Special Notes Red Cards and Serious Incidents in USSF Games For USSF games, red cards and other serious incidents should be reported. Contact the assignor if you have any questions on the report or who needs a copy. The USSF game report form is posted on the Forms page. A common question from new referees is how do we get paid for credit leagues? After the season, the leagues are billed. Once the payment is received by our organization from all of the leagues, checks are distributed via mail by the Treasurer. Can we use a two-whistle system in USSF sanctioned matches if a referee is missing? Under no circumstance should a dual whistle system be used in a USSF game! One is the referee and the other is an assistant referee. A club linesman may be recruited. Complete and Proper Uniform for USSF sanctioned matches. All referees working USSF sanctioned matches must follow the USSF uniform guidelines. Visit U.S. Soccer's website for more information. In the event of an incomplete uniform: a) Go home and get your complete and proper uniform, or b) Since a club Assistant (AR) need not have a complete uniform, then a referee not in uniform may work, but for the same pay as a club AR (i.e., "nothing").

Regarding the checking of player passes prior to the game, in the spring season we instituted the policy of the team managers checking the opposing team's player passes and rosters. If there is any question regarding the eligibility of a player or the validity of any roster, they should bring this to the referee's attention prior to the start of the game. Obviously, the referees always have the right to check any player pass or roster. We have also instituted the rule that every team must present a copy of their stamped MSYSA roster to the referee prior to the start of the game for the referee to keep for his/herself. From BBSL

League Rules: SPRING 2015 NCSL RULE CHANGES At the March 2015 meeting of the NCSL Board of Directors, the Board passed unanimously a series of significant rules changes that affect play in NCSL. The Board directed that these changes should be implemented immediately. Substitutions NCSL now allows substitutions at the referee s discretion at any stoppage of play. Substitutions are no longer limited to goal kicks, kick-offs, and the team s own throw in. The only limitation is that the entering player may not enter the game to immediately take a penalty kick. Players using club passes are considered guest players and can only play for one WAGS team per day.
