H ello Formula One Membership! It seems like several things have transpired these last few months beginning with a few circumstances that developed at Reno this year. I will do my best to give you what information I can, and yet continue to be professional and responsible to the organization. Please know that even though you might hear rumors and opinions, not one single board member did what they did out of anything other than what they felt was necessary to protect and preserve the organization. By now, you have received the letter about Doug s removal. This membership letter was written with the intent of being professional, yet citing specific causes. It was not the intent to defame Doug or cause any further disconnect within our group. If you have questions, please direct them to a board member via a phone call or a personal email. Since then, the board nominated me and voted me in as president. Please know that this was not my intent but I will do my best to keep the group moving forward. The new board that took office officially on 15 November is listed in the table on this page. The board members that are leaving their post include Dan Peters- Sec/Treas, Doug Bodine Pres, and Tom Watkins Procedural Rules Chair. Thank you all for your help and dedication. I would especially like to say thank you to Mr. Dan Peters for his hours of sorting through boxes of paperwork putting the puzzle back together to bring our organization up to speed!!! Thank you Dan! Historically this organization has certainly had its up and downs through various reasons and I truly hope that we can all work together in order to make it a stronger group. In order to accomplish this, the keys will be communication, follow through, and organization. Examples include: Communication: Board meetings, mass email list with updates of information as it comes, Forum s, and our Website (More on a few of these ideas to follow later) Follow Through: Allow the board members to do their jobs and help if necessary. Each of the board members should have specific duties and therefore, the total workload is not taken on by one or a few members. If help is required, then have the ability to pitch in. Organization: One fantastic example is Mr. Bill Rogers spreadsheet outlining exactly what the Tech committee needs and who is required. Prior to this, the board did not have a clear picture from year to year as to what is required. I believe that we need to spend some time organizing a few areas to make the work easier in the long run. I know that these are only a few examples of where we can all help, but if you have any ideas or would like to contribute, please let one of your board members know. Mr. Bill Rogers and Mr. Ron Hawes have been helping this organization since before most of us have been around! President s Page (continued) The annual meeting: The primary change that occurred is our voting process. It was voted on and approved that our voting process would have a weighted vote for Owners, Current Pilots, or Members each having additional votes only toward Procedural Rule or Technical Rule changes. The weighted vote would NOT apply to votes of board member positions. An example of the voting process is as follows: Annual meeting voting on new board members each paid member would get one and only one vote! Annual meeting voting on tech rule changes an owner who is a paid member with a current pilot license would get three votes vs. a paid member would get only one vote. One more VERY important item is that our IF1 organization owes a huge amount of gratitude to two of our retiring Tech Crew. Mr. Bill Rogers and Mr. Ron Hawes have been helping this organization since before most of us have been around! They have both contributed countless hours in order to make the Formula One group what it is. It is not without sadness that we are wishing you both the best! I guess the easiest thing to say is THANK YOU but not goodbye since we are all hoping to see you back in the pits as spectators at least. Brian Reberry Secretary/Treasurer Report Steve Senegal As I ve only held this position for a few days, this report will be necessarily very brief. But before I go on any further, I must say that I, and everyone in IF1, owe Dan Peters a huge debt of gratitude for a job well done. So thank you, Dan! Over the past week I ve talked with Dan who explained some of the duties and responsibilities of the position both in my capacity as Secretary Treasurer, and as a member of the Executive Committee and Board of Directors. I ve also spoken with Brian who welcomed me on board and gave a brief update and a heads up to look for him to call a BOD meeting in the near future. As you are aware, over the past several years events have transpired that have weakened our economy, others that have weakened our primary venue and still others that have weakened our class. Each of these events combine to put the future of our sport in jeopardy. While these