We have mixed in he bes roads for driver saisfacion; pleny of promoion o expose you, your sponsors and he spor we love, o he public; and worked hard o bring hundreds of specaors ino he sages o add a grea hrill o he specacle of rallying. This is no jus a rally. I is an EVENT! An even ha you will always remember, and be very glad ha you were a par of i. The 2EC Radio nework consiss of 2 FM saions broadcasing from Eden o Wollongong wih an audience of over 200,000 people. Boh saions will run ads, compeiions and pleny of live inerviews in he weeks leading up o he even - encouraging specaors and giving away prizes and rides a our Media Day. The Bay Pos is fully supporing his rally again. Promoional sories have been run since May and in he week before he even, hey will publish a 4 page lifou guide o he rally which includes specaor informaion, a sar lis and deails abou our spor, he championships and wha readers should expec. From a driver s poin of view, for hose of you who are new o he Bay, his place is he Mecca of Rallying in Ausralia. The area is bes described as medium o fas hardwood fores roads ha offer an unending challenge of re-enry corners and end of ridge bends ha jus flow from one corner o he nex. The surface of hese purpose buil roads is quie grippy bu far less abrasive ha many oher areas, so yre wear is accepable wih puncures a rariy as here is no shale or quarz in he surface. The roads are generally wide enough o allow you o slide he car from one corner o he nex and he surface is smooh righ o he edge. Many of he bes roads like River Rd, Middle Ridge, Ross Ridge and Old Malua have been graded quie recenly so nearly every mere of compeiive is like driving on a billiard able. We have designed his even on a qualiy no quaniy basis and have been able o choose all of he AAA qualiy roads for you including The Old Highway, Lyons Road and Buckenbowra Road over 9 unique sages wih no repeas. The 4 fores specaor poins all offer grea acion, bu have a good variey of challenge so specaors will see drivers ackle a range of corners. They have been well spread ou over sages 1, 3, 6 and 9 o allow people o comforably visi hem all. Service crews will have pleny of opporuniy o view heir own crews a 3 of hese poins wihou having o rush in eiher direcion and he fourh is quie possible wih a lile pre-planning. Access roads o all are wide and smooh and here is pleny of room o urn around and park. ARTICLE 1 - ORGANISATION 1.1 Naure of Even The Even shall be known as he 2012 Kumho Tyres Rally of he Bay, herein afer referred o as he Even and shall be conduced as a meeing. The Even will include rounds of he NSW Sae Championship, he NSW Realisic Car Renals Clubman Series, he NSW Rallyschool Excel Series and he Shannons ACT Regional Rally Series. The Even will also feaure an inviaional challenge for pre-1986 Classic-syle wo wheel drive cars called he Kumho Classic Rally of he Bay, which is Round 2 of he Eas Coas Classic Rally Challenge. This inviaional challenge even will run a he fron of he main Sae Championship field in he same way as he Classics ran a his years Bega Valley Rally and in numerous Ausralian Rally Championship evens over recen years. The Even shall be a special sage rally and shall be conduced over Public and Fores Roads wihin NSW Foress. The even is a compeiive even, designed o es he skills of he driver and co-driver, and he reliabiliy and mechanical condiion of he compeing vehicle. 