Read & approve Minutes from previous meeting and Agenda for tonight (both posted to web site) both approved Treasurer s report: reported bank statement expenses for Annual Meeting will be coming along soon note that we have reduced dues for renewals from $45 to $25 and that means there will be less money next year and there maybe some significant expenses towards data systems RATIFY E-VOTES - NONE OLD BUSINESS The Fleet Chairman has set up the Ratings Review Committee The Rating Review Committee will consist of members of PHRF SD who are active racers but not necessarily members of the Fleet Executive Board or PHRF San Diego Handicap Board or PHRF San Diego and will be selected by the Fleet Chairman. The number of members of the committee shall be an upper limit of 6 members and a lower limit of 3 members.

A member of the Fleet Executive Board or PHRF San Diego Handicap Board will be appointed as liaison between this committee and the Fleet Executive Board and PHRF San Diego Handicap Board by the Fleet Chairman. The committee shall appoint one of its members to be the liaison with the Board(s). The committee may establish it s own procedural methods. The purpose of this committee will be to review races with the intention of identifying boats with ratings that appear to be too harsh or too generous, compile their findings, and submit them to the Board with recommendations for any Rating Reviews the committee believe to be appropriate. The Fleet Executive Board can be counted for the purpose of ensuring representation of either the 3 SDAYC member clubs or the 3 classes. RATIFY E-VOTES NONE TEMPORARY RATINGS ABOUT TO EXPIRE - A Temporary Rating may be provided by Chief handicapper in the event a handicap is requested to race in an upcoming race which will take place before a meeting, and the board is unable to vote on the rating (Prior to race). The request should be email approved or voted on at next board meeting to make permanent. In the event at a board meeting where an owner has submitted an application, fees are paid, but the Board believes it does not have sufficient data or information to accurately rate a boat, a Temporary rating may be provided with the understanding the owner should submit race results during the three months to show data, to verify the Temporary Rating. Temporary rating may be adjusted after review of results. In the event the data is not provided the temporary rating will be considered expired at the end of 120 days. A new complete application (Minus Fees) will need to be presented to board to have the boat considered again for a PHRF certificate. Confirm Quorum YES - A majority of the Area Board members are required to form a quorum and to conduct business. All official actions of the Area Board which concern Ratings or Rating Reviews shall be conducted pursuant to Rules 1.5 and 4.5 of the Rules. All other official actions of the Area Board require a majority vote by the members who are present, provided there is a quorum at the time of the vote. Members: David Cattle, Ivan Batanov, and Mike Roach OLD BUSINESS NEED UPDATE: Boats that have been reviewed by PHRF San Diego and adjusted relative to Area G ratings since 2016 per Chief Handicapper concerning Lady Max, Beneteau 47.7, Secretary to send email to PHRF SoCal to correct this - including: Area G update needed for Nereid and B Quest Chris Winnard believes Lady Max rating with PHRF SoCal was corrected and he will research it. Fleet Secretary instructed to send to PHRF SoCal changes to Area G ratings for to Nereid 63/60/54 and B Quest 54/51/54. NEW BUSINESS - NONE Next Meeting: Regular meeting January 8, 2019 Adjourn Area G Meeting 1850 1. ADDITIONAL INFORMATION PHRF San Diego Competition Protocols Section I- Inspection A. A boat maybe inspected at any reasonable time on request by a fleet member for compliance with equipment requirements, headsail sizes, spinnaker pole length, and conformity with other dimensions indicated on the current rating certificate. Section II- Scoring A. Yearly Championship Series Scoring