events are in our past, we must work even harder to ensure that Pylon Racing remains a viable sport, and that Formula One remains a viable class. We need involved, active participation. We need you. I ve been racing Formula One since 2004, and I ve crewed on other teams prior to that. I have a tremendous love and passion for pylon air racing, as I m sure you do; and I want to thank you for the trust you ve placed in me. Reno 2013 Race Report Twenty thirteen was the 50th anniversary of the National Championship Air Races and RARA was determined to put on a good show. With six classes of racing and some high-class aerobatic acts, it promised to be a great event. Entries were still a little sparse especially in the UL class. The exception was Sport who had a record entry, and this necessitated the housing of two Sports in our hangar until Monday. The government budget reduction sequester precluded any service teams but the Patriot L-39 jets did a nice job with formation maneuvers, while Jetman provided good press if not much excitement. The weather, at least in the mornings when we flew, was as perfect as I have ever seen it with no wind at all and warm temperatures. Later in the week we were treated to a few showers in the evening and a dramatic thunderstorm during the IF1 Banquet on Saturday evening that flooded the tent. Once again we had a safe event with a few engine-related maydays expertly handled by skillful pilots. IF1 fielded 15 airplanes, two of which were brand new, enough to provide some great racing throughout the week. Five pilots fresh from PRS joined our veterans and we crowned a brand-new champion in Vito Wypraechtiger, our first non-us Gold winner. 2013 Naomi West Dschaak the aircraft is beautifully made. Nemesis technology can be seen in the way the aft fuselage detaches for transport, allowing optimized fairings and minimum gaps to be taped. The wing planform features an elliptical leading edge. Elliot Seguin s #68 Wasabi Lowell Slatter s Fraed Naught features a similar planform. Originally designed and built by Dan Gilbert and incorporating the lessons learned from his DG-1 (last raced by Charlie Greer as Miss B Haven), this aircraft has a fuselage similar to Nemesis but significantly scaled down and with a ventral fin to raise the tail wheel up. Lowell had done considerable developmental flying and enlarged the rudder to improve directional control. It was unfortunate that Dan s doc would not let him fly out to Reno to see it race. by Bill Rogers We had two brand new designs which is most unusual. ENTRY The pre-race issue of the Forum covered the entry in detail so I will not repeat it here. We had two brand new designs which is most unusual. Elliot Seguin had been progressively revealing details of his new Wasabi via the internet and it was exciting to finally see the plane in person, especially since it was entered last year but not quite ready for prime time. Elliot is one of Jon Sharp s protégés and the aircraft had access to Scaled Composite technology through Elliot s job. The cockpit is located aft reminiscent of a 30 s racer and 2013 Naomi West Dschaak Lowell Slatter s #31 Fraed Naught Both Lowell and Elliot were awarded George Owl Design Awards for their efforts. (more at Owl Awards, page 20) Brian Reberry was back flying the crowd favorite Little Tony the Tiger since September Fate was missing engine parts and could not make the race. A major push by the entire Tech Inspection Team had all but three planes checked by Saturday evening. Phil Goforth was waiting for wing bolts due to be delivered by the world s most expensive freight service Thom Richard in Precious Metal. Kent Cassel s #99 Margaret June failed the cc check and the crew considered shimming cylinders. While the rest of the world sat through the interminable big briefing on Sunday morning, five planes including the two new aircraft went out for certification flights. Both #68 Wasabi and #31 Fraed Naught successfully demonstrated that they were free of flutter issues and were able to withstand the required 6g. Sam Whatmough and his crew could not get #40 Miss USA started. Matt Conklin managed to ground loop #96 Miss Demeanor, his recent purchase from Steve Senegal. This was due to jamming his larger frame into a too-small cockpit causing his leg to go to sleep. Luckily damage was limited to a prop blade (probably repairable) and wheel pants and a wing tip that were quickly fixed. The cockpit size issue was cleverly resolved over the next couple of days by moving the seat down a couple of inches and back about 3. The second Sunday session was scheduled for 10:20 AM and #99 and #40 were ready to fly but the pilots were still in the briefing. They eventually showed up and completed pilot certification, but #40 was still hard to start. Jay Jones, Steve Senegal and Vito also flew. After the session the #99 Margaret June crew went to work shimming cylinders prior to qualification. The crew of #50 