North Kleinburg-Nshville Secondry Pln 6.0 Trnsporttion 6.1 Bckground The City of Vughn is undertking Trnsporttion Mster Pln (TMP) Study s prt of the Officil Pln Updte. The TMP is being prepred to identify the infrstructure requirements necessry to ccommodte the popultion nd employment growth expected from the implementtion of the Growth Mngement Strtegy of the Officil Pln. As prt of the TMP, the City identified three res with significnt growth pressure tht require more detiled trnsporttion nd urbn plnning nd design nlysis, including Kleinburg-Nshville. The following review ws prepred by AECOM nd provided to The Plnning Prtnership. It provides n overview of the existing trnsporttion conditions in the Kleinburg-Nshville re. 6.1.1 Region of York OP nd York TMP The pproved York Region Officil Pln (December 2009) identifies Kleinburg s locl centre tht should hve specific menities including commercil core, pedestrin environment nd n pproprite focus on residentil, commercil, institutionl nd community uses. The Pln further identifies the re of Nshville s hmlet tht should retin its rurl chrcter while permitting growth primrily through infilling. 6.1.2 OPA 601 6.2 Existing Conditions Review The Officil Pln Amendment 601 ws dopted by Council in September 25, 2000 to replce OPA 160 which hd been in effect since 1982. The Pln reflects pproved lnd use designtions in the Kleinburg-Nshville re nd provides for new residentil development in the northwest nd northest sections of the Secondry Pln. The Trnsporttion objectives of OPA 601 re outlined s follows: To ensure the provision of dequte nd sufficient infrstructure for the overll community nd individul neighbourhoods To ensure coordintion between the trnsporttion requirements nd community objectives with respect to urbn design To provide opportunity for enhnced trnsit service to the community OPA 601 identifies the extension of Mjor Mckenzie Drive nd improvements on Islington Avenue s primry res to be followed up with the Region of York. The City rods include Nshville Rod (City from Islington to Hwy 27) west of Hwy 27 - York Region jurisdiction, Kirby Rod, Huntington Rod nd Teston Rod. The min rteril rods including Islington - City jurisdiction north of Mjor Mckenzie Drive, Highwy 27, joint jurisdiction of Peel nd York Region Highwy 50, Mjor Mckenzie Drive nd Rutherford Drive re under the jurisdiction of the Regionl Municiplity of York. North Kleinburg-Nshville Secondry Pln 6.3 Trffic Opertions Review 6.3.1 Rodwy Sections Opertions on rodwy sections were ssessed bsed on their volume to cpcity (v/c) rtios. The ssessment ws bsed on existing trffic volumes nd typicl lne cpcities. For collector nd rterils rods, plnning cpcities re typiclly in the rnge of 700 to 1,000 vehicles per hour per lne (vph/l) depending on the clss of the rod nd the trffic controls t intersections. The surrounding environment, ccess nd the presence of turning lnes re mong other fctors tht influence rteril rod cpcities. On tht bsis, existing cpcities on minor rods such Huntington Rod nd Kirby Rod were estimted to be 700 vph/l, while vlue of 800 vph/l ws ssumed for mjor rterils such s Mjor Mckenzie Drive, Islington Avenue nd Highwy 27. The results of the ssessment re summrized in Tble 3. While most City rods operte with low v/c rtios, most of the rteril rods hve v/c rtios greter thn 0.5, with those of Highwy 27 nd Highwy 50 greter thn 0.9. Those opertions indicte existing problems on Highwy 50 nd Highwy 27 tht require interventions. With bckground trffic growth nd future development, trffic volumes on the other rodwys re expected to increse, however improvements will most likely be required to mintin stisfctory opertions. 6.3.2 Intersection Opertions d r f t Existing opertions t intersections were lso ssessed on the bsis of level of service (LOS) criteri. The LOS is bsed on the Highwy Cpcity Mnul procedures which provide mesure for the qulity of service experienced t intersections on the bsis of the verge dely per vehicle. LOS is mesured on six letter scle with A representing excellent conditions nd F representing over-cpcity conditions. LOS is direct mesure of the dely experienced by the verge motorist t signlized nd unsignlized intersections. While level of service C or better is desirble in rurl nd semi-urbn communities such s Nshville nd Kleinburg, in dense urbn res with good levels of trnsit service, intersections operting t Level of Service D or E re often considered to be cceptble. A summry of the resultnt trffic opertions is provided in Tble 4 for the AM nd PM pek hours. This informtion is bsed on the nlysis undertken in the Nshville West Community Pln (Block 61) Study. The results indicte reltively good opertions t most intersections except t the Highwy 27/Mjor Mckenzie Drive intersection with LOS F during the AM pek hour nd LOS E t Nshville Rod/ Highwy 50 in the PM pek hour. Improvements will be required to ddress existing problems nd to provide extr cpcity necessry to ccommodte future growth t similr or enhnced levels of service. 