Games Overlay
Games Overlay Not permanent construction (Venue Development). All of the temporary stuff you have to provide to adapt/convert an existing building or place into a functioning Games venue. If you take a Games venue, turn it upside down and shake it, everything that falls out (minus your FFE and FOP) is overlay.
