Redlands PCYC Junior Competition Overview The Redlands PCYC Junior Basketball Competition is a junior competition conducted by Redlands PCYC Club. The Competition encompasses Age Groups from Under 8s to Under 19s. A Games Commissioner will be appointed by the Branch Manager to each set of games on a Saturday. The Games Commissioner will be responsible for the management of the games of junior basketball. On any matter on which these Rules are silent the Games Commissioner may make a decision. Provided the decision by the Games Commissioner is not inconsistent with these Rules, that decision will be conclusive. In the main, the Games Commissioner will be the Activity Co-Ordinator attached to the Redlands Branch. The Games Commissioner will report events to the Branch Manager by way of exception. General Rules The Pre-Season is set down for Term 1 and Term 2 of the school year and is used to evaluate players and teams in a relaxed environment and to provide coaches and managers with an opportunity to grow and develop and organise themselves with their teams. For the summer competition season the Branch Manager or the Games Commissioner may, at their discretion, permit minor variations to player registration and team composition for the purpose of development of players, coaches and managers. The Championship Season encompasses Term 3 and Term 4 of the school year and is the main competition season. This season ends in a final series that is conducted just before the December school holidays. During a Championship competition season these By-Laws will strictly apply. Any by-law which may have been relaxed during the Pre-season competition season will be enforced for the Championship season. The Games Commissioner will determine the duration of the competition season based on the number of teams and the equitable allocation of competition games. These Rules will apply to Magic Junior Basketball. In the absence of a ruling by the Branch Manager on any matter where these rules are silent, FIBA rules will apply. The Activities Coordinator (who is usually the Games Commissioner) may be contacted on 3245 4639 or email to kirsten.demarchi@pcyc.org.au We will communicate with you primarily through the notice board in the Court 1 and Court 2 stadium. Please make sure that you check the notice board each week. Age Groups Each Age Group is treated separately when determining a Player s Eligibility i.e. what division a player plays in one Age Group does not relate to what division they can play in another Age Group. An Age Group is not considered a division. 1. Registrations and Player Eligibility All individual players must register and complete the registration form and lodge it at the office of the Redlands PCYC Club prior to playing their third (3) game in the Redlands PCYC competition which also includes a levy made payable to Basketball Queensland. U10 Registration Fees is $52 per year. Junior Registration is $80 per year. A game fee of $10 per game is to be paid before the game to coach or manager. That money is to be remitted to the front office. Payment pockets will be made available each week for the collection of money. It is the responsibility of the coach or manager to return the money to the front office as soon as possible. Cash is the preferred payment method on Saturdays. Training fees are to be paid to the PCYC front office before training each week, and is $2 per training session. Players are eligible to play in an Age Group where their age on 31 st December of the year of competition is less than the Designated Age for that Age Group. The Designated Age is defined for each Age Group as: For Under 8s the designated age is 8 years old For Under 11s the designated age is 11 years old For Under 13s the designated age is 13 years old For Under 15s the designated age is 15 years old For Under 17s the designated age is 17 years old For Under 19s the designated age is 19 years old Players may play for only one team in each age group per playing season. Players from a higher age group cannot play down to a lower age group. A player cannot play in the Redlands competition while they are suspended. A player cannot play in any final unless he/she has met the finals eligibility requirements listed in Section 6 of the Redlands PCYC Rules. A player MUST play in the Championship Season in the appropriate Age Group which complies with the Designated Age. Any player may apply to Redlands PCYC Basketball Club for special exemption for whatever reason to play in an Age Group lower than that for which they are eligible. The Games Commissioner may refuse any such request in its absolute discretion without assigning any reason thereto. A player cannot play in more than one (1) finals series in an Age Group. PENALTY - Breaches of rules by a team shall result in forfeit of such game(s) in which the breach(es) was (were) found to occur. The offending team will be awarded zero points and the opposition will be awarded a minimum score of 20. No game points will be recorded against the team that breached the rule(s). For example if the score at the time of the breach was 50 to 17 and the offending team was on 17, then the score for the game will be 50 to nil. If the score at the time of the breach was 34 to 9 and the offending team was leading with 34 points, the final score would be 20 to nil in favour of the team which did not offend. 