Scarlet Screamer was concerned about the scraping noise they heard when rotating the prop it appeared that the pistons were chattering; this was a LyCon engine and Vito pulled the cylinders to return them to Visalia for analysis and rework. Phil Goforth s bolts arrived Sunday night from Florida and by Monday morning #69 Knotty Girl was back together and ready to go, as were #96 and #99. Monday was the first Qual day and it was 75 degrees and calm. Five aircraft posted times, including Phil who finished tech at 0645 and qualified by 0845. Another to qualify was Steve Temple but his engine, a sister LyCon unit to Vito s, exhibited the same chattering symptoms. He pulled his cylinders and shipped them back to LyCon. In an attempt to solve starting issues, #40 pulled a cylinder, #36 changed the prop and the carb was off #68. By the end of the day, Vito s cylinders were back and Tom DeHart s dedicated Tech team re-checked the engine at 10:00 PM. 6 Tuesday, again calm, clear and 60 degrees, saw 10 aircraft waiting to qualify. Wasabi had trouble starting, but everyone got a time including Vito. As usual Steve Senegal waited until the end for warmer temperatures. Matt Conklin subsequently had his time disallowed for flying low at Home Pylon. Bill Parodi had qualified N-A-Rush the day before but flew only to declare a mayday with a rough engine and be forced to land by the seat of his pants when the pitot tube fell off. Back at the hangar the #36 crew pulled cylinders, found rings with the gaps aligned, fixed the problem, replaced the pitot and changed a mag. Race #99 added a glare shield and #68 refaired the tail wheel. The #87 Madness crew rebuilt a cracked tail wheel bracket, and got their cylinders back but thought they were still tight. Vito was also still worried. Wednesday at 0800 was the last time to qualify and Matt went out to requal. Bill also flew laps to make sure all was well before racing later in the day. Vito and Steve T. went out to help run in the new cylinders. I talked to Kenny Tunnell from LyCon and he told me that over the years they had been progressively reducing ring gaps and had taken a step too far; by taking two steps back he felt the problems would be solved. FormulaOne.Aircraft.Report.html RACE As in the past, the first two Heats started Wednesday at lunchtime after all qual was completed. With fifteen planes, every pilot would fly three heats and a final on Sunday. Good weather with minimal wind meant that all races started from the west end, runway 8 and all races were eight laps. Heat 1A Wed., Sept. 11th 1:31 p.m. 82 F. calm We had to wait for the Biplane heat and the Jetman demonstration or as it was commonly called Speckman. It was interesting to note that top qualifier Steve Senegal in #11 Endeavor selected outside poll and both the new planes, Lowell Slatter s #31 Fraed Naught and Elliot Seguin s #68 made it into the fast heat. At the off, Steve was up ahead of Vito Wypraechtiger in #50 Scarlet Screamer, always quick Jay Jones in #45 Quadnickel, Justin Phillipson in #12 Outrageous, rookie Lowell Slatter, Steve Temple in #87 Madness, and Kevin Anderson in #3 Miss U with Elliot bringing up the rear. This order held for a couple of laps with Justin challenging Jay, and Kevin having a go at Steve T. On lap 2 Justin made the pass into third and Lowell was next up to challenge Jay. The first three pulled away, slowly stretching out, and finished as they qualified with Steve S. first, then Vito and Justin. The rest of the field piled up behind Jay. Steve T. was able to pass Lowell on lap 4, but could not budge Jay who always flies a tight line and is always in contention due to his really fast starts. For the last four laps, these four Jay, Steve T., Lowell and Kevin put on a good race but finished in order. Elliot slowly fell back and leader Steve S. passed him on the last lap. Thurs., Sept. 12th, 9:48 a.m. 73 F. calm, partly cloudy Heat 2A Again Steve S. got the jump on the field at the off, again ahead of Vito; this time Justin was ahead of Jay with #31, then #3 being challenged by Steve T. and Elliot at the back. The first three cruised to the finish in order, lapping Elliot on the 6th tour. Behind them, Steve T. in Madness was the big mover, passing Kevin on the pace lap, Lowell on lap 3, and Jay on lap 5 to finish fourth. Lowell caught Jay but was unable to get by; Kevin and Elliot fell back. Unfortunately Steve T. was caught with a pylon cut in the melee with Jay and dropped down the order. Subsequent to the races, the #87 crew was complaining of a whining noise (the plane not the pilot); #68 had an oil leak; #31 noise in the wheel pant; #40 had a flat right main tire which luckily occurred just outside the hangar rather than on the runway; and #3 was 200 rpm down and was changing the prop. RARA implemented an annoying rule that forced people to take aircraft way down to the west end of the airport to conduct engine runs, rather than just across the No-Prop