RULES 1.1 Racing will be governed by the 'rules' as defined in the Racing Rules of Sailing. 1.2 Racing Rules 26 starting races, 35 time limits, 40 personal flotation devices, 44 penalties, 61 protests and 62 redress and 80 advertising are subject to change. The changes will appear in the sailing instructions. The sailing instructions may also change other racing rules. 1.3 The Fowey Harbour Byelaws and Notices to Mariners published by the Fowey Harbour Commissioners (FHC) apply within the harbour and approaches to (The Byelaws are available from FHC or www.foweyharbour.co.uk/pdf/byelaws.pdf). 1.4 In Falmouth Harbour the Falmouth Harbour Byelaws apply to competitors in the Passage Races. Note that these Byelaws prohibit boats racing within the moorings (www.falmouthport.co.uk/pdf/recreational.pdf). Boats failing to observe this rule may be disqualified without a hearing. 1.5 For boats in the IRC classes the IRC Rules 2013 Parts A, B and C shall apply. 1.5.1 IRC Rule 16.1 is amended to allow advertising on Sails. 1.5.2 IRC Rule 22.4. Crew Numbers/weight is amended to remove the restriction on crew numbers and weight. 1.5.3 The Sailing Instructions may change other IRC Rules (2013) 1.6 Boats in all cruiser classes shall comply with ISAF Offshore Special Regulations Race Category 5 Monohulls plus VHF radio. In addition, for the passage races on Sunday and Monday, 18 and 19 August, boats shall carry a partially inflated dinghy or a life raft capable of carrying the full crew. See http://www.sailing.org/documents/offshorespecialregs/index.php Any boat that does not comply fully may apply to the Organising Authority for written dispensation. 1.7 Rule 80 Cruisers in the non IRC group and Dinghies in the PYS Handicap Classes. Advertising on sails is allowed. 1.8 Auxiliary Propulsion. All boats shall have an effective alternative means of propulsion for safety purposes. 1.9 Cruisers shall not be sailed single-handed. 2. ELIGIBILITY AND ENTRY The Regatta is open to boats of the classes listed below with their class flags: Q Cruiser Handicap IRC Div. 1 > tba 1.167 W Falmouth Workboats T Troy Class E Cruiser Handicap IRC Div. 2 tba V Sunbeam Class F R Fowey River Class NP1 Cruiser Handicap Non IRC Div 1 C Dinghy Handicap PYS 1090 NP2 Cruiser Handicap Non IRC Div 2 J Dinghy Handicap PYS 1091-1188 F Handicap for Class F - Day boats K Dinghy Handicap PYS 1189-1650 2.1 If there are five or more entries and more than five starters of the same class of boat for which a separate race has not been organised, they will start with the most suitable class and will be treated as a separate class for results and prizes. 2.2 If there are less than five entries for a designated class the boats may be allocated to the most suitable alternative class. 2.3 The Committee will in its absolute discretion allocate a Handicap to Cruisers or Day Boats not racing in the IRC divisions and PYS numbers to dinghies. 2.4 The range of handicap classes will be posted on the official notice boards and the Regatta section of the RFYC website by 14 th August. 2.5 Competitors in the cruiser handicap classes shall be prepared with flags Q and E for IRC handicaps and numeral pennants 1 or and 2 for the non IRC group. 2.6 Identification. Sail numbers are compulsory and shall be the same as on the entry form. Cruisers shall fly the appropriate class flag. 2.7 All yachts in IRC Class shall submit a copy of their current Rating Certificate with their entry and shall have their Certificate on board and available for scrutiny. Crew changes will be allowed (exception to IRC rules). 2.8 Eligible boats may enter by completing the entry form. Cruisers wishing to Race in the non IRC group may be requested additional information. 3. HANDICAPS Cruisers who do not want to race in the IRC divisions will race either using the new RYA NHC system or the old PYS system. There will be four Handicap Classes IRC Div 1 & 2 and Non IRC Div 1& 2. The decision as to which system will be used for the non IRC classes for the Regatta will be made by the Regatta Race Committee by end of June once analysis of the new handicap method for the first half of the Fowey racing Calendar has been completed. Those unfamiliar with the RYA s National Handicap Cruisers (NHC) please see http://www.rya.org.uk/racing/pages/nhc.aspx and in particular the NHC Base List for their Cruiser class Base Number TCF. 2
4. FEES The fees payable are specified on the entry form. 5. SCHEDULE The Schedule of Races is shown on pages 4 & 5 of this Notice of Race. 6. SAILING INSTRUCTIONS Sailing Instructions will available to download from the RFYC website on Tuesday 1 st August. There will be no printed SIs to collect. 7. DISPUTES The Exoneration Penalty and the Advisory Hearing and RYA Arbitration of the RYA Rules Disputes Procedures will be available. See official notice board for details. 8. REGISTRATION All competitors with the exception of the Knight Frank Passage Race are required to register their entry at the Regatta Race Office prior to competing in the Regatta. 9. POSTPONED AND ABANDONED RACES 9.1 Morning races on 20 th, 21 st,22 nd and 23 rd August will not be sailed if the first of a sequence of races cannot be started by 12.00. 9.2 The second sequence of back to back races for Cruisers will not be sailed if the first start of that sequence cannot be started by 13.30. 9.3 Races postponed or abandoned and not re-sailed the same day will not be sailed thereafter; neither will race fees be refunded. 10. PRIZES 10.1 A list of trophies for single races and for series of races will be displayed on the official notice board. Prizes will be awarded for 1st, 2nd and 3rd places in all races in classes with 5 or more starters, with less than 5 starters there will be no 3rd prize. 10.2 Prize Giving. Sunday at Flushing SC, Monday, Tuesday and Wednesday at RFYC. Thursday and Friday at FGSC. Times of prize giving will be given in the Sailing Instructions. 11. RISK STATEMENT Rule 4 of the Racing Rules of Sailing states: The responsibility for a boat s decision to participate in a race or to continue racing is hers alone. Sailing is by its nature an unpredictable sport and therefore inherently involves an element of risk. By taking part in the event, each competitor agrees and acknowledges that: (a) They are aware of the inherent element of risk involved in the sport and accept responsibility for the exposure of themselves, their crew and their boat to such inherent risk whilst taking part in the event; (b) They are responsible for the safety of themselves, their crew, their boat and their other property whether afloat or ashore; (c) They accept responsibility for any injury, damage or loss to the extent caused by their own actions or omissions; (d) Their boat is in good order, equipped to sail in the event and they are fit to participate; (e) The provision of a race management team, safety patrol boats and other officials and volunteers by the organizing authority does not relieve them of their own responsibilities; (f) The provision of safety patrol boat cover is limited to such assistance, particularly in extreme weather conditions, as can be practically provided in the circumstances; (g) For offshore and coastal races, they are responsible for ensuring that their boat is equipped and seaworthy so as to be able to face extremes of weather; that there is a crew sufficient in number, experience and fitness to withstand such weather; and that the safety equipment is properly maintained, stowed and in date and is familiar to the crew. 12. INSURANCE Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of 2,000,000 per event or the equivalent. 13.