1.2 Auhoriy The even shall be conduced under he general provisions of he Inernaional Sporing Code of he FIA, he Naional Compeiion Rules (NCRs) of CAMS Ld, he Naional Rally Code (NRC), he NSW Direcors and Checkers Manual, he NSW Compeiion and Organisers Condiions hese Supplemenary Regulaions and any furher regulaions which may be issued by he organisers and approved by CAMS Ld, using A o A iming - even ype 4; as per Naional Rally Code 1.33. ARTICLE 2 - COMPETITORS AND ENTRIES 2.1 Licences A minimum of a curren and valid CAMS Clubman Rally Licence (CRL) for he Compeior and Driver as well as a curren and valid Civil Licence for he Driver, mus be presened o he Organisers a Documenaion Verificaion. The Compeior mus hold a curren and valid CAMS Licence. The Co-Driver mus hold a curren and valid CAMS CRL or CRLN, and if he Co-Driver does no hold a Civil Licence, hen a declaraion mus be signed saing he Co-Driver will no drive he vehicle during he even. 2.2 Enries Enries open and close as per he Even Programme. A Compeior may claim a refund of enry fee if an enry is wihdrawn in wriing no laer han 1200hrs Friday Augus 31, 2012. 2.3 Enry Fee The enry fee will be $485.00 for he NSW Rally Championship and $380.00 for all oher enries. The enry fee includes he regisraion of service crews, Public Liabiliy Insurance, Council Fees, CAMS Permi fee, Foresry Levy, Paramedic Services. Cheques/Money Orders are o be made payable o he Rally of he Bay. 2.4 Number of Enries Enries will be limied o One Hundred (100) plus five (5) reserves. ARTICLE 3 - DOCUMENTATION AND SCRUTINY 3.1 Documenaion Documenaion Verificaion will be carried ou as per secion 3.3 below and will be held as per he Even Programme a: Rally Headquarers, in he audiorium a: Club Caalina Spors & Leisure Club 3 Princes Highway BATEMANS BAY Please refer o he Locaion Map wihin hese regulaions. A Documenaion Verificaion compeiors will be required o presen: 1. As per NCR 67 (xxvi) in he 2012 CAMS Manual: CAMS Compeiion Licence, CAMS Pass Book and curren CAMS affiliaed Car Club Membership Driver / Co-Driver, Vehicle Log Book 2. ARTICLE 4 - VEHICLES 4.1 Vehicle Eligibiliy 1. Vehicles mus comply wih he regulaions for Ausralian Producion Rally Cars, or FIA Group N, or Clubman Rally Cars, or Classics as saed in he 2012 CAMS Manual of Moor Spor. Schedule R vehicles are eligible o compee bu will no score poins oward any series or championship. 2. Documenaion esablishing civil regisraion mus be presened a documenaion verificaion. NSW UVP s will be considered as valid regisraion 3. All vehicles mus be covered by a curren and valid CAMS Vehicle Log Book which mus be presened a documenaion verificaion. 4. 4.3 Exhaus Noise 1. All vehicles may be required o conform o Schedule R, 7. of he General Requiremens for Cars and Drivers and will be esed in accordance wih he mehod in he Rally Code. 2. Compeiors are reminded of Rally Code regulaion 4.6 (iv) relaing o broken exhauss. 4.4 Safey Safey requiremens for he crew and he vehicle will be as per he 2012 CAMS Manual of Moor Spor. Paricular aenion should be paid o Schedules A & R of he General Requiremens for Cars and Drivers. ARTICLE 5 - EVENT DETAILS 5.1 Rally Headquarers Rally Headquarers is locaed in he audiorium a: Club Caalina Spors & Leisure Club 3 Princes Highway BATEMANS BAY Please refer o he Locaion Map wihin hese regulaions. 5.2 Even Forma Compeing vehicles are required o be presen a he promoional sar area a Corrigan s Beach Reserve by 1100hrs on Saurday Sepember 1, 2012. The even will be conduced over 1 Leg wih 4 Secions. 5.3 Media Day A media day will be conduced on Friday, Augus 31 on a secion of road which will be closed o he public. This will ake place beween 1200hrs and 1400hrs and will only be available o a maximum of 12 invied vehicles and heir crews. This will ake he forma of some runs over he sage by regular crews o obain phoographs and fooage for media usage as well as providing some rides for media and invied guess. 5.4 Timing and Even Deails The even will be run using A o A Timing, as NRC 1.33. 5.5 Lae Time Lae ime will be 20 minues per secion or a oal of 30 minues for he whole even. 5.6 Service Park In Conrol and Final Time Conrol Compeiors may book ino he following conrols early (and only hese conrols) wihou penaly. he 4 service park In conrols (TC1.4, TC1.9 and TC1.13); and he final conrol of he even, TC1.17. 