OHIO DEAF WOMEN S BOWLING ASSOCIATION BY-LAWS TOURNAMENT DIRECTOR ARTICLE I- NAME This organization shall be known as the OHIO DEAF WOMEN S BOWLING ASSOCIATION (ODWBA) and was organized at Columbus, Ohio in the year of 1969. The ODWBA will follow the OHIO DEAF BOWLING ASSOCIATION (ODBA) tournament on a date that shall be held on the month of MAY. ARTICLE II- OBJECTIVES To encourage all deaf bowlers in Ohio and neighboring states. Any interested hearing CODA, interpreters, and who involves in the deaf community, who knows American Sign Language (ASL) is welcome to join the ODWBA in the spirit of good fellowship. (limit to one (1) hearing bowler per team) ARTICLE III- BOARD OF DIRECTORS 1. The Executive Board shall consist of: (a) Tournament Director, and (b) two (2) members on the Law Committee. Each Member of the Board of Directors shall have one (1) vote. 2. The Board of Director shall vest with the control and management of the annual tournament and by a majority vote may delegate it s authority in whole or in part of the ODBA Executive Board. ARTICLE IV- OFFICERS 1. The Tournament Director shall be elected by the ballot at the general meeting of the Board of Director for a term of three (3) years. Her term shall begin August 1 st following the ODWBA tournament. 2. The Law Committee of two (2) women shall be appointed by the Tournament Director with the approval of the ODWBA Executive Board of the current Tournament. 3. The Auditing Committee of two (2) women shall be appointed by the Tournament Director. They must be USBC members and shall be member of the ODWBA bowlers. 4. Any officer who has not bowled during the current season for good reason shall be allowed to remain on the Board with the approval of the ODWBA Executive Board and must be member of ODWBA. 5. For the interested bowlers to run for the office, she shall meet the eligibility requirements: three (3) years as bowler in the ODWBA tournament, is in good standing in order to run for office and resides in Ohio. NO CODA and interpreters shall not run as officers. ARTICLE V- DUTIES OF OFFICERS 1. The Tournament Director Shall fill any vacancies that occur between meetings with the approval of the ODWBA Executive Board. 2. The Tournament Director shall keep true copies of record of all proceedings of all ODWBA meetings of the association and of the ODBA Executive Board. She shall also keep a record of the top scores and of the disbursements of the year from the ODWBA Tournament Director. 3. The Tournament Director had the full power to make all the decisions not contrary to USBC or to the tournament rules. She had the reserved right to reject any entry. 1

ARTICLE VI- MEETINGS 1. The annual ODBA/ODWBA Board of Directors meeting shall be held in the tournament city at the Tournament City of host during the progress of a tournament of Friday night on May. 2. The Law Committee members and the Tournament Director shall meet on Friday afternoon-at a place determined by the Tournament Director. 3. The order of business at the annual ODWBA meeting shall be as follows: 1. Roll Call 2. Pledge of Allegiance 3. Reading of Minutes and Actions 4. Report of Committees: A. Law Chairlady B. Host Chairlady C. Next year Chairlady D. Hall of Fame 5. Unfinished business 6. New Business 7. Announcement of next year Tournament Chairlady 8. Election of Officers- Oath given on the same day. 9. Adjournment ARTICLE VII- EXPENSE 1. The ODWBA Tournament Director shall be reimbursed the sum of one dollar ($1.00) per bowler in each events (not including all events) entered during her term in office. The reimbursement shall be drawn from the ODWBA tournament expense fees. 2. The transportation expenses to be reimbursed at sixty cents (.60) per mile for the tournament and a trip to next host city for transportation expenses of the Tournament Director shall be paid out of the ODWBA fund. 3. Law Committees shall be paid ten dollars ($10) including attendance of the Executive Committee and the Board of Director s meetings. 4. The recording secretary shall be paid fifteen dollars ($15) for her services to be drawn from the ODWBA general fund. 5. The auditing committees shall be paid ten dollars ($10) for the services, to be drawn from the ODWBA general fund. 6. Tournament Director can spend up to $200.00 dollar to buy supplies. If this purchase is over $200.00 dollars Tournament Director are required to ask all bowlers for their approval. ARTICLE VIII- AMENDMENTS The Constitutions, the bylaws, and rules may be amended or repealed by a two-thirds (2/#) vote of the members of the Board of Directors. This is done at the annual meeting, provided that such amendments shall be submitted in writing to the Tournament Director not more than thirty (30) days before the tournament date. ARTICLE IX- HOST CITY 1. The ODWBA annual tournament date shall coincide with that of the ODBA when the ODWBA makes its decision on the site of the next tournament and must be in OHIO. 2

