General Rules of Play During league play, teams are required to provide a scoreboard/or book operator (one per team, per game) 3 minute warm-up. 2 minute half-time. Games are 2 (two) 20 minute running halves. Clock stops on the last 1 minute of the first half, as long as the score differential is 14 points or less. 15 points or more clock runs. Clock stops on the last 2 minutes of the second half, as long as the score differential is 14 points or less. 15 points or more clock runs. Teams are provided 3 (three) timeouts per game. No carry over into overtime. Overtime Periods Include: -1 st OT is 2 minutes stopped time (1 timeout allowed) -2 nd OT is first team to score 2 points (no timeout provided) 1/1 free throws shot on 7 team fouls (each half) Double bonus free throws shot on 10 team fouls (each half) Any non-common fouls (flagrant, intentional, technical, etc) results in 2 points to the other team and possession of the ball. Only the head coach is allowed to stand and/or communicate with the officials (state high school league bench decorum). Coaches must remain in the coaches box (state high school league bench decorum). Coaches, head or assistant are NOT ALLOWED to approach the scorer s table. Any questions, concerns must be relayed to the officials, who then communicates with the scorer s table (per state high school league bench decorum) 4/5 TH GRADE BOYS AND GIRLS MODIFICATIONS: 4/5 th grade boys: 28.5 size ball, 6 th grade and up, 29.5 No zone defense or trapping is allowed outside of the 3-point line in which the team is defending. Once the ball goes inside the 3-point line, trapping and double team is allowed until the ball is once again outside the 3-point line.

We have been established in northern Colorado for 16 years, and over the course of this time, proven our league is the most organized, best officiated, and managed league in the region. Our employees are local, teams regional and all of the resources of this league benefit northern Colorado and beyond in helping youth sports quality and integrity. Season: The season begins the second weekend of October and concludes with the season ending tournaments in December. Exact dates are listed on the website under the Rocky Mountain Competitive Travel Fall League webpage. New fantastic format for participation! Over the past several years, we have many out of state teams traveling to participate. The fall and has grown to nearly 200 teams. With our attention to detail and constant efforts to improve the environment, our primary focus is directed toward full-sized regulation courts, and 3-person certified officials for all games. As a result, we are now running our leagues with the following format. Teams will play 13 games, over a 5 week period, spanning 10 total weeks. Girls will play on weeks 1, 3, 5, 7 in traditional league play (10 games). They will then complete their season on week 9 with a 3-game guarantee, season ending tournament with the fee included in the league play. Girls games: (exact dates are listed on the website) Week 1: 2 games Week 3: 3 games Week 5: 3 games Week 7: 2 games Week 9: Season ending tournament 3 games 13 total games Boys will play on weeks 2, 4, 6, 8 in traditional league play (10 games), They will then complete their season on week 10 with a 3-game guarantee, season ending tournament with the fee included in the league play. This format allows us to be selective and use the best officials available and honor 3-person officiating crews for games. This format continues to allow teams traveling from Wyoming, Nebraska, South Dakota, Kansas and throughout Colorado every other week, not expecting six weeks in a row commitment. This saves time, money for all teams.
This format allows us to start games later in the morning, early morning conflicts on both Saturday and Sunday. Facilities: Loveland area schools, Windsor area schools, University of Northern Colorado and additional high schools as needed to accommodate the number of teams in the league. Days of Competition: 7-8 th grade boys and girls games will be played on Saturday s. 4-6 th grade boys and girls games will be played on Sunday s. Season Ending Tournament: Included in the league fee. Game results for the first 10 games of league play will be evaluated and determine placement in the season ending tournament. All teams qualify and are seeded in Tier I, II, III, respectively to determine an ultimate champion at each level. Awards are provided at each Tier level for the individual players. Rosters: Rosters must be completed online. Rosters are fixed for the duration. Teams are NOT allowed to pick up players from week to week. Players are not allowed to play on 2 teams in the same division. Any changes in a roster must be submitted in writing prior to each weekend of play and must be approved by the director. Violation of roster will result in potential suspensions of the head coach, players and team. Scoreboard/Book Operations: Teams are required to provide a volunteer during the league games. Teams are NOT required to provide a volunteer for the season ending tournament. Courts: All games will be played on full-sized high school and/or college regulation courts. While many organizations take a high school court and go side to side to save on facility rental and offer a less than quality environment, our fall series does not support this type of environment. Game Times: Typically, teams will play 2 games in a 4 hour maximum, and 3 games in a 6 hour maximum. Scheduling: All games are scheduled by hand and work with the teams to create convenience in travel and less time in the gym. For example, a team would play 3 games in a period of time such at 9, 11, and 1 pm. Officiating: Power To Play Sports is the ONLY organization in the country that assigns 3-person CERTIFIED high school officials for all games, at all levels. All games are assigned by two state high school league approved assignors that assign, manage, and evaluate official s performances. These officials are then used for state high school league games during the traditional CHSAA season (November-March). We do NOT pay a 3 rd party assignor. All of our pay goes directly towards the efforts of the officials, allowing for maximum pay for what we believe should be maximum effort.