5.7 Servicing 1. All servicing will ake place a he Service Park, Mackay Park, Baemans Bay, which is adjacen o Rally Headquarers. Please refer o he Locaion Map wihin hese regulaions. For reasons of compeior and service crew safey, no Servicing or Refuelling is permied ouside designaed Service Areas as idenified in he Road Book. 2. Compeiors will have a minimum of 20 minues service ime a each service. 3. Service Park will be open as per he Even Programme. 4. No service vehicle may drive on a compeiive sage during he running of he Even wihou he express permission of he Clerk of Course. If vehicle recovery is required, service crews are asked o conac rally headquarers for insrucion. 5. There is pump fuel available near he Service Park. 6. The maximum disance beween service poins will be 93kms oal wih 39kms compeiive. 7. The maximum disance beween pump fuel will be 303km, including 132km compeiive. 8. Service insrucions will be issued a Documenaion Verificaion. 9. Service crews members mus be regisered wih he Organisers. A form is provided wih hese regulaions and copies will be available a Documenaion Verificaion. Where possible, service crew signaures should be obained and submied wih he enry. 5.8 Behaviour of Service Crews Compeiors will be responsible for ensuring ha any service vehicle associaed wih heir enry complies wih all appropriae regulaions and official insrucions. Breaches of any regulaion or official insrucion will resul in a repor o he Sewards. A fine may be applied by he Sewards if he users of service vehicles are observed acing in a manner conrary o he ineress of he spor, as per Clause 7.6 (viii) of he Rally Code. ARTICLE 6 - GENERAL INFORMATION 6.1 Maps All maps will be supplied by he Organisers. 6.2 Odomeer Check The Odomeer Check START 0 sign is locaed on George Bass Drive in Baemans Bay. The sar is indicaed on he Locaion Map and direcions will be included in he Road Book. 6.3 Roue Insrucions 1. The even is fully roue chared. 2. Tulip diagrams will be provided, bu he wrien insrucions are o ake precedence should any conflic in inerpreaion be encounered. 3. No closed gaes will be encounered in special sages of he even. 6.4 Even Signage I is a condiion of enry ha all compeing cars display he even signage as provided by he organisers. 6.5 Sunrise & Sunse On Saurday, Sepember 1 in Baemans Bay: Sunrise Sunse 6.6 Penalies 0619hrs 1741hrs 1. Early arrival a Time Conrols - one minue per minue or par hereof. 2. Lae arrival a Time Conrols five seconds per minue. 3. Compeiors are reminded of he penalies for exceeding speed limis, Clause 5.2 (iii) (p) 1 and 2, in he Rally Code 4. The Clerk of Course reserves he righ o ake ino accoun all official documens when compiling he resuls, including conrol cards, ec., and o correc any verified recording errors. 6.7 Resuls The resuls are official and final, a 1800hrs Sepember 7, 2012, should no proess on he resuls be received. 6.8 Finishing Qualificaions 1. All compeiors mus complee 100% of he roue under he power of he compeing vehicle o be classified as finishers and feaure in ourigh resuls. 2. Any crew which fails o repor o any conrol or eners or leaves a conrol in oher han he prescribed direcion shall be deemed o have reired from he even, he roue being ha as se ou in he Road Book for each crew. 6.9 Speed and Noise Officials, who may be CAMS Observers and who will be Judges of Fac, may be appoined o measure he speed and noise of compeing vehicles. All compeiors and service crews are advised ha a CAMS approved Noise Meer and/or Radar may be in use on liaison secions and/or service access roads of he even, o measure he noise and/or speed of compeing vehicles and/or service vehicles. Penalies for compeiors will be as per he CAMS Manual of Moor Spor. Any service vehicle which is found o be exceeding he posed speed limi or he