2. Uniforms Redlands PCYC has purchased approximately $40K worth of uniforms. These uniforms are made available to players and the maintenance of those uniforms is of paramount concern to the Club. a. All player uniforms MUST BE returned to the coach, manager or designated parent at the end of their game each week. Teams are required to wash the players uniforms after each game ready for the following weeks game. b. Every player must wear the same matching full team uniform i.e. tops and shorts during a game. c. Uniforms MUST NOT be worn to or from the courts of PCYC, or for other sporting or training purposes. They are provided for the games at Redlands PCYC ONLY. d. PCYC Black Shorts are compulsory for all players to wear. Shorts must not have pockets and no other colours eg pinstripping, logos (other than PCYC logo) permitted or anything sharp or hard on them such as zippers or buckles. (Players may receive dispensation to play without PCYC black shorts if ordered through the club and stock was not made available). e. Playing numbers shall be 4-15, 20-25, 30-35, 40-45, and 50-55 securely fixed to uniforms not chalked, pinned, taped or a singlet turned inside out. Duplicate numbers will not be allowed. f. Skins Sleeveless singlets, shorts which finish above the knee and socks finishing below the knee are permitted. Full length skins (both shirts and pants) are not permitted. Refer to attach pictures of types of skins that are permitted g. Power Band only permitted on wrist if covered by tape and only on ankle if worn under the sock. h. T-shirts / full body skins are not to be worn under game singlets unless a medical certificate or other extenuating circumstances are presented to Redlands PCYC prior to the start of the season and approved. If permission is given, T-shirt / skins must be of the same single colour as the playing singlet. This decision is final and not subject to appeal. i. No jewellery of any description shall be worn whilst playing. Plastic or metal hair clips are not to be worn. Bobby pins, ribbons and rubber hair bands are allowed. No arm bands allowed. Head and wrist sweat bands must be of one colour only. They do not have to be the same colour nor match the team colours. j. Fingernails must be cut level with the tip of the fingers. Taping of fingernails and the wearing of gloves will not be permitted. Fingernails should be inspected by the referees before every game. A player who does not have fingernails cut to the tip of the finger will not be permitted to enter the court. Non-Marking Shoes shall be worn on the court. Players are required to tuck their singlets in during any championship and summer competition games. Uniform Penalties If a player wears a UNIFORM TO AND FROM the club premises, then that player may be required to lodge a $25 deposit at the office for the breach of this rule. If there are no further breaches of this rule, the deposit will be returned to the player on the last game of the year. That player may not take the court as a player until the $25 deposit is lodged at the office. Black PCYC shorts which can be ordered and purchased at the PCYC front office. 3. Player Injury / Blood Rule During the game, any player who is bleeding or has an open wound must be substituted. The player may return to the playing court only after bleeding has stopped and that affected area or open wound has been completely and securely covered. If the injured player or any player who is bleeding or has an open wound recovers during a time-out taken by either team before the scorer s signal for the substitution that player may continue to play. A player must also be substituted if they have blood on their uniform regardless of whether it is theirs or another player s. The player must replace their uniform with the team s spare uniform before re-entering the court. 4. Team Forfeits & Withdrawals Competition & Championship Seasons 4.1 All forfeits must be confirmed to the Games Commissioner by either Email: or Mobile: 3245 4639 kirsten.demarchi@pcyc.org.au If a team forfeits three continuous games in a season that team will be required to show cause as to why the team should remain in the competition. Failure to attend or respond to show cause will result in the elimination of the team for finals competition. 5. Late Starts, Forfeits, Defaults 5.1 Late Starts: a. If a team is not ready to play with the correct number of players at the commencement of the second quarter the team is awarded a forfeit of that game. The referee will instruct the bench officials to start the clock of the scheduled game time. The team will be penalised minus two (2) points for each minute the team are unable to take the court, the game shall be declared a forfeit at the start of the 2 nd Quarter. b The team that forfeits the game will receive no competition points and the score will be recorded as 20-0 in favour of the opposing team. 5.2 Forfeits: A game will be considered a forfeit when any of the following occur and will result in the game being awarded to the opponents with a score of 20-0. a. The team plays an ineligible player (see section 1 Player Eligibility). b. The team does not have the correct number of eligible players (4 team players who are registered as playing with that team, fill ins do not count) ready to play on the court at the commencement of the second quarter. c. The team advises Redlands PCYC that they cannot attend a game at a scheduled time after the Official Draw has been released as outlined in the Redlands PCYC Draws section below. d. The team s actions prevent the game being played. Redlands PCYC Basketball By-Laws Page 7

