Project presentation This project deals with the purchase of a He closed-cycle optical cryostat to allow cryogenfree optical and electrical measurements down to 4 K. 1

The present specifications give the general description of the scientific instrument and specify performance levels to be reached. 1.2. General objectives This cryostat will integrate the existing diffuse reflectance setup that uses for temperature control the natural temperature gradient existing in a LHe dewar. The new cryostat will allow measurement to be conducted year round without any dependence on the availability of liquid helium, and reduce the ICMCB consumption of this cryogenic fluid. 2. Technical specifications 2.1. Short description This tender deals with the purchase, the delivery, the installation and the commissioning of a He closed-cycle optical cryostat to allow cryogen-free optical and electrical measurements down to 4 K. The present tender will be the object of a contract with an unique lot with possible options. 2.2. Performances and specifications The desired system is composed of an optical cryostat, the stand necessary for autonomous operation and/or operation within the cavity of a standard spectrometer (UV-Vis, FTIR, ), the compressor for He liquefaction, the corresponding tubing and He reservoir, and sample holders for operation of the cryostat (transmission and reflection optical measurements, electrical measurements). A solution for the measurement and the control of the temperature, either provided or adapted from material existing in the laboratory, will be proposed in option. The cryostat should conform to the following specifications: - Base temperature of 4.2 K or less; - Temperature range: at least up to 300 K (if available up to 400 K, to be given as option,) - Temperature stability :<0.1 K. - Cold head cooling power: >0.1 W@4.2 K (50 Hz). - Cool down time: 2h from room temperature to 4.2 K. - Optical access: measurements in transmission and reflection. Possibility to perform measurements in reflection at 45 incidence (2 windows at 90 ). 2

- Optical range: 200-2500 nm. - Electrical measurements: at least one 8-pin connector available. - Compatibility with permanent magnetic fields to be specified. - The sample environment is to be specified (vacuum or exchange gas). The stand should conform to the following specifications: - Compatible with metric fixings. - Compatibility of the footprint with commercial spectrometers cavities (about 22 cm width by 25 cm depth) to be specified. The compressor should conform to the following specifications: - Air-cooled - Electrical feed: 230 V@50 Hz - Weight/footprint less than 300 kg/m 2 - Power consumption, and startup/running amperage to be specified - Noise and vibration level to be specified Relative to sample holders, it must be specified: - Number, nature, temperature range for each type of sample holder. The technical offer must include sample holders allowing to work on the whole temperature range, and for all measurements planned for (optical measurements in transmission and reflection, electrical measurements). 2.3. Warranty Warrant duration : The instrument is guaranteed for 12 months minimum starting from the purchase date. The total duration of the warranty will be defined at the time of the notification of the contract according to the offer made by the candidate in conformance with the possible additional services (price of the guarantee extension). Warranty cover : - All the travels, without limit of frequency. 3

- The whole labor, - Unlimited, on-the-spot interventions, - All the spare parts without exception and without value limit, - Spare parts for the parts subject to the wear - Supply of the necessary equipment to insure the operation and the maintenance of the instrument. 2.4. Technical support The contract holder has to propose a technical support including a permanent and personalized technical support. An engineer will be available during the warranty period. The response time of the engineer after reception of the intervention request must be specified in the offer of the candidate. 2.5. Additional services The following additional services are compulsory (n 1) and optional (n 2). They must be quoted separately as options to the basic offer. Compulsory Option n 1 Temperature Controller A solution for measurement and control of the temperature will be proposed as an option. This solution can consist either of a new temperature controller supplied by the holder, or can be adapted by the holder from the material of this type available in the laboratory. This solution will have to provide measurement of the sample temperature with a resolution lower than 0.05 K on all the temperature range. It will have to allow piloting the cryostat on all the temperature range. Computer control will have to be possible for all functions, modalities must be specified in the offer. Facultative Option n 2 Temperature range extension A solution for the extension of the temperature range above ambient temperature (typically 400 K) can be proposed optionally if the cryostat allows it. 4

2.6. On-site delivery The holder of the subsequent contract will have to deliver the instrument looked for at the address indicated in page 1 of the present document. The delivery of all the constituent elements will be chargeable to the supplier. The supplier will have to make sure that the configuration of the room in which will be implanted the equipment will allow its perfect functioning with the announced performances. 2.7. Documentation The holder makes a commitment to supply, at the latest in the admission, all the documentation on paper and digital base, without additional charge, necessary for use and for optimal operation of the equipment. This documentation will contain any information useful for the management of common breakdowns and for the maintenance of the equipment, and will explain clearly the conditions and the technical methods (specifications, plans, technical lists, procedures) allowing an adapted and successful operation of the equipment. 3. Execution deadline The deadline for the installation and the commissioning is fixed on 22/07/2016. The holder specifies in his offer the deadline of delivery and installation and commissioning on which he makes a commitment. 4. Operations of check and Admission of the instrument The commissioning (installation and validation) will be insured by the buyer according to a protocol established by the holder and validated by the buyer. The operations of quantitative check are made at the time of the delivery by the Director of ICMCB or his(her) authorized representative. The operations of checking the capacities and the commissioning of the instrument must be finished at the latest 2 weeks after the delivery of the instrument. These operations are realized under the supervision of the people responsible for the purchase at ICMCB. These operations will contain in particular tests demonstrating the technical capacities of the instrument, realized further to the installation in the premises. At the end of the checking operations, if the checking tests are considered as satisfactory with regard to the contract specifications, the commissioning and the admission of the instrument are pronounced upon presentation of a report of definitive admission signed by the Director of ICMCB or by his(her) authorized representative. 5

If the compliance check is negative, the CNRS pronounces either the postponement of the services, with a check of the consistency of service during an additional period of 15 days, or the admission with allowance, or the discharge of the services according to the article 25 of the CCAG / FCS. 6
