. All events are timed final events. All entries must be legible with name of swimmer, event and description with the entry time. A "blank space" or NT will not be accepted. No refunds will be given for incorrect entries. 6. Colorado Swimming, Inc. procedures for warm-up will be observed. 7. The USA Swimming National Start will be used. Please refer to 101.1.2B. 8. All coaches and uniformed officials must display their USA Swimming /CSI cards when on deck. Current certification is mandatory. Coaches/Officials in non-compliance will not be allowed on deck. 9. Participating teams will be assigned lanes for timing and are expected to provide the timer(s) for the duration of the assignment. 10. Any swimmer entered in the meet must be certified by a USA Swimming member-coach as being proficient in performing a racing start or must start each race from within the water. When unaccompanied by a member-coach, it is the responsibility of the swimmer or the swimmer s legal guardian to ensure compliance with this requirement. 11. All swimwear must conform to USA Swimming Rule and Regulations article 102.8 effective October 1, 2009. If you have any question on older suits, check the 2010 FINA Approved swimsuit list. 12. Use of audio or visual recording devices, including a cell phone, is not permitted in changing areas, rest rooms, or locker rooms. 13. No on-deck photography from behind the starting platforms. 14. Except where venue facilities require otherwise, changing into or out of swimsuits other than in locker rooms or other designated areas is not appropriate and is prohibited. 15. At a sanctioned competitive event, USA Swimming athlete members must be under the supervision of a USA Swimming member coach during warm-up, competition, and warm-down. The Meet Director or Meet Referee may assist the swimmer in making arrangements for such supervision, but it is the swimmer s responsibility to make such arrangements prior to the start of the meet..
DISTANCE EVENTS: 1. The distance events 400 IM/500 Free will be deck seeded by positive check-in on the day the event will be swum. The swimmer or their coach must check-in at the clerk of course by 9:00 am on the day of the event. 2. 500 SWIMMERS MUST PROVIDE TWO (2) OF THEIR OWN TIMERS AND A COUNTER. 400 IM SWIMMERS MUST PROVIDE THEIR OWN TIMERS. ENTRIES: Swimmers may enter three (3) individual events per day, with a maximum of seven (7) events in the meet. ENTRY FEES: $ 5.00 per individual event. ($1.00 of each individual event will go to the CSI Support Fund) $ 6.00 per swimmer pool surcharge. Any outstanding fees and/or past due fees owed to Colorado Swimming must be paid in full in order to participate in the meet. Make one check payable to: COLORADO SWIMMING, INC. LAST CHANCE ENTRY EXCEPTIONS: Entries from times achieved at Last Chance Meets held the weekend prior to the meet. Approved Last Chance meets are Northern CO League Meet and CMA Last Chance Meet. This is only for swimmers who have not previously qualified in that event. No previous times will be adjusted. Last Chance Entry procedure: New qualifications and payment must be submitted to the meet director at the last chance meets. The Meet director will then forward all last chance qualifications to the Silver State meet entry chair. Entries will not be accepted from individuals or teams, only from last chance host. SAFETY ISSUES: The conduct of warm-up and competition will adhere to Colorado Swimming, Inc. policies and procedures. All coaches, officials, parents and swimmers should act in a manner to reduce the risk of any accidents. Coaches are to monitor their swimmers during warm-up/meet and are responsible for their safety. No forward dives or backstroke starts into the water during warm-up unless there is one-way swimming & starts with coach supervision. All athletes, parents, spectators, coaches and officials are reminded that the swimming venue may have areas where additional care needs to be observed. This includes and is not limited to slippery deck, bleachers and hallways. Proper footwear and caution may help reduce these risks. No running or horseplay is allowed and it is the responsibility of the swimmer, coach, officials and parents to monitor these activities. Care should be given not to park in either handicapped or fire lanes as vehicles may be towed at the owner s expense. PROGRAMS AND RESULTS: Programs will be available for $5.00 meet program/heat sheet and the final results will be provided for teams entered in the meet. Results will be sent back to the clubs via email and posted on the web site. SPECIAL INFORMATION: NO SMOKING ON UNIVERSITY OF DENVER PROPERTY. NO ALCOHOL IN THE POOL AREA. Any damage to pool property will be grounds for dismissal from the remainder of the meet and the offenders will be held liable to the fullest extent, which the law allows. SPECTATOR SEATING: The pool bleachers are a viewing area only. There will be specific areas designated for extended seating. Spectator seating details will be posted on the host team s website and www.coloradoswimming.org. This policy is created to allow all spectators the opportunity to watch their children compete. No entry may be submitted that is equal to or faster than the 2014 14 & Under Age Group State time standard.
