On behalf of the City of Novi, Metro Detroit Amateur Softball Association and the Detroit Sports Commission, we congratulate you and your team for qualifying for the 2015 ASA Northern National Championships as one of the top 16U Class A fastpitch teams in the Northern Territory. The City of Novi Parks, Recreation and Cultural Services Department is proud to host the 2015 ASA 16U Class A Northern National Championship and is committed to excellence in providing quality tournaments with championship facilities. Over the last several years, the City has invested over $1 million at Ella Mae Power Park softball complex adding red clay infields, irrigated outfields, new lighting, fencing, landscaping, and a restroom and concession facility. Other important amenities include a NEW children s play area and ample parking. These investments exemplify Novi s commitment to a firstclass park system benefiting community members and visitors alike. Scoring runs off the field is easy in Novi. With numerous retail establishments, including one of southeast Michigan s largest shopping malls - Twelve Oaks. Tournament Staff The Novi Parks, Recreation and Cultural Services Department and the Detroit Sports Commission have negotiated guaranteed quality and prices with three select properties. These select properties will honor committed availability, have been screened for quality, and have locked-in prices. Admission PLAYER/COACH PASSES - Daily passes will be provided for all roster players and two coaches per team. All participants must have a pass to gain entrance to the softball complex. Participants without player or coach passes will be required to pay the daily admission price. The passes will be distributed at the team check-in. We do not allow bat persons, scorekeepers, or more than two coaches/managers free admittance. Additional coaches passes can be purchased at check-in. GATE ADMISSIONS - All spectators, players, coaches, managers, etc., and vendors must present passes in order to enter the complex. Players, Coaches and Managers without a pass will also be charged according to the fee schedule below. Any person leaving must have a ticket or tournament pass to re-enter. General Information ROSTER/ENTRY- Required Items: Completed ASA National Championship Entry Form (signed by Commissioner) and Fee ($450) ASA Official Championship Roster (signed by Commissioner) ASA Pick-Up Player Form (if used-signed by Commissioner) Parent & Athlete Concussion Policy Statement Sheet Eligibility - Please see the 2015 ASA Code Article 301 for clarification and interpretations DRAW/TOURNAMENT FORMAT - Article 511 of the ASA Code governs the draw. The pool play draw will be done In advance of teams arriving and posted on the MDASA website no later than July 25. Pool Play begins on Thursday, July 30. Double Elimination immediately follows Pool Play. PLAYING FIELDS - All games, with the exception of rain outs, will be played at Ella Mae Power Park or Novi High School. Concessions are available at the softball complex. Ample parking available. Directions and Maps to Ella Mae Power Park Softball Complex and Novi High School are located at metrodetroitasa.com. UNIFORMS - All players competing at the ASA Northern National shall properly wear uniforms that are alike in color, trim, and style. Shorts or long pants can be mixed. Coaches must be neatly attired or dressed in team uniform in accordance with the color code of the team. Please see the ASA official playing rules Rule 3, Section 6 for complete uniform requirements. AWARDS - ASA code 607 dictates the awards based on the number of teams entered. The minimum awards are team awards to the top four teams; individual awards to the first and second place teams. LINE-UPS - Tournament officials will provide line-up cards for each team. An official line up must be submitted to the scorekeeper at least 15 minutes prior to the game, scheduled time. GAME TIMES - Please follow the times listed on the tournament bracket. Game time is forfeit time. Teams should be prepared to start a game once the preceding game is completed. Code 510 03 and 04 Time Limit: In all Junior Olympic Class B 12-Under, 14-Under, 16-Under and18-under Pool Play and Elimination Play, no inning shall start after 1 hour and 40 minutes. If game is still tied after the time limit has expired, the tiebreaker shall be in effect at the start of the next inning. INFIELD PRACTICE - NO infield practice will be permitted. Warm-up is allowed in designated areas only. Teams may warm up in the outfield grass and beyond the portable fencing (where applicable) if time permits. We ask teams to use portable nets and not the fence for individual batting practice if necessary. PRE-TOURNAMENT PRACTICE - Teams wishing to have practices during the tournament are welcome to use ITC Community Sports Park and Meadows Middle School on a first-come / firstserved basis, both of these parks are a short drive from the tournament facility. BENCH AREA - Players, coaches, sponsors, and a bat person only are allowed in the bench area. All must have either an ACE certification or a background check. Such personnel will be required to wear a specified wrist bracelet for verification. 6

General Information PROTESTS - The tournament committee will decide all protests. As manager, please be familiar with the rules of the game including proper protest procedures listed in the ASA playing rules (#9). RUN AHEAD - The run ahead rule is 15 runs after three innings, 12 runs rule after four innings, and 8 runs after five innings. RAIN DELAY INCLEMENT WEATHER POLICY - In the event if rain or any cause which interrupts a game, the game must be resumed at the exact point where it was stopped. It is the manager s responsibility to report to the tournament headquarters tent for rescheduled game information. Games postponed will be made up as determined by the Tournament Director. Weather update information will be posted on a hotline at 248.347.0473 and posted on metrodetroitasa.com. TEAM SEATING - The team at the top of the bracket will use the first base dugout; the team listed on the bottom of the bracket will use the third base dugout (unless the team is remaining on the field). OFFICIAL GAME SOFTBALLS - The official