RYA Cymru Wales North Wales OnBoard Festival 2018 1 st & 2 nd September 2018 CH Bala SC- Llyn Tegid Sheltered Water Coached Open ideal for new racers Junior Event (Under 16 on the 31/12/2018) Objective This junior regatta aims to build on 2018 club training, OnBoard and All Afloat activity by providing competition in sheltered waters and a coached environment. Sailors and parents from clubs and centres across Wales are invited to enjoy a friendly, relaxed event. All are welcome from first time racers to competitive Regional Squad members aspiring to join the Welsh National Squad Which Fleet Should I Enter? All Afloat Let s get out on the water For those that have started through All Afloat with no racing experience Improving skills Fun short racing Coached OnBoard Training Fleet Racing & Training provided for less experienced sailors. Those who have just learnt to sail via the OnBoard Scheme and or Club Beginner training. Those taking part in their first event OB General To provide racing for RYA recognised classes which are not included below; Handicap Training OB Windsurf To Provide windsurfing activity for windsurfers. All boards should have a daggerboard or central fin; Training please see note on last page OB Topper To Provide racing for Topper class, including Topper 4.2 Sailors. Separate prizes/ fleets may be Training awarded/ run for 4.2 fleets dependant on numbers OB Optimist To Provide racing for Optimist class, including Optibats. Ethos It is the ethos of the North Wales OnBoard Festival is to welcome and help less experienced sailors. Experienced sailors and parents are asked to always assist less experienced sailors at this event with tasks such as - check rigging, advise on how to replace unsuitable kit, what to do at the event, launching etc.

Notice of Race Organising Authority 1. The organising authority is RYA Cymru Wales in conjunction with Clwb Hwylio Bala Sailing Club. 2. Rules 2.1 The Regatta will be governed by the rules as defined in The Racing Rules of Sailing 2.2 Competitors should note that RYA CYMRU WALES and CH Bala SC events will be run in compliance with the principles of the RYA Racing Charter as applicable to both the organisers and competitors, details of which can be found at the front of the RYA rule book (Racing Rules of Sailing 2017-2021), or at www.rya.org.uk/racing/charter. If there is any conflicts of instructions the Sailing Instruction (SI) shall prevail. 2.3 The Exoneration Penalty and the Advisory Hearing and RYA Arbitration of the RYA Rules Disputes Procedures will be available 3. Classes and eligibility 3.1. Racing will be in the Optimist, Topper, RS Teras, RS Fevas, Windsurfers and RYA Junior Pathway, Supported & Recognised Classes (Classes other than these may be accepted on request by the discretion of the Organizing Authority). 3.2. Entries will be accepted in these classes from sailors aged 16 years or younger on 31/12/18; however sailors with 2017/2018 GBR squad and Welsh Squad are eligible to sail but will not be eligible for the class trophy. 4. Entries 4.1 Entries can be made via the online booking website, and shall be received together with the entry fee on or before 31 st August. The online booking website is to be found at; http://welshsailingevents.org/ (Please make sure you have all your boat, personal and medical details to hand before commencing the process). Entries later than this may be accepted on the day, the cost to enter is; Single handed / Windsurfer 30 Double Handed 40 Entries after the 31 st August may incur a 10 late entry fee. 4.2 All helms and crews are required to present a signed Entry/Parent/Guardian declaration at registration. (Competitors will receive this by email when they complete entry). 5. Schedule Registration: Competitors will register in the Club House. Friday 31 st August from 1830-1930 Saturday 1 st September from 0830-0930 5.1 Briefing: There will be a competitors briefing for all fleets at the Boat House/ Race Control, 10:00am on Saturday 1 st September. Fleets (including windsurfers) may be further divided into separate class briefing based on ability 5.2 Racing: There will be a maximum of 10 races, with a maximum of 6 per day. The warning signal for the first race for the main fleet on Saturday 1 st September will be at 11.25am. 5.3 The number of races for the windsurfers will be at the discretion of the windsurf coaches. 5.4 OnBoard and All Afloat Training Fleet racing will be organised by coaches and run on an informal basis, starting at around the same time as the main fleet on both days. 6 Sailing Instructions Sailing Instructions will be available at the race office on registration and may be posted on the event website. 