Officials are NOT PERFECT, and will not be expected to do so. Rather, our effort is consistently in providing 3-person crews that encourage experience and new officials alike to work collectively in offering the best environment possible for the players. State High School League Mandated Decorum: The state high school league bench decorum is enforced for all head coaches, assistant coaches, and players. The state high school league coach s box is enforced. Both of which promote education of what is acceptable at all levels in providing a safe environment. Coaches are held to the same decorum as a state high school game, and technical foul violations, etc., will be enforced in the same manner as a state high school league game. Any coach approaching an official will automatically be suspended for 1 game. Any coach receiving 2 technical fouls in a game will automatically be removed from the current event and suspended for 1 game. Spectator Code of Conduct: A no-tolerance policy is enforced. Spectators are expected to act in the manner in which they would be held accountable at a state high school league sponsored game. Spectators are NOT ALLOWED TO approach officials at any time. Spectators are NOT ALLOWED to harass officials during games. Spectators are NOT ALLOWED to approach on site staff. The head coach is responsible for all questions and concerns regarding each team and expected to bring these concerns from the head coach to the organization on Monday following a weekend event. Violation of any listed above will result in spectators being removed from the event and automatically suspended for 1 weekend of play. No protests are allowed or any issues will be addressed on game day. Changes and follow up occurs each Monday following an event, and the 24 hour rule is enforced. No admission charged for league play games: We have never charged for league play spectator admission. The 3 weeks of fall series play, regardless of location is FREE for all spectators. During the post-season tournament, with the addition of awards presented, admission is charged for the 1-day, 3 game tournament. Tier Level of play: Teams are placed in tier level of talent initially. As the league progresses, we evaluate the results, win/losses, +/- point differential and move teams up and down in divisions to ensure competitive games. Tier I: Advanced travel and/or school based teams that possess the physical size, speed, and experience to compete at the high level. Tier II: Average travel and/or school based teams. These teams are best suited for those that have competed in the past, but more average in size, skill and experience. Tier III: Recreational level best for new teams, typically those that are experience for the first time travel basketball and making the transition from the community based rec. programs to travel league play. Personal attention: All of our teams have direct contact to the President and directors of our league. You are not directed to an automated recording or passed down the line to a secondary level employee simply managing a site. When an issue arises, you have direct contact and opportunity to resolve collectively.
Accountability: While some are frustrated at times for being held accountable for state high school league guidelines, we believe the overall players, coaches and parents appreciate the level of accountability and etiquette enforced. Ultimately we are here to teach the game and sportsmanship. Both go hand in hand in improving youth basketball. We are going to make some mistakes: It s inevitable, and when it happens, we are going to work with the club directors, coaches and teams to get it right and improve moving forward. Insurance: All teams participating are covered under our insurance, and automatically have coverage for their practices. Facility rental: We do not require teams to donate their court time, ultimately costing them more money to participate in the league. We pay for our facility rental, custodial costs, and the only thing teams need to do is show up and enjoy the games. Tier Levels: Teams register based on their opinion of their talent level. Tier I is advanced, more experience level. Tier II is average skill level, and Tier III is beginner, or rec. level. Upon registering, each team receives a personal email and continual communication on where to place their team at the beginning of the league. Weather Issues: In the event of bad weather and potential cancellations, all updates will be posted on the main page of our website, www.powertoplaysports.com. In the event of a date being cancelled due to weather, remaining games will be converted to tournament play with the individual choices of the teams participating. Results posted Results are posted the Monday following games. All results are available online. Website as information portal www.powertoplaysports.com, and the league page is the primary source of information for all participants. Updates are made, and time-stamped. We ask that people continue to review the website and look for updates. Communication Coaches are encouraged to text, email and call as much as they need. Parents and assistant coaches are asked to address all concerns through the head coach, which will then lead to our office. Ultimately, every issue brought to our attention will be evaluated, and managed with all parties involved.
