MID PENN TRACK & FIELD CHAMPIONSHIPS May 11, 2015 Dear Head Track & Field Coach & Athletic Directors: The Mid Penn Conference Track & Field Championships will be held on May at the Edwin Sponseller Track & Field Complex on the campus of Chambersburg High School. Your meet information is enclosed in this packet. The Track & Field Committee has determined the following structure for the Conference Meet:! There will be no separation of events between athletes from AA and AAA schools.! A Boys and Girls Team Champion will be declared based on points earned.! Track event participates will be limited to the top 40 performances including all ties for the last spot.! Field event participants will be limited to the top 40 performances meeting the minimum standards set forth in Appendix D item #13 in this packet. Field events will not exceed 40 competitors! Please review the information in this packet carefully & thoroughly! Meet entries are due by 9:59pm, Tuesday, May 10, 2016. Appendix D Page 1 MID PENN TRACK & FIELD CHAMPIONSHIPS 14, 2016 RULES AND REGULATIONS GENERAL RULES: 1. The National Federation Rules shall govern the meet except where PIAA exceptions take precedence. 2. PIAA modifications will be enforced. 3. Contestant numbers will be assigned and must be worn on the FRONT of the athlete s uniform. 4. Only spikes of 1/4 or less will be permitted. 5. THIS IS A NO SCRATCH MEET. For individual events, scratches on the day of the meet will result in the individual being disqualified from further competition in individual events. 6. There will be eight (8) scoring places (10-8-6-5-4-3-2-1). Medals are given to the top six (8) places. 7. All protests will be resolved by the meet referee. ATHLETE ENTRIES: 8. Performances are limited to the 2016 outdoor season. The seed performance and location must be added to each athlete s performance entry in the appropriate boxes. If the entry time is a hand held time, please check the box marked hand held time. Field events must be in feet and inches. Please include names of all relay members. Entries may be viewed and edited up to the entry deadline. You may enter your team on March 1. Follow the directions for building a team if you have not used this entry procedure before. You or a member of your staff must subscribe to the PennTrackXC website. 10. There is a four (4) event limit per athlete, including relays. If an athlete is inadvertently entered in more than four (4) events, they will be automatically scratched from the event(s) scheduled after the limit has been reached. 11. Relay teams must be entered with relay members and alternates. However, individual participants need not be declared until event check-in. Any athlete entered on the team roster is eligible to run provided he/she does not compete in more than four (4) events. 12. Qualification for events is based on minimum standards and participants limited to a maximum of three (3) competitors per school. The Games Committee will make final decisions in the event that circumstances create additional exceptions. 13. Field Events are limited to the top forty (40) participants with the standards set forth below. We will not exceed 40 competitors in the field events. A minimum mark will be in effect for throwing events & horizontal jumps. UNIFORM RULES: 14. Jewelry including watches is prohibited. 15. Any visible apparel worn under the jersey and shorts must conform to NFHS rules. 16. In relay races, team members must wear an identical style of uniform. Undergarments must conform to NFHS rules. 17. Single solid color unadorned scrungies are permitted. 18. Competitors are required to have their jerseys tucked into their shorts while competing. 19. The Games Committee has determined the following areas of competition where the removal of any portion of the team uniform excluding shoes is prohibited: The entire area inside the track fence including the long jump, triple jump, high jump, infield grass area and any roped off area around the pole vault, shot put, discus and javelin. OTHER TRACK EVENT RULES: 1. All timing will be FAT. Any MPC time used for District 3 qualifying must be the official FAT time. 2. The 100m, 100m hurdles and 110m hurdles will be run in trial heats with the 8 fastest times advancing to finals. 3. All other races will be run as finals in sections from slow to fast. Places will be based on time. 4. The 1600m relay will be run using a three (3) turn stagger. The first turn of the 3200m relay, 1600m and 3200m may be run in two (2) alleys. 5. In the 300m hurdles, 400m and 800m where sections are seeded and scratches occur after seeding, the next best performance will be moved into the fast heat. 6. The use of adherents, chalk or spray paint is prohibited. 7. Events will run up to, but no more than 15 minutes ahead of schedule except in the case of pending foul weather. 8. Starting blocks will be provided. OTHER FIELD EVENT RULES: 1. Teams should use their own implements (shot put, discus and javelin). Implements must be weighed in and checked according to the Event Schedule in Appendix C. 2. Competitors in the pole vault are not permitted in the pole vault area until an Official is present. Pole Vault Verification Forms must be submitted and poles inspected prior to the event. 3. Competitors in the long jump, triple jump, shot put, discus and javelin will be given three (3) attempts in flights with the best nine (9) performers advancing to the finals for three (3) additional attempts. Trial flights will be arranged so the best performers will compete last. 4. Throwing and jumping events will have a qualifying standard. 5. There is a one (1) minute rule for all field events. 6. No javelins may be thrown in any area but the javelin warm-up area. 7. In the boys long jump only one board will be used (12-foot). Girls will have the option of using an eight-foot or 12- foot board. 8. Starting heights are: High Jump: Boys 5 6 Girls 4 6 Pole Vault: Boys 10 6 Girls 8 0 9. Field events have designated coaching boxes and coaches must remain in these areas during the competition. 10. Coaches are not permitted inside the fence around the track except to gain access to the coaching boxes. (Coaches for the jumping events may walk across the football field between the Long, Triple Jump and High Jump.) 11. Markers used for the long jump & triple jump events may not be sharp objects! Use of any sharp marker that punctures the turf rug will result in disqualification of your athlete! ABOUT THE FACILITY: 1. The track is an eight (8) lane polyurethane surface. All jumping runways and the javelin runway are the same surface. The shot put and discus are concrete pads. 2. Bathrooms are located at each concession stand, the pole vault area, and at Bus Peters athletic field where the throwing events are contested. FACILITY RULES: 1. Bus parking will be directed by parking lot security. 2. Tents will only be permitted in the north and south ends of the stadium. Tents in the Bus Peters Field where throwing events are contested must be next to the fence. No tents at Bus Peters will be permitted along the rope for spectators. 3. Electronic devices including headphones will not be permitted in the competition area. 4. Noise-makers, radios, horns, etc. will not be permitted in the stadium. 5. Frisbees, footballs, soccer balls, etc. will not be permitted in the stadium.

Coaches packets can be picked up upon entering the stadium and will include athlete numbers, pins, and time schedule. 4. Meet programs will be available for sale for $1.00. Meet programs will include performance lists and a time schedule. 5. Commemorative T-shirts will be sold on meet day. 6. The Chambersburg XC/Track & Field boosters will provide a typical concessions menu including breakfast items. 7. Gates open at 8:00 am on Saturday.