line. We got to see only one race, but it was the best airplane race in many years. The wild card was Elliot who had been dropped down from the fast heat by Bill, but was on the outside of the front row. His slow start put him in 6th at the first pylon, one spot ahead of last place. At the flag drop, Mike took his usual spot at the front ahead of Kent and Matt who both got a good start. Behind them were Sam, Phil (who was really happy to get off the ground), Elliot and Brian. Matt in #96 was immediately closing on Kent in second, while Elliot took the high line and flew right around Phil and Sam on lap 2. Lap 3 saw the 3 leaders battling and lapping Brian; Phil passed Sam for 5th. Elliot was still very high and closed fast on the leading pack. Lap 5 saw Matt really pushing Kent for second with Elliot high above them, as Phil pulled away from #40; Brian got involved in the catfight and was lapped again. Lap six was really close racing for the four front runners remember three are rookies and Matt elbowed his way past Kent with Elliot up above. Lap 7 saw Elliot sail to the front and Matt closed right up on Mike, battling all the way to the checkers and catching Brian for the third time. Wow what a great race! Elliot got a first win for the new Wasabi and Phil was so happy to just start that he did a wing rock at the flag and donuts on the ramp we managed to persuade the Contest Committee that he must have had a brake lock up! The excitement was not over since Brian in #592 was called low at home pylon and busted to last! In the lap 6 melee Kent cut pylon 5 and there was some discussion as to whether it was a forced cut, but since he did not do it deliberately it was allowed to stand. Heat 3A Sat., Sept. 14th 8:49 a.m. 66 F. calm Perhaps the engine was loosening up but this time Vito got off ahead of Steve S. with Jay, Lowell, Justin, Bill in #36 (up from the slow heat), Kevin and Steve T. last. Vito held on to start the clock but soon gave up the prime spot to Steve S. who cruised to the win. Kevin moved by Bill during the pace lap into 6th. On lap 2 Steve T. pushed Bill back to last place and Justin closed on Lowell who was trying to pressure Jay. By lap 4 Justin, flying high, passed Lowell and was by Jay on the next lap to take his normal spot in third. #31 then went back to harassing and just cleared him at the line. Kevin and Steve T. closed up on the battling pair but could make no impression. At the front Steve S. and Vito moved ahead, lapping Bill on lap 6. Silver Sun., Sept. 15th, 8:00 a.m. 68 F. Calm, partly cloudy 2013 Robert Fisher Matt Conklin 33 99 36 69 96 40 592 Starting Grid With the luxury of a day off on Friday, the Silver field gridded and started early enough to make the 0800 take-off time. Bill was first off as usual with Mike in second from pole position, and Matt up from the second row in third. Kent was next with Phil and Sam behind. The field was depleted immediately after the start as Brian aborted the take-off for #592 and Sam suddenly pulled up in #40 on the pace lap and proceeded to drop out of the sky, before recovering and landing safely. Scary. The field held position on lap 1, with Matt closing. On lap 2 Matt made it past Mike and set off after Bill. It took a couple of laps, but Matt took the lead on lap 5 never to be headed. Behind him the field stretched out, Bill in second and Mike third. At the back Kent and Phil were having their own private race until lap 6 when Phil pushed by into fourth and stayed there with Kent right on his wing. A good race and rookie Matt Conklin proved himself to be a real race pilot and earned Alternate for the Gold. He was trying to slow down when the plane unexpectedly snapped; he got it straightened up, pulled a little and it snapped again. This time he really dived it for speed and recovered successfully. He said if it had snapped a third time it would have been a little too late. Sam is a pretty calm guy, something that could not be said for the rest of us who witnessed it. The team was wondering if changes to the cooling system had somehow altered the air flow over the wing, since this was not apparent before sounds like a flight test program is indicated. 14 FORMULA FORUM, September/October/November/December 2013