5. Late Starts, Forfeits, Defaults cont d 5.3 Game Lost by Defaults: A team shall lose a game by default if, during the game, the team has fewer than two (2) players on the court ready to play. PENALTY - If the team to which the game is awarded is ahead, the score shall stand as at the time when the game was stopped. If the team to which the game is awarded is not ahead, the score shall be recorded as two (2) to zero (0) in its favour. The defaulting team shall receive one (1) point in the classification. 6. Finals Eligibility Semi, Preliminary and Grand Finals To qualify to play in finals (Semi, Preliminary or Grand Final); players must play a minimum of no less than 5 games for that team during the championship season. The Games Commissioner may consider individual cases based on individual circumstances (i.e injured players providing medical certificates). During the playing season if a team forfeits a game that game will not count towards qualification for finals. Players injured who are playing basketball during the season, may have missed games counted, they must lodge with the Games Commissioner a certificate from a physiotherapist or doctor before resuming play. (If you have been activated as playing by your team during your injury your certificate will not be accepted). Final score ladders are displayed on the noticeboard near Court 1. It is the responsibility of the coach to check their position on the ladder and what players are eligible to have qualified to play in the finals. 7. Players / Officials Ineligible to take the Court The intent of this rule is to ensure that players and officials are not affected by any substance that may have a detrimental effect on their performance on the court or place themselves, other players or spectators at risk or injury albeit physical or mental. A person is ineligible to take the court and participate or officiate in any Redlands PCYC Basketball fixture game if he / she, at the discretion of the referee or the Court Supervisor, shows any sign of alcohol or drug intake, as defined by smell or alcohol or impairment to balance or attitude. If there is any other apparent medical condition the referee may not permit the person to play. 8. Transfer / Clearances If a player requests to be transferred to another team at anytime regardless of the time period since playing for the original team, that request must be in writing to the Basketball Coordinator who will make the final decision. The request must be received 24 hours before the commencement of their first game for their new team. If a player plays without clearance from their previous team it will result the game being declared a forfeit and the loss of all points for that game. Penalty will be the loss of three (3) competition points. Redlands PCYC Basketball By-Laws Page 8

9. Game Rules 9.1 Game Timing Rules Playing Time shall be: Four (4) periods of ten minutes each; Intervals of one (1) minute between the second (2 nd )and fourth (4 th ) periods; Half time interval of two (2) minutes between periods two (2) and three (3). 9.1 Game Timing Rules Period Timing (All four (4) quarters & extra periods) The game clock does not stop for match infringements until the last two (2) minutes of the fourth quarter (i.e. on any referees whistle); The game clock will stop after a made basket in the last two (2) minutes of the fourth quarter; The clock shall restart when the ball touches a player on the court; In finals only if full time scores are level an extra period [Overtime] of three (3) minutes of extra time will be played until such time as a winner is decided. Should multiple extra time intervals be required, these will be separated by an interval of one (1) minute. No time outs. Charge Time-Outs for all Divisions: Two (2) time outs are available in the first half; Three (3) time outs are available in the second half; The score bench is to alert the referees when ten seconds is left of the time out by pressing the siren so that the referees can signal the players back on the court. General Playing Rules: 9.2 Maximum Team Numbers No more than Ten (10) players may be entered on the scoresheet and allowed to play. 9.3 Minimum Team Numbers: Four (4) to Five (5) eligible players for each team must be on the court for a game to start. Under 8s As Under 8s games are considered non-competitive, the game score is not shown on the scoreboard but a scoresheet is kept. 9.4 Registered Player recorded on Scoresheet: A registered player is entitled to play when the player s name has been entered on the scoresheet before the start of the game even if the player is not present at the start of the game and as long as the registered player is not currently disqualified from playing. 9.5 Team Fouls: Penalty The penalty situation in each period begins after the fourth player foul (i.e. on the fifth) charged to a team, except for a team control foul. 9.6 Bench Allocation: For all games, the first team named (Team A) shall have the team bench and its team s own basket on the left side of the scorer s bench, facing the playing court. However, if the two (2) teams agree, they may interchange the team benches and / or baskets. Redlands PCYC Basketball By-Laws Page 9

9. Game Rules General Playing Rules cont d: 9.7 Basketball Size: Size 5 basketballs shall be used for all u8s age group competition; Size 6 basketballs shall be used for all u11s & u13s age group competition; Size 6 basketballs shall be used for all u15s, u17s & u19s Girls age group competition; Size 7 basketballs shall be used for all u15s, u17s & u19s Boys age group competition. 9.8 Under 11 s Players are allowed to score 8 points per half total of 16 points per game. Once a team has scored, all their players must move back behind the halfway line. A player may score more than eight points if those points are scored as a result of a free throw situation. Referees should attempt to permit U11 teams to enjoy their game of basketball. In applying the rules of basketball, referees should endeavour to coach the under 11 players in respect to the rules as they are being applied. The three second key rule and the backcourt rule shall not be applied in Under 11 s. All other age groups: Any number of points may be scored by any player in a game. When there is a 20 point margin, the winning team must move back to the halfway line after each basket. This does not apply to preliminary finals, semi finals or Grand Finals. 