To receive declaration of interest in items on the Agenda & receive Pecuniary Dispensations and authorisations There were none to declare 2. To consider apologies for absence Richard Barr - accepted by the Council 3. To approve outstanding Minutes Bacton & Edingthorpe Ordinary Parish Council Meeting Monday 10 th June 2013 Resolved to approve. 4. Resolution to adjourn the meeting for public participation (15 mins), Norfolk Police, District and County Councillor Reports Resolved to open PCSO Alex Spinks outlined that no crimes had been reported in the village however there had been a mixture of various telephone calls primarily for lost items and in relation to Bacton Gas Terminal. A member of the public asked if the blue container could be moved and the Council informed that they would monitor this situation. As the Chair had arrived it was resolved that Jim Turner step down and that Susan Holden take up her position. Two members of the public outlined that they were interested in becoming involved in the village. Leonie Hughes presented the vision for the Sandcastles Sensory Garden project and outlined the aims and objectives of the area. The garden would have a life span of approximately 10 years. The Members asked 1
questions and indicated that they would be keen to support this community initiative. Agenda Barry Smith - NNDC - informed on the recent Coastal Meeting which was an "on tour" visit to all the local coastal areas. The NNDC officers could see first hand what they were dealing with and visually experience the issues each coastal parish faced. The community liaison team comprising of Nick Baker and Wyndham Northam would be visiting Bacton on 9th September and it was hoped that this would strengthen the relationship between NNDC and the Parishes. As the open session had expired it was resolved that the meeting be extended for a further 10 minutes to allow others to speak. A member of the public requested that a Parish Councillor attend the School for a presentation of the computer items. The Chair informed that this had already been organised. Concern was again raised with the standard of the footpath between the fish and chip shop and the Superstore. It was suggested that the footpath be pushed back to the other side of the field. The footpath along the Coast Road is extremely well used. A suggestion was that a head count of utilization take place and that the Council works with Highways to take this initiative forward. Agenda A member of the public considered that the Pavilion had been built and donated to the Football and Cricket Club. The Chair informed clearly that the Pavilion was the property of the Parish Council who had maintained and paid for the repairs and utilities for a considerable amount of years. The Cricket Club Secretary requested that they be able to move items off of the Playing Field on Wednesday evening. The Council indicated that they had no issues with this but that they would need to have a defined time and asked that they informed the Clerk accordingly. The Council expressed that it was with regret that the Cricket Club were leaving Bacton. Susan Holden the Chair to the Parish Council informed that had the Cricket Club simply co-operated with the requests and been thorough in communicating with the Parish Council, this situation would not have occurred. As information had not been forthcoming there was no alternative. It was entirely up to the Cricket Club to take ownership of their Club and put their house in order. The Chair then wished the Cricket Club success wherever they went. However, the Club does need to learn to deal with any issues that they have in a calm and effective way. The Cricket Club Secretary was asked when the rollers, scoring box, sight screen, cage and container would be all removed; he was unable to answer the question but would inform the Parish Council. 2
The key to the Pavilion had been returned and the Council thanked the Cricket Club for this. A member of the public outlined a suggestion that a bench be provided for walkers along a footpath. The Council would investigate this. Resolved to close the meeting to the public. 5. To consider further steps regarding Bacton Cricket Club and update by Chair/Clerk The Clerk informed that the abuse received by the Council from the Bacton Cricket Club members had been reported to the Police and logged as number 88/20/6. Members expressed that they were sorry that the Chair and Clerk had to bear the brunt of the aggressive and despicable behaviour of the Members of the Cricket Club. The Chair outlined that in situations of this kind you have to stand your ground and be fair and listen to differing opinions and be compassionate with no axe to grind. It was extremely difficult to have a conversation with anyone where extremely aggressive and vile language was used. The Cricket Club were wished well wherever they were going. It was resolved that the Clerk be given delegated authority to deal with the removal of Cricket Club items from the Playing Field and give 28 day's notice for removal. 6. To report on Matters Arising (updates and for information only) 6.1 Police Report see Agenda item 4. 6.2 Website update - The Clerk informed that there had been 1,915 hits since the last meeting taking the total to 39,200. Information was being added all the time to enhance the site for residents. 6.3 Footpaths Ian Witham The Clerk would follow through the footpaths previously reported which had still not been resolved. 