UNITED PROFESSIONAL HORSEMANS ASSOCIATION The United Professional Horsemen s Association was founded in 1968 in Chicago, Illinois, and was formed to give a united voice to the horse professional to better address concerns and problems that existed within the show horse industry. Over the years, UPHA has grown to 21 different Chapters across all 50 of the United States and Canada. Chapter 16 services all of Florida, and includes horsemen and horsewomen from all disciplines and with horse interests that include American Saddlebreds, Ponies, Morgans, Friesians, National Show Horses, Arabians and Roadster Horses. We work together to help not only our professionals, but the equine industry as a whole. Our many programs span the gamut from youth scholarships for the children of active UPHA members, to the UPHA Classics. If you re a professional, this is your organization. If you re an amateur, we d like to reach out a friendly hand and offer our expertise when you re in need. RULES AND REGULATIONS 1. A stall is required for each horse. No tie-ups or drive-ins. 2. The Florida State Fair Authority charges $35 per day per stall if arriving prior to November 2, 2017 and $35 per day per stall if staying beyond midnight on November 5, 2017. 3. Prior arrangements must be made with the Florida State Fair Authority for all horses arriving before November 2, 2017. Please call the Fairgrounds Horse Show Office at (813) 740-3500. 4. Camper Parking Water and electrical hookups will be available to exhibitors. Please make reservations by calling the Florida State Fair Authority Security Division (813) 621-7821 Ext 268. 5. State law mandates that each exhibitor be in possession of a negative Coggins Test conducted within the past twelve (12) months on each horse entered. A copy of the Coggins test must be submitted with the entries. All out of state horses must possess a health certificate issued by a veterinarian within 30 days of the horse show with temperature recording on each animal. 6. Dogs must be kept on a leash (no longer than 6 ) held by a person, or tied at all times. This rule applies to all dogs! 7. All minors must be under the control and supervision of a parent or guardian who will be responsible for all injuries, damages, accidents, and disruptions caused by the minor. Serious and/or continuous incidents will result in expulsion from the Fairgrounds. No refunds will be made. 8. The show committee and officials of the Florida State Fair Authority will not be responsible for any accident which may occur to any rider, driver, groom or attendant, animal or equipment at the show or for any loss or destruction of any property or damages to or by animals in exhibition at the show, grounds, or stabling area. 9. Horse owners, exhibitors, trainers, etc. enter show at own risk and are subject to the rules and regulations of the Show. And also agree that any damages occasioned or loss occurs to the horses exhibited, to any vehicle or other articles which may have been sent with said animal, acknowledge and will make no claim therefore against the Harvest Days Holiday Festival Horse Show, Gasparilla Charity Horse Show, Inc. or any participating organizations. 10. Minors who do not have a valid driver s license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind, including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles, on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver s license. The parent(s), legal guardian(s), or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that operation. Violations of this rule will be 4

cause for sanctions against the parent(s), guardian(s) and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s), and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Chapter 6. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule. 11. The Horse Show will not add classes other than those listed in this Prize List. Suggestions made in writing to any board member of the show committee will be considered for future shows. 12. Championship classes will not be stripped. 13. The Show will be conducted in the spirit of the USEF rules and the Academy Division will follow the UPHA Chapter 16 Rules. 14. All horses shown at this show in classes designated as Morgan classes must be registered with the American Morgan Horse Association, Inc., and must be entered under their full registered name. A copy of the AMHA registration must be included with each entry or presented to the horse show secretary in order for the entry to be considered official. 15. A protest must be in writing, signed and accompanied by a deposit of $100 (payable to the UPHA Chapter 16). A member of the Show Committee or the Show Secretary must receive the protest within 48 hours of the occurrence of the alleged violation. If the protest is upheld, the deposit shall be returned; if not upheld, the deposit shall be forfeited to the Horse Show. In case the protest is upheld, entries standing next in award will move up accordingly. 16. THE GATE OF THE SHOW RING WILL BE CLOSED TWO MINUTES AFTER THE FIRST HORSE ENTERS THE RING. ANY EXHIBITOR NOT IN THE RING BY THAT TIME WILL NOT BE ADMITTED. 17. If for any reason a judge cannot officiate, the Committee reserves the right to substitute. 18. The age of a Junior Exhibitor on December 1 of the preceding year will be maintained throughout the entire following year. 19. The Horse Show Committee reserves the right to cancel any class where there are less than four (4) entries and to combine or divide any class or classes, should the best interest of the show require it. In case of cancellation, entry fees will be refunded. The Horse Show Committee will consider dividing classes when official entries exceed 12 in a class. 20. Exhibitors canceling entries in writing prior to the closing date of entries will be entitled to a refund of fees paid other than stall fees. Exhibitors canceling entries in writing after the closing date but prior to November 2, 2017, will not be entitled to a refund. NO STALL REFUNDS WILL BE MADE. 21. The Horse Show Committee reserves the right to: a. Vary or add to the names of those officials who have been invited to participate. 21. Decline/return any/all entries; return any monies paid for stalls/entry fees, before or during the show, without explanation or recourse to the show for liability or compensation. 22. Exhibitors are hereby notified that any act of discourtesy or disobedience 5

