REGULATION 2017 ART. 1. Organization The race Carpathian Couriers Race U-23 is organized by Carpathian Race (adress: 33-100 Tarnów, Kasprowicza 16) and Małopolska Cycling Federation in Poland (address: 31-971 Kraków, Os. Zielone 25); Sport Club Tatry Bike Team in Slovakia (adress: 05981 Vysoké Tatry, Dolný Smokovec 63); Bakony és Balaton Térségi Turisztikai Nonprofit Kft. in Hungary (address: 8200 Veszprém, Óváros tér. 2) under the regulations of the International Cycling Union (UCI). Co-organizers of the race are in Poland: MZKOL Sp. z o. o., Municipality of Tarnów, Municipality of Nowy Sącz, Municipality of Oświęcim, Municipality of Szczawnica, Municipality of Tuchów, Municipality of Jabłonka and Hydroelectric Power Plant Complex Niedzica; in Slovakia: Municipality of Poprad, Municipality of Trstena, Municipality of Stara Lubovna; in Hungary: Municipality of Veszprem and Municipality of Papa. ART. 2. Race type In the race allowed are competitors in category Under 23 (born in 1996-1999). The race is registered in the UCI Calendar as the class ME 2.2U. According to UCI regulations article 2.10.031 competitors will gain points for UCI classification: 30, 25, 20, 15, 10, 5, 3, 1, 1, 1 points for first 10 competitors in general classification 5, 3, 1 points for each stage winners 1 point for the leader of the general classification. ART. 3. Participation Carpathian Couriers Race is open for Professional Continental Teams from organizing countries, maximally 2 Professional Continental Teams from other countiers, Continental Teams, national, regional and club teams according to art. 2.1.005 of UCI regulations. Number of participants in a team is 5. National, regional and club teams need the authorization of their own National Federation for the race. Number of persons accompanying the team cannot exceed 3. ART. 4. Race headquarters The race headquarters (Race Office) will be open on 27-th April in Hotel Villa Medici (8200 Veszprém, Kittenberger Kálmán u. 11, Hungary; telefon: +36 88 590 070) from 15.00 19.00. Publishing of race numbers will be held in race office 15.00 18.45. Team Managers Meeting in the presence of the Commissaires Panel will take place according to art. 1.2.087 UCI regulations on April 27 at 19.00 in Hotel Villa Medici. The race office will also be working every day at the start and finish of stages. ART. 5. Radio Tour Radio Tour will be working on 48,00 MHZ frequency.
ART. 6. Individual general classification Classification will be lead according to art. 2.6.013-2.6.015 UCI regulations. ART. 7. Point classification At the finish of each stage competitors will gain points: 1st place 20 points, 2nd place 19 points 20th place 1 point. In case of same amount of points place in the last stage is taken under consideration. Classification will be lead according to art. 2.6.017 UCI regulations. ART. 8. Mountain classification On the mountains sprints points will be scored as follows: - 1st place 3 points - 2nd place 2 points - 3rd place 1 points Classification will be lead according to UCI regulations art. 2.6.017. ART.9. Sprint classification On the route of each stage will be held intermediate sprints where competitors will gain points: - 1st place 3 points - 2nd place 2 points - 3rd place 1 point Classification will be lead according to UCI regulations art. 2.6.017. ART.10. Classification of competitors 19-20 years Competitors born in 1999 and 1998 will be situated in this classification. ART. 11. Team classification According to art. 2.6.016 UCI regulations team classification will be lead after each day based on 3 best times of team competitors and after the stages based on added team stage times. ART. 12. The order of jerseys In case of leading in multiple classifications the order of jerseys is as follows in the statute art. 6 10. ART. 13. Bonuses Bonuses will be given according to art. 2.6.019 UCI regulations: 1) on intermediate sprints - 3, 2, 1 seconds for 3 best competitors; 2) on stage finishes - 10, 6, 4 seconds for 3 best competitors. ART. 14. Time limit Time limit is 10% with maximum of 15 minutes. It is in force in the whole distance of the stage. Time limit might be changed by the panel of judges with agreement of the organizer according to the art. 2.6.032. ART.15. Neutral technical service
Organizer ensures 3 neutral vehicles with standard equipment. ART. 16. Antidoping control The UCI antidoping regulations are entirely applicable to the event. Moreover and in conformity with the law of Hungary, Slovakia and Poland, the nationals law and antidoping regulations are applicable in addition to the UCI antidoping regulations. ART. 17. Official ceremonies According to art. 1.2.112 UCI regulations for the decoration 15 minutes after arrival to the finish after each stage 3 best competitors in the stage, leaders of individual, mountain and sprint classifications oblige to report. 15 minutes before the start of each stage (except 1st) will take place presentation of leaders point classification, competitors 19-20 years old classification and team classification. Before the start of each stage will take place signing the start list. It will be combined with the presentation of teams, so teams should appear on it entirely. ART. 18. Penalties Penalties according to UCI regulations. ART. 19. Accommodation and meals Organizer assures accommodation and meals for the teams from April 27 (supper) to May 3 (lunch) at organizer s costs. ART. 20. Safety of riders Race will be played in limited road traffic - lateral and opposite traffic is closed for the time of passage of the leading riders and peloton. Riders behind the main group are obligated to ride at the right side of the road according to traffic rules. Race participants need to include self insurance and vehicles insurance on their own. ART. 21. Stages "expected to finish in bunch sprints" Indicated stages are defined as expected to finish in bunch sprints : - Stage 1 - Stage 2 (part 1 and 2) - Stage 5 In determining the classification of the above-mentioned stages, a protocol for calculating differences between riders "expected to finish in bunch sprints" will be applied as part of the UCI regulations. (3 seconds of space at the finish line).
