CYCLING CITY and/or CITY FOR CYCLISTS - cycling network existence - low or decreasing bicycle use PROMOTION - low bicycle use support - scarce bicycle infrastructures CONSTRUCTION BICYCLE OFFICE - constant support - complete and spread cycling network - high bicycle use - scarce bicycle infrastructures CYCLING MOBILITY OFFICE

MANAGEMENT OF CYCLING MOBILITY BICYCLE MANAGER Management of cycling mobility BICYCLE OFFICE Promotion and communication campaigns CYCLING MOBILITY OFFICE Infrastructures and network OTHER SERVICES Facilities: cyclopark, inflating points. Services:bike sharing

One step further the cycling network Bike rentals Public bicycles Bicycle repair shops Bicycle map Bicycle street signs Free inflating points Specific technical solutions: expanded bicycle streaming lanes, free turning right at traffic light, mirrors at dangerous point, cycle route junctions for turning, etc.

Inhabitants Bike paths Km/roads km First bicycle path Cars/1000 inhabitants Cycling in modal split Adoption of Biciplan City for Cyclists National Award

Modal split 1902: city 10%, municipality 5,9% (Source: Touring Club Italiano magazine, june 02)

Good practices in Italy: pedestrian and cyclists crossing in a workmanlike Mestre

Cycle crossing correctly and safely made accident rates

Roundabout with cycle ring Padova

Expanded bicycle streaming lanes at traffic light Bologna

More space for bicycle and a more serious design Odense Ferrara

Clear horizontal signs and flowing space on the roadway

Red light cycle crossing

Cycling road signs

Bicycle promotional panels

Inflating free service

One-way streets and busreserved road lanes freely accessible to cyclists

Speed-control humps with spaces for passage by bicycle

Bike counting doors

Differentiated and safe bicycle parking

The promotional gadgets CITY MARKETING The cyclist cycles 37 km with 500 calories or 100 grams of sugar; with the same energy from fuel the car engine stops after 700 meters only

A targeted communication for each bicycle use: to go for shopping, for example

or to go at the football match or simply, to promote the bicycle

Without forgetting the trips that generate the most of the vehicle traffic: home-to-work and home-to-school INCREASE OF WORKERS BY BICYCLE HEALTHIER, MORE EFFICIENT STAFF INVOLVEMENT OF RELATIVES INCENTIVES COMPANY VISIBILITY COMPANY SUCCESS AND BENEFITS STATE OR LOCAL AUTHORITY SAVINGS MORE COMPANIES WILL FOLLOW POLLUTION REDUCTION FURTHER INCREASE OF CYCLISTS AND LESS TRAFFIC CAR TRAFFIC REDUCTION INCREASED DEMAND OF INFRASTRUCTURE HIGHER SECURITY MORE STRCTURES FOR CYCLISTS

Award bicycle users

Critic issue 1: bicycle thieving Try to understand the thief to contrast his behaviour (students, foreigner workers ) Give alternatives to the thieving: The Ricicletta (better second-hand than steal) Propose identification systems Offer bike-parkings with frame-locking racks Inform citizens and salesmen about more efficient locking devices

Italian Bicycle Directory 2007: 867 steals 2008: 461 steals e 180 recoveries (Source: Prefettura di Ferrara) Preferred days: Wednesday and Friday (21%) Neglected day: Sunday (1%) Preferred moment: between 12.00 and 18.00 Adopting an identification system reduces the thieving probability by 75%

Critic issue 2: the accidents In Ferrara, accidents involving cyclists have increased from 85 (1992) to 199 (2007) In 2008, in Via Bologna only, cyclists involved have been 60 Ex-voto are not enough, well designed infrastructures are needed. A badly realised cycle path is more dangerous than a missing one.

Accident map with cyclist involved

In 1999, the City of Ferrara charged Eng. Marco Passigato to study security implementation in the city points with the highest bicycle accident probability. Government grant financed the adjustment of point 4, only (Viale Po)