Sun., Sept. 15th, 8:57 a.m. 72 F. Calm Gold Silver winner Matt Conklin lined up as Alternate, but shut down when everyone started. Again Vito got off ahead of Steve S. and in the melee at the pylons, both Justin and Jay held the #11 to the outside and took off down the back ahead of him. Behind them came Lowell, Kevin, and Steve T. with Elliot bringing up the rear. This line up held to the start of the race at Home the first time by. Steve S. spent the first lap passing first Jay then Justin and started lap 2 seven seconds behind the flying Vito. Now the #50 is about 1 sec/ lap slower than the #11 and there were 7 laps left, so we were looking at a photo finish! With Justin solidly in third, lap by lap Steve S. ate into Vito s lead and by the start of lap 7 was on his tail our last lap shootout was coming to pass. At pylon 1 Vito pushed the #11 out and Steve S. flew up and out a little, gaining Vito the extra second he needed. Vito stayed tight and low around the bottom of the course but Steve S. caught him again as they pushed for the finish. Vito just held him off, winning by 0.4sec. Then there was the rest of the race. In fourth, Jay fell back slowly into the clutches of Lowell followed by Kevin and then Steve T. in the long winged Madness. Lowell had been learning and was not as patient this time, passing Jay on lap 5; Kevin was by on lap 6 and Steve T. passed him just before the finish. Elliot slowly fell back behind the field but was fast enough to stay in front of the leaders and was credited with 8 laps. Post- race tech inspectors checked rocker 2013 Charlene Aro arms and push rods on the first two finishers in the Silver and Gold, and wild card #87, but had no complaints. Race Wrap-up by Bill Rogers A terrifi c week for the air races, and for IF1, culminated in an unexpected and popular victory by a fi rst-time winner. I know what it is like to win the Gold after years of trying and Vito and his crew really enjoyed that special moment and the huge victory celebration in front of the hangar. An hour or so later, his flight suit soaked in beer, Vito asked me where he could get a shower! A terrific week for the air races, and for F1, culminated in an unexpected and popular victory by a first-time winner. With an almost full field, we had excellent racing and the most perfect weather. Reliability was pretty good and everyone made it to their grid spots, although not everyone started the race. Talking about starting, it seemed that more people than usual had problems getting engines cranked. A combination of events kept Steve Senegal from Victory Lane this year, but he is still the man to beat. Look for him to come back next year stronger than ever. The two new aircraft made it to the Gold and when September Fate returns, they all have the potential of challenging him, just like Vito this year. On a personal note, this will be my last Reno report; I have written every one since 1991 when I took over the Formula Forum from Roger Sturgess. It has been an honor and a privilege to work most aspects of Formula One from President to cleaning oil off the belly and to meet some of the most interesting people in aviation. Next year I have a bucket list kind of thing that clashes with Reno and prompted my retirement from IF1. I would like to thank all of you, past and present racers for making my life so interesting and for the farewell gift presented at the banquet. NAG Unlimited Division vs. Unlimited & Warbird Racing Class by Bill Rogers Disclaimer: I was not part of any of the discussions and this information is based on publicly released documents and statements. At Pylon Racing School in June some issues arose concerning the race course for Unlimiteds. The course is laid out according to FAA guidelines which provide a safety margin between racing aircraft and the crowd; the faster and higher an aircraft flies, the further debris can travel, so a 250 height limit at Pylon 6 was mandatory. Unlimited management felt that passing another plane (think Tigercat) and staying below 250 and within the deadlines would be difficult to say the least and to remain safe would be to risk disqualification. In the absence of a satisfactory resolution, Matt Jackson, UL President, released a statement saying that the class would stand down. RARA noted that agreement within the class was not unanimous and within four hours announced the formation of UWRC to run the UL class with Tiger Destefani as President. It is not that easy to start a racing class since FAA has to approve rules and recognize the organization, so the Reno Rules of Competition only appeared in their final approved form about two weeks before the race. RARA finances are still shaky (I heard the word broke mentioned) and some adjustments were made to the UL prize breakdown. The result of all this was an Unlimited field sharply down from previous years, and insufficient to support a bronze race. How did this affect us? We were launching a little later in the morning with more time to stage properly, and we raced our Silver and Gold events on Sunday for the first time in many years. Safety by Bill Rogers Not too long ago, the only wires in the plane were between the mag switches, the mags and the plugs. Nowadays it is not uncommon to have three electrical systems, batteries, a glass cockpit, electronic ignition, starter, an external power cart, and 1 diameter wire bundles. This increase in complexity reduces the reliability and perhaps reduces safety in a couple of areas. We had an incident where Phil Goforth was nicked by a prop when hand-starting an aircraft with electronic ignition. Several other incidents of unexpected firing and