THE SAN FRANCISCO YACHT CLUB 98 BEACH ROAD, PO BOX 379, BELVEDERE, CALIFORNIA 94920 - RACE OFFICE 415-789-5647 STAFF COMMODORES CUP Saturday, April 26, 2014 SAILING INSTRUCTIONS Organizing Authority: The San Francisco Yacht Club, Belvedere, California 1 RULES 1.1 The regatta will be governed by the rules as defined in the Racing Rules of Sailing. 1.2 The regatta is open to members of The San Francisco Yacht Club. Boats must be keelboats 18 feet or over, and possess a Northern California/San Francisco Bay PHRF rating. All boats must be skippered by SFYC members. All boats must have a Staff Commodore aboard, either as skipper or crew. 1.3 Boats must be entered in either the Spinnaker or Non-Spinnaker Division, although all boats may start together. Boats eligible to race in the Non-Spinnaker Division are boats rated to sail with spinnakers but which will race without the spinnakers or other exotic sails. Boats designed to sail without spinnakers (e.g. Knarr, International Folkboat, Nonsuch) will be scored in the Spinnaker Division. 1.4 All boats must fly The San Francisco Yacht Club burgee from the time they start racing until the finish. There will be a five-minute penalty added to the finish time of each boat failing to comply. All burgees must be flown properly, or the skipper shall buy drinks for all other skippers in that division, plus the Race Committee. 1.5 Rule 40 is deleted and replaced with: All competitors shall wear life jackets or adequate personal buoyancy when racing. 2 NOTICES TO COMPETITORS Notices to competitors will be posted on the official notice board located outside on the SFYC deck. 3 CHANGES TO SAILING INSTRUCTIONS Any change to the sailing instructions will be posted by 0900 on April 26, 2014. 4 RACE SCHEDULE The race is scheduled for Saturday, April 26, 2014. The warning signal will immediately following the end of the Anniversary Cup race, or 1400 hours, whichever is later. 5 CLASS FLAG The Class Flag will be alpha signal flag F if all boats are to start together. If the divisions are to start separately, the Class Flags will be alpha signal flags as follows: Spinnaker Division Flag E Non-Spinnaker Division Flag D Prior to the warning signal, an announcement on VHF 65 may be made. 6 RACING AREA The starting area will be in the vicinity of Point Knox. 7 COURSES AND MARKS 7.1 Courses and Marks will be described on Attachment A. 7.2 Numerical placards displayed from the race committee signal boat will designate the course. 8 THE START 8.1 Races will be started by using rule 26. Please monitor VHF Channel 65. 8.2 The starting line will be between a staff displaying an orange flag on the race committee signal boat and a red inflatable mark. 9 THE FINISH The finish line will be between a staff displaying an orange flag on a race committee boat and a red inflatable mark. 10 TIME LIMIT The time limit will be 1700 hours on Saturday, April 26. Boats failing to finish before the time limit will be scored Did Not Finish. This changes rule 35. 11 PROTESTS AND REQUESTS FOR REDRESS 11.1 Protest forms will be available at the Regatta Table in the club house. Protests shall be delivered to the race committee representative at the Regatta Table within the protest time

limit, which shall be 30 minutes after the committee boat returns to the dock. The return time will be posted on the official notice board. 11.2 Notices will be posted within 30 minutes after the protest time limit to inform competitors of hearings in which they are parties. 11.3 Protests will be heard in approximately the order of receipt as soon as possible. 12 SCORING Finishing positions will be established by corrected time, using time on time corrections, as determined by San Francisco Bay PHRF handicaps. A five-minute penalty will be assessed to boats failing to properly display the SFYC burgee. 13 RADIO COMMUNICATION The Race Committee may broadcast information about the day's racing and OCS on Channel 65. The failure of any boat to hear the hail, the hail of some but not all OCS boats, the untimely hail of some or all OCS boats, or failure to hail any or all boats shall not be grounds for redress. This changes RRS 62.1. 14 PRIZES 14.1 The Staff Commodores Cup Perpetual Trophy, a model of the yacht Emerald, will be awarded jointly to the overall winners in the Spinnaker and Non-Spinnaker divisions. Keeper trophies will also be awarded to the first and second place finishers in both divisions. In addition, there will be a prize awarded to the youngest crew member, crew with the most members of the same family, and the crew that had the most fun. 14.2 Trophies will be presented on the Club deck after racing, with complimentary beverages and snacks provided. Restricted Areas The bell buoy off the west end of Alcatraz and the outermost rocks off Blunt Point, and any buoy marking same, shall be considered restricted areas as if a point of land extended from the shore to the buoy. This precludes passing between them and the land. Interference with Shipping Traffic Boats shall not impede the passage of ship traffic. Rule 9 of the Inland Rules of the Road applies to all shipping traffic on San Francisco Bay and its tributaries.