6.4 Land at Edingthorpe - Hansells/Richard Barr progressing 6.5 Allotment invoices - banked and funding still being received 6.6 Bases for picnic tables & Ground Guard - the ground guard had been completed and the contractor would undertake the work for the bases in due course. 6.7 Replacement safety netting - the members thanked the parish councillors and volunteers who undertook this work. 6.8 New notice boards - the Clerk had ordered the notice board which would be located at the Superstore. The small notice board at Edingthorpe had temporarily been removed as the landowner no longer wished this to be located there. 6.9 Beach Road, overgrown - This had been reported to Highways but as yet had not been undertaken - the Clerk would chase this again. 6.10 Bacton Village Football Club - The Football Club was progressing and new members from Bacton were joining. A banner had been designed to be placed at the entrance to the Playing Field; the goalposts had been delivered and the line markings were due to 3
be undertaken in due course. Funding of 750 had been agreed from Shell for this initiative. The terms of the funding from Norfolk Community Foundation had been altered with their full agreement to accommodate adult football rather than the focus being on youth. The football club thanked the Parish Council for their assistance in this project. 6.11 Framework installation The Council thanked Nigel Lee for the installation of this structure which would hold all the banners and information relating to the Playing Field. 6.12 Purchase of additional portable changing facilities This was still being investigated and Jim Turner, Richard Kimble and Nigel Lee would progress this. 6.13 Skate park - Hannah Gent Hannah Gent had approached the land owner who expressed that he would not be able to assist in this however had identified another piece of land which may be more suitable. The situation was exactly the same as previous that a piece of land could not be identified. 6.14 Presentation of computer equipment to Bacton PTFA This would be undertaken at the end of year assembly on 23/7/13 at 9.30am. 6.15 Removal of tyres from car park This was being undertaken. 6.16 Unauthorised signage - Highways had raised a work order to undertake this work. 6.17 Multisports The Clerk outlined that the rota needed to be reviewed and Councillors duly volunteered their time to accommodate this. The end of term BBQ was discussed and Members were keen to hold this. The Clerk would arrange the food and ancillary items and Nigel Lee would manage the cooking. 6.18 Door to the outside loo needed a closer - instructed contractor 6.19 Red telephone box at Abbey Street - paint had been purchased and contractor instructed. 6.20 Shelving in the container - this would be investigated. 7. The Council resolved that this be paid. Poachers Pocket and Castaways income = 563.70 The Members suggested Clubs within the Parish who could benefit from this funding - Village News, Bacton Village Hall, Bowls Club, Gardening Club, Little Pirates and Sandcastles. After careful thought and due process it was resolved that the funds be donated to the following causes: Little Pirates - 33.28 (Total of 100 from both sources) Bacton Village News 50.00 Sandcastles 480.43 (Total of 547.15 from both sources) The Clerk would inform the relevant recipients and raise the cheques for the September meeting. 9. 10. To Receive Reports from Councillors Jim Turner outlined the need for the removal of the fencing in the old play area and removal of the roundabout to accommodate the additional changing facility. The Clerk was asked to arrange for this work to be carried out. Further nets may be needed at the playing field and this would be investigated. Hannah Gent raised concern that residue materials are being dumped on the beach after the "Apron" had been repaired. Barry Smith would be taking this up with NNDC. Ian Witham outlined problems with dog fouling around the Church area and the footpaths. It was suggested that a rubbish bin be placed up at the location to encourage walkers to deposit their dog waste into the bin rather than leave it strewn around the area. Slow broadband was a major issue in Edingthorpe and this was causing residents real problems. The Clerk outlined that there was not a great deal which the Parish Council could do directly, however a letter would be sent to BT with the necessary information. NCC were currently spending in excess of 1.4 billion to upgrade certain areas in Norfolk to fast speed Broadband. Nigel Lee informed that 3 posts and taps were needed for the allotment and this repair would be undertaken. The outside toilet needed upgrading and this will be an Agenda item for September. Agenda The Clerk informed that Highways had agreed to install a "Village Centre" sign at the junction of the North Walsham Road and the Coast Road. A general discussion was held on jet skis and the problems which they cause residents. Unfortunately the law is complex on this matter. If a car is parked on the beach this can be enforced by the Police. All jet skis must be registered with the Royal Yacht Association and the number is located on the jet ski; if there are issues with a registered jet ski then problems can be reported. If the jet ski is not registered then, there is little that can be done. Jet Skis are able to launch from the ramps but the vehicles must leave the drop off point. The BBQ for Multisports was discussed and the Clerk would organise this with Nigel Lee and Richard Kimble. 11.
