5 The Toronto Community Council recommends that: (1) approval be given to alter sections of the roadway on Winchester Street, Aberdeen Avenue and Prospect Street, between Ontario Street and Parliament Street, and on Rose Avenue, between Winchester Street and Wellesley Street East, for traffic calming purposes as described below, with implementation subject to the favourable results of polling of the affected residents pursuant to the policy related to speed hump installation as adopted by the former City of Toronto Council: (a) (b) (c) (d) "The construction of speed humps on WINCHESTER STREET from Ontario Street to Parliament Street, generally as shown on the attached print of Drawing No. 421F-5798 dated August 2000"; "The construction of speed humps on PROSPECT STREET from Ontario Street to Parliament Street, generally as shown on the attached print of Drawing No. 421F-5796 dated August 2000"; "The construction of speed humps on ABERDEEN AVENUE from Ontario Street to Parliament Street, generally as shown on the attached print of Drawing No. 421F-5814 dated September 2000"; and "The construction of speed humps on ROSE AVENUE from Winchester Street to Wellesley Street East, generally as shown on the attached print of Drawing No. 421F-5797 dated August 2000". (2) a speed limit of thirty kilometres per hour be introduced on Winchester Street, from Ontario Street to Parliament Street, Prospect Street, from Ontario Street to Parliament Street, Aberdeen Avenue, from Ontario Street to Parliament Street and Rose Avenue, from Winchester Street to Wellesley Street East coincident with the implementation of speed humps and as legislation permits; and (3) the appropriate City Officials be authorized and directed to take the necessary action to implement the foregoing, including the introduction in Council of any Bills that might be required, subject to review in the 2001 budget process. The Toronto Community Council submits the following report (September 1, 2000) from the Director, Transportation Services, District 1: Purpose: To report on the feasibility and appropriateness of installing speed humps on Winchester Street between Ontario Street and Parliament Street, Prospect Street between Ontario Street and Parliament Street, Rose Avenue between Winchester Street and Wellesley Street East and Aberdeen Avenue between Ontario Street and Parliament Street.

6 Financial Implications and Impact Statement: Should Toronto Community Council recommend the installation of speed humps on these streets, funds to undertake the cost of installing ten speed humps on Winchester Street, Rose Avenue, Prospect Street and Aberdeen Avenue in the estimated amount of $15,000.00 would be accommodated in the Transportation Services Division 2001 Capital Budget request. Recommendations: It is recommended that this report be received for information. Comments: At the request of Councillor Pam McConnell, Transportation Services staff have investigated the feasibility of installing an eastbound Stop sign at the intersection of Winchester Street and Rose Avenue, resulting in all-way Stop sign control, and implementing traffic calming measures in the area bounded by Wellesley Street East, Carlton Street, Parliament Street and Ontario Street, consisting of speed humps on streets and speed bumps in nearby lanes. Winchester Street, Prospect Street, Rose Avenue and Aberdeen Avenue are local streets each operating one-way with a maximum speed limit of 40 kilometres per hour. The pavement widths range from 5.5 to 7.3 metres and parking is allowed on one side of each street for a maximum period of three hours. Permit parking regulations apply overnight. With respect to the Stop sign issue, Rose Avenue intersects Winchester Street to form a T-type intersection. A Stop sign is posted for southbound traffic on Rose Avenue at Winchester Street to clearly establish right-of-way. We evaluated this request against the guidelines for all-way Stop sign control established by the Ministry of Transportation. Based on our assessment, the intersection of Rose Avenue and Winchester Street does not satisfy the installation criteria for all-way Stop sign control. A separate report to Toronto Community Council has been prepared addressing the installation of speed bumps in public lane systems bound by Wellesley Street East, Rose Avenue, Prospect Street and Parliament Street, and by Winchester Street, Rose Avenue, Prospect Street and Parliament Street. Our findings and recommendations are outlined in that report. Speed and volume surveys were conducted on the sections of Winchester Street and Prospect Street between Ontario Street and Rose Avenue, and between Rose Avenue and Parliament Street, on Aberdeen Avenue between Ontario Street and Parliament Street, and on Rose Avenue between Winchester Street and Wellesley Street East. The relevant traffic volume, speed profile, technical data and evaluation for each street segment is shown in the following tables and outlined in further detail below:

