SPOKANE AREA WOMEN S GOLF ASSOCIATION STANDING RULES ELIGIBILITY MEMBERSHIP AND DUES: a) SAWGA member club dues shall be $25.00 and are payable to the SAWGA Treasurer at the beginning of each year s golf season postmarked and due April 15th. b) Each member club is required to donate $100 to the Championship Tournament. c) Individual membership in SAWGA is $20 effective 2013. This amount is to be collected by the respective clubs and sent to the SAWGA Treasurer along with the member s name, GHIN number, address and phone number, postmarked and due by April 15 th or by deadline date of any event. PLAYERS a) A player s Home Club must be a member of SAWGA. b) A player s Home Club shall be deemed to be the SAWGA member club through which she pays both SAWGA and WSGA membership dues. If a SAWGA member wishes to change their Home Club after the Championship Tournament, she must declare her intent in writing to the Senior Rep of the new Home Club. At the time the declaration is made, rounds at the new home course shall count as Home Club play days. c) Must be a member of SAWGA and play for her Home Club. d) USGA Rules of Handicapping accepted. (Five (5) cards from home course in present or preceding year are needed to establish a handicap.) e) Must have played at least three play days at her home course as a Home Club member on Ladies Day in the present or preceding year in order to qualify for play. f) Associate members are not eligible to participate in SAWGA events. g) All players in SAWGA events should be familiar with the USGA Rules of Golf and carry a rule book. PENALTIES FOR NON-COMPLIANCE OF ELIGIBILITY FOR PLAY RULES a) Ineligible players are disqualified. No points would be earned for Sweeps and they would not be able to earn any monies for either scores or skins (if participating). In match play (Review Cup) there would be a loss of points by that individual and her partner (USGA Rule 30-3e). The remaining four ball partners of that Review Cup team would not be affected. Once the ineligible player becomes eligible she may participate in SAWGA events within the set. b) An ineligible team (Review Cup) would result in forfeiture of the match. c) A written warning will be issued to any club failing to remit SAWGA dues and entry fees. d) Clubs failing to remit dues after a written warning may be considered for suspension. Suspension shall be administered by a 2/3 vote of the Executive Board. The club(s) under question must abstain and therefore their votes will not be included in the total number of votes cast. Disqualified players or teams may request a hearing with the SAWGA officers if they feel eligibility is incorrect. If not satisfied with the SAWGA officers decision they may request a hearing before the Executive Board.

COMPETITIONS REVIEW CUP RULES a) The format for Review Cup shall be four ball match play. USGA Rules of Golf for such format shall be followed. b) There shall be one team from each participating SAWGA member club; said team to be made up of the six (6) lowest handicap players from that club who are available for play on the date of the event plus up to four (4) alternates with no substitutes after submitting. c) The SAWGA member clubs shall be divided into two (2) divisions: Division I and Division II. d) There shall be regular Review Cup matches for each Division during the course of the year and one (1) play-off match. The team with the most points in Division I will play a four ball match against the team with the most points in Division II, the winner of said match to be declared the winner of the Review Cup for that year. The losing team will be declared the runner up for Review Cup. e) Clubs not fielding a Review Cup team are not eligible to host Review Cup events. f) There shall be a maximum USGA Index of 40.0. A player must assume 40.0 if her Index is higher. REVIEW CUP FORMAT a) The participating SAWGA Member Clubs shall be divided into two divisions at the fall SAWGA meeting. The teams for division 1 and 2 will be determined by a draw. Golf balls with each participating member club s logo are randomly drawn by the incoming Vice President. The first club drawn will be in Division I, the second club drawn will be in Division 2, alternating until the last club is drawn. b) Ties within divisions will be played-off prior to the final championship match. There will be an 18-hole playoff by a six member team from the tied clubs. If, after this match, a tie still remains, a sudden death match by the two A team members of the opposing clubs will determine the winner. c) The playoff competition will take place on a neutral course. Location, date and time are to be determined by the Review Cup Committee, working with the Sr. Reps from the club involved. REVIEW CUP LINE-UP a) Green Fees: New for 2015 Team Captains or Sr. Reps will collect green fees for six players to turn in (as one group) to the Pro Shop the day of the competition. Cart fees are optional. b) Each member club s Senior Rep shall be responsible for turning in to the SAWGA Review Cup Chairwoman by a pre-specified date, the names of the six (6) eligible players from her club plus the names of up to four (4) alternates, along with the USGA dated Handicap sheet as specified by the SAWGA Review Cup Committee. There will be no substitutions after submitting these players and alternates. c) If a member club misses the deadline for submission of its line-up, the following penalties will be imposed: First Offense: Deduction of three (3) points from the club s season points Second Offense: Deduction of six (6) points from the club s season points Third Offense: Deduction of nine (9) points from the club s season points NOTE: After the penalty is assessed, late line-ups will be accepted up to 7 days prior to the day of play. If the late line-ups are not received 7 days prior to the day of play, the club will forfeit

