ENTRY PROCEDURE Any licence-holder who want to take part in the 54 rd Arctic Lapland Rally must fill in an entry form at www.arcticlaplandrally.fi competitor forms forms 2019 before Mon 14.01.2019 at 23.59. If there are any problems to make your entry on the internet, you can also send the entry form to the Secretary of the Rally. Competitors and drivers who wish to take part in an national competition organised abroad can only do so with the approval of their own ASN. The numbers of entrants is fixed at 220 cars. In case there are more than 220 entries, the entrants to the FRC and Suomi Cup series will take preference over the non-championship or non-cup entrants.

7. Registration and entry fee must be with the organiser no later than 14.01.2019 at 23.59. Please NOTE that the amount is payable in EURO only and all expenses shall be covered by the competitor. Organisers have liability insurance included in the ASN visa and insurance for their officials. Organiser will also issue third party insurance cover valid on special stages for cars register abroad. All registration documents must be kept with the car at all times. 8. SERVICES In the rally there will only be one service area at Mäntyvaara Trotting Track. There is a 30 km/h speed limit at the service area. Service bay for each competitor is 6 m x 8 m. Competitors in Teams Championship will have areas according to the FRC regulations. One service vehicle per competitor is allowed to enter the service area. The service area at Mäntyvaara Trotting Track will be open from Thu 24.01.2019 at 08.00. Service park Manager is Jouni Satokangas +358 400 188171, jouni.2satokangas@gmail.com SPB Service B is Flexi Service After SS 5 Mäntyvaara competitors will drive their cars to the parc ferme area via TC 5a. There is a possibility for competitors to either leave his/her car to the parc ferme to be collected later to service or to drive direct via TC 5b to the service area. At the TC 5b you will be given a new timecard. Service time is 48 minutes and service must be done before TC 5c closing time

at 24.00. Arriving to TC 5c after 24.00 will be a late arrive in spite of used service time and FRC regulation art 20.4 will be active. TC 5c is a Permitted Early Check-In Time Control so it is not mandatory to use all of service time. At Flexi Service it is possible also for competitors representative to drive the car from the parc ferme area via service area to night break Sampo-Center and from Sampo-Center back to morning service (TC 5b TC 5e). During all servicing, there must be a tarpaulin at least the size of the rally car underneath it. Service vehicles must have also a tarpaulin under the engine bay. Service vehicles must carry a fire-extinguisher ready for use for each competing car. Tarpaulin must also be placed under generator units, fuel heaters, fuel drums and other items containing liquid fuels. Remote service Fri 25.01.2019 Vanttauskoski between SS 3 and SS 4. Sat 26.01.2019 Kemijärvi between SS 6 and SS 7 also between SS 9 and SS 10. At the remote service area it is permitted, within the given due time for that road section, to service and repair the car, to change tyres and to install auxiliary lights. No more than two (2) mechanics are allowed in the remote service area. Maximum length of the service vehicle is 8 metres. The area may be accessed by the service crew ca. 10 minutes prior to the arrival of their competitor. During all servicing, there must be a tarpaulin at least the size of the rally car underneath it. Service vehicles must have also a tarpaulin under the engine bay. Service vehicles must carry a fire-extinguisher ready for use for each competing car. Tarpaulin must also be placed under generator units, fuel heaters, fuel drums and other items containing liquid fuels. Sanctions for infringements in service area, remote service and refuelling areas: 1 st infringement 250 2 nd infringement 500 3 rd infringement Clerk of the course decision to exclude the competitor from the event Tyres Under the prescriptions of FRC regulations 2019, Art. 16, 20 tyres may be used during the rally. In Classes 1-6 competitors must submit the list of barcode numbers for tyres to be used on Friday at 10.00 and on tyres to be used on Saturday no later than Saturday at 05.30. List of barcode numbers for must be given to the Rally Office or to the Chief Scrutineer during the scrutineering. Barcode numbers must be available to read from the outer side of tires. Scrutineer officers must be allowed to do markings to tires and rims. In case competitor don t have FIA barcodes on tires, organizer will give alternative instructions. If you don`t have barcodes you shall report it to organizer latest at 18.00. At Classes 7-26 Under the prescriptions of FRC regulations 2018, Art. 16 tyres may be used during the rally. In between SPB SPC road homologated winter tyres are allowed.