Notwithstanding, the ADT on Aberdeen Avenue and Rose Avenue is within a range where daily fluctuation in traffic volume could potentially see traffic volumes in excess of the 1,000 vehicle criteria. Therefore, these streets were further reviewed in accordance with the secondary criteria using a technical screening mechanism to evaluate the relative need for speed humps. At this stage, point values were assigned to each street based on current traffic conditions, vehicle speed percentages, pertinent collision data (obtained through the Toronto Police Service collision report records) and abutting land uses. Each street could potentially have received up to a maximum of 100 points. If a street does not exceed at least 30 points, no specific speeding or operational safety problems were evident which would justify installing speed humps. Based on this evaluation, Aberdeen Avenue attained a total of 16 points while Rose Avenue attained a total of 25 points. Our assessment indicates that the installation of speed humps on Winchester Street between Ontario Street and Parliament Street, Prospect Street between Ontario Street and Parliament Street, Aberdeen Avenue between Ontario Street and Parliament Street and Rose Avenue between Winchester Street and Wellesley Street East, is not justified. Notwithstanding, if Toronto Community Council wishes to proceed with the installation of speed humps on the above-noted street segments, it will be necessary to amend the recommendations contained in this report by inserting and adopting the following: (1) that approval be given to alter sections of the roadway on Winchester Street, Aberdeen Avenue and Prospect Street, between Ontario Street and Parliament Street, and on Rose Avenue, between Winchester Street and Wellesley Street East, for traffic calming purposes as described below, with implementation subject to the favourable results of polling of the affected residents pursuant to the policy related to speed hump installation as adopted by the former City of Toronto Council: (a) "The construction of speed humps on WINCHESTER STREET from Ontario Street to Parliament Street, generally as shown on the attached print of Drawing No. 421F-5798 dated August 2000";

(2) a speed limit of thirty kilometres per hour be introduced on Winchester Street, from Ontario Street to Parliament Street, Prospect Street, from Ontario Street to Parliament Street, Aberdeen Avenue, from Ontario Street to Parliament Street and Rose Avenue, from Winchester Street to Wellesley Street East coincident with the implementation of speed humps and as legislation permits; and (3) the appropriate City Officials be authorized and directed to take the necessary action to implement the foregoing, including the introduction in Council of any Bills that might be required. In accordance with the former City of Toronto Speed Hump Policy, a formal poll must be conducted of adults (18 years and older) of households directly abutting the street where the installation of speed humps is proposed. Under this policy, at least 60 percent of the returned ballots must be in favour of the installation of speed humps in order to proceed with the installation. The installation of speed humps constitutes an alteration to a public highway pursuant to the provisions of the Municipal Act. Consequently, if Council decides to proceed with the speed hump plan the proposed changes to roadway must be advertised and be subject to a public hearing. Given these statutory requirements and the upcoming conclusion of this term of Council, it will not be possible to hold the requisite deputations this year. Therefore arrangements would have to be made to complete the approval process for the initiative early in 2001. In the interim, consultations with emergency services agencies would also be undertaken to ensure that the design and layout of speed humps does not unduly affect their operations. However, the introduction of speed humps would result in slower operating speeds for all vehicles, including emergency vehicles, resulting in somewhat increased response times. This work is pre-approved in accordance with Schedule A of the Class Environmental Assessment for Municipal Road Projects. Conclusions: Based on our assessment, the installation of speed humps on the sections of Winchester Street, Prospect Street, Aberdeen Avenue and Winchester Street outlined in this report is not justified. However, should Council decide to install speed humps on these streets, generally as shown on

9 the attached prints of Drawing Nos. 421F-5798, 421F-5796, 421F-5814 and 421F-5797, the estimated cost of this installation would be approximately $15,000.00 for which funds will be included in the Transportation Services Division 2001 Capital Budget request. 14 The also submits the following report (May 30, 2001) from the Director, Transportation Services, District 1: Purpose: To report on the result of a speed hump poll of residents and to advise that conditions for the installation of speed humps on Winchester Street, Rose Avenue, Prospect Street and Aberdeen Avenue, have been satisfied. Financial Implications and Impact Statement: There are no financial implications resulting from the receipt of this report. Recommendations: It is recommended that this report be received for information. Background:, at its meeting of September 19, 2000, approved the alteration of the pavement on Winchester Street, Rose Avenue, Prospect Street and Aberdeen Avenue, subject to the favourable results of polling of the affected residents, pursuant to the former City of Toronto policy relating to the installation of speed humps (Clause Nos. 92 and 97 of Report No. 13 of the Toronto Community Council). Comments: The former City of Toronto s Speed Hump Policy requires that a poll of residents 18 years of age or older be conducted on streets being considered for speed hump installations and that at least 60 percent of the valid responses to the poll endorse the speed hump proposal.
