201415 Sampson County Parks and Recreation Tackle Football Local Guidelines and Rules National Federation High School rules will be used with the exceptions listed below. 1:00 DIVISIONS: Collegiate Division: Ages 79 years Pro Division: Ages 1012 years 2:00 AGE REQUIREMENTS: 2:01 Collegiate Division Minimum Age: Seven (7) years old players must reach their seventh (7 th ) birthday on or before October 16 th. Maximum Age: Nine (9) years old players cannot reach their tenth (10 th ) birthday on or before October 16 th of the current school year. NOTE: A nine year old (9) may play in the Pro Division BUT a waiver must be signed by the player s parent/guardian. 2:02 Pro Division Minimum Age: Ten (10) years old players must reach their tenth (10 th ) birthday on or before October 16 th. Maximum Age: Twelve (12) years old players cannot reach their thirteenth (13 th ) birthday on or before October 16 th of the current school year. 3:00 FIELD SIZE / TEAM SIZE: 3:01 The Collegiate Division (79 yr. old) field will be eighty (80) yards in length. a) Kickoffs will be from the 40 yd line. The receiving team will be allowed to line up on the 50 yd line. b) One coach will be allowed on the field with his/her team for the purpose of helping to set up his/her offense or defense. Once the team breaks from the huddle, the coach must leave the immediate area and must not direct the players or approach the officials. 1

1 st Offense Ten (10) yards 2 nd Offense Removal from the game as an onfield coach The Pro Division (1012 yr. old) field will be one hundred (100) yards in length. a) Kickoffs will be from the 40 yd line. The receiving team will be allowed to line up on the 50 yd line. 1 st Offense Ten (10) yards 2 nd Offense Removal from the game as an onfield coach 3:02 Teams must have a minimum of fifteen (15) players and with maximum of twentyfive (25) players when a district can field more than 1 team. If a district has 2630 players registered at the end of regular registration, two teams will be made but in order to field three (3) teams there must be a minimum of fortyfive (45) registered players. 3:03 Any district must have a minimum of 4 teams in the same age division in order to not travel to the other districts during regular season. 4:00 SEASON GAMES: WEIGHT REQUIREMENTS: 4:01 Collegiate Division: There is no maximum weight. Any players that weights over 85 lbs. (body weight) will be marked with a stripe of tape on their helmet at all times. These players must play an interior line position from tackle to tackle. (Including the center or nose guard this means up to 5 striped players may be on the interior line at one time.) They must be in a 3 or 4point stance when the ball is snapped. 1 st Offense Team Warning After 1 st 5 yard Delay of Game These players are not allowed to advance the football. If they gain control the ball is immediately dead. 4:02 Pro Division: There is no maximum weight. Any players that weights over 135 lbs. These players are not allowed to advance the football. If they gain control the ball is immediately dead. 4:03 All games shall consist of four (4) twelve (12) minutes quarters, the clock will stop after a score and will not run during the point after attempt (PAT) BUT will run continuously for the remainder of the game with the exception of the last (2) two minutes of the 2 nd and 4 th quarters. During the last two minutes of these quarters the clock will run in accordance with the rules governing high school play. Halftime will consist of a ten (10) minute interval, at times; the half time interval may be shortened due to games conditions or the flow of the game. The home team is responsible for obtaining a chain crew for the game. If a crew is not found within 10 minutes of the official game time a forfeit may be called in favor of the visiting team. 4:04 There will be no head tackling!! Fifteen (15) yards 4:05 The official time will be kept by the scorekeeper. 4:06 OFFENSE: Any legal offensive formation may be used. DEFENSE: a) Only 6 defensive players on the line of scrimmage all others are 5 yards back. b) Inside the 5 yard line, a goal line defense is allowed. c) Defensive player may NOT line up head up to the center. He may line up in the gap or on the shoulder of the center. 4:07 Each team will be allowed three (3) timeouts per half. 4:08 There are two (2) types of conference allowed. a) Coach may go on the field in the huddle during timeouts. He may carry a book, cards, or clipboard. If the coach delays the game by not leaving the field promptly at the conclusion of the timeout, the officials may deny the coach the opportunity to come onto the field for the remainder of the game. b) One (1) or more players and one (1) or more coaches directly in front of the team box within five (5) yards of the sideline 4:09 A minimum of nine (9) players must be present for a team to play. A team will forfeit the game if it does not have at least nine (9) players on the field within ten (10) minutes after the scheduled starting time for the first game of the day. All other games will begin (or be forfeited) at the scheduled starting time. 3

