Somers called the meeting to order in the Council Chamber at 7:03 p.m. DISCLOSURE OF PECUNIARY INTEREST none. CONFIRMATION OF MINUTES The minutes of the October 2, 2017 School Traffic Safety Committee meetings were confirmed. DELEGATIONS 1. Richa Dave and William Toy, Region of Peel, provided a delegation regarding the Region of Peel s Road Safety Strategic Plan (RSSP). Ms. Dave and Mr. Toy explained the purpose and strategy of the RSSP across the Region. They highlighted the process of data collection and the development of partnerships with key stakeholders. Ms. Dave explained the Vison Zero strategy within the context of the Region, highlighting key indicators that framed the RSSP. Mr. Toy provided details related to counter-measures and the four E s of Road Safety, education, enforcement, engineering and emergency care. Chair P. Sommers thanked Ms. Dave and Mr. Toy for their delegation. Members of the Committee asked questions and received responses from the presenters. 2. Kevin Wilson, Resident, Town of Caledon provided a delegation with respect to the correspondence regarding Public Safety on Innis Lake Road. Mr. Wilson expressed concerns related student and parent safety at St. Cornelius Elementary School. He highlighted the current situation at the school and raised further concerns related to the school s expansion and surrounding construction. Chair P. Somers thanked Mr. Wilson for his delegation.

CORRESPONDENCE Members of the Committee provided comments and asked questions concerning the correspondence regarding Public Safety on Innis Lake Road. Members of the Committee received responses from staff. REGULAR BUSINESS 1. Memorandum Date: November 5, 2018 To: From: Members of School Traffic Safety Committee Steve Mathew, Traffic Technologist Subject: St. Cornelius School: Kiss-N-Ride Traffic Concerns and Pedestrian Safety In April 2018 the Town received concerns from parents regarding the traffic concerns and pedestrian safety at St. Cornelius School Kiss N Ride. Since then Transportation Staff has communicated with the school principal, staff and trustee of Dufferin-Peel Catholic District School Board to understand the issues. Further, a site observation was conducted on April 25, 2018. On May 7, 2018 a delegation presented to committee members at the School Traffic Safety Committee Meeting. Town staff was asked to report back on the findings. The purpose of this memo is to provide a summary of the existing issues and to inform the School Traffic Safety Committee members on the different alternative solutions that can be done to improve the Kiss-N-Ride traffic concerns and pedestrian safety. Issues: The insufficient spacing for kiss-n-ride and the bus drop-offs, resulting in cars/buses overflowed onto Innis Lake Road waiting to turn into the school. This also results in blocking sight distance for parents/students crossing on foot on Innis Lake Road to the Library, and for cars turning in and out. For parents driving personal vehicles, the insufficient spacing in the kiss-n-ride area has resulted parents vehicles being stuck in the school lot and parents parking at the Library instead. The situation will be aggravated with the expected increased enrollments in the future years as Caledon East will continue to grow (subject to the future proportion of busing vs Kiss-N- Ride vs walking). Alternative solutions: 1. Allow parking at the Caledon East Public Library parking lot, and introduce school crossing guard between the School and the Library parking lot Town Transportation staff reviewed the previous analysis on eligibility of school crossing guard. The result showed that that a school crossing guard was not warranted mainly due to: the crossing at a mid-block uncontrolled access on Innis Lake which is a collector road with higher volume and higher travelling speed. This means if parents still choose to park their cars at the Library, they would be safer to walk south on Innis Lake Road towards Old Church Road, then cross at the signalized intersection, then walk north to the school. This is a 5 minute walk

(compared to a 1 minute walk crossing mid-block at Innis Lake). This seems to be inconvenient. If a school crossing guard was provided, this would further encourage parents to park at the Library/high school, creating more disturbance outside of the school property Therefore, this alternative solution is not preferred. 2. Introduce School Travel Plan to St. Cornelius School Walking and cycling to school is a preferred mode of transportation because of the overall health benefits to the students and parents Peel Health is the agency that establishes this program for schools across Peel Region It is an excellent initiative that will involve many partners to educate and encourage walking/cycling/safe routes to school It includes a walking audits by safety experts such as teachers, parents, OPP, presentation at school s assembly, conversation at teachers/parents nights to develop a comprehensive School Travel Plan Therefore, this alternative is preferred as a permanent ultimate solution as it would decrease the number of vehicles using Kiss-N-Ride by encouraging student walking to school. 3. Reconfiguration of the school layout for kiss-n-ride and the bus drop-offs At the School Traffic Safety Committee on May 7, one of the Committee members suggested that the layout reconfiguration could be the opportunity to address the existing and future challenges. Based on the increase student enrollment in the near future the school board has proposed building additional portables to help meet the need. A consultant has been retained by the school board to complete a full review of the traffic conditions and the layout of the Kiss-N-Ride. To date, traffic study and site plan drawing has not been submitted to the Town yet. Once they are submitted, staff will review and offer comments. Therefore, this alternative is preferred as a permanent ultimate solution 4. Parking at Atchison Drive There are approximately ten existing on-street parking space on Atchison Drive near Innis Lake Road within walking distance to school. This is a 1-2 minute walk (compared to a 1 minute walk crossing mid-block at Innis Lake) and is a safer walk with only a slight increase of walking time. Therefore, this alternative is preferred as a temporary short-term solution. 5. Pavement Marking at the School Entrance/Exit Driveways Another suggestion that was presented by the school board based on email correspondence from June 8, 2018 is too implement pavement markings at the school driveways similar to the ones that other municipalities have implemented at Fire Stations. Transportation Staff has reviewed the school board request and determined that this is not preferred solution, as pavement marking that are applied at Fire Stations are used to warn motorists during emergencies that a Fire Truck may come out their driveways unexpectedly.