BUT MUST STILL PLAY THE MATCHES. Points earned by the opponent teams will be allowed. Clubs refusing to play forfeited matches will be disqualified for the season. In the event of disqualification of a club, any points earned by opponents against that club will be deducted from the season totals so that the overall standings will not be affected by a disqualification. d) Designated tee times will be given by the SAWGA Review Cup Committee to the member clubs 7 days in advance of the date of the event to allow the representative time to notify the players from her club of their tee times. They will also be posted at sawgagolf.com. e) Score cards with the designated Speed Captain will be issued at the starter table. f) Players will be notified of any local course rules. g) The results of each Review Cup match will be compiled by the SAWGA Review Cup Chairwoman and posted online as well as published in the Spokesman Review Sports page & ChipShots newsletter. h) Host clubs for Review Cup will be responsible for the following arrangements: One starter; two check-in assistants at a table to issue score cards and collect marshal fees; and fore caddies (if necessary.) REVIEW CUP AWARDS: The following awards will be presented at the SAWGA Awards Banquet in the fall: a) Spokesman Review is the sponsor of the Review Cup, and if possible their representative will present a trophy engraved with each members name to the winning club. The engraved name of each winning club member who participated in the event during the season will be paid for by SAWGA. The trophy becomes the winning club s permanent possession. b) If, for any reason, the Spokesman-Review does not purchase a trophy, SAWGA will assume the responsibility for providing a trophy. SAWGA is responsible for engraving. c) This trophy becomes the permanent possession of the winning club. d) A plaque, purchased by SAWGA, will be engraved and presented to the runner up team and the plaque becomes the permanent possession of runner up club. SAWGA SCRAMBLE a) SAWGA Scramble is intended to be a fun competition to promote SAWGA. b) All teams must be from SAWGA member clubs. c) Members of SAWGA may invite non-members from their home club to participate. d) Format is a basic 4-woman scramble. e) All scramble team members must be from their home club and must meet all SAWGA player eligibility requirements, (excluding paid membership.) f) The tournament will be flighted based on the number of registered teams. g) Scoring is based on team handicap. h) The Committee will send out registration forms to all member clubs 4-6 weeks prior to the scheduled date of the event.

SWEEPSTAKES RULES a) Sweepstakes will consist of team competition and individual competition against the field and flight. b) Play will consist of 18 holes of medal play with handicap under the USGA Rules of Golf. c) A member shall be responsible for a true and current handicap. d) There shall be a maximum USGA Index of 40.0. A player must assume 40.0 if her Index is higher. e) All scorecards must be signed and attested in order to be eligible for awards. All cards will be checked; however, cards that are signed and attested will be scored as they stand. USGA states: The competitor is solely responsible for the correctness of the score recorded for each hole. The committee is responsible for the addition of the scores and application of the handicap recorded on the card. If the competitor returns a score lower than any hole actually played, he/she shall be disqualified. A score higher than actually played must stand as returned. f) In all SAWGA events, the Tournament Committee will post adjusted (ESC) scores and tournament scores for the Championship. g) Sweepstakes will be held four (4) times during the season. h) The field will be divided into two (2) groups with three (3) flights in each group. i) Flights 1-3 will play at one course and Flights 4-6 at another. j) Flights 4-6 will play from the next forward tees available for the four monthly Sweeps competitions. SWEEPSTAKES TEAM COMPETITION a) At each Sweepstakes, the six (6) low net scores from each competing member club, regardless of flight, will be totaled. This will determine the teams score for that day of play. The lowest combined team net score from all four (4) Sweepstakes events will determine the winning club. b) A club competing in the team event and failing to have six (6) players will be allowed a blind sixth score. One per club per season. Said sixth score shall be the highest net of the five (5) competing team members plus ten (10) strokes. c) Clubs unable to field a minimum of six (6) players (except as provided above) will not be eligible to win the team trophy. SWEEPSTAKES INDIVIDUAL COMPETITION a) All members of SAWGA are eligible for individual competition. b) SAWGA handicap flights shall be Group 1, Flights 1, 2, 3 and Group 2, Flights 4, 5, 6. Handicap Index limits within each flight are to be determined by the Sweepstakes Committee. SWEEPSTAKES LINE-UP a) Greens fees will be prepaid with no refunds. Checks shall be made payable to: SAWGA. b) Each member club s Jr. Rep shall be provided with copies of pre-printed line-up sheets. She shall use a separate sheet for each flight. Names are to be listed in alphabetic order A to Z, with the appropriate greens fees column filled out (regular, season & senior citizen if applicable). Line-up sheets are available to copy and complete in their binders or online at SAWGAgolf.com c) Each member club s Jr. Rep shall be responsible for the collection of greens fees for each event and for turning in to the SAWGA Treasurer said fees along with a copy of the line-up sheets by the specified deadline. d) A copy of the entry for each club is to be sent to the appropriate SAWGA Sweepstakes chair by website, email or standard mail by the deadline date.