9.9 Mercy Rule In the interest of Junior Basketball Development, an understanding has been reached between Redlands PCYC Magic Basketball Club allowing a Mercy Rule to be invoked when the margin between two teams in a game is 20 points or more in front of their opposition team at any stage of a game. The Coach whose team is losing shall approach the Coach who is leading and ask that the Mercy Rule be invoked. The Coach of the winning team MUST accept the request of the Coach of the losing team and abide by the rules of the Mercy Rule. Mercy Rule Explanation The team that is leading will allow the other team to advance the ball across the half way line therefore the winning team must retreat to the half-way line. The Mercy Rule can be invoked by the losing coach when the margin between the two teams is twenty (20) points ahead. In the interest of junior basketball ALL TEAMS are to instruct their Coaches about this understanding and to ensure they abide by this ruling. 10. Scoretable 10.1 Each team is responsible for providing a competent score table official duties for each of their games. 10.2 The score table will consist of a person to do the scoresheet and a person to control the game clock. 10.3 If a team cannot provide a score table official, the manager or parent of the team will be required to fill this position. If the manager or parent is unable to fill this position, then the coach must become the score table official. If the coach is unable to fill this position and the team is then unable to provide the required score table official, the game will be classified as a forfeit by the team unable to provide a bench official. 11. Technical Fouls Technical fouls for use of foul language or derogatory remarks directed towards officials, where a referee believes an ejection is not warranted, shall result in the player being substituted from the game and sitting for two (2) minutes; on the Team Bench, irrespective of score, number of players on the court or remaining time in the game. When the Official calls the technical foul, he/she is also to look at the clock and quote the time remaining, so the score bench officials can note it on the score sheet. e.g. The clock displays 8.41 in the 1st quarter, and the player can then re-enter the game at 4.41 or after (via substitution through the bench). 12. Classification of Teams 12.1 The standings after all round games will be the number of competition points earned. 12.2 Premiership points shall be allocated on the following basis: Win: Draw: Loss: Forfeit: 3 points 2 points 1 point 0 points 12.3 If there are two (2) or more teams that finish with equal competition points at the end of the competition season playing schedule (prior to the commencement of the finals) then only the points from the results of the games between the teams involved will be used to determine the final placing. This is based on the points from Wins / Draws / Losses / Forfeits in the games played between the two (2) or more teams. 12.4 In the event that the teams are tied after the first classification, goal average (i.e. the total points scored and conceded) will be used to determine the placing, taking into account only the result of the games between the teams still tied. 12.5 In the event that the total points scored and conceded are the same in the games between the two (2) or more teams, the classification will be determined by taking into account the results of the last game played by the two teams. 12.6 If result cannot be determined the two teams will play each other again to determine their position on the ladder with the winning team being permitted to enter the finals. 13 Hanging from the rings During a programmed game of basketball the rules of FIBA will apply. That is, the sequence known as a slam dunk will be permitted. However outside of a programmed game of basketball (i.e. during scratch matches, training, warming up, warming down and general use of the courts) no person will be permitted to hang from the ring or the netting for any reason. A person is deemed to hang from the ring or the net if such intentional contact prevents the person, even for the slightest amount of time, from returning to the court. The Management Committee of the Redlands PCYC had directed that any person who hangs from the ring will automatically receive a suspension from playing basketball for a period of one week. The suspension will apply automatically. The offending person will be informed immediately and be issued with a letter within 7 days. If the offending person wishes to appeal the suspension, they must advise the branch manager of their intention to do so within 24 hours of being informed of their suspension (verbal or written). The Branch Manager will take all reasonable steps to give effect to the intent of this rule. Redlands PCYC Basketball By-Laws Page 11

14 Junior Representative Basketball (BQJBC Season) Any player who is selected to play representative basketball for the Redlands PCYC must participate in a Saturday or Tuesday night (Under 19s) club game (except where a team has a bye). Failure to participate in a Saturday or Tuesday night club game may result in that player being ineligible to play in any representative games during that weekend. Where extraordinary circumstances exist which may result in a representative player not being able to participate in a Saturday or Tuesday night club game the Games Commissioner may give permission to miss Saturday or Tuesday night club game/s. Players unable to find placement in a junior team may play in the senior competition, with the same rules applying to them for their senior team. All junior representative players MUST make themselves available to play in junior club teams. 