STATE OF ILLINOIS ) June 6, 2011 MACOUPIN COUNTY ) CITY COUNCIL MEETING PRESENT: Alderman Albertine, Alderman Best, Alderman Campbell, Alderman Direso, Alderman Steiner, Alderman Mitchell, Alderman Ober, Alderman Staerk, Alderman Coonrod, Alderman Loveless, Mayor Robert Schwab, Treasurer Kay Lott, City Attorney Will Hebron, and City Clerk Dena Boston MINUTES Alderman Direso pointed out that the M on Bellm was left off under the rug cleaning bids. Alderman Ober made a motion to accept the minutes as presented with noted changes seconded by Alderman Albertine. MOTION CARRIED Lions Club Carnival CORRESPONDENCE Mayor Schwab stated that the Lions Club would like to have their annual carnival on September 9 th and 10 th and would like to have the road closure for the 8 th, 9 th, and 10 th. Alderman Coonrod made a motion to allow the Lions Club have their annual carnival on September 9 th and 10 th and to ask the state for road closure on September 8 th, 9 th, and 10 th seconded by Alderman Mitchell. MOTION CARRIED Spirit Boosters The spirit booster club ask permission to sell Krispy Kreme donuts on August 6, 2011. Alderman Ober made a motion to allow the spirit booster club to sell Krispy Kreme donuts on August 6, 2011, seconded by Alderman Loveless. MOTION CARRIED Redistricting OLD BUSINESS Gene Adkins and Camille Brotze addressed the council in regards to redistricting. Alderman Ober made a motion to refer redistricting over to the finance committee for discussion seconded by Alderman Best. MOTION CARRIED

Petition for Truck Route Mayor Schwab stated that he was given a petition to prevent the city council from delegating Plum Street as an official truck route. Alderman Direso made a motion to place the petition on file seconded by Alderman Mitchell. MOTION CARRIED Plum Street Parking Ordinance Deborah Borre addressed the council that if this ordinance would pass, it would hinder parking for her business. The ordinance was placed on first reading. Water & Sewer Rate Ordinance The ordinance was placed on first reading. Standing Committee Ordinance Alderman Staerk made a motion to pass the standing committee ordinance seconded by Alderman Coonrod. MOTION CARRIED Adrian Madunic Letter & Response Mary Beth presented her response to the Adrian Madunic letter and presented corresponding paperwork. Alderman Best made a motion to place the letter on file seconded by Alderman Ober. MOTION CARRIED Appointments Mayor Schwab appointed Jerry Eiffert, Roger Dennison, Veryl Reiher, and Fran Goodman to the lake ad-hoc committee. Alderman Ober made a motion accept the appointments seconded by Alderman Coonrod. MOTION CARRIED Boat License Fee Ordinance Alderman Direso made a motion to suspend the rules to pass the boat license ordinance seconded by Alderman Mitchell. MOTION CARRIED Alderman Direso made a motion to change the boat license ordinance to allow for 1 day passes for $10.00 a day seconded by Alderman Mitchell. MOTION CARRIED

Nathan Dugan Settlement Agreement Alderman Ober made a motion to suspend the rules to pass the ordinance and settlement agreement on the Nathan Dugan lake lease and allow Ben Goodman a 20- year lake lease seconded by Alderman Coonrod. MOTION CARRIED Alderman Ober made a motion to accept the ordinance and settlement agreement for the Nathan Dugan lake lease and to allow Ben Goodman a 20-year lake lease agreement seconded by Alderman Coonrod. MOTION CARRIED Amend Hotel Tax Ordinance Alderman Steiner made a motion to suspend the rules to amend the hotel tax ordinance to provide for quarterly filing seconded by Alderman Staerk. MOTION CARRIED Alderman Steiner made a motion to amend the hotel tax ordinance to provide for quarterly filing seconded by Alderman Staerk. MOTION CARRIED Stratton Appointment NEW BUSINESS Mayor Schwab reappointed Alice Stratton to the police pension board. Alderman Direso made a motion to confirm the Mayor s appointment of Alice Straton to the police pension board seconded by Alderman Ober. MOTION CARRIED Leadership Workshop Alderman Direso made a motion to refer the leadership workshop classes to the committees for review seconded by Alderman Ober. MOTION CARRIED Adrian Madunic District Update Adrian presented a flag to the city on behalf of Congressman Schilling. He then stated that he would help the city to get possible aid for the lake project. Several people from the audience addressed the council. A recess was called at 9:35 p.m. and went back into session at 9:48 p.m.

IL Municipal Review Workshop Alderman Campbell stated that she and Alderman Best would like to attend the newly elected oficial s conference. Alderman Mitchel stated that he would also like to atend. Alderman Campbell made a motion to refer the attendance costs for the conference to the finance committee seconded by Alderman Steiner. MOTION CARRIED Trash Bids Alderman Mitchell made a motion to allow the Mayor to open the trash bids seconded by Alderman Ober. MOTION CARRIED The Mayor opened the first bid from Flowers Sanitation in the amount of $315.00 a month and the second one from Waste Management in the amount of $385.00 a month. Alderman Albertine made a motion to accept the lowest bid seconded by Alderman Best. MOTION CARRIED Alderman Albertine made a motion to direct the Mayor to sign the garbage agreement seconded by Alderman Mitchell. MOTION CARRIED Water & Sewer Bond Resolution Will explained that the city abates the taxes and does not levy for bonds. He then stated that they have always been paid by revenue and not by the tax levy. Alderman Direso made a motion to pass the resolution concerning abatement of taxes levied for payment of bonds seconded by Alderman Ober. MOTION CARRIED Macoupin County Election Letter Dena explained to the council that she has contacted Andrew Manar and Pete Duncan in regards to not having a primary election. She then stated that they are going to give her further information. Public Works Mayor Schwab stated that he does not have confidence in the public works director and asked the council for a motion to advertise for a new public works director. No motion was made.

Specs on Street Shed Alderman Direso made a motion to ask for permission to have HM&G do specs on adding a restroom and break room to the city shed seconded by Alderman Albertine. VOTING AYES: ALDERMEN ALBERTINE, CAMPBELL, COONROD, DIRESO, LOVELESS, MITCHELL, OBER, STAERK, AND STEINER VOTING NAY: ALDERMAN BEST Advertise for PT Dispatcher Alderman Mitchell made a motion to advertise for two part-time dispatchers seconded by Alderman Ober.
