Auditors Report for 2014 Rapport D 'Audit Scope of Audit We have audited the accompanying financial statements of Pacific Games Council which comprise the statement of financial position as at 31 December 2014, and the statement of comprehensive income, statement of changes in equity and statement of cash flows for the year then ended, and a summary of significant accounting policies and other explanatory notes We conducted our audit in accordance with International Standards on Auditing...We believe that the audit evidence we have obtained is sufficient and appropriate to provide a basis for our opinion.

Auditors Report for 2014 Audit Opinion In our opinion: A) proper books of account have been kept by the Council B) the accompanying Financial Statements which have been prepared in accordance with International Financial Reporting Standards for Small and Medium-sized Entities: i) are in agreement with the books of account; and ii) to the best of our information and according to the explanations given to us A) give a true and fair view of the state of affairs of the Council as at 31 December 2014 and of its financial performance, changes in equity, and its cash flows for the year ended on that date; and We have obtained all the information and explanations which, to the best of our knowledge and belief, were necessary for the purposes of our audit Signed Ernst & Young 11 February 2015

Budget 2015-2019 Executive Board maintains a five year forward budget Cash Flows revised twice each year by Executive Board Income/Expenditure 2015-2019 Locked into four year revenue streams for Pacific (& Mini) Games Maintaining low overhead expenditure base with Secretariat

RESERVES Council Reserves Constitutional Recognition of Reserves in 2014 - Article 16.2.n Required to set Reserve if less than 4 years expenditures ($1,193,952) 2014 General Assembly Agreed to a $600,000 Reserve as a first step Executive Board to increase Reserve to $700,000 in 2015 based on Council s surplus achieved in 2014

Protocol 7 Penalty Fees Penalty fees under the Charter for withdrawing from sports Protocol 7.8: $1,000 per sport by gender @ 12 months to go Protocol 7.10: $2,000 per sport by gender @ 6 months to go 2015 Pacific Games total to be levied and payable $178,000 21 PGAs affected 10 PGAs < $5,000 7 PGAs $5,000 - $10,000 4 PGAs > $10,000 Protocol 7 Entry Processes will again be reviewed

MARKETING COMMITTEE REPORT MARKETING COMMITTEE SCHEDULE 7 July in Port Moresby COMMITTEE MEMBERS PRESENT John Tierney, Chairman Peter Stewart (PNG2015) Takitoa Taumoepeau (Tonga 2019) Perry Crosswhite (ACGA) Atma Maharaj (PGC Adviser)

For the Council to review the performance of sports delivered in Port Moresby that are on the Tonga 2019 sport program to achieve consistency of sports delivery across the program and to deliver a professional product that is supportable commercially. A strong tripartite process with OSFO and ONOC is essential to establish MOU agreements with the respective Oceania Federations to assist with the delivery of a professional product. MARKETING COMMITTEE OUTCOMES Development of PGC Marketing Plan for post 2015 era PGC committing resources in host markets 2017, 2019, 2021 & new rights ownership model - Article 27 Recommendations to Executive Board: 1. The Pacific Games Sport Program as the Council s prime product and asset

MARKETING COMMITTEE OUTCOMES 2. Delivery of a Professional Product by Organising Committees assisted by its Host Governments The insertion of a Bond into future Host Agreements for Governments and Organising Committees to deliver mandatory principles against agreed milestones, including the establishment of the GOC and the achievement of the venues construction program.