2. The Organization sponsoring the tournament shall pay a deposit for the first (1 st ) place four (4) women team, doubles, and single altogether to the Tournament Director of ODWBA at the sum of one thousand dollars ($1,000). It must be paid at the day of the bidding. 3. If the said host city fails to send at least one (1) team before, during and after tournament (a full any team (at least two (2) member) whoever hosted an ODWBA tournament city should attend within three (3) year's tournament. If that team does not show up, that host city shall be fined 400 hundred dollars ($400) per year. 4. The Host City Chairperson shall send a scratch flyer to the Tournament Director in the month of August preceding the tournament. 5. The chairperson is responsible to send final flyers and host reservation cards to the Tournament Director in 120 days preceding the tournament. 6. Two (2) nights lodging for the Tournament Director shall be furnished and be paid by the host organization. 7. The host organization shall donate the trophies. In the form of plaques to the winner(s) of each actual pin fall events. 8. The host organization shall print the schedule of the tournament in the form of the program books, included in the book shall be: 1) Schedule of all events (team, doubles and singles) 2) Unofficial recapitulation report 3) A record of previous winners and history of officers 9. The tournament shall be sanctioned and conducted according to the rules and regulations of the USBC unless otherwise arrange with the Congress by the Tournament Director of the ODWBA. 10. Any rules, fees, and anything else not related to ODWBA by-laws can be waived. ARTICLE X SECTION 1/ BOWLERS 1. Acceptance of entries shall closed at midnight approximately thirty (30) days before the opening of the tournament. 2. Each bowler must write her USBC membership number while filling out an entry form. No bowler is eligible to complete more than once in any event. a. ALL bowlers must copy their USBC cards and send to the Tournament Director along with the form. b. Bowlers who do not have USBC via league connections this season, must pay an unattached sanction fee before bowling (See USBC Rule 300c). c. No high school girls or younger (under the age of eighteen (18) and LPBA are to participate in the tournament. d. All replacement bowlers must be in the hands of the Tournament Director (during the tournament) at least one (1) hour before the scheduled time of bowling. e. If no replacement bowler is found prior to the start of a tournament, only a full team is allowed to keep the absent. f. If there is a team with one (1) unavailable bowler (blind), the base average of 165 with handicap minus 10 percent (10%) of the average. 3. Captains entering team in the ODWBA tournament and needing bowlers from other cites to fill in their teams must let the ODWBA Tournament Director know. a. If any bowler is injured, she must have a doctor s slip. b. Report $300 or more (prize from other tournaments) after Entry Blank s deadline. 3

c. Inform the error average d. Inform bowler s replacement. 4. A bowler must bowl in a team event in order to participate in the single/double events. In addition, all bowlers must bowl double in order to bowl singles. a. A bowler may not quality for all events unless she enters all three (3) major events, i.e teams, doubles and singles. 5. The single event will be bowled first and double event will follow consecutively. a. Any late bowler shall forfeit the score in any missed frames in any events. (See USBC Rule 322a). b. If there is a late second bowler for the double event, a substitute shall be permitted. 6. The entry fees shall be paid in the form of post money order, express money order, certified check or bank draft with the completed entry forms. Personal checks or any entry fees less than the full amount will not be accepted. 7. No entry fees shall be refunded unless a replacement bowler is found. a. No entry fees will be refunded UNLESS there is no availability team with the understanding the host city keeps the registration fee. 8. A captain who does not show up at the general meeting shall be fined five dollars ($5) unless replaced by a bowler of her team. The money will go toward to ODWBA general fund. 9. The dress code of ODWBA tournaments is as follows: a. No worn-out or holes denim or jeans are allowed. b. Participants are not allowed to wear cargo with extra pockets, joggers, sweat pants, hats, Spandex, Speedo, hot pants, sweat shirt, any collarless shirt and t-shirts during the tournament. c. Skirt lengths should be no more than one inch above the knee. Appropriate casual pant, carpi, skirts and skort with tops (collar and V-neck) are allowed. d. Any bowlers who disregard of any above A, B or C shall be fined five dollars ($5.00). 10. Any disrespect, profane language or starting an argument or a fight with an officer or among the bowlers are forbidden. 11. Each bowler is responsible for her own scores. 12. Complainants or protest of any individual bowler should be written and send to Tournament Director within one (1) hour after the last game and this action will be taken up with the Executive Committee. SECTION 2/ AVERAGE 1. A bowler s average is to be verified by a league or local Tournament Director. 2. The highest USBC-sanctioned average of 21 or more games from the previous year s winter season must be used. a. If no average form the previous season is available, the entrant must use the current year s average of 21 games or more as of March 1 st. b. The bowler must use her current average for entry in the tournament if she has a current season s average for 21 or more games, which is ten (10) pins or more higher than the previous season s average. c. If no establishment average from the previous season and this season, the entrant will use the average based on the tournament average of three (3) previous ODWBA tournaments. 4

