Pepsi ICC Europe Challenge Series U17s & U19s Scotland, Ireland and the Netherlands June August 2014 Welcome and Introduction The Pepsi ICC Europe Challenge Series U17s and U19s will be held at locations in Ireland, Scotland and the Netherlands. Date July 8 th 10 th July 15 th 17 th July 22 nd 24 th July 29 th 31 st August 5 th 7 th August 12 th 14 th Fixture U19s The Netherlands Vs Scotland (Netherlands at Home) U19s Ireland Vs The Netherlands (Ireland at Home) U17s The Netherlands Vs Ireland (Netherlands at Home) U19s Scotland Vs Ireland (Scotland at Home) U17s Scotland Vs Netherlands (Scotland at Home) U17s Ireland Vs Scotland (Ireland at Home) Participating Nations U17s - Scotland, Ireland and the Netherlands U19s - Scotland, Ireland and the Netherlands Playing Conditions Playing conditions (50 Over and T20) will be distributed two months before the Challenge Series competition is due to start. Arrival and Departure Flights should be arranged as per the usual ICC Europe Travel Policy. Clothing The U17s and U19s Challenge Series for 2014 will be white ball competitions. Cricket Balls ICC Europe will provide Kookaburra Regulation White cricket balls for both the U17s and U19s. 8 new cricket balls will be provided therefore each captain will be able to select from 3 new balls before the match starts. A range of spare cricket balls will also be provided for each Series. The host country is required to return all cricket balls to ICC Europe before the 29 th August 2014. ICC Europe will when be able to use the spare cricket balls during 2015. Challenge Series Trophy Following the results of the Challenge Series competition the winning country or countries will be awarded a Challenge Series Trophy for 2014. Challenge Series Match Manager For each series (two 50 Overs and one T20) the host country needs to nominate a Challenge Series Match Manager. Once the person is confirmed the host country needs to inform ICC Europe. 1

Challenge Series Umpires Umpires need to be from the ICC European Umpire Panels. Once the Umpires have been selected the host country needs to inform ICC Europe. Challenge Series Match Manager s Role Playing Control Team (PCT) The ICC European Playing Control Team (PCT) will comprise of: Remote Tournament Referee The Remote Tournament Referee will be appointed by the ICC European Officials Selection Committee (EOSC) and will come from the ICC European Referees Panel. Umpires All umpires will be selected and appointed by the host country and will be members of the ICC European Umpires Panels. Scorers All countries must use a scorer from the ICC European Scorer Panel. That scorer will not hold any other post at the event, such as (but not restricted to): manager; coach; player or physiotherapist. Their sole responsibility is to score matches and provide any statistical information that the umpires may require. They must not be distracted from this role by being given any other role that will interfere with their primary function. The scorers will be selected between agreement by the participating country and host country. Match Manager Roles and Responsibilities The Match Manager will report directly to the ICC Europe Remote Match Referee as a member of the Playing Control Team (PCT). The Match Manager will fulfill all the roles assigned to the ICC Europe Remote Match Referee, excluding the investigation or adjudication of alleged breaches of the ICC Code of Conduct. The role of the Match Manager, in the case of any reports on breaches of the ICC Code of Conduct will be to ensure the assigned ICC Europe Remote Referee receives these reports within the mandated timelines. In order for the Match Manager to undertake his responsibilities, it is desirable that he has at least 3 volunteers to assist him. In this role he will be responsible for the duties listed below: Pre Match / Series Liaise with the host country and host clubs to ensure that all required cricketing and support facilities are available and in order. Establish contact with the ICC Europe Remote Match Referee no later than 7 days prior to the scheduled start of play, exchanging contact details and agreeing the most suitable means of communication. Match-Day(s) Maintain a link between the ICC Europe Remote Match Referee, the Home Board s nominated point of contact and the Ground/Host Club Representative. Undertake any duties that the ICC Europe Remote Match Referee deems as appropriate during the match. When on or the off field of play, be dressed in an appropriate manner. Responsible for ensuring that the facilities meet ICC Europe standards and to deal with any ground related problems that crop up during the match. Match Managers are not responsible for playing 3

matters but they are expected to assist in sorting out any ground related matters to ensure that the game can proceed. Act as the focal point for the successful execution of any matters relating to the ground facilities during the day. Report to the ground at least one hour before the scheduled commencement of play and, thereafter, be present at the ground, or in the vicinity of the ground, throughout the match. Be expected to meet the players and officials upon their arrival at the ground and show them to their respective changing rooms and general facilities. Ensure that ground-staff are in attendance each playing day at each playing venue, especially when grass pitches are being used. These staff will be responsible for all matters of ground maintenance. Attend any relevant meetings between the Team Captains and two standing Umpires. Assist the umpires in the supervision of removing the covers and mowing/rolling of the pitch. Issue blank team sheets to Umpires. Umpires will ensure that completed team selection sheets are delivered to scorers. Prior to commencement of each match, provide the Umpires with official stock of ICC Europe new and spare balls. In some case the Umpires may ask the Match Manager to take responsibility for holding onto spare quantity of balls. Ensure there are covered/protected areas from sun and rain with seating, for players, scorers and match officials. If scorers are not accommodated in a score box with a table, then provision must be made for a scorer s table within the covered area. At change of innings assist the umpires as required. Ensure that standing umpires and scorers are adequately catered for during all scheduled intervals. Assist in the supervision of scheduled drinks intervals in accordance with the Match Playing Conditions and Laws of the Game. Fully brief catering staff with all special dietary requirements. Depending upon the format of the Match/Series the ICC Europe Office expects that the catering would include: coffee/tea/soft drinks upon arrival, lunch, tea (where applicable), drinks during the match (a plentiful supply of water and squash). The catering staff must be fully apprised of the timings of lunch (and tea) in order that they are ready on time. They should also be made aware of any late changes to the agreed arrangements (due to weather conditions or other related reasons) in order that they can alter their arrangements accordingly. Score sheets once signed off by umpires to be sent through to ICC Europe. chris.porter@icceurope.org At the end of each day s play, contact the ICC Europe Remote Match Referee to apprise him of any matters of a reportable nature including, state of play, general conduct of players, spirit in which the game is played, points raised by captains and match officials. Update the Match Summary Sheet and ensure that this is sent through to the ICC Europe Remote Referee before the start of the next day s play. 4

As soon as is practicable the match manager is to verbally advise the ICC Europe Remote Referee of any reported breaches under the ICC Code of Conduct for Players and Player Support Personnel and / or any Reported Suspected Illegal Bowling Actions as reported by the match officials. On behalf of the ICC Europe Remote Match Referee, facilitate and attend all hearings under the ICC Code of Conduct for Players and Player Support Personnel. Post Match / Series At the close of play, the Match Manager will, recover the following items, which should be forwarded to the ICC Europe Office: 1. Used and un-used balls 2. All documentation generated locally in relation to breaches under the ICC Code of Conduct for Players and Player Support Personnel. Remain in contact with the ICC Europe Remote Match Referee for a period of 48 hours following the completion of the game. 5