15 No Zone Rule 15.1 No zone defence is allowed in Age Groups below Under 16. First offence A warning will be issued. Second offence A technical foul will be charged against the Coach of the team that violates the No Zone Rule. This shall be recorded on the Scoresheet by entering a C 2 in the foul area adjacent to the name of the Coach (noting a team foul will not be recorded for this offence). Third Offence in any one game The game will be forfeited. 15.2 Definition of Zone Defence Any defence in the half court that does not incorporate normal man to man defensive principles is a Zone. Trapping defences that rotate back to man to man principles are acceptable. 15.3 Violations of Man to Man Defence One (1) or more players are not in an acceptable man to man position in relation to their man and ball. A cutter moved all the way through the key and was not defended using acceptable man to man techniques e.g. bumped, switched, followed. Following a trapping or help and recover situation the team make no attempt to re-establish man to man defensive positioning. Teams Zone press and did not assume man to man defensive positioning once the ball was in the quarter court. It is the responsibility of the Court Supervisor to police the No Zone rule. Court Supervisors will: Take into account the intention of the defensive team. Take into account the time and state of the game. Take into account the movement, or lack of movement, of the offensive team. Act immediately on deliberate and pre-meditated use of zone defence at a critical time of a game. Give the benefit of the doubt to the defensive team if there is any doubt. When, in the opinion of the Court Supervisor, a violation occurs, they will instruct the referees, through the Scoretable Chairperson, to charge the coach of the offending team at the next dead ball with penalties listed in rule 15.1. 16. Rescheduled Games Redlands PCYC has the power to reschedule any game that it deems necessary. Reasons for a re-fixture may include last minute unavailability of a venue due to power restrictions, court flooded (heavy rain) and unsafe. If the games can be rescheduled they will be played at a later date, but if they cannot be rescheduled, the games will be declared a draw and a score of 0-0 entered. If a game is called off at anytime the score at the time the game is cancelled will stand as the final result.

17. Insurance The Redlands PCYC is covered by Basketball Queensland. Information on player injury insurance cover along with the claim form can be found on the Basketball Queensland Website under Policies. 18. Venue - Code of Conduct Entry to the Redlands PCYC constitutes an agreement that players, officials and parents entering agree to be bound by the terms and conditions listed below: No person is to enter the court other than competing teams, i.e. no people shooting during time outs or intervals of play e.g. half time. Dunking A player may only dunk in a game period (1st, 2nd, 3rd and 4th period of game). Hanging on rings will incur a technical foul for the first offence, a disqualification foul and a one week suspension for the second. Notwithstanding hanging on a ring may only occur during a game when a player does so to prevent injury to another person. 19. Coaches - Code of Conduct The Coaches Code of Conduct is introduced in the interest of fair play, so that all players, officials and participants are able to enjoy the sport of basketball a. Coaches will carry out their duties to the best of their ability at all times and ensure that in no way their performance is unfavourable to Redlands PCYC, Basketball Queensland or its sponsors. b. Coaches will display control and professionalism towards, players, officials, administrators and spectators (including opponents) with respect regardless of race, creed, colour, sex, religion, economic status or ability and to encourage the players to do the same. c. Be reasonable in your demands on players time, energy and enthusiasm. Avoid overplaying the talented players; the just-average need players deserve equal time d. Ensure that the time players spend with you is a positive experience. All young people are deserving of equal attention and opportunities. e. Coaches will be aware that basketball involves contact between coach and player but will refrain from touching or making contact with any player that is unnecessary to the situation or make the player s skill development feel awkward f. Coaches will ensure that at no stage will they be alone with any player under 18 years of age. One (1) other adult or player will be in attendance. g. Refrain from engaging in negative or destructive discussion or postings on social media about players, coaches, spectators, officials, administrators or other basketball participants, that may be viewed as abusive, harassing or offensive in. h. Coaches will never advocate or condone the use of drugs, alcohol and tobacco products in conjunction with sport participation nor will coaches supply any such product to underage athletes. 20. Players - Code of Conduct The Players Code of Conduct is introduced in the interest of fair play, ensuring the players are able to enjoy the sport of basketball without undue pressure. As a player at Redlands PCYC understand that others participate for fun and their own personal development and therefore agree to abide by the following rules. Players will: a. At all times be responsible for their behavior both on and off the court. b. Play by the rules and resolve conflicts without resorting to hostility or violence. c. Not engage in any kind of unsportsmanlike conduct such as verbal abuse of officials and sledging other players (using profane language, gestures or actions), deliberately distracting or provoking an opponent. d. Will respect the officials (referees, score bench personal, administrators, and coaches) and their authority and not abuse, criticize or question their decision. 