d. If a bowler s ODWBA average from three (3) year prior is higher than her last year s or this year s league average, she will receive the ODWBA average in the present tournament. e. If the above doesn't not apply, then the entrant will enter the game with a 165 scratch. 3. Handicap will be based on seventy percent (70%) of the difference between the bowler s average and scratch being 200. The minimum average is 115, anyone who have a lower average than 115 must use 115 as her average. No individual's handicap shall exceed fifty-nine (59) pins per game in any events. 4. If the bowler enter the tournament with an average submitted lower than her actual average the bowler will automatically be disqualify. (See USBC Rule 319a). 5. Any entrant specifying incorrect average will forfeit all prize money and entry fees and team and double partner will be penalized accordingly. 6. A bowler s average will be rerated if she had won a prize of three hundred dollars ($300) or more in the period from last year s ODWBA tournament date to the present ODWBA tournament date. The Tournament Director will determine the amount of rerate. Failure to comply with this provision is cause for a forfeiture of fees and prize winnings (See USBC Rule 319d). SECTION 3/ PRIZES 1. Prize fee shall not be more than twenty dollars ($20) per woman per event. Bowling and tournament expense fee shall be separated from the entry fees. 2. The handicap prize will be at a ratio of one to three (1 to 3). 3. In case of a tie in team, doubles, singles or all events, the Host City of the tournament is responsible for the expense of buying and/or mailing the extra trophy/trophies to the winners. The trophy/trophies must be the same size as those that are originally awarded. a. In case of a tie for the first place in team event, it is optional with tournament director to have a play off or declare co-champions. (See USBC Rule 326a). b. Checks must be made out and send to each winning individuals. ARTICLE XI- MISCELLANEOUS 1. Any officer who leaves her position in the ODWBA still owing the Association any sum of money shall be disbarred from entering any future ODWBA tournament until such debt is paid in full to the ODWBA Tournament Director. 2. Any complaint, proposed change or new addition to the By-Law must submit in writing to the Tournament Director before Executive Committee meeting. No propose changes or additions may be accepted at the regular meeting of the Board of Directors on Saturday morning. 3. ODWBA will donate $200.00 to the special prizes for team, double, single and all events. ARTICLE XII- DISSOLUTION If there is should be dissolved of the ODWBA, the monies in the general fund shall be divided among the previous host cites. The Executive Board will consider the number of times a host city have hosted the ODWBA tournament. 5

OHIO DEAF WOMEN S BOWLING ASSOCIATION BY-LAWS ODWBA HALL OF FAME GUIDELINE 1. The purpose of the ODWBA Hall of Fame is to honor deaf women (either living or deceased) who have contributed exceptional bowling services and achievements to the deaf community as bowlers and/or leader. There shall be two (2) categories of honorees. Bowlers and Leaders. 2. Women shall be nominated on the basis of her outstanding performance, integrity, and sportsmanship. 3. She had to bowl at least ten (10) times or ten (10) years to be eligible for nomination and bowler selection. a. Must play all of the ODWBA s all events, team, single, and double to be eligible. 4. Automatic berth to the Hall of Fame, the bowler shall: a. Section 3 and 3a are required. b. Bowl 279 actual score game in any events. c. Bowl 700 actual score series in any events. 5. An award should be given a lifetime card and free entertainment and the registration fee must be paid. 6. The Hall of Fame Director receives a free entertainment only and the registration must be paid. 7. Expenses on awards/plaques should be deducted from the ODWBA general funds. 8. Any officers who had been dishonest while serving her term is not eligible for receiving any Hall of Fame awards and disloyal to the ODWBA Revised on May 25 th 2018 6