4:10 Any time Team A is ahead of Team B by 21 points or more, there shall be no kickoff from Team A to Team B. Team B shall be awarded the ball at the 35yard line and allowed a normal possession (1st downs, touchdown, punt, turnover). Note: Team B does not keep the ball indefinitely. Team A and Team B will alternate possessions just like standard football. The only difference is that there are no kickoffs to the team that is down by at least 21 points. Kickoffs to the team that is behind will be resumed when the point differential is less than 21. As long as the 21point differential is maintained, Team A must use the balance of its reserve players in lieu of any first string player. 4:11 The High School Federation overtime procedure will be used for all games that end in a tie score. 4:12 Extra points: KICK = 2 POINTS; RUN OR PASS = 1 POINT 4:13 Kicking Extra points and Field Goals Defensive Block Team When kicking extra points and field goals, the defense may not rush the kicker or jump in the air, but they may extend their arms upward into the air. The defensive team must have at least EIGHT (8) players on the line of scrimmage. Offensive Kicking Team The offensive team must line up in a legal kicking formation and may not leave the line of scrimmage. The offensive team must notify the official that they are kicking. If the holder drops the direct snap from the center, the holder can pick the ball up. The ball must be placed on an official (black) kicking block, NO FAKE KICKS. Note* The holder must be in the one knee down position to receive a direct long snap from the center. 4:14 Kicking Punting a) When Team A is on offense and in offensive territory (on their side of midfield) and decides to punt the ball, they have two (2) options: 1. Team A can punt the ball using the standard punting procedure; OR 2. Team A can forfeit the standard punting process and have the official mark off 25 yards from the ball spot. Team B will then gain possession from the marked off spot. 5:00 EQUIPMENT: NOTE: A TEAM WILL ONLY BE GIVEN EQUIPMENT AFTER (3) PRACTICES AS A TEAM OF CONDITIONING: 5:01 All equipment will be purchased by the Recreation Department. No coach or parent has the authority to obligate the team or Recreation Department financially without the consent of the parties involved; otherwise the expenditure will become the responsibility of the individual. 5

5:02 Individual equipment shall consist of a helmet (with chin strap), shoulder pads, game jersey, and pants with pads. Each player will furnish their own mouth piece, protective cup, socks and shoes (which must be tennis shoes or rubber molded cleats). Screwin, metal, or steel cleats are not allowed. NOTE: Failure to wear proper equipment will result in a fifteen (15) yard penalty charged to the head coach. 5:03 Mouth pieces and chin straps are mandatory. 5:04 All equipment worn by players must conform to local or official football rules. 5:05 Footballs: a) Mighty Blockers Division: Ages 46 years K2 b) Collegiate Division: Ages 79 years TDJ c) Pro Division: Ages 1012 years TDY 6:00 PARTICIPATION RULES: 6:01 Each player must play a minimum of (5) five downs each half. 6:02 If an injury occurs and an open wound exists, the following regulations apply: a) The player must leave the game for at least one (1) play. Bleeding must be stopped and the wound covered before the player can return to the game. b) If there is an excessive amount of blood on the uniform; it must be changed before the player can return to the game. 7:00 PRACTICE: 7:01 Coaches are expected to closely observe their players at all times to be certain that they do not become overly fatigued. 7:02 Coaches shall refrain from using exercises that may be harmful to the players physical welfare, such as duck walks, full deep knee bends, and turning or twisting neck bridges. 7:03 Practices will be limited to 2 hours in length. 7:04 Practices must be over by 8:30 p.m. 7:05 Teams cannot practice more than three times per week. 7:06 If the Recreation Department is notified that a coach is in violation of the policy, the coach will be notified and the violation will be investigated by Department personnel. 6

7:07 Penalty for violation: 1 game suspension of the head coach. 7:08 Teams must have three (3) noncontact practices before equipment will be issued. Equipment will be issued as a team at scheduled times. 8:00 COMPLAINTS / INELIGIBLE PLAYERS: 8:01 Complaints concerning officials, supervisors and other aspects of the youth program can be made in writing at any time after a game has been played. No video tape protests will be allowed. 8:02 Requests for determining the eligibility of a player (proper age, registered and on the roster) can be made at any point during the season by head coaches. When requesting the inquiry, coaches must give the players known name, jersey number, and team for which he/she participated. Teams will forfeit all games in which an ineligible player (improper age, not registered or on the roster) participates. 8:03 If no opening exists in their home district, then the player will be permitted to register in the next closest district with an opening. There will be no team penalties. 9:00 POSTPONED GAMES/INCLEMENT WEATHER 9:01 In case of inclement weather, coaches and parents can call the following number for a decision as to whether or not the games will be played: County Parks and Recreation 2990924 If games are cancelled, the Recreation Department will contact the coaches and they are then responsible for notifying their players. If no cancellation is listed, teams must report to the field and wait for the officials or field supervisors decision. 9:02 Prior to the start of the game, the field supervisor or Recreation Department staff on duty will have sole authority to postpone or play the game. After the game begins, the officiating crew chief will have the sole authority to postpone or play the game. 9:03 Each area of the county is different when it comes to inclement weather. It may be raining where you are but at your game site it may not be. ALWAYS make sure. 9:04 Makeup games will be scheduled by the Recreation Department. 7