6.3.3 Hevy Truck Opertions Are residents nd business owners hve rised concerns bout hevy truck trffic in the Study Are. Generlly, truck trffic demnd within the study re is high reltive to other rteril fcilities with elevted truck volumes on Study Are streets including Nshville Rod. The opertionl concerns include poor opertions with reduced levels of service on sections of Highwy 50 nd Highwy 27 nd t the Highwy 27/ V/c Mjor Mckenzie Drive intersection. Issues relted to high volumes of hevy trucks on Study Are streets hve lso been noted in Section 6.3.3 bove. A number of studies re currently underwy nd could ddress some of the identified issues, while lso impcting the future trvel ptterns within the re. These studies include: Highwy 427 Corridor Extension EA by Ministry of Trnsporttion (MTO): This Study exmined the extension of Highwy 427 from Highwy 7 to Mjor Mckenzie Drive. The proposed Highwy 427 extension will be 6.6 km long nd includes 3 interchnges t Lngstff Rod, Rutherford Rod nd Mjor Mckenzie Drive. The freewy will hve 6 lnes from Steeles Avenue to Rutherford Rod nd 4 lnes from Rutherford Rod to Mjor Mckenzie Drive. Nshville West Community Pln Study (Block 61): This Study ws commissioned by the Nshville West Lndowners Group to investigte lterntive configurtions of the new Highwy 427 Interchnge t Mjor Mckenzie Drive nd Huntington Rod in view of the recommendtions of the Highwy 427 EA Study. As prt of this Study, vrious trnsporttion network modifictions re being considered. The recommendtions include severl potentil connections to Mjor Mckenzie Drive which in turn my impct the configurtion of the estern Mjor Mckenzie nd Highwy 427 rmp terminl intersection. A significnt proposl involves construction of new Huntington Rod lignment west of the existing lignment between Mjor Mckenzie Drive nd Nshville Rod. The option would provide better connectivity of Huntington Rod to the Highwy 427 extension, thus ensuring continuous north-south route to the proposed residentil lnds locted north-west of the Study Are. The proposl is currently being reviewed by MTO. d r f t Western Vughn Individul EA Study: This Study is being undertken by the Regionl Municiplity of York to identify trnsporttion deficiencies in Western Vughn nd to develop lterntives to ddress the problems. Specificlly, the Study is exmining improvements to Highwy 27 nd Mjor Mckenzie Drive which will include widening of both Highwy 27 nd Mjor Mckenzie Drive to six lnes nd inclusion of HOV lnes on Highwy 27 south of Mjor Mckenzie Drive. In ddition, elimintion of the jog on Mjor Mckenzie Drive t Highwy 27 is recommended. GTA West Corridor EA Study by MTO. The purpose of this Study is to define northern trnsporttion corridor connecting the western cities of Kitchener, Wterloo nd Guelph with the GTA. A preliminry corridor hs been identified to run north of Kirby Rod extending esterly to Highwy 400. Peel Highwy 427 Extension Are Trnsporttion Mster Pln Study: This Study is joint study between the Region of Peel, City of Brmpton nd Town of Cledon in coordintion with MTO, York Region nd City of Vughn. The objective ws to crry out comprehensive review of the future trnsporttion network needs in Northest Brmpton nd Southest Cledon. Specific gols nd objectives of the study were to identify the best wys to connect from municipl rods in the Region of Peel to Highwy 427 nd serve future trnsporttion demnds in the southern Peel-York boundry re. The Study recommends combintion of rod widening nd the provision of new rod connection from Highwy 50 nd Mjor Mckenzie Drive to Myfield Rod. The proposed rteril rod will connect Myfield Rod in Peel nd Mjor Mckenzie Drive to form continuous route cross both Regions of York nd Peel. It will hndle Provincil trffic to nd from the Highwy prt My 2010 DRAFT pge 39
427 extension. Trffic volumes re expected to be s high s 2,500 vehicles per hour in the morning pek period. Truck volumes could represent 10 to 20 percent of the totl vehiculr trffic, given the proximity to the CP Vughn Intermodl Terminl. The generl recommendtions of these studies together with those of the Regionl inititives including the Updted Regionl TMP re illustrted in Figure 9. It should be noted tht some of those recommendtions re preliminry nd my be subject to detiled Environmentl Assessment studies. Nevertheless, they provide good context through which to consider dditionl trnsporttion options s prt of the City s TMP Study. 6.5 Summry of Opportunities nd Constrints 6.5.1 Opportunities Considerble work hs been undertken or is underwy tht ddresses some of the trnsporttion issues in the Kleinburg - Nshville re. The findings of these studies offer good opportunities for enhncements of the overll trnsporttion system in this focus re. The bulk of the vilble lnd is designted s protected vlley res, woodlots nd prks tht re not expected to generte significnt dditionl trffic. Confirming the urbn design nd lnd use proposls 2. Assessment of future trffic demnds nd identifiction of deficiencies 3. Development nd evlution of trnsporttion lterntives 4.