to the judge, horse show staff, volunteers, or officials on the part of the owner, rider, trainer, agent, or groom, will disqualify horse and/or rider and the owner shall forfeit their entry and all other fees. 23. UPHA CHAPTER 16 ACADEMY RULES These rules have been established by the trainers, instructors and show committees of UPHA Chapter 16. The Academy Division is for those riders who have never shown in an A circuit show. Helmets are required for riders 17 years and under, in compliance with the 2009 Congressional Helmet Law. ACADEMY HORSES: Horses in academy classes MUST be a lesson horse regularly used in a professionally operated lesson program. The horses must display safety characteristics accordingly. Horses will be excused from the competition for unsafe behavior such as going too fast for a rider to handle. Horses are not to be judged, and must be serviceably sound. TURN OUT: Required is a plain shod horse, 1 therapeutic pad allowed. No braids or artificial appliances are to be used. Hoof blacking and braiding is optional. TACK: Horses may be shown in a snaffle bridle with martingale or german martingale, Pelham, or full bridle. Saddles must be cutback English saddles, hunt, or western according to the division. No tie downs or blinkers allowed, standing martingales for over fences classes are permitted. RIDER APPOINTMENTS: For the Saddle Seat Rider: jodhpurs, jodhpur boots or paddock boots, long sleeve button-down or collared shirt, tie and gloves are required. Vests are optional. No derbies allowed. For the Hunt Seat Ride: breeches, and appropriate hunt seat shirt, hunt boots, paddock boots, or black half chaps with black paddock boots and gloves are required. Chaps or Western hats are not allowed. Polo shirts are not allowed. Whips and non-rowel spurs are optional. Long hair must be secured back in bun or braid(s). ACADEMY EQUITATION: Judged on the rider s basic equitation skills with correct diagonals and leads, proper use of the ring is considered. ACADEMY SHOWMANSHIP: Judged on the rider s horsemanship abilities. It is judged on the rider s ability to control and show their horse. The rider s command of the horse, for example, speed, collectiveness, and placement in the ring is to be considered. Walk-Trot riders shall not be penalized for incorrect diagonals. For Walk- Trot-Canter riders, promptness in finding the correct leads and diagonals is important. CLASS RULES: Headers allowed in if needed for safety, no towels or whips allowed in with them. Classes will be split at the 13 th rider. Splits will be shuffled to keep equitation and showmanship back to back (i.e.: 1a, 2a, 1b, 2b). Class holds will be 2 minutes in length. NO EXCEPTIONS. Holds must be requested 10 minutes before the start of the academy session. WALK/TROT ON THE LINE CLASS: Walk/Trot riders will enter the ring at a walk, be judged on the rail as a group at the walk both directions of designated portion of the ring. Riders are to be judged on form and presentation style, trainers may help with diagonals. The class will line up. Each rider and leader will individually trot down one long rail, revers, and trot back, and then return to the lineup. Trainers may designate a temporary header in the lineup so they may run with their different riders. 7

CLASS SPECIFICATIONS 1. Junior Exhibitors may show in any amateur class ONLY when there is no class within the division specifically for them. Junior Exhibitors that do not have a Championship in their division may show back in the Amateur Championship after having shown in the Junior Exhibitor qualifying class. 2. Exhibitors showing in Walk/Trot classes may NEVER have been judged in a canter class in any show and may not show in any canter class at this show. A driving class is not considered to be a canter class. 3. To qualify for a Saddle Seat Equitation Championship, a rider must have competed in any Equitation qualifier. This division is open to any breed of horse 4. A Classic horse is not restricted to Classic Classes only, but in Classic Classes, must adhere to the rules specifying no pads, with only amateur rider/driver and amateur header. 5. American Saddlebreds (ASB) may only compete in ASB classes unless the words Any Breed are specified after the class. 6. Pads are not allowed in the 3-Gaited ASB Country Pleasure, Country Pleasure Driving, Classic, or Western classes. 7. To qualify for a Championship, a horse/rider must have shown and been judged in a qualifying class for that Championship except for non-qualifying classes. 8. Novice horse means a horse that has not won three blue ribbons WITHIN THAT DIVISION AT ANY SHOW. Novice rider means a rider that has not won three blue ribbons WITHIN THAT DIVISION AT ANY SHOW. Any Amateur exhibiting in a Denver/Limit class is qualified to show back in the Amateur or Open Championship in that division. 9. Open classes are open to both amateurs and professionals. 10. Academy classes are for exhibitors on horses owned or leased by a riding school and used regularly for lessons. 11. All Academy Riders must be a member of the High Point Award Program. Friday, November 3 rd, TACO NIGHT, after the evening session, sponsored by the UPHA Chapter 16 and Spring Lane Ranch. Saturday, November 4 th, after the grooms class the final evening class, we will celebrate ugly sweater contest and the thanksgiving feast at the EXHIBITORS PARTY- with a DJ and bouncy joust! Saturday & Sunday we will have the Holiday photo booths ready for everyone to make an appointment. Bring your horse pose with a cute pony and get a professionally shot digital picture that can be used holiday cards. $35 each and is a fundraiser for the horse show.