20. Players - Code of Conduct cont d e. Work equally hard for yourself and/or your team. Your team s performance will benefit and so will you. f. Be a good sport. Applaud all good plays whether they are made by your team or the opposition. g. Treat all participants in your sport as you like to be treated. Do not bully, adversely comment on another player s ability or take unfair advantage of another competitor. h. Cooperate with your coach, team-mates and opponents. Without them there would be no competition. i. Participate for your own enjoyment and benefit, j. Respect the rights, dignity and worth of all participants regardless of their gender, ability, cultural background or religion. k. Refrain from engaging in negative or destructive discussion or postings on social media about players, coaches, spectators, officials, administrators or other basketball participants, that may be viewed as abusive, harassing or offensive in nature. 21. Officials - Code of Conduct The Officials Code of Conduct is introduced in the interest of fair play, ensuring all players and officials are able to enjoy the sport of basketball without undue pressure. As an official at Redlands PCYC you will conduct in a professional manner and agree to abide by the following rules. Officials will: a. Compliment and encourage all participants and officiate without prejudice or favouritism to any player, team or coach. Condemn unsporting behaviour and promote respect for all opponents. b. Keep up to date knowledge of the rules. Encourage and promote rule changes which will make participation more enjoyable. c. Maintain availability, whenever possible, for game assignments for which you are qualified. d. Shall respect fellow officials and shall not criticize them within hearing of any player, coach or spectator. e. Will be aware that the score bench personal are part of the team and will ensure they are respected at all times by players, coaches and spectators. f. Be consistent, objective and courteous when making decisions. g. Respect the uniform worn and to conduct yourself in a professional manner. While in view of others, you as an official while wearing the uniform must act accordingly. Ensure the uniform remains clean, neat and in a good state of repair. The official who is a coach, player or score bench official shall not wear their uniform while coaching, playing or score benching. h. Treat other officials, players, coaches, score bench officials administrators and spectators with respect regardless of their gender, ability, cultural background or religion. i. Place the safety and welfare of the participants above all else. While ensuring the safety of players the officials will not touch any player in an inappropriate manor, nor will touch any injured player unless you are qualified to do so. j. The official shall respect the referee supervisor, whilst they are working in their relevant roles. k. Be a good sport yourself. Actions speak louder than words. l. Refrain from engaging in negative or destructive discussion or postings on social media about players, coaches, spectators, officials, administrators or other basketball participants, that may be viewed as abusive, harassing or offensive in nature. 22. Parent - Code of Conduct The Parent Code of Conduct is introduced in the interest of fair play, ensuring the players are able to enjoy the sport of basketball without undue pressure. As a parent at Redlands PCYC you understand that others participate for fun and their own personal development and therefore agree to abide by the following rules: a. Applaud good performance and efforts from each team. b. Congratulate all participants upon their performance regardless of the games outcome. c. Respect officials (Referees, Score bench Personal, Administrators, and Coaches) decisions and authority and not abuse or question their decisions, teach others to do the same. e. Will not engage in any kind of unsportsmanlike conduct with any official, score bench official, coach, player or parent such as booing, taunting or using profane language or gesture. f. When involved in a discussion with other parents, players, spectators or coaching personal no negative comments in regard to members of the team. Will not question or comment on another player s ability. g. As a Parent that although may not be actively participating, will be representing Redlands PCYC and will not bring Redlands PCYC or its sponsors into disrepute. h. Refrain from engaging in negative or destructive discussion or postings on social media about players, coaches, spectators, officials, administrators or other basketball participants, that may be viewed as abusive, harassing or offensive in nature. 23. Protests 23.1 Game Procedure: If a team believes that during a game they have been adversely affected by a decision of an official, referee or umpire, in line with the rules, the following action should take place: a. When the incident occurs, either immediately when the ball is dead and the clock has stopped, or at the first time-out that follows, the team captain shall make his / hers observations to the referees in a calm and courteous manner. b. The referees may explain his / her decision or, if necessary, examine the scoresheet and check the score and the playing time. If this interruption of play exceeds 30 seconds a time-out is to be charged to the team in question, unless the Referee recognising the validity of the observation decides otherwise. c. If by the completion of the game the team still believes its interest were adversely affected by the decision of the official / referee / umpire, the team captain shall, immediately at the end of the game, inform the referee that his / her team is protesting against the result of the game and the captain shall sign the scoresheet in the space marked Captain s signature in case of protest. 23.2 Lodging the Protest: All disputes or protests must be lodged with Redlands PCYC emailed or faxed by within 48 hours following the incident occurring. 