The project scope of work included pavement maintenance improvements on 119 residential streets spread throughout the City, and on a section of Bates Avenue. The work was satisfactorily complete as of September 7, 2018. Project funds in the amount of $48,265 remain unused. Staff recommends reallocating the project savings toward Pedestrian Safety Improvement Project No. 2489. Recommended Action 1. Accept the improvement for the 2018 Residential Pavement Maintenance Project and direct the City Clerk to file a Notice of Completion; and 2. Authorize a $48,265 transfer from 2018 Citywide Residential Pavement Maintenance PJ No. 2434 to Pedestrian Safety Improvement PJ No. 2489. Page 1 of 7
City Council Agenda Report Agenda Item No. 9.e October 23, 2018 Background On June 5, 2018, the City Council awarded a construction contract to Graham Contractors, Inc. of San Jose in the amount of $1,958,000 for the 2018 Citywide Residential Pavement Maintenance Project No. 2434 (Project). The Project included 120,000 square feet of base repairs and 3,270,000 square feet of crack and slurry seal work on residential streets, and 32,000 square feet of base repairs on Bates Avenue (see Attachment 1). Public Works prepared the bid package in-house and managed construction of the project, including public notifications, traffic control for slurry operations, and the removal and replacement of striping and pavement legends. Graham Contractors, Inc. satisfactorily completed the Project on September 7, 2018. Analysis The City Council initiated the Project with $2,000,000 of funding when it adopted the mid-year budget on March 20, 2018; project funds were spent as follows: DESCRIPTION AMOUNT Base repairs, slurry and crack sealing $1,900,454 New traffic loops (Bates Avenue) 4,200 Public Works material costs (striping, traffic control, etc.) 41,713 Contract administration (bid advertising, contract management costs, etc.) 5,368 Total Project Costs $1,951,735 Project Budget 2,000,000 REMAINING PROJECT BALANCE $48,265 As identified in the table above, $48,265 of project funds remain. Staff recommends that these funds be moved into Pedestrian Safety Improvement Project No. 2489. This is currently an unfunded project developed to address two separate pedestrian safety issues. If funded, the following two pedestrian safety improvement projects will be completed toward the end of calendar year 2018 or during early 2019 (an exact timeline is unknown given material lead times): 1. Installation of rapid flashing beacons at an uncontrolled crosswalk on Solano Avenue at Grant a. The crosswalk is on Solano Way on the north (west) side of Grant Street. Solano is the major street and is not controlled by a stop sign. Therefore, the crosswalk is on an uncontrolled street. This puts pedestrians at additional risk if vehicles do not stop. The crosswalk is placed in a location where vehicles converge as they travel on and off of 242, Grant Street, and Broadmoor Avenue, and is located where Solano Way bends, providing limited visibility for motorists that are already traveling through a very busy intersection. The existing crosswalk connects pedestrians north of Solano Way with destinations south of Solano Way, such as Solano Plaza. The only other options for crossing Solano in this area is by Page 2 of 7
City Council Agenda Report Agenda Item No. 9.e October 23, 2018 traveling west on Solano 0.24 of a mile to Hillsdale Avenue, or by traveling south-west under 242 to Fairfield Avenue, which is 0.34 of a mile (one way) to get from Grant Street to Solano Plaza. The increased visibility with in pavement light and flashing beacons at the existing crosswalk at Grant Street and Broadmoor Avenue would provide additional safety for pedestrians crossing at this location. 2. Enhanced street lighting needs at Salvio Street at Concord Avenue/Galindo a. The intersection is located in front of the Brenden Theater. This intersection carries a high volume of pedestrian and vehicular traffic. Activity is often greater in the low-light hours, as pedestrians attend the many downtown events and eateries, or walk to and from downtown and the parking structure during the evening. Enhancing the street lighting at this location will involve replacing the existing street light fixtures with new, brighter LED lighting. Staff will attempt to incorporate the new decorative street light design into the upgrade, but is constrained by the existing pole design. Financial Impact The 2018 Citywide Residential Pavement Maintenance Project No. 2434 was completed in the total amount of $1,951,735, which is $48,265 less than the project budget.