kick-backs have been reported. Perhaps it is worth considering requiring electric starters on all aircraft with electronic ignition. Another area of concern is the increased risk of fire in the event of a hard landing due to damaged electrical sources. Perhaps we should take a look at improved motorsport-style fire suits and helmets. RARA Leadership Transition As we go to press with this issue, the Reno Air Race Association has announced the reorganization of the RARA Board of Directors and a reduction in force that includes 15-year President/CEO Mike Houghton and Marketing Director Valerie Miller-Moore. He learned to fl y the plane he fl ew it, and fl ew it some more, and constantly called us to tell us how it was going. Then one day a windstorm came up and smacked his plane and tore it apart. We convinced him to talk to Ed Dutreaux. Mike Mundell bought #33 sight unseen and met his new plane at PRS. Then in September, he won the fi rst heat before he d ever seen an IF1 race. George Owl Awards: #31Fraed Naught and #68 Wasabi II Presented by Bill Rogers Forty years ago, George Owl was one of the premier Formula One designers. He worked for North American on projects including the XB70 and Space Shuttle configurations. He also served as Formula One technical director for the old PRPA and he designed nine Formula One aircraft that were actually built, including the recent Owl racer, Alley Cat. The George Owl Award is presented in his honor to commemorate the team, the design, or the idea that advances Formula One technology into the future. Surprisingly, the two new planes share a similar wing planform with an elliptical leading edge and a straight trailing edge. Instead of presenting one award, we ve decided to give both designers an award for creative design and a George Owl trophy for technical innovation. Congratulations to both you guys. 2013 Ana Orjuela #31 Fraed Naught The guy who isn t here is Dan Gilbert. Dan built the DG-1 #39 Shadow. After he raced it for three years, Charlie Greer raced it for six more years as #69 Miss B Haven. The DG-2 that Lowell is racing as Dan Gilbert #31 Fraed Naught is a development. Dan told me his inspiration was Nemesis, but made smaller since Nemesis was oversize to accommodate the tall Jon Sharp. Dan could not be with us tonight although he intended to come. He had a health issue and he and his doctor decided it was not advisable for him to travel. So here we have a guy who designed and built not one, but two new racers for us. Lowell Slatter and his crew completed the plane, flew it, and then fixed the problems they discovered. So this is a joint effort between Dan Gilbert and Lowell Slatter. 2013 Tim Adams The George Owl trophy. We could never find out why he wasn t here, but since he came from Scaled Composites, we all knew there was a new plane in the making. This Wasabi II, also called The Siren, is a stunning design that reminds you of the 30 s airplanes with the cockpit in the back. Elliott says, Jennifer s been with me the whole time, taking care of me and making the whole thing work. I know she gave up a lot for it, so thank you, Jennifer. Family Supporters Sherawn Reberry Air racing is as much a part of us as we are a part of air racing 2013 Gene Hubbard The 50th Anniversary Air Races are behind us and we are looking forward to the 51st Air Races. I am sure that many of you saw the article that was posted recently regarding the state of the Reno Air Race Association. My first thought after reading the article was how I could continue to support our Air Race Team. As Brian and I talk, we aren t doing anything different we are continuing forward with modifications to September Fate. We truly believe in our hearts that we will see the 51st National Air Championship Races. Once again we are left defining what After Reno means. By definition, After Reno is the time period between October 1 and December 31; the time that allows all of the honey do s to be completed. However, this year we modified the definition. There hasn t been an After Reno because modifications to September Fate began the week after we returned from the races. As the wife of a racer, this is what we do. It s all about flexibility which can be defined in many different ways. These next few months will require much flexibility on the parts of racers, owners and families. The uncertainty of knowing if the races will continue is always in the back of our minds, but we all should believe wholeheartedly that the races will continue, so modifications and upgrades should continue as well. Air Racing is as much a part of us as we are a part of Air Racing the IF1 Family is strong and will hold together throughout these times. Our Board of Directors is working together to ensure that our organization is solid for the future of Air Racing. In closing, I want to take a moment to thank all of you for being a part of our family. Putting racing aside, IF1 is a place that we feel at home!
