3 FLAGS AND NATIONAL ANTHEMS Every team must bring one flag of their country for every sport where the team enters their athletes. Also consider the possibility of having two or more athletes on the medal podium at one time. In such a case please provide more flags accordingly. The teams should also bring with them a CD with their national anthem to be played at ceremonies. DELEGATIONS ARRIVALS After arriving at the Prague International Airport, please look for the 2009 Global Games welcome desk. The desk will be operational between July 5 and July 6, 2009. The staff will help you get to your bus which will then take you to the Global Games Village for accreditation and accommodation. In case some teams arrive by buses, train or with their own cars, the Organizing Committee (OC) will arrange for their welcome accordingly. After arrival, your team will be asked to undergo the accreditation procedure. As this is probably the most boring moment of any event of this kind, the OC will do their best to make it quick and worthwhile. TEAM GUIDES AND ASSISTANTS The OC will allocate between 1 or 2 assistants with a good knowledge of English. HEAD OF DELEGATIONS MEETING There will be four meetings of the team managers taking place at the Global Games: July 5 at 20:00, July 6 at 20:00, July 7 at 20:00 and July 9 at 20:00. You should pay close attention to the notice board at the Village where all meetings will be announced in advance. For details you can refer to the Meetings at Global Games chapter of this Handbook. OPENING CEREMONY The opening ceremony of the Games will take place on July 6. The time and location will be specified later. ELIGIBILITY CHECK 1. Upon your arrival, the eligibility officer will check your passport, INAS-FID registration document and whether all team members are present. Your accreditation card will be prepared in advance and handed over once the check is over. Only one person (e.g. the team manager) per delegation will be in charge of handling the eligibility check. Please have your passports and registration documents ready in the alphabetical order. 2. In case of any disputes between the team manager and the eligibility officer, or in case of information discrepancy, the accreditation card will not be issued, and the case will be referred to the Accreditation Committee. 3. The Accreditation Committee will have a meeting in the evening, July 6, to resolve any pending issues. The Committee will be chaired by the INAS-FID President and will include the INAS-FID Technical Officer and the Global Games Director.
4 PROTESTS AND SPORTS TECHNICAL JURIES There will be a sports technical jury for each sport. These juries handle technical protests according to the rules of the relevant International Federation (e.g. the IAAF, FINA, etc.). The party filing the protest must do so in writing and will be charged EUR 100,-. In case the protest is approved, the fee is reimbursed. Should the protest be found irrelevant, the fee is withheld by the OC. The protest is filed into the hands of the relevant INAS-FID technical delegate. The jury will consist of three people: 1) INAS-FID Technical Delegate; 2) Competition Manager; 3) CSMSP (Czech Sports Federation of the Intellectually Disabled) representative. DOPING CONTROL Doping control will be carried out in all sports. If you have an athlete using (for therapeutic reasons) a medicine or method prohibited according to the WADA 2009 Prohibited Substances and Methods List, you must inform the Global Games OC by submitting the TUE form (see attached). With the form, you need to attach the necessary documents and doctor s certificate. Your athlete can then participate in case he/she obtains a permission to compete even when using the prohibited substance. ENTRY FEES Every member of delegation is obliged to pay EUR 765,- plus EUR 20,- as the INAS-FID capitation fee. The fee covers local transports, full board and accommodation. The first 20% of the total entry fee (EUR 153,-) is payable by January 15, 2009. The balance, i.e. the 80% of the entry fee (EUR 612,-) must be paid by April 5, 2009. These are fees supposing you are booking a double room. In case of a single room, the entry fee is EUR 900,-. The first 20% of the total entry fee for a single room (EUR 180,-) is payable by January 15, 2009. The balance, i.e. the 80% of the entry fee for a single room (EUR 720,-) must be paid by April 5, 2009. The OC must receive the desired amount in full, it means that all bank fees are responsibility of the payer. 5 SCIENTIFIC RESEARCH Research conducted during the Global Games 2009 in support of the Re-Inclusion of Athletes with Intellectual Disability in future Paralympic Games. During the Beijing 2008 Paralympic Games, the International Paralympic Committee (IPC) and the International Sports Federation for Persons with an Intellectual Disability (INAS-FID) issued a joint statement on their efforts to re-include athletes with an intellectual disability in future Paralympic Games and other IPC-sanctioned competitions. Mindful of the need to move forward as quickly as possible and to do so together, in 2007 a joint INAS- FID/IPC working group was established. The activities of the joint working group are focused on the resolution of three key areas of concern: eligibility, sport specificity and on-site protests and appeals. Significant progress is being made in all three areas and it is anticipated that systems, processes and procedures will be available for pilot testing during the early part of 2009. These systems are being developed using a scientific approach that is fully compliant with the new IPC Classification Code and engages actively with the relevant sports. During the Global Games 2009 in Liberec (Czech Republic), an international research group will collect data relevant to the development and fine tuning of the test instruments. Participation in this project is on a voluntary basis and testing will have minimal to no impact on preparation or competition. Detailed information on the procedures and protocols will be made available to all delegations prior to the Games opening.