e) If the line-up is not received on or post marked by the specified dates, it will be assumed that the member club will not have any entries for that particular Sweepstakes. f) Substitute players are discouraged. However, we are willing to take in substitutions until the lineup has been completed. g) Tee times will be furnished by the SAWGA Sweepstakes Committee to the member clubs 7 days in advance of the date of the event to allow the representative time to notify the players from her club of their tee times. They will also be posted at sawgagolf.com. h) Score cards, with the designated SC, will be issued at the starter table. i) Players will be notified of any local course rules. j) During SAWGA events, caddies must carry a higher handicap than the player, but need not be a member of SAWGA. k) According to the USGA Rules of Golf: The player shall start at the time and in the order arranged by the committee (may start on #1 or #10). Penalty for Breach of Rule 37-5 shall be disqualification. l) Results of each Sweepstakes play days will be compiled by the Sweepstakes Chair and posted online as well as published in the Spokesman Review sports section. m) Jr. Reps of Host Clubs for Sweepstakes are responsible for the following volunteers arrangements: One starter; two or three check-in assistants at a table to issue score cards, take skins money and fore caddies (if necessary.) SWEEPSTAKES AWARDS a) Division Awards: Gift certificates shall be presented for each Sweepstakes event for the following: Low gross and low net of the field for each group. Low gross and low net of the field winners are not eligible for Flight awards. First, Second and Third low gross for Flights 1, 2, 3, 4, 5 and 6. First, Second and Third low net in Flights 1, 2, 3, 4, 5 and 6. Ties are not paid. Flight awards will be mailed to each member club s Sweepstakes representative. See SAWGA Treasurer s duties for amount of payouts. Certificate winners will have until December 31 of the year issued to redeem their certificates. SAWGA gift certificates may be redeemed at certain named golf outlets. b) SAWGA Team Traveling Trophy: A SAWGA Traveling Trophy shall be awarded to the member club having the lowest score for the four (4) Sweepstakes events. Said trophy shall be engraved with the name of the winning club. This trophy will be presented at the SAWGA Awards Banquet. SAWGA CHAMPIONSHIP TOURNAMENT RULES a) The SAWGA Championship Tournament shall consist of individual competition against the field and flight. Play will consist of 54 holes of medal play, said 54 holes to be played as follows: 18 holes on each of three (3) consecutive days on three (3) regulation 18-hole courses. b) All flights in the tournament shall be set by the Lead TPP Manager. These flights will be determined by the number of entries received. c) Both gross and net scores shall be recorded in each flight as outlined under the USGA Rules of Golf. d) The Home Club of any contestant must be a member of SAWGA.

e) An individual contestant must be a member of SAWGA. f) A member shall be responsible for a true and current handicap. g) USGA Rules of Handicapping accepted. (Five cards from home course in present or preceding year will establish handicap). h) There shall be a maximum USGA Index of 40.0. A player must assume 40.0 if her Index is higher. i) All tournament contestants will play from the same tees. j) All scorecards must be signed and attested to in order to be eligible for awards and will be scored as they stand. However, all cards will be checked. If the competitor returns a score for any hole lower than actually played, she shall be disqualified. A score higher than actually played must stand as recorded. Scorecards not turned in to the Tournament Committee within fifteen (15) minutes after the last player is in will not be used, and said participant will be disqualified. k) The Tournament Committee will post scores as a Tournament. SAWGA CHAMPIONSHIP TOURNAMENT AWARDS: Awards for this tournament will be presented at the SAWGA Awards Banquet scheduled in the fall of each year. a) The SAWGA Champion Award: The SAWGA Champion Award will go to the player recording the lowest gross score for the three (3) rounds of the tournament. She will be presented with the SAWGA Traveling Trophy on which her name will have been engraved. She will also receive a gift, which she may keep, along with a SAWGA gift certificate. In the event of tie, players will replay the 17 th & 18 th holes. If the players are still tied, they will replay the 17 th & 18 th holes in a sudden death format. b) The Low Net of the Field Award: The Low Net of the Field Award will be presented to the player recording the lowest score with handicap for the three (3) rounds of the tournament. She will be presented with a gift along with a SAWGA gift certificate. Up to two ties will be paid. If there is more than a two way tie, there will be a card off following the USGA guidelines. The losing player(s) will move down to their flight. c) The Flight Awards: SAWGA gift certificates will be presented for both gross and net scores in each flight, the number and amount of said certificates to be determined by the Tournament Committee. Certificate winners will have until December 31 in which to redeem their certificates. d) The B.J. Hulteng Award: This is a traveling trophy awarded to the club with the highest participation percentage combined with the points awarded to individuals from that club at the Championship Tournament. e) The Laura Bossart Outstanding Contributor Award: This is a traveling plaque in her honor similar to the BJ Hulteng Award beginning the fall of 2012. The plaque would be awarded for one outstanding member each year who has given beyond the call-of-duty contributions to promote SAWGA &/or their Home Club. The Web Coordinator appointed by the President will chair the committee to judge the nominees from each club and announce at the Awards Banquet.
