Context The Performance Committee (PC) will operate as a sub-committee of RYA Scotland Council. The Performance Committee reports to the RYA Scotland Council and Management Committee on all aspects of the sport relating to Performance Racing. Performance is considered, in the context of this committee, to be any racing that can lead achieving the mission statement listed below: To consistently deliver world class Scottish sailors who are capable of winning World, European and Olympic medals This would usually include, but is not limited to, dinghies, windsurfers and yachts. Committee Purpose 1. Drive excellence in the Scottish performance programme. 2. Support and guide the RYA Scotland Performance staff in the design and implementation of the Performance Plan. 3. Ensure the correct athletes are involved at all levels of the programme. Provide an impartial panel for discussion around these selections. 1
4. Drive the Performance agenda and offer a performance racing insight throughout RY Scotland Committees. Committee will specifically feed in to the Coaching Steering Group and Communications Marketing and Events Steering Group. 5. Support the development excellence amongst the pathway classes sailors and class events, volunteer and training structure. 6. Monitor and assign grants within the RYA Scotland Elite Programme. 7. Ensure the RYA Scotland Performance Programme operates with the appropriate policies to ensure best practice. 8. Support those classes beyond the pathway seeking to achieve excellence within their National or International racing. 9. Coordinate the selection of Commodores Cup entry and development of Performance Keelboat racing in Scotland. Sub Committees, Working Groups and Panels The Performance committee has the power to appoint sub-committees, working groups or panels as deemed necessary in the pursuit of the stated aims of the committee. Committee Membership All members of the committee shall be members of the Royal Yachting Association. Coopted members need not be current members of the Royal Yachting Association. Composition. The Performance Committee shall be made up of no more than 10 members and no less than 4 members excluding Ex-Officio members (RYA Scotland staff and Co-opted members). The PC may co-opt, for specific purposes, up to three members whose membership shall be reviewed annually. Leadership. The Chair and Vice Chair are to be elected from the members of the Committee. Only full members of the Performance Committee are eligible to vote. Selection. Members of the Performance Committee are selected on the basis of expertise and skills and are not representative of one organisation or another, or one geographic region. Under exceptional circumstances, and with Council s approval, a member can be extended to sit for a third term. Previous Members Eligibility Previous members shall again become eligible as candidates for appointment after a minimum period of one year following the end of the previous term of appointment. Chair and Vice-Chair The Chair and Vice Chair shall be elected for a term of up to three years. The serving Chair and Vice Chair are eligible to serve one additional (a third) term. Previous Officers Eligibility Previous officers shall again become eligible as candidates for election after a minimum period of one year following the end of the previous period in office. 3
Membership of the committee will be deemed to have lapsed should the member fail to attend and provide apologies for a period of 12 months or 3 consecutive meetings (whichever is sooner). Values and Standards including Conflict of Interest All members are expected to adhere to the Values and Standards of RYA Scotland as agreed by Council. Committee Meetings and Reporting The Performance Committee meetings will be as required but no less than four times per year. A minimum of four members constitutes a meeting of the committee. The group will report its activities through the minutes of its meetings and through the Chair to the RYA Scotland Council and Management Committee. 4