The qualification standard must be achieved within the period from January 1, 2008 till the deadline of entries, i.e. April 5, 2009. The standard must be achieved at an INAS-sanctioned event. In case of other events, the results needs to be verified by the INAS Swimming Director.

Tournament system: The maximum number of players should not be more than 160. There is no quota by nation. For an event to be viable, the minimum number of players is 30 from 5 different countries. The tournament will be organized in the same system as the INAS-FID World Championship. The INAS-FID technical director for table tennis proposes to have 3 referees from France to be responsible for the competition. Another 15 referees are needed for counting the points. INAS-FID policy is to have the same referees for all major international competition to keep the same standard. A group of Japanese referees has already officiated at the INAS World Championship. 16 MEDICAL SUPPORT The OC will provide a team of medical staff that will be present at all venues during competition. Cycling will have a dedicated ambulance. In case of an injury or a problem that cannot be treated immediately, the ambulance service can be called on the phone number 155. Of course, all teams are advised to organize their own insurance prior to their arrival. The OC will be held responsible for any health or material damage, injuries, loss of property, etc. should something like that happen to the participants during their stay in the Czech Republic. ACCOMMODATION AND MEALS All teams will be staying at the Global Games Village that is normally the local university campus. There is a water dam next to the campus used for swimming and recreation by the locals, several restaurants and clubs. The part of the town (Harcov) is also well known for its position as a gate to the tourist routes of the mountain range surrounding the city. All rooms have got broadband internet connection and are usually organized into two-room apartments with a mutual kitchen (with a fridge), toilet and bathroom. Meals will be served in the campus dining hall approved by the INAS-FID Technical Commission. Your participation fee covers full board. Breakfast and dinner will be served in the buffet style, for lunch there will be a choice from 3 meals, one of them vegetarian. Breakfast Lunch Dinner 7:00-9:30 11:30-14:00 17:30-20:30 DRINKING WATER Water flowing from the water taps is perfectly fine and normally used for drinking. However, should there be special requests for bottled water, the OC will provide it. WEATHER July is supposed to be quite hot with temperatures up to 30 C. However, it can rain as well, Liberec is the town with the greatest rainfall of the Czech Republic. INSURANCE All delegations are responsible for their own insurance The OC will be held responsible for any health or material damage, injuries, loss of property, etc. should something like that happen to the participants during their stay in the Czech Republic. CURRENCY The national currency is the Czech koruna. It is not a problem to have it exchanged for any of the major currencies such as the EURO, British pound, and others. Some shops (mainly grocery stores) already accept EURO.
17 ACTIVITY CENTRE In campus there will be an open-air facility offering soft drinks, beer and some food. In the evening you can enjoy a live performance of various bands. The line-up and genre will be specified later. The admission is free, but you need to pay for the drinks and food. There is a disco and a bar in the campus as well that will be open during the day for socializing, and at the evenings for dancing. However, all noise should stop by 22:00. Please respect this time. COMPETITION CENTRE There will be a room in the Village where updated information will be distributed. Teams will also have their mailboxes there. The centre shall also include offices of the Global Games organizing committee and INAS- FID staff including the Accreditation Committee and others. START AND RESULTS LISTS Start and results lists will be distributed at the teams mailboxes. TRANSPORT HELP DESK One help desk will inform on time schedule of buses travelling between venues and the Village. MEDIA CENTRE The media will be accredited upon arrival. What you need to receive a media accreditation is your passport and some kind of proof that you really work as a freelance journalist/photographer or for an official paper, magazine, etc. Journalists from all over the world are welcome as it is in our mutual interest to inform about the Games as much as we can. However, the media representatives (in case they want to use our facilities, catering and accommodation) pay the same entry fee as the others. The OC can also help you find a hotel, etc. GLOBAL GAMES MERCHANDISE The teams can purchase T-shirts, posters, caps and stickers with motives reminding of the Games 2009. The OC would like to ask you to inform your athletes that they can take part in a designer competition: We are looking for artwork that you think would be good enough to appear on the Global Games 2009 clothing. Please submit your designs in an electronic form, as a *.pdf file) via e-mail: vilem.besta@volny.cz The OC will select one artwork and award the winner at the Farewell Ceremony of the Games with the prize money of EUR 100,-. The T-shirt with the winning motive will be sold at the Games, and the money collected from its sale will be given to the volunteers helping us with the Games. Once we identify the winner, we will contact him/her personally for technical details of the design. TICKETS Entrance to spectator stands at all competitions will be free.