23.3 Protest Outcome: Any protest shall be determined initially by the Redlands PCYC Committee. If warranted, after an initial investigation the Redlands PCYC may set up an independent Committee to conduct a hearing. The two teams involved in the game shall be entitled to send one representative to the hearing. Witnesses required by the committee may also be asked to attend. 23.4 Disagreement with the Decision: Should the team in question or the opposing team, not be in agreement with the decision of the Committee, they may lodge an appeal to the Redlands PCYC Committee who will form an Appeals Committee (made up of people different to the first Independent Committee) to hear the protest. The Appeals Committee shall judge the appeal in the last instance and its decision shall be final. 24. General behaviour The Games Commissioner may ask individual/s to leave the centre if their behaviour is deemed too aggressive for a game. If asked to leave the centre, it is expected that individual will vacate the centre immediately. Coaches & players are encouraged to talk to visitors about not criticising the referees and their decisions. This is a family environment club and the success of the development of our referees will ensure that the overall standard of refereeing in our club improves. Please try and be patient with our referees. Any club member may report an incident to the Branch Manager. Such reporting can include incidences of: verbal abuse, score bench table abuse, racial or derogatory comments, misuse or destruction of property, or physical abuse. 25. Discipline The referee of each game will speak to the player(s) if they believe they are behaving in an unacceptable manner. If the player(s) refuse to acknowledge warnings or behave accordingly as instructed, the matter will be referred to the Branch Manager, who may refer it to a Judiciary. The official referees reserve the right to report matters as a judiciary incident. If a player is disqualified from a game, that player shall receive a 1 game automatic suspension. The suspension shall include all games during that period, at all PCYC and BQ associations. Coaches disqualified for their behaviour are subject to the same penalties. 26. Judiciary Definition of Misconduct The following conduct may amount to misconduct, namely: a. technical foul or repeat technical fouls; b. inappropriate or abusive language; c. back chatting or intimidating referees, players, managers or officials; d. striking a player, manager, coach, official or referee or attempting so to do; e. use of inappropriate or excess physical force; f. a breach of any code of conduct outlined in these rules; or g. any other conduct which would not be reasonably expected by members of a sporting community which may bring the game of basketball or the ethos of the Queensland Police-Citizens Youth Welfare Association into disrepute. These Rules apply to the game of basketball played within the confines of Police-Citizens Youth Club (PCYC) or games of basketball with which a PCYC is associated (including all other Basketball Queensland competitions), and any games or events conduct which is able to be linked to the game of basketball at a PCYC. Spectators, Players and officials participating in Basketball at any place are required to behave professionally and not be guilty of any conduct which may amount to misconduct. During a game of basketball the Referee is the sole judge of fair and unfair play in respect to adjudication of the rules of the Game of Basketball. During a game of basketball the players, coaches and managers and score bench personnel are deemed to be under the control of the Referees. That area of control includes areas which are not on the basketball court. This Rule does not prevent the Branch Manager or the Games Commissioner dealing with managerial matters in the administration of the game without the need for a judiciary hearing. Reporting misconduct Any person is at liberty to report alleged misconduct. A report of alleged misconduct must be in writing and will clearly outline all of the circumstances surrounding the conduct being reported. The reporting of misconduct will be in a format determined by the Branch Manager and may be made to the Branch Manager at any time. Any inappropriate conduct arising during a game of basketball which is being reported by a Referee is to be recorded on the score sheet for the game or attached to the score sheet for the game if practicable. Any other reporting should be directly to the Branch Manager. Suspension until matter determined Without the express permission of the Branch Manager any person against whom a report has been furnished is excluded from participating in the games of basketball as a coach, manager, official, score bench official or player until the matter under inquiry is determined. There may be circumstances where a person against whom a complaint has been lodged will be permitted to continue to participate in the game of basketball until the matter is resolved. Examination of allegation(s) by Branch Manager The Branch Manager may make a determination on any matter which is reported in writing. The decision of the Branch Manager may be appealed to the Chief Executive Officer of the Association. Examination of allegation(s) by Judiciary The Branch Manager may appoint as minimum of any three independent persons as a Judiciary Committee. Where a Branch Manager convenes a Judiciary Committee, that Committee is deemed to have jurisdiction to determine any matter placed before it by the Branch Manager. A Judiciary Committee will be provided with a written request by the Branch Manager to examine any matter which has been raised. One of the Judiciary Committee members must be familiar with the rules of the game of basketball. The Judiciary Committee