1. There will be two series: the Offshore Series and the Inshore Series. Boats may compete in either or both. To qualify in the Offshore Series a boat must compete in at least two races/regattas in the Offshore Series. To qualify in the Inshore Series a boat must compete in at least two races/regattas in the Inshore Series. All races a boat competes in will be scored. There will be no throw outs. Because scoring is by percentage there is no advantage or disadvantage to sail more then enough to qualify or more races or all races. 2. The Yearly Championship Series shall be scored using a Percentage High Point Scoring System similar to the US Sailing Note on Scoring a Long Series. 3. All races shall count equally for the series score (not weighted). 4. All races shall be scored using the PHRF San Diego Rating. 5. An event's "Racing Area" is considered part of the PHRF San Diego local area irrespective of the start or finish location. 6. Ties will not be broken but additional awards will be given if needed. B. The races for the Yearly Championship Series will be formulated each year by the Fleet Executive Board and presented in Appendix 1 to the Competition Protocols. 1. The listed Races and Regattas as published in the Appendix 1 shall constitute the PHRF San Diego Yearly Championship Series. 2. For a boat to be eligible to be scored it must start the race. OCS, UFD, BFD, DNF, RET, DSQ, DNE, DGM scores 0 but get credit towards qualifying for sailing the race in the series 3. Only PHRF San Diego fleet member boats are eligible for the Yearly Champion Series awards. 4. The Yearly Championship Series scores apply to the member, not the boat, regardless of the number of boats member(s) may have owned or chartered sequentially during the year. If a member stops racing one boat and begins racing another boat scores earned from the first boat(s) maybe transferred to the subsequent boat(s). This applies only to boats sailed sequentially, not going back and forth from boat to boat but only boat after boat. 5. The series will be scored using high point percentages and a complete description of scoring is included as the last item in this Protocol. Section III- Series Eligibility

A. A Boat is entered when it checks-in, in accordance with the event NoR and/or the Sailing Instructions. B. For a race result to count toward the Yearly Championship the skipper must be a current member of PHRF San Diego and the boat must have a current PHRF San Diego Rating Certificate. Non-members have 30 days after a race to resolve a non- member status and then the race becomes an eligible series race for that Member. Section IV- Electronic Notification Protocols 1. From the ByLaws: Article IV. Owners and Co-Owners of Rated Boats All members understand that electronic communications is the primary method of communication by PHRF San Diego and shall provide an email address for such communication and update such address anytime it might change. Section V Percentage Scoring for a Series A. Scoring per individual race N = # of boats competing (boats that started) 1 st place = N 2 nd place = N-1 3 rd place = N-2 4 th place = N-3 And so on Last place = 1 OCS, UFD, BFD, DNF, RET, DSQ, DNE, DGM scores 0 but get credit towards qualifying for sailing the race in the series B. Individual race scores are then divided by N 1 st place = N/N 2 nd place = N-1/N

3 rd place = N-2/N And so on Last place = 1/N C. The series is scored by adding the scores of each individual race that is by adding the numerators and then adding the denominators and then obtaining a percentage from that total numerators divided by total denominators. D. Example: A boat scores 1 st place in a 10 boat race for the series it is scored 10/10, Next race 3 rd place of 5 scores 3/5, Following race 4th of 6 scores 3/6. The series scores look like this 10/10 + 3/5 + 3/6. Now each numerator is added together 10 + 3 + 3 = 16. Then each denominator is added 10 + 5 + 6 = 21. The boat s series score is 16/21 or 76.2%. 2. ADDITIONAL INFORMATION Amendments currently before the membership for approval: Proposed changes to PHRF-SD Constitution and By Laws AMENDMENT 1: Add the following words: Individuals who are selected to be Members of the Fleet Executive Board, who are not Regular Members of PHRF SD, will automatically become Associate Members of PHRF SD and will not be required to pay dues to maintain Associate Membership so long as they continue to serve on the Fleet Executive Board. See below underlined words showing exactly where this will fit. Article IV. Owners and Co-Owners of Rated Yachts Owners and Co-owners will be listed on the yacht rating certificate. The first name listed on a certificate is considered the primary point of contact for the yacht.

