North European Zone (NEZ) Minutes: 1 The meeting starts 1.1. Presentation of participants and guests The meeting started with a short presentation of the participants and the guests. 2 Agenda for the meeting Approved. 3 Key elements from Saturdays council meeting, relevant for commissions Johannes Fraas presented the latest on the FIA Appendix Z. On October 11 th 2018 Johannes, Tryggvi and Ture attend a meeting in Paris with the FIA regarding appendix Z and the future of the NEZ.The meeting was initiated by the letter to the FIA s legal department from the Chairman & Vice Chairman of NEZ dated June 26 th 2018.The FIA are planning to setup a working group that will work on a model/ framework for all the FIA zones and they would like to use the NEZ as a model. We were therefore encouraged to keep on developing the cooperation in the Zone as long as we keep our FIA Zone Coordinator (Juhani Pakari) informed. If there are specific problems regarding App Z and the way the NEZ works then we are more than welcome to contact the FIA legal department. Johannes Fraas also informed that the FIA just yesterday informed us that Russia is no longer part of the NEZ. Yesterday the Council decided to setup a dragracing working group for 2019. The council also decided that each working group in the NEZ must appoint a chairman, with whom the NEZ Council & NEZ Secretariat will communicate. Each working group will be asked to appoint a chairman among the members. Johannes Fraas informed that the Council yesterday had a debate on which kinds of championships we want in the future and what they shall be named. It was decided that there will be two categories in the future but we didn t reach an agreement on the name of the categories. The participants in the meeting on Sunday also had a good debate about the naming of the future championships and it will be up to the NEZ Council to decide before the start of 2019. 4 Reports from NEZ Sporting Commissions and plans for 2019 a) Rallycross Jørgen Ring Andersen presented the report from the Rallycross commission. For 2019 the RallyXNordic will be a FIA Zone Championhips and the rallycross 2wd & Super 1600 a NEZ cup. The dates for 2019 should be ready on December 1th 2018. Jørgen Ring Andersen informed that he will step down as chairman of the rallycross commission and that Jukka Westerback from Finland is the new chairman. The council thank Jørgen Ring Andersen for the work he has done over the last years for the NEZ rallycross commission. Page 3 of 4

North European Zone (NEZ) b) Karting Geir Leret Andersen presented the report from the Karting commission The Commission will work on a plan for the future of NEZ Karting. The commission sees the NEZ as an intermediate level between the national and international level. c) Racing Claes G Elofsson presented the report from the Racing Commission The commission are working on a new and even better training seminar in 2019. The commission will no later than November 15 th 2018 come up with a list of proposed NEZ Racing Championships for 2019. The technical regulations will be approved before 31.12.2018 d) Drifting Eline Berke presented the report from the Drifting Commission. The technical regulations are more or less aligned with the FIA regulations for drifting. In 2019 there will be 4 events and from 2020 we are hoping to be back in Norway and Sweden. e) Crosskart Heli Lahti-Saloranta presented the report from the Crosskart Commission. In 2019 there will be 4 races and the name will be North European Championship. f) Rally Janis Krastins presented the report from the Rally Commission. In 2019 there will be 3 events and we have agreed that national homologated cars are accepted in all the NEZ countries. The historic/classic cars could be included in 2019. 5 Meetings 2019 The spring meeting will be in Copenhagen on March 23-24 th 2019. The autumn meeting will be announced later. 6 Miscellaneous The Council had a short debate on the upcoming nomination for the FIA Sporting Commission. In the future we will try to prepare a list of names from the different ASN s, so we all know who the countries in the NEZ are nominating. 7 End of the meeting Page 4 of 4

Events please describe 1.1 Quality: Norway: Race organization overall was good. Track Marshal work especial in concerns of safety was bad. Was one rollover to get to the driver for track Marshals it took 45 sek!!! Latvia: Good amount of spectators, Rallycross Festival 1.5 Other matters: Norway: Track marshal posts must be loacated much closer to the track to avoid dangerous drivers safety situations. Sweden: Speed controll was not working Latvia: Competitors (xtrem) claimed about the jump at the "back straight", caused pain in back. 2. Positive issues 2

3.1 issues that was better than expected: Norway: Service park is very big, improved electircity, still bad mobile phone coverage and use of internet. Sweden: Experienced organizer, safety was in good shape Latvia: Time schedule was good for big event 4. Negative issues 4.1 issues that did not meet expected values: Norway: MINI and 85cc speed controll was missing? Checkered flag and finish line in different points, drivers was not informed about it. Sweden: MINI and 85cc speed controll was not good, system didn't work caused lot of problems Latvia: Local scrutineering was not professional Proposals for next year Norway: Starting fee is to low for Norwegian organizers, especially at this number of partizipants which means to many drivers on one day and loose money on two day event. Solør is almost the only organizers who can handle this kind of event in Norway, but they are not interested if not starting fee encrease. Sweden: Latvia: Sent in by / date 23.10.2018 3

