(309) 663-6377 IHSA Golf Administrator Tournament Date: Monday, October 12, 2015 Schedule: 7:30am Mounier Golf Training Center (driving range) available 8:30am Line-up changes due in the clubhouse this replaces the onsite coaches meeting 8:45am First groups report to respective tees for instruction. 9:00am Tee times begin on #1 and #10 tee 10:40am Mounier Golf Training Center closes (20 minutes prior to final tee time) Tee Times: Times will be assigned according to Sectional template provided by the IHSA. Fees: Tournament fees will be collected by Weibring Golf Club at Illinois State University. $29/player - Tournament Fees includes greens and range fees. $6.50/player - Optional tournament day Sack Lunch (see Food and Beverage section for more info) Cash, check (payable to Weibring Golf Club), or credit card accepted. If you need an invoice in advance, please contact Laura by email at ljprovo@ilstu.edu. $23/player - Optional Practice Rounds (walking) payable on practice day. Rules: USGA and IHSA rules will govern all play. Red tees, 5,404 yards. (A scorecard is attached page 4.) (Course map attached page 6.) An official rules/pin sheet will be provided to competitors prior to play on the #1/#10 tee boxes. (A DRAFT rules sheet is attached page 5.) Please read the IHSA Golf Terms and Conditions and be sure your team understands the state series guidelines. Note that the IHSA Dress Code and the Participant Code of Conduct will be enforced. Driving Range: The Jim & Carole Mounier Golf Training Center will be available 7:30am-10:40am. Range balls will be set up at stations on the range on Monday (10/12) morning only There will be four-passenger shuttle carts running between the clubhouse and the MGTC to transport players to range Coaches may also use their coaches cart to shuttle players to the range please follow signage to left of cart barn The MGTC will Not be available anytime other than the official tournament day (no practice round days). Short Game Practice Area: The putting green and short game area are available for your use before and after golf. The short game area features a natural grass green with bunkers, a collection area, and fairways for chipping & pitching and an artificial green for longer wedge shots inside of 125 yards. Players should provide their own balls. Practice Rounds book by calling the Pro Shop at 309-438-8065: Practice Round greens fees are $23/competitor (walking). Thursday (10/8)-Friday (10/9) Practice rounds may be played no earlier than 15 minutes after your school has been dismissed for the day. o If your school is not in session on any of these days practice rounds may be booked at any time. o If your school is in session, practice rounds may be booked to begin 15 minutes after your dismissal. o Your AD should email Laura at ljprovo@ilstu.edu to confirm that school is not in session. 2
Saturday (10/10) and Sunday (10/11) Tee times are readily available and may be booked for any time after 10:00am. Early morning tee times (before 10am) are reserved for our members and guests. The Mounier Golf Training Center (driving range) will NOT be available on practice round days. Competitors may visit one of the other ranges in Bloomington/Normal. Please call ahead for hours of operation. o Ironwood Golf Course 309-454-9620 o The Links at Ireland Grove 309-661-8040 o All Seasons Golf Learning Center 309-829-4653 Food and Beverage Upon arrival coaches will be able to set up a team tab at the golf shop snack bar for food and beverage for their players/coaches. This tab must be paid in full prior to leaving the course on Monday. OPTIONAL/RECOMMENDED - For additional ease of service, Avanti s Sack Lunches may be pre-ordered. o Cost will be $6.50/lunch ordered and will include a gondola, chips, cookie, and a bottle of water. o Coaches will be able to pick up their team order approximately 11:00am and deliver to their player. o Please fax the enclosed order form (page 8) to Laura by Friday (10/9) at Fax: 309-438-3967 Coaches/Spectator Carts: The Weibring Golf Club will have a limited number of golf carts available. Schools will be provided one cart per school only the coach or assistant coach may drive the vehicle. o Please provide names on attached form on page 8 and fax to Laura (same form as lunch) Remaining carts are reserved for rental by guests with a physical handicap or medical need (ADA). o Carts will be rented on a first-come, first-serve basis with handicapped guests receiving priority. o Please do not ask the staff to make an allowance without presenting a valid handicap sticker or medical need. Awards: First Place Team A plaque will be awarded to the first place team. Team ties for first place will not be broken; both teams will be declared winners. Individual Awards Medals will be awarded to 1 st -7 th position. Ties for first place will be decided by a sudden death playoff. All other ties will stand and duplicate medals will be awarded. Advancement to IHSA State at Hickory Point Golf Course in Forsyth: Teams - First, Second, and Third place teams will advance. Ties for the third team position will be decided by the 5 th player, then the 6 th player score. If a tie still exists, both teams will advance. Individuals The top 10 individuals not on qualifying teams will advance. Ties for the individual 10 th position will be decided by a sudden death playoff. Only 10 individuals will advance. IHSA Rules (in summary and not all inclusive please review Manuals and Terms/Conditions): Distance Measuring Devices UGSA approved measuring devices are permitted. Cell phone or tablet applications are Not approved. Observers the role of group observers has been eliminated in favor of On-Course Coaching. 3
