Dear Taekwondo family, I warmly welcome you at the European Cadet Championships 2018. During the present event, the new generation of Taekwondo athletes will collect the foundation of competition experiences, aiming to become the next Champions and Olympic medalists of the sport. The European Cadet Championships are fundamental for the young athletes helping them not only to get familiar with the sport event environment, but also to adjust and align with the sport procedures, overpassing the stress of a competition. It is a great opportunity to introduce the little taekwondo practitioners into a path that will get them challenged, excited and learn how to effectively turn effort and hard work into success. Let us give these young athletes the greatest encouragement to excel themselves through taekwondo and excel the sport itself in the future. A participant must be nominated by the pertinent National Taekwondo Association that is recognized by the World Taekwondo and/or by their National Olympic Committee. 3. Holder of 1 st Kup or Higher 4. All Athletes who wish to participate in any World Taekwondo (WT) recognized event must have WT Global Athlete License (GAL) and Coaches must have Global Official License (GOL). **The WT Global License is a mandatory requirement for all athletes and officials (Coach, Referee, Official, Doctor, Physio & Executives) who wish to participate in any World Taekwondo (WT) recognized event. 5. An athlete must be born to be eligible for participation as follows: CADETS (12-14 years old) 2004, 2005, 2006; The age limits for each division is based on the year, not on the date, when the Championships are held. System of competition All competitors must prove their age by presenting their passport or identification card at the official weigh-in. Membership to an MNA will be checked by the organizer. Since all athletes are underaged, a written consent must be submitted (please find enclosed on the last pages) at the registration, signed by parents or legal guardians, accepting their participation and all parts of the official invitation. The ranking for this event will be decided by using the Olympic Ranking System.

Protests Qualification coaches Dress code coaches Sport entry Protests must be made as per competition rules by the official coach within 10 minutes after the end of the pertinent contest to the Technical Delegate. Protest fee is 200 and non-refundable. The decision on the protest shall be announced after 30 minutes(if IVR is not available). The minimum qualification requirements for coaches are as follows: All coaches must be at least 18 years of age. All Coaches / Trainers must be holders of the World Taekwondo Europe Coach License or the respective CU Coach License (granted by participation in a CU Coach Seminar). Coaches / Trainers that do not have the CU Coach License shall pay a 200, - (euro paid on spot) penalty at the registration desk, that can be used as participating fee at the next available WTE Coach Seminar. Coaching is not allowed wearing dobok During the preliminaries, quarter-finals, coaches shall wear sportswear. During semi-finals and finals coaches must wear a formal outfit. During the Head of Team meeting, more information about the dress code shall be provided to the teams. Coaches that do not follow the dress code cannot enter into the field of play. Team entries will only be accepted through the WT online registration system (https://worldtkd.simplycompete.com) and registration is only possible with a valid WT Global Licence. The GMS administrator will be notified via e- mail once the online registration is open. All qualified athletes from the 3 rd WT President s Cup 2018 (Athens), the 1 st European President s Cup for Children (Sindelfingen, 3-4 February 2018) and the 1st WTE Open European Multi Games (Plovdiv 2018) should be registered at the European Cadets Taekwondo Championships by their MNAs at the same division and category that they were qualified from or at the one they wish to compete after informing WTE accordingly and sending the respective form back to WTE properly filled in. Please follow the World Taekwondo Europe website for more information. Entry fee The entry fee is amounted to 100 euro per registered athlete. CASH PAYMENTS ARE NOT AVAILABLE

GENERAL: Additional registration of officials requested at the registration desk is subject of an administational fee of 50 which shall be paid on spot (new accreditation requests). Each request for a weight category change is subject of an administrational fee of 25. Registration must be done via WT GMS System. (https://worldtkd.simplycompete.com). Registration of a contestant is only valid once the World Taekwondo Europe Bank Account has received the entry-fee payment in full. Any athlete registering online who does not take part in the competition and who has not been removed from the entry list before the deadline (5 th November 2018), is liable for paying his/her entry-fee in full. (For any athlete not presenting at registration, his/her team or official will be liable for ensuring full payment has been received, prior to the team s participation). The entry fee is nonrefundable. Each National Team is required to present a copy of the bank transaction, as proof of entry-fee payment at the Registration Centre. Any team unable to present a copy of the Bank transaction will be required to pay in cash to the WT Europe official responsible on-site. If a team does not show up at the event and has not requested a participation cancellation before the deadline, it will be requested to settle the payment of the entry fees in full (100%). At the championships PSS DAEDO (GEN2) will be use. The Organizing Committee will provide DAEDO trunk

