UDERWATER ISPECTIO REPORT SUMMARY The substructure units inspected at Bridge o. L0885, the East and West Abutments, and the Center Pier, were found to be in good condition. Since the 1997 inspection, the bridge has been closed to vehicular traffic and is only used as a pedestrian walkway. Both abutments have been rehabilitated with the concrete surfaces smooth and sound with no notable deficiencies. ew caissons were placed at the center pier. The channel was firm and bottom appeared stable with no evidence of significant scour. ISPECTIO FIDIGS (A) The center pier consists of two new caissons (welded) and bracing which matches the geometry of the original construction. (B) The abutments and wingwalls have been rehabilitated with concrete overlay on the faces and bearing seats. RECOMMEDATIOS (A) Reinspect the submerged substructure units underwater at the normal maximum recommended (BIS) interval of sixty (60) months. UDERWATER ISPECTIO ISPECTIO PROCEDURES The routine underwater inspection of Bridge L0885 ( Pedestrian Path (Old Towns Road) over the Otter Trail River) was completed on July, 27, 2016. The underwater inspection was conducted from shore. The inspection was conducted by a team consisting of a PE-Diver with a valid MnDOT Team leader certification, a backup diver and a dive tender. The inspection utilized commercial dive equipment and techniques (SSA and/or SCUBA) in accordance with OSHA regulations. Profiles were taken along the upstream and downstream faces of the bridge and around the periphery of substructure units to determine the presence, location and area of scour. The bridge elements inspected consisted of two reinforced concrete abutments and two concrete filled steel shell caissons tied together with two horizontal steel diaphragms. The abutment foundation information was not available, and no design drawings were provided. Inspection procedures followed FHWA guidance and the MnDOT Bridge and Structure Inspection Program Manual with channel bottom probing to search for foundations. The routine underwater inspection frequency is recommended to remain at 60 months based on those findings and risk factors. Also, inspection procedures should continue to follow the above approach and standard guidance with 100% Level I and 10% Level II intensity efforts.