IHSA Rules continued On-Course Coaching Coaching during play is permitted. Please review IHSA Golf Manual for specifics. With this allowance comes the expectation that coaches will monitor their players at all times, ensure competitor safety, and maintain the pace of play for each group. o Each school is permitted two (2) IHSA approved coaches. Coaches will be provided with credentials to be worn at all times during the competition. Please use attached form to register coaches. o Coaches may answer rules questions but specific situations should be referred to the rules committee. o Incorrect rulings provided by coaches on the not rules committee will not be corrected and players will be held accountable for any applicable penalties. Tobacco, Nicotine, and Alcohol will be prohibited throughout the event. Please advise your coaches, families, and fans. IHSA Dress Code, Player Code of Conduct, Coaches Code of Conduct, and Spectator Code of Conduct will all be upheld throughout the event. ***DRAFT RULES OFFICIAL RULES WILL BE PROVIDED ON TEE PRIOR BY STARTERS*** The Rules of the USGA and IHSA govern play. 1. TEES: Red Tees IHSA Class AA Girls Sectional Championship Monday, October 12, 2015 2. PACE OF PLAY: Groups are expected to play in 4.5 hours or less and must keep up with the group ahead of them. A group losing more than its starting interval is subject to questioning and penalty by the committee. All or some of the slow players may be penalized. Pace of play will be monitored and penalties will be imposed as warranted. If players being timed take more than 40 seconds to play any stroke, the player will be charged with an OFFICIAL WARNING. A second official warning will include a TWO STROKE PENALTY. A third official warning will include another TWO STROKE PENATLY. A fourth violation, the player shall be disqualified. 3. PRACTICE BETWEEN HOLES: Note 2 to Rule 7 is in effect. Players may not a) practice on or near the putting green of the hole last played or b) roll a ball on the putting green of the hole last played. 4. DISTANCE MEASURING DEVICES: USGA approved devices ARE permitted. Cell phone/tablet apps are prohibited. 5. OUT-OF-BOUNDS: Is defined by a) the inside edge of white stakes at ground level and b) inside edge of all public roads. A ball that crosses a public road defined as out-of-bounds and comes to rest beyond that road is out-of-bounds, even though it may lie on another part of the course. (Left of #1, #2, #3, #4, #5, and #6. Behind the green on #9 & #18. Left of #16 & #18) 6. IMMOVABLE OBSTRUCTIONS: These include paved cart paths, asphalt service roads, curbing adjacent to cart paths, irrigation control boxes, sprinkler heads, pump house, restrooms and clubhouse. 7. TEMPORARY IMMOVABLE OBSTRUCTIONS: Tents and port-a-lets are temporary immovable obstructions. The Local Rule in Appendix I is in effect. 8. WATER AND LATERAL WATER HAZARDS: From the RED tees, Hole #11 is played as a LATERAL hazard. Holes #13 and #17 are played as DIRECT hazards. 9. OUTSIDE AGENCIES: Spectators, coaches, and players (in relationship to their teammates) are outside agencies. 10. GROUND UNDER REPAIR: Ground under repair is marked by white lines. The extension of the cart path is considered GUR. The course does contain French Drains that are treated as GUR. 11. SCORING: Scorecards must be signed, attested, and returned to the officials at the scoring table. A scorecard has been returned when the player has returned his card to the official scoring area. 12. DOUBT AS TO PROCEDURE: In stroke play, if a competitor is doubtful of his rights or the correct procedure during the play of a hole, he may, without penalty, complete the hole with two balls following the restrictions listed in Rule 3-3. The competitor MUST report the facts of the situation to the Rules Committee before returning his scorecard. If he fails to do so, he is DISQUALIFIED. 13. ADVICE: Spectators are to stay 75 feet from competitors. 14. IMPROPER CONDUCT: A witnessed display of improper conduct (offensive language, flagrant rules violation, and improper golf etiquette, throwing or banging of equipment, damage to property) will result in a two stroke penalty. Repeated violations will result in disqualification 5