10:00 ROSTERS AND REGISTRATION REQUIREMENTS: 10:01 School districts are used as guidelines for determining where a child will play. Players must signup at the department s main office. This information will be announced in the schools, on the radio, and in the newspaper. 10:02 All players must participate in an approved drafting procedure handled by the Recreation Department. 10:03 Any player who practices with a particular team will not be allowed to play for any other team during that season. Exceptions must be approved by the Recreation Department. 10:04 No player will be allowed to play on more than one (1) team within the program. 10:05 No player will be allowed to participate in a game or practice without a signed registration form and a birth certificate submitted for review by the Recreation Department. 10:06 The maximum number of players each team may certify and dress for a game will be twentyfive (25), when a district has more than 1 team. No team will play a game with less than nine (9) players which have met all registration requirements. If a team does not have nine (9) players of legal age present for the game, the result shall be a forfeit. 11:00 COACHES / CONDUCT: 11:01 ALL PERSONS, VOLUNTEERS, COACHES, TRAINERS/MANAGERS OR TEAM PARENTS WHO PROVIDE REGULAR SERVICE TO THE LEAGUE/AND HAVE REPETITIVE ACCESS TO, OR CONTACT WITH, PLAYERS OR TEAMS MUST COMPLETE A VOLUNTEER APPLICATION AND HAVE A BACKGROUND CHECK COMPLETED ON HIM OR HER. THIS PROCESS IS TO BE COMPLETED PRIOR TO THE START OF PRACTICES OR GAMES. 11:02 All coaches must agree to carry out the duties, responsibilities, and policies as established by the Recreation Department. 11:03 Only FOUR (4) coaches/trainer/manager may sit on the bench with the players. All other persons must stay behind the restraining fence. Head coach will be responsible for keeping unauthorized persons out of marked bench area. Ten (10) yards 11:04 Coaches may request timeouts from the sideline. 8

11:05 No coach will be allowed on the field except when time out is called and with the official s permission. Exception: in the Scholastic and Collegiate Divisions see rule 4:02 11:06 Coaches and players must stay within the designated bench area. The bench area will be from the 20 yard line to the 20 yard line on the 80 yard field AND from the 25 yard line to the 25 yard line on the 100 yard field. Unauthorized persons will not be allowed in the bench area. 11:07 Coaches must set good examples of sportsmanship. Do not tolerate poor conduct in practice or in a game. 11:08 Each coach should have a set of team rules that he/she expects the players and parents to follow. These rules should cover items such as practice schedule, attendance policy, disciplinary actions, providing refreshments, who to call in case of rain, etc. Coaches must use discretion and good judgment if they feel it is necessary to suspend a player for violation of team policy. 12:00 SPORTSMANSHIP: 12:01 No alcoholic beverages are allowed on school or recreation property. This includes athletic fields. This is a STATE LAW. If necessary, proper legal action will be taken to enforce this rule. NO TOBACCO PRODUCTS SMOKING, CHEWING, DIPPING, ETC...ARE ALLOWED ON THE PRACTICE OR PLAYING FIELD. 12:02 A coach, player, or spectator with the presence of alcohol on their breath will be asked to leave the recreation area. 12:03 Any player who is ejected from a game will be suspended for the remainder of that game and the next scheduled game. The suspension could be longer depending upon the severity of the infraction. 12:04 Any coach ejected from a game will be suspended for at least 6 months. NO EXCEPTIONS! 12:05 Fighting and/or unsportsmanlike conduct WILL NOT be tolerated before, during, or after the game. If a player pushes, shoves, or strikes anyone, he/she shall be ejected and suspended from play for two (2) games. Persons guilty of a second offense involving fighting shall be suspended for the remainder of the season. 9

13:00 POST SEASON PLAY 13:01 League/division regular season champion will be determined by won/loss records. If teams are tied for first place at the end of the regular season, the tie will be broken by head to head competition and then by record against teams in order of finish. Sampson County Championships 13:02 Postseason playoffs will be held at the end of the season in designated programs. The number of teams from each league eligible to qualify for the playoffs and advance to the Sampson County Championship will be determined at the beginning of the season. This will be based on the number of teams in each league. A minimum of 3 teams in each division is required to hold a post season tournament. 10