NEZ Drifting commission 2018 SEASON IN SEASON 2018, WE HAD THREE STAGES 8.-9. June Kehala Ring, Estonia 17.-19. August Pesamaki, Finland 1.-2. September - Bikernieki Witch Kettle, Latvia 1) First stage happened in Kehala ring, totally new drift track layout- 25 driver participated, happened together with Estonia Semi Pro stage and Estonia Pro championship stage 2) Second stage, very great track in Finland- 17 driver participated. 3) Third stage happened in Latvia, Bikernieki race track, layout witch kettle, happened together with Baltic drift championship, together in event was 65 drivers, but there half of the participated in Semi pro class half in pro In season overall Together participated in season 33 drivers, from 4 countries- Latvia, Estonia, Finland, Lithuania Season winners 1 st place- Mihkel Norman Tults 2 nd place- Randar Kajo 3 rd place- Oliver Randalu In season NEZ drift commission communicate all the time, in group chat, we discuss series growing in next years, we discuss issues in drift as motor sport, we work with technical regulations Eline Berke 17.10.2018

Report to NEZ Council at the autumn-meeting in Riga, October 27-28 th, 2018 Please find the report from the NEZ Racing Commission, according to below, covering the season 2018 within the NEZ. NEZ Championship 2018 New record 2018 in terms of NEZ Championships in racing, by covering 12 different classes. Here follows a short summary of the NEZ Championships 2018: Ø Formula STCC Nordic (former Formula Renault 1.6) The series has been promoted by the STCC, but honestly in a very bad way. 2 rounds in Norway and 4 in Sweden, totally 6 races. Participants from Norway and Sweden, in total 8 drivers only. The class will have a new promoter next year. Ø Formula 4 The series has been promoted by Koiranen GT. 7 rounds in Finland, Russia and Germany, totally 21 races. 19 drivers representing (4) different countries have participated. Ø Legends NEZ Championship 2017 for Legend Cars has become a very stable class with 3 rounds in Latvia, Estonia and Finland. The Championship was represented by drivers from 3 NEZ countries, Finland, Latvia and Russia. Ø Radical The series has been promoted by Radical Sportscars Sweden. 2 rounds in Sweden and Norway, totally 6 races. Drivers from Norway, Finland and Sweden participated in the series, in total 10. Ø V 1600 The Championship has consisted of 3 rounds in Latvia, Estonia and Finland. Unfortunately only 8 drivers participated. Ø Porsche GT3 Challenge The Championship has become stable. 5 rounds in Latvia, Estonia, Finland and Sweden. 10 drivers representing Estonia, Finland and Lithuania participated.

Ø BMW Xtreme The Championship can be regarded as a success this year. 25 drivers participated. 6 rounds in Latvia, Estonia and Finland. Ø V8 Thunder Cars The Championship consisted this year of 4 rounds in Latvia, Finland, Estonia and Sweden. 11 drivers participated. Ø Citroën DS3 Good progress in the Championship this year. 3 rounds with 6 races in Norway, Sweden and Denmark. 16 drivers participated. Ø Formula Basic This new Championship got directely a lot of interest among drivers. The Championship consisted of 3 rounds in Norway and Sweden with totally 6 races. 19 drivers participated Ø GT New Championship this year. Got a lot of interest among drivers, specially the last round. The Championship consisted of 2 rounds in Norway and Sweden with totally 4 races. 29 drivers participated. Note! According to the Sporting Regulations you can choose to have one or two drivers/race-car. Ø Endurance New Championship this year, a Championship with one single round in Latvia. Good interest with paticipation of 17 teams (five different classes). 2018-10-15 Racing Seminar/Training For the first time ever, The Swedish Racing Commission with support from the NEZ Racing Commission arranged a 2-days Racing Seminar/Training in Gothenburg, Sweden. The seminar was be supported and hosted by Stuart Robertson and Yvan Devigne from FIA as external lecturer. Claes G Elofsson The Seminar/Training covered three different workshops: Steward/Clerk of the Coarse, Safety/Rescue and Technical/Scrutineering. The Seminar/Training was well received by the participants, as evidenced by the the participation of 58. With this response and generally positive reviews, the goal is, of course, to arrange new and even better Seminar/Training in 2019.

