Official FIBA Europe U14 category Tournament THE RULES OF THE TOURNAMENT ARTICLE 1 Saumur Loire Basket 49 club organizes two International Youth Tournaments called TIM 2017 which will take place, From Saturday 15 th April to Sunday 16 th 2017. 10 girl and 10 boy teams will participate in this tournament. Each team is made up of 10 players written down on each match sheet. ARTICLE 2 Many Guest countries: Belgium, Germany, Latvia, Hungary, Catalonia, Lithuania, France ARTICLE 3 The tournament is reserved for basket ball players (boys and girls) who are members of a national Federation and were born in 2002 or 2003 (Children born in 2004 can be accepted as well). Each participant will be required to produce a Club Membership Card with a photograph attached to it. No special dispensation for this rule can be accepted. Any cheating as to the identity of a player will be punished by the exclusion of the whole team.
ARTICLE 4 Organization of the tournament The girl s tournament is organised along the same lines as the boy s tournament The 10 teams, which take part in the tournament, are split up into 2 groups of 5 teams. At first, each team will play once against all the other teams of the group The two first teams in each group will play in the final four group, semi finals, and finals The third and fourth teams in each group will play semi finals and finals ranking 5 to 8 The last teams in each group will play in the final of those ranking 9 to 10 Organization of the Girls Tournament (final phases) ARTICLE 5 Material: The ball will be a: n 6 for the Girls Tournament n 7 for the Boys Tournament Rules: The FIBA rules will be applied except for: 1) Playing time 2 periods of 10 minutes each, deducted, for group matches 2 periods of 12 minutes each, deducted for all matches and for semi finals and ranking matches from 1 to 10 2 periods of 15 minutes each, deducted for both finals 2) Extensions In case of a tie at the end of the regular time period in the final phases of the tournament, the 2 teams will play as many extensions deducted as tie results. It will not be played overtime in preliminary round games
3 ) Time out Two time-outs of one minute each can be granted to each team during each playing period. During extensions one time out will be granted to each team. 4 ) Fouls A player who has committed 4 fouls will be eliminated Free throw when there are 7 fouls in a team 5 ) Rests between each playing period The rests will be 3 minutes each 6 ) Defence system Any type of defence will be authorized 7 ) Classification The classification in each group will be established from the won points: won match = 3 points tie = 2 points lost match = 1 point Lost match by penalty or default = 0 points A team who will not be present at the set time to play their match will lose by default and score 0 points. In case of equality In case of equality of points between teams in the same group, the classification will be determinate from: 1 - particular goal average between these teams 2 - best attack 3 - best defence
ARTICLE 6 Warm-up Warm-up time granted to each team before the game will vary according to the end of the preceding match. It will be up to the technical staff in charge of the teams to deal with this warm-up period. Matches will have to start at the time stated on the planning of the matches. ARTICLE 7 SLB 49 club will see to the refereeing, the score and the tinning of the all the matches. ARTICLE 8 A regulation committee consisting of some organizers of SLB 49 club will be in charge of disputes concerning, either the application of the regulation, or any unexpected situation. The decision of this committee will be final. ARTICLE 9 Trophies and cups awarded at each tournament constitute the property of the winning club. The two winners of the tournament will be invited to the following tournament, the next year. Sportswear Each team must bring: ARTICLE 10 A set of numbered T-shirts and shorts of the colour of the club. A second set of T-shirts of a different colour, but with the same numbering Some pennants, stickers to exchange with your opponents. The team is expected to wear similar tracksuits or same clothes during the ceremony.
ARTICLE 11 Each delegation must have their own insurance. The organizing club cannot be held responsible for any theft that might occur on the various site where the games will be played. The club will not pay for hospital or chemist expenses. ARTICLE 12 Organization of the tournament: No team will be allowed to leave Saumur before the end of the closing ceremony. Accommodation: Accommodation is organized by the organizing club for all foreign teams and teams which do not come from Maine et Loire with a maximum of 13 people for each delegation. Extra members accompanying them will be accommodated at their own expenses. Therefore, please get in touch with the people in charge of the organization.