1. Owners and Co-owners of rated yachts having a current valid PHRF San Diego Rating Certificate and are to be a member in good standing of an SDAYC affiliated organization; US Sailing membership is acceptable for out of area yacht owners. 2. Owners and Co-owners of rated yachts having a current valid PHRF San Diego Rating Certificate are Regular members of PHRF San Diego and are responsible for: a. adherence to existing SOCAL PHRF Class Rules b. reported data as reflected in the rated yacht current valid certificate c. determining the vote cast for the rated yacht having a current valid PHRF San Diego Rating Certificate at the annual meeting d. notification to the Roster Secretary of any changes in ownership of the rated yacht e. notification to the Roster Secretary of any modifications to the rated yacht 3. Associate Members of PHRF San Diego are individuals who choose to join and pay dues although they may not choose to obtain a current valid PHRF San Diego Rating Certificate. Individuals who are selected to be Members of the Fleet Executive Board, who are not Regular Members of PHRF SD, will automatically become Associate Members of PHRF SD and will not be required to pay dues to maintain Associate Membership so long as they continue to serve on the Fleet Executive Board. 4. All members understand that electronic communications is the primary method of communication by PHRF San Diego and shall provide an email address for such communication and update such address anytime it might change. The Chief Handicapper shall validate local fleet Rating Certificates in accordance with PHRF guidelines, and keep the Fleet Secretary and Roster Secretary informed of such actions. The Handicapper shall maintain a current file of significant dimensions of stock yachts, be available to assist prospective members in completing measurement data required on the PHRF

application for rating, be available to resolve disputes concerning sail, spar, and spinnaker pole dimensions and shall assist host clubs in determining required items for offshore races. The Chief Handicapper is the principle point of contact and liaison to the other members of the Handicap Board for handicapping issues. The Fleet Chairman may appoint an Assistant Chief Handicapper who will work alongside the Chief Handicapper and be available when the Chief Handicapper may not be available. The Assistant Chief Handicapper may vote on the Executive Board or Handicap Board when the Chief Handicapper is absent. VOTE: YES NO 2. An Amendment to the Bylaws was presented: Article V. Duties of Officers 5. The Chief Handicapper shall validate local fleet Rating Certificates in accordance with PHRF guidelines, and keep the Fleet Secretary and Roster Secretary informed of such actions. The Chief Handicapper is the principle point of contact and liaison to the other members of the Handicap Board for handicapping issues. The Fleet Chairman may appoint an Assistant Chief Handicapper who will work alongside the Chief Handicapper and be available when the Chief Handicapper may not be available. 1) Race Committee Appreciation Gifts: - We have decided to gift our RC Volunteers engraved wine glasses. The glasses I purchased are really affordable and unique. The total price of the glasses were $181.93 (for 28 glasses). I am not sure yet what the engraving will cost. I am estimating that we will need 25 glasses engraved (maybe for another $125?). - Due to the amount of Racing that CRA does, CRA spends A LOT of time recruiting, caring for, and training very capable effective RC Crew. This Crew is then used by all the other active clubs in San Diego. Much of the skills they have are fostered and supported by CRA, and as well again many of these volunteers (actually almost all of them), are working other club events around San Diego. - For these reasons, I would like to ask PHRF to consider splitting the costs of these appreciation gifts with CRA, as there would be no races without RC, and if there is no racing there is no PHRF. On that note - Our greatest most dedicated Beer Can Volunteer Cole is leaving us. CRA has approved $200 to give him an appreciation gift. He is responsible for making the Beer Can's After Race Parties happen. While I strongly feel it is appropriate for PHRF to share costs on the RC Appreciation Gifts, I am not sure if sharing costs on Cole is appropriate or not? Maybe Kym can explore how instrumental he has been to our community. We will plan to give him a gift and a trophy - TBD. 2) Santa Hats: CRA BOD approved a budget of $400 for co-branded PHRF/CRA Santa Hats to add a fun element to the event. These hats were a big hit last year. I was able to source 26 hats so far at about $2 bucks each, and the embroidery looks like it is going to cost $6 per hat. So far that puts us at $208. I would like to source more hats if it can be done so affordably and in budget. I am keeping an eye out. - Because we are co-branding and using these as first guest arrival gifts, I would like to ask PHRF to consider this as a cost for the event and to split this with us. The most that we would spend each would be $200 3) Volunteers: You can see CRA has pretty much gotten most everything covered, but would kindly ask for PHRF to see if they can also support the volunteer needs below. ** This would be an excellent opportunity for a high school or college kid to get some volunteer hours done since we are a non-profit.