Report Karting Commission 2018 Despite a renewed concept for the 2018 season, karting in the North European Zone is at a low point. The Championship Event failed to attract drivers from the required number of countries and is according to the general Prescriptions not valid as a Championship. Likewise, for the Karting Series, the only category with drivers from three countries was KZ2. The Karting Commission is of course disappointed by the fact that we failed in our efforts to create an attractive Nordic Championship and Series. The Commission will start planning for the 2019 season in November 2018, analyzing the 2018 season and look at how we can turn the perception of Nordic Karting among drives, teams and organizing bodies. Riga, 22 th of October, 2018 Report from rally commission NEZ rally 2018 NEZ Rally invitation race for historic and classic cars competitors has planned on 03-04/08 on the same rally with FIA Baltic Rally Trophy event on Samsonas Rally Rokiskis. Organizer prepared some package for competitors, specially for Scandinavians. Finally, no real interest. NEZ race canceled, BRT rally happened. BRT rally series without huge success only in one group competitors competed in more than 1 event for 3 rallies included. Janis Krastins attended in East Swedish Rally on September 2018, and checked it for terms of FIA regulations. Rally was ok and some notes prepared for better organization. NEZ Historic regularity 2018 There were 4 rallies planed in Denmark, Norway, Finland, Sweden. All happened. Results are published. 28 Competitors received at least one event points, only 4 competitors participated in more than one event. The future of the RC 2WD championship will be decided at the meeting 27 October. This report will be my last report to the NEZ Council. After nearly 15 years in the Rallycross Commission I think it is time to stop and let new people take over. I will thank all my colegues in the commission for a plesant partnership and the Council for your support during my time as chairman. REPORT Sporting Commission and Working Group Name of the Sporting Commission / Working Group: Regularity Rally Working Group 2. Events please describe 1.1 Quality: There were four Regularity Rallies in NEZ Regularity Rally Championship in 2018, in Denmark, Norway, Finland and Sweden. They all had their own slightly different regulations in accordance to the NEZ common rules. The quality in each run was on a good level and the competitor material was of high quality. 1.2 NEZ Symbols: NEZ symbols were present and well seen in all countries at internet invitations, entry lists, road books and result lists. 1.3 Promotion: The dates of the competition were known very well in advance. Promotions of the events were good and typical to Regularity Rally competitions. Usually invitations were dealt to the competitors of the previous Regularity Rallies. 1.4 Spectators: This type of sports is not very familiar among the motor sport spectators in the Northern Countries. This is why there are not so many spectators at Regularity Rallies. 1.5 Other matters: In every competition there were classes for Historic cars not fulfilling the NEZ regulations (timing equipment etc.) and/or for modern cars. Competitors of these classes could be a good source for NEZ competitors. 2. Participants 2.1 Number of drivers: 28 2.2 Number of drivers by countries: Sweden 10, Denmark 8, Norway 6, Finland 3, Latvia 1 and 1 German team not taking part in the NEZ. Only 6 competitors took part on more than one NEZ event.

3. Positive issues 3.1 issues that was better than expected: The organization and the competiion routes were on a high level and the roads used were in good condition in every country. 4. Negative issues 4.1 issues that did not meet expected values: There are still not enough competitors and especially such who drive more NEZ competitions. The sports also lacks young competitors. Most competitors are over fifty years old. Proposals for next year There will be four NEZ Regularity Rally competitions in 2019. The season starts at April 5 th 6 th in Simrishamn, Sweden. FIA NORTH EUROPEAN ZONE REPORT Sporting Commission and Working Group Name of the Sporting Commission / Working Group: EcoRun Working Group 1. Events please describe 1.1 Quality: Suurajot EcoRun in Jyväskylä, Finland, by Suurajot (1000 Lakes EcoRun) on 12.8.2018. The competition was driven according to its own regulations (competition wise reagulations). The result calculation system was new, but the experimentation was decided to discontinue. The quality of Suurajot EcoRun was much improved from last year (general arrangements, informatin well in advance, fillings, result calculation, competition venue). 1.2 NEZ Symbols: NEZ symbols were present and well seen and in the materials like invitation, entry list, road book and results. 1.3 Promotion: The date of competition was known very well in advance. Promotion of the event was normal and typical to EcoRun competitions. Support of the car importers and dealers like Hyundai, Jaguar, Seat and Toyota was marvelous. 1.4 Spectators: This year the start of the competition was organised at the traditionally motorsport friendly hotel Laajavuori in Jyväskylä, which is one of the best start / finish places for EcoRuns. It is a pitty but EcoRun is not one of the most spectator friendly motorsports. Spectators coming intentionally to see EcoRun, are very few in number. 1

1.5 Other matters: Almost all TC posts were situated at gas station in Petäjävesi, where competitors had a lunch break and other facilities. Marvelous arrangement! This is very convenient for the control post personell, as well. There was enough parking space for the competitors. 2. Participants 2.1 Number of drivers: 16 2.2 Number of drivers by countries: Norway 1, Finland 14, 1 Czech team not taking part in the NEZ competition. 3. Positive issues 3.1 issues that was better than expected: The number of hybrid cars in the competitions seems to be increasing. Hybrid cars is the most popular class in every national competition, too. The fillings were done much quicker than last year. The fillings seemed to be very reliable, too. The competition venue and all the arrangements there were marvellous. 4. Negative issues 4.1 issues that did not meet expected values: Still the difficulty of result calculation for human mind to understand the winners. Simpe and clear result calculation will be intoduced in 2019 competitions. Proposals for next year There will be two NEZ EcoRun Cup competitions in 2019. The first one will be organized by KNA Bodø on June 7 th -8 th, 2019 in Norway and the second one in Finland on August 11 th, 2019 in Jyväskylä by Suurajot. For the next year we shall redign result calculation system which will introduce also Electric Vehicles in NEZ EcoRun Cup competitions.