tournament softball will be the Trump FP-12-Y-ASA 12 Inch Leather.47 Core NFHS Approved Fastpitch ASA Softball. GAME RULES - All playing rules and regulations for the tournament will be governed by the official 2015 ASA official guide and rule book. CONDUCT - Managers and coaches are asked to have complete control of their players, parents, and supporting spectators both on and off the field. Spectators that become abusive or generally vulgar to umpires, opposing players, or fans will be handled in a three step process: 1) notification to the manager at a breaking point in the game; 2) direct warning to the violators; 3) suspension of the game; ejection of the individual from the facility within a two minute time period. The tournament committee will deal with any report of damage by hotel management. Team manager s and coaches are responsible for restitution of damages. PETS, SCOOTERS, ROLLERBLADES, ALCOHOLIC BEVERAGES are not allowed in our fenced ball field area. Amateur Softball Association of America Official Junior Olympic Championship Tournament Requirements ACE Certification, Background Check and Bollinger Insurance The ASA National Council members voted the following Code changes for ASA Junior Olympic (Youth) Championship Play (Code Article 501 C03 a & b) for the 2015 season effective January 1, 2010: * Any Junior Olympic team participating in championship play must have at least one ACE Certified Coach (current year) on the field/dugout during championship play games. * All Junior Olympic team personnel assisting in the dugout must visually display their proof of a passed ASA Background check (current year). * Teams playing in the Junior Olympic (Youth) Championship Play (Code Article 106 C 01) in 2015 are required to purchase ASA Accident and Liability Insurance on either a team or individual basis through Bollinger Insurance. *If there is a conflict with this form and the ASA Code online, the ASA Code online will take precedence Article 503 PICK-UP PLAYERS. A. General Rule. All teams are permitted to pick-up three players as follows: 01. The team adding pick-up players must select eligible roster members from ASA registered teams in the team s own local association. EXCEPTION: All men s and women s fast pitch divisions, Junior Olympic Boy s Fast Pitch and Junior Olympic Gold Girls 18-Under Fast Pitch. Pickup players may come from teams within the region that are no longer eligible for championship play. Pick-up players will not be allowed after the National Championship Finals for the National Championship Series. EXCEPTION: If two local associations combine berths and/or championship play, pick-up players may come from either local association with the approval of both commissioners. 02. Pick-up players must have played for an ASA-registered team during the current season and must have played in the division of play for which they are being picked up. 03. Pick-up players must be selected only from ASA registered teams no longer eligible for championship play. 04. Pick-up players must be from the team s same division and the same or lower classification. CLARIFICATION: In Junior Olympic play there two types of classification, one type of classification is Gold, Class A and Class B; the other type of classification is age classification, 18-Under, 16-Under, 14-Under, 12-Under and 10-Under.Therefore as an example, a player who has competed on a Junior Olympic Girls Fast Pitch 16-Under team is not an eligible pick-up player for any team below the 16-Under age classification. 05. Players (Adult and Junior Olympics) whose teams have qualified to compete in the highest level tournaments within a classification shall not be eligible pickup players. CLARIFICATION: A player who has competed in any Junior Olympic Girls Fast Pitch National Championship is not an eligible pick-up player for the Girls 18-Under Gold National Championship. EXCEPTION: A player who has competed in the Men s 23-Under or Women s 23-Under championship play is eligible to participate in other adult championship play during the same season as a pick-up player. 06. No player may be picked up for National Qualifiers, Junior Olympic Hall of Fame Tournaments or Territory Qualifying tournaments. 07. In adult divisions of play, a pick-up player may be substituted for after participation. 08. In Junior Olympic divisions of play, a pick-up player may not be substituted for after participation. 09. Junior Olympic GOLD and Class A players who compete on adult teams as pick-up players are only eligible to be picked up for Major or Class A teams. 10. A player may play with only one team other than their own team within a division in a season. 11. Teams adding pick-up players must submit a completed official ASA pick-up player form attached to the official roster before the team plays in the tournament. B. Fast Pitch, Modified Pitch, and Slow Pitch Pickup Players. A player may be picked up at any level of championship play prior to the National Championship Final as follows: 01. If players are picked up prior to the local association championship, they must be governed by their local association rules. 02. If players are picked up after their local association championship, the pick-up player(s) must be governed by Article 503 of the ASA Code. C. Church Slow Pitch and Industrial Slow Pitch Teams. Michigan Concussion Law Beginning June 30, 2013, Michigan lawmakers passed a law stating that all adults associated with youth programs and all participants under the age of 18, must review a Concussion Training program. Adults: All adults associated with youth programs must complete a training program that has been approved by Michigan Law. The two web sites are listed below: http://www.cdc.gov/concussion/headsup/training/index.html http://nfhslearn.com/electivedetail.aspx?courseid=38000 Either of these sites will take you about 30 minutes to complete and there is no cost. Once you have completed the course, you will be able to print a certificate. Please send MDASA a copy of the certificate. At this time, you only have to be certified once. If you have a certificate from either of the above listed web sites, this will satisfy the requirement. Your certificate must be on file with MDASA.