7 Measurement Measurement certification is not required but all boats should pass a basic seaworthy inspection, which would include Optimists (white sail) a 7m painter with loop, adequately inflated buoyancy bags, mast ties securely fixed, inclusion of bailers, removable mainsheet. The race management hold the right (but may not use it) to hold any competitor ashore until these requirements are met if the conditions were thought to be unsuitable for the condition of boat. Topper and Laser fleets are allowed to use training sails. Other measurement concessions will be at the Race Officer s discretion and must be obtained at registration. 8. Courses and Racing Areas Courses will be announced at the briefing, but are likely to include trapezoid, windward leeward or triangle courses 9. Penalty System Rules Advisory and Rules Arbitration / Exoneration Penalty may be available. The Penalty system will be confirmed at the briefing. 10. Scoring The event will be scored using the low points system in Appendix A,

Each boat s event score will be the total of her race scores with her worst score discarded if 3 or more races have been completed. 11. Prizes A prize giving will be held at the end of the event. 1 st to 3 rd in each fleet, male and female will be awarded and discretionary awards may be made. There will be Best OnBoard Club/Centre Prize which will be scored from the OnBoard Fleets and All Afloat fleets, results and numbers of sailors attending will be taken into account, Best Overall Club Prize, results and numbers of sailors attending will be taken into account from all fleets and the Youngest Sailor Prize. Welsh squad sailors are not eligible to win any class trophies which may be awarded. 12. Coaches and Supporters Only official Coaches and safety boats appointed by the Event Organiser may: - a. Communicate or Coach competitors afloat during racing b. Tow competitors to or from the race area with permission from the race management team. c. Enter the race area. 13. Rights to use names and likenesses Competitors should be aware that photographs and or film may be taken at the event, which may or may not include the competitors. By entering the event, competitors acknowledge that they may appear in such pictures or film, and grant the organising authority without payment the right in perpetuity to make, use and show any motion pictures, still pictures, and live, or taped film or television of or relating to the event. 14. Safety 14.1. Adequate personal buoyancy shall be worn by all competitors whilst afloat. Wet suits and dry suits do not constitute personal buoyancy. 14.2. A Tally system will be in operation for the safety of competitors. The tally system (known as tally control) will be located in the Boat House/ Race Control. 14.3. Tally numbers will be issued at registration and both helms and crews must tally out before racing and tallyin immediately on returning to shore by personally returning their tally to the tally control specified for them at registration. Tallies must be worn visibly by both helm and crew whilst afloat. 14.4. Failure to tally correctly will incur a points penalty of 20% of the total number of competitors entered in that fleet for each race which takes place between the tally on tally off infringement. 14.5. Boats may not launch until released by the Beach Master for their respective fleet and course area. 15. RISK STATEMENT RRS Rule 4 of the Racing Rules of Sailing states: The responsibility for a boat s decision to participate in a race or to continue racing is hers alone. Sailing is by its nature an unpredictable sport and therefore inherently involves an element of risk. By taking part in the event, each competitor agrees and acknowledges that: a) They are aware of the inherent element of risk involved in the sport and accept responsibility for the exposure of themselves, their crew and their boat to such inherent risk whilst taking part in the event; b) They are responsible for the safety of themselves, their crew, their boat and their other property whether afloat or ashore; c) They accept responsibility for any injury, damage or loss to the extent caused by their own actions or omission; d) Their boat is in good order, equipped to sail in the event and they are fit to participate; e) The provision of a race management team, patrol boats and other officials and volunteers by the event organiser does not relieve them of their own responsibilities; f) The provision of patrol boat cover is limited to such assistance, particularly in extreme weather conditions, as can be practically provided in the circumstances; g) It is their responsibility to familiarise themselves with any risks specific to this venue or this event drawn to their attention in any rules and information produced for the venue or event and to attend any safety briefing for the event. 16 Insurance Each Participating boat shall be insured with valid third party liability insurance with a minimum cover of 3 million for the duration of the event or equivalent.