is to establish a finding of fact in relation to any allegations of conduct, reported in writing, which may amount to misconduct. The persons appointed must have no connection to the circumstances under inquiry. It is immaterial to the appointment of a judiciary member if that member actually witnessed the incident under inquiry. The Judiciary Committee may make what ever inquiries it deems necessary to determine a finding of fact. The Committee is not bound by formal rules of evidence. In making a determination the Judiciary Committee shall make its finding based on the balance of probability. In making a determination of fact on balance, the more serious the allegation the higher the standard of proof, the more persuasive the balance which is required (Briginshaw v Briginshaw). The Judiciary Committee will appoint a Chairperson among themselves [if a Chairperson has not been determined by the Branch Manager} and the Chairperson will report the findings of the Judiciary Committee to the Branch Manager within 72 hours of the determination of fact. The findings will be reported in writing providing the imposition of a sanction or a recommendation on what action or further action, if any, is to be taken. The determination of the Judiciary Committee will be advised at the time of making the decision, or within 24 hours, be conveyed orally to the person against whom the allegations were made by the Chairperson of the Judiciary Committee. That decision will be confirmed in writing to the member within five days of the making of the decision. Generally the Judiciary Committee must meet within 96 hours of the report of an allegation of misconduct being received by the Branch Manager. If exceptional circumstances exist the committee will meet at a time determined by the Branch Manager. Examination of allegation(s) by Judiciary The person(s) against whom allegations are made will be provided with a fair opportunity to respond to any allegations, either personally or in writing. The Doctrine of Natural Justice will apply. The person against whom an allegation is made may have a friend accompany him or her to a judiciary hearing. The friend is not permitted to participate in the judiciary hearing without the permission of the Judiciary Committee. At the request of the Judiciary Committee the friend must leave the judiciary hearing. Legal representation is not permitted at a judiciary hearing. Should the person against whom allegations are made elect not to make personal representation, the Judiciary Committee may convene and make its determination ex parte. Sanction A Judiciary Committee may only determine a penalty which prevents or qualifies a player, coach, manager, spectator of official from participating in or viewing the game of basketball at a PCYC or other BQ associations. The sanctions which are open to the Judiciary Committee include a. A caution b. A reprimand c. A suspension for a period with or without conditions Redlands PCYC Basketball By-Laws Page 17

Sanction cont d d. A period of probation with or without conditions e. Exclusion from a Branch or tournament in which the PCYC is participating in for a period determined by the Judiciary Committee f. Any combination of the above sanctions These sanctions may be imposed and the implementation subsequently suspended for a period of time with or without conditions. The Judiciary Committee must clearly specify the date on which the sanction commences, and the date on which the sanction concludes (if appropriate). Automatic suspensions Any player who is disqualified from a game or deemed to have abused PCYC equipment shall be suspended for 1 week and all games during that period. The Management Committee at the Branch have directed that any player who swings from any of the rings outside of a competition game, is automatically suspended for one game. Any player suspended shall be ineligible for championship season awards if suspension occurred during championship season. The Branch Manager may determine, from time to time, circumstances which result in an automatic suspension of a period not exceeding four fixture matches for the player, coach or manager associated with that team. In the absence of a written appeal to the Branch Manager such automatic suspension will take effect immediately from issue of penalty. Where the member concerned wishes to dispute any automatic suspension that member will make written application to the Branch Manager who will determine, in appellate jurisdiction, what action (if any) is to be taken. Any such appeal by a player, coach or manager must be made within 24 hours of the deemed commencement of the automatic suspension. Appeals Appeals from a Judiciary Committee may only be made based on an error of law, an error of fact, or quantum of sanction. A person may only appeal in respect to matters concerning him or herself. Appeals cannot be lodged in respect to other parties to the tribunal. Where an appeal is lodged a fee of $20 must accompany the appeal. The money is to be lodged with the Branch Manager. If the appeal is successful in part or in its entirety, then the $20 will be refunded. In respect to this determination a Branch Manager may convene an appellate tribunal at the request of any party to the judiciary hearing. Any appellate inquiries will be finalised as soon as possible. The Branch Manager may convene an appellate tribunal either alone, or in conjunction with other persons. However, the final decision in respect to any appellate matters rests solely with the Branch Manager. The Judiciary Committee may make a recommendation to the Branch Manager that a person be excluded from the Branch for a period of time or that a more severe penalty be imposed. In such cases the Judiciary Committee will refer the matter to the Branch Manager for determination by the Branch Manager.