speed limi advised in he service insrucions will have he following penalies applied - exceeding he limi by 10km/h - $200.00 fine exceeding he limi by 20km/h - $300.00 fine exceeding he limi by 30km/h - $400.00 fine Repea offenders will be repored o he Sewards of he Meeing. Compeiors are reminded ha hey may be held responsible for he acions of heir service crews, as per Clause 7.6 (viii) of he Rally Code. 6.10 Abbreviaions Abbreviaions shall be as per he Rally Code. ARTICLE 7 - SAFETY OF COMPETITORS 7.1 Non-Injury Soppage on a Special Sage or Closed Road Secion In he even of a soppage by a compeior which requires no medical assisance he compeior mus: Immediaely place riangles o warn following compeiors. Place he OK sign (on he rear of he Roue Insrucions) on he vehicle in such a posiion ha i remains clearly visible o all following compeiors. All compeiors say as close o heir vehicle as is safe o do so. If able o ge he vehicle going, and wish o move i, do no leave he sage via anoher roue proceed for he full lengh of he sage, in he correc direcion. 7.2 Acciden involving Injury Any compeior involved in an acciden requiring assisance for a rapped or injured crew member should: Immediaely place riangles o warn following compeiors (unless incapable of doing so). Display he SOS (on he rear of he Roue Insrucions) in a prominen posiion, visible o he nex wo compeiors. Afer he firs wo following compeiors, display he OK sign (on he rear of he Roue Insrucions) o he res of he field. Any compeior coming on anoher compeior involved in an acciden mus: Sop, if he SOS is displayed or if here is no visible sign displayed, and render assisance. If possible, conac Rally Command by mobile phone or radio, noing car number, cumulaive disance o he acciden sie, and if known, general deails of injuries susained. If unable o conac Rally Command, wrie down he acciden deails, sop he nex compeior and have hem proceed immediaely o he nex SOS poin or Special Sage Sop Poin wih he acciden deails. A he firs pracical ime, fill in an inciden repor fully deailing he inciden, and pass i o he Clerk of Course, or Conrol Official. Failure o comply wih hese regulaions will resul in a repor o he Sewards. A penaly can be applied a he discreion of he Sewards up o and including exclusion. ARTICLE 8 - REMINDERS 8.1 Overaking and Obsrucion As per he Naional Rally Code 5.9. 8.2 Proess Mus be lodged in accordance wih Par XII of he NCRs. 8.3 Appeals Mus be lodged in accordance wih Par XIII of he NCRs. 8.4 Lighing of Fires The lighing of fires a any ime during he even is sricly forbidden. 8.5 Alcohol and Drugs During any even, consumpion of alcoholic beverages in he paddock, pis or any oher porion of he compeiion venue under he conrol of he officials is expressly forbidden unil all pracice or compeiion aciviy is concluded for each day. Any driver or crew member who is found o be affeced by alcohol on he day of he even or pracice herefore shall no be permied o paricipae. Refer NCR 145A of he Curren CAMS Manual. In addiion, he persons concerned will be subjec o he Aricles of he Sandard Operaing Procedure for Alcohol Tesing and CAMS Ani-Doping Policy. Compeiors, crews or officials may be randomly esed for alcohol by a CAMS Accredied Tesing Official (CATO) or oher drugs a any ime during he even(s). The CAMS Ani-Doping Policy, as appears in he CAMS Manual of Moor Spor and as amended from ime o ime, is recognised as an inegral componen of he NCR and is duly auhorised as such. Re-fuelling may be conduced wihin your own work environmen, however, a suiable and approved fire exinguisher should be nearby while refuelling. I is recommended ha his exinguisher be manned during he re-fuelling operaion. A noice of he danger of he refuelling aciviy from mobile phones, hea, cigarees and oher igniion sources should be ereced o warn all personnel no involved wih he aciviy o say well away.