To summarize, Option 2 and 3 are the preferred permanent ultimate solution, while Option 4 is temporary short term solution for the St.Cornelius Kiss-N-Ride. Staff will continue to work with the Dufferin-Peel Catholic District School Board and affected stakeholders to move forward with these solutions.

Meeting: November 5, 2018 Subject: Submitted By: Highway 50 and Allan Drive - Crossing Guard Review Steve Mathew, Traffic Technologist, Transportation Engineering, Finance and Infrastructure Services RECOMMENDATIONS That two crossing guards be implemented on the north leg of Highway 50 at Allan Drive; and That the Region of Peel be requested to install school crossing warning signs on Highway 50 in advance of the intersection. DISCUSSION In May 2018 Transportation staff received a request from residents that crossing guards be implemented along Highway 50 at Allan Drive for students walking to Holy Family Elementary School. The school is located at 61 Allan Drive, within close proximity (160 m) to the signalized intersection. Site Inspection and Crossing Guard Studies The Site Inspection and Crossing Guard Studies was completed on Thursday, May 17, 2018, and Wednesday, September 26, 2018. Two surveys were done, one in the 2017/2018 school year and one in the 2018/2019 school year to verify the pedestrian data. May 18, 2018: Site Inspection Review The study was completed by Town staff, Region of Peel, and 3 School Traffic Safety Committee members. Field observations confirmed the following items: During the site inspection, traffic was moderate with light turning traffic The posted speed limit on Highway 50 is 50 km/h, and there are community safety zone signs installed along Allan Drive No safety concerns were identified at the intersection of Highway 50 and Allan Drive Crossing Guard Study Summary The bell times for Holy Family Elementary are 9:15 AM and 3:45 PM. Based on this, staff collected pedestrian data from the morning (8:45-9:15), which is 30 minutes before the school start time, and afternoon (3:45-4:15), which is 30 minutes after school dismiss at the location on the same day. The results of the study showed 4 students during the AM peak and 6 students during the PM peak crossing the north leg of Highway 50 at Allan Drive. Page 1 of 3

Since there was only one month left of school, Transportation staff decided to complete another crossing guard study in the 2018/2019 school year to verify the pedestrian data. September 26, 2018: Site Inspection Review The study was completed on by Town staff and 1 School Traffic Safety Committee member Field observations confirmed the following items: During the site inspection, traffic was moderate with light turning traffic; No safety concerns were identified at the intersection of Highway 50 and Allan Drive Crossing Guard Study Summary Staff collected pedestrian data from morning (8:45-9:15) and after (3:45-4:15) at the location on the same day. The results of the study showed 4 students during the AM peak and 11 students during the PM peak crossing the north leg of Highway 50 at Allan Drive. The average annual daily traffic is 14,365, which exceed 1000 No YES Recommendations The results of the site inspection and crossing guard studies confirm that two crossing guards are required to assist the high number of students crossing the north leg of Highway 50 at Allan Drive. Implementing two crossing guards on the northeast corner and northwest corner will protect the students/pedestrians from turning traffic and reminds motorists that they must stop and yield the whole roadway at school crossing locations where there is a crossing guard as per the Highway Traffic Act. It is proposed that the recruitment of two crossing guards be initiated immediately, with the expectation that the crossing guards will begin the duty starting November or December of 2018. It is recommended that Town staff will request Peel Region to install school crossing warning signs in advance of the intersection. The Town will inform the School Principal of Holy Family Elementary School that crossing guards will be implemented at this intersection. FINANCIAL IMPLICATIONS The cost to implement two crossing guards with supplies (stop sign, safety vest, raincoat) is estimated at $3,100 and will be paid from the Infrastructure Services 2018 Crossing Guard budget. The annualized cost of the two crossing guard positions is $16,100 and will be included in the 2019 budget submission for Council approval.