protector. Participating contestants are required to bring their own groin guards, forearm guards, shin guards, mouthpieces, gloves and sensing socks for their personal use. Athletes should also bring their own Head protector with face protector(red or blue colour only). Recognized brands Anti-doping regulations Participating contestants are required to wear WTrecognized doboks and WT-recognized protective equipment, otherwise access to the field of play will be rejected. The latest version of WT-recognized manufacturers list is available at the website of WT: http://www.worldtaekwondo.org/wtfpartners/recognized/ The WT Anti-Doping Rules, and where necessary the Code of the World Anti-Doping Agency, shall apply throughout the competitions. Compulsory anti-doping tests will be carried out for all finalists, while random tests will be conducted among the quarter- and semi-finalists who failed to advance to the (semi-)final. The WT and/or WADA may carry out random out-of-competition testing prior to the championship. Therefore, all participating contestants are required to submit their latest and most accurate Athlete Location (Whereabouts Info) Forms to the WT. The 2018 List of Prohibited Substances and Methods available at: https://www.wadaama.org/en/resources/sciencemedicine/prohibited-list TUE (Therapeutic Use Exemption) Athletes who take any substance or medicine listed in the Prohibited List of the WT Anti-Doping Rules and Anti-Doping Code of World Anti-Doping Agency (WADA) for therapeutic purposes are requested to visit the website of WADA and make online filing of their TUE applications on ADAMS http://www.wadaama.org/en/adams/ and report to the WT Sport Department at marcoienna@worldtaekwondo.org by no later than 1 st April 2018. Organizing Committee and all other officials and athletes from any claims of injuries, losses or otherwise arising in the course of participation at the WTE European Taekwondo Cadets Championships 2018 or any activities linked therewith. It is the responsibility of each registered team to ensure and guarantee that all competitors have an Athletic Insurance (specially for participation in sports events) which has to be presented during the onsite registration. Without sufficient insurance coverage, national teams will not be allowed to compete. Please fill out the Personal Indemnity Forms and return them to the Organizing Committee before 15 November 2018. Each participant (athletes, team officials, etc.) has to fill out the indemnification form. Head of Team Meeting Team Doctors Meeting The Head of Team meeting shall be conducted by World Taekwondo Europe officials. For exact date, time and place please refer to the timetable. In order to receive accreditation card, all registered team doctors or physicians must attend team doctor s meeting. For exact time and place please refer to the timetable. Draw of lots The draw sheets and brackets will be available one (1) day before the start of the competition of the respective category. The drawing of lots will be conducted by World Taekwondo Europe officials prior to the competition in the presence of officials and representatives of the participating nations. The draw will be carried out for all weight categories electronically (after the weigh-in is completed). Weigh-in Random Weigh-in Transportation & Accommodation The weigh-in of the athletes takes place one (1) day prior to the start of the respective weight category they compete in. During the weigh-in, the male athlete shall wear underpants and the female athlete shall wear underpants and brassiere. However, the athlete may weigh in nude if he/she wishes to do so. Random weigh-in will be conducted according to WT rules. On the day of the competition, at 06:00 am the randomly selected athletes will be published on the WTE website. Only those athletes selected for the random weigh-in need to be in the venue at 07:30 hrs. Round trip airfare shall be borne by the participating teams. Transportation will be only organized for the teams that have made hotel reservations through the Organizing Committee.

All national teams participating in the WTE Championships shall - mandatory - book their hotel rooms in the hotels proposed by the Organizing Committee, as decided by the WTE Council on 4 th August 2018. The Organizing Committee cannot guarantee entry into Spain and can only offer assistance. It is the responsibility of each MNA to apply for and secure the correct entry visa for Spain. Every participating MNA is required to provide the following items: 1. Two (2) IOC-recognized national flags Size: 90cm x 130cm 2. A CD of the pertinent IOC-recognized national anthem Items mentioned in 1 & 2 must be submitted to the Organizing Committee during registration at the Registration Centre. All International Referees are selected by the WTE Secretary General. Room and board is provided by the Organizing Committee and each International Referee will receive a per diem of 100 euro for each competition day. Costs for the round-trip airline ticket shall be borne by the International Referee participating in the event.