9. REFUEL ZONES Refuelling is only allowed at petrol stations directed by the Organiser, as Art. 15.1 of the FRC regulations and at supplementary refuel zones as marked. Competitor must use AKK Rally Regulations art. 18 fuel from their own drums/cans at the Mäntyvaara, Heinuvaara and Narkaus Refuel Zones. Entering the Refuel Zones is voluntary. On the route of the rally the competitors may refuel in Rovaniemi at Shell Alakorkalo, Teboil Erottaja or Shell Erottaja petrol stations and in Kemijärvi at ST1, ABC or Teboil petrol stations and in Vanttauskoski at SEO petrol station or use own fuel as AKK Rally regulations art. 18. In his entry form, the competitor shall notify the organiser of the fuel he wants to use (98E5, E85 or the FIA Appendix J), as well as which refuelling system he will use (from pump at the service stations or from his own drums/cans at the organiser s refuel zones). The form must be submitted to the Rally Office or at the latest during the scrutineering to Chief scrutineering. Refuel Zones are listed in the itinerary, including distances and calculated consumption. Itinerary as appendix. 10. RECONNAISSANCE The material for reconnaissance will be available for competitors at Rally Office starting from Sunday 20.01.2019 at 16.00. When signing for material, competitor must give full information about reconnaissance car, mobile phone number and place of accommodation. Rally Office must be given a phone number, where the crew can be reached during the whole event. This number will be used by the Rally Control to inform the competitor about possible changes, official bulletins and re-routings. Reconnaissance identification numbers (3) must be attached to the car (windscreen top centre, right rear side window and rear window) and kept visible for the whole duration of the reconnaissance. The maximum speed limit is 80 km/h during reconnaissance on all Special Stages, unless a lower limit is indicated by traffic signs or signs placed by the organiser. The competitor must drive in a manner that does not endanger or inconvenience other traffic or people living near the stages. Driving against the direction of the rally is prohibited, unless direct so by the organiser, their representative or the Police. The organizer will control speeds used as well as the manner of driving during reconnaissance. Also the police will make checks along the route and will penalise for traffic infringements according to Finnish Traffic Law. Violation of the speed limit during reconnaissance: Clerk of the Course can punish following penalties if the speeding has been measured during reconnaissance by Police or the organizer: 1. Violation: Warning 2. Violation: Fine 90 Eur 3. Violation: Fine 200 Eur 4. Violation: Refusal to start The organizer shall report to competitor instantly after violation has occurred. Fines must be payed to Rally Office latest 30 min before competitors starting time, or competitor will be refused the right to start. Jeopardizing traffic by over 30 km/h speeding can be penalised even more severe by Clerk of the Course.

Only road-homologated tyres are allowed during reconnaissance. There will be opposite reconnaissance traffic At SS 7 and 10 for about 1 km in straight and wide road. Competitors shall pay special attention at this section. Competitors must stop if asked to do so by any rally officials along the route, under pain of refusal to start. Reconnaissance starts on Monday, 21.01.2019 at 08.00 and will end on Thursday 24.01.2019 at 18.00. Exception: on special stages 1, 2, 5 and 9, recce is ONLY allowed on THU 24.1. FROM 08.00 TO 18.00. Organizer will inform about conditions in the route via virtual information board. Virtual notice board can be found from www.arcticrally.fi. Reconnaissance car In the reconnaissance car, there must be warm overalls for drivers, a snow shovel, a first aid kit, a tow rope and a reflecting triangle to be used for warning following cars in case of road blockage. 11. TEST SPECIAL STAGE Competitors must reserve advertising spaces on their rally cars according to the FRC regulations. 13. START OF RALLY Classes 1-26 Driver or co-driver has to have GSM-phone open in rally car in case of an accident. Phone number has to be given to Rally Office before start. All competitors must carry organaiser s GPS Safety Tracking device. The GPS Safety Tracking device must be collected before the crew s starting time on Friday at the rally office and on Saturday at the Mäntyvaara service area restaurant building. The timing transponder must be collected from the rally office and attached to rally car according to the instructions before start. Instructions on the use of the timing transponder are given in the Rally Guide. Start times will be published on the Official Notice Board according to the programme. Time Cards will be given at start ramp (TC0). The cars will be started on Friday 25.01.2019 at 12.00 from Lordi Square. Start times will be given at 1 minute intervals. There will not be a start parc fermé, but the crews are recommended to be in start area max. 30 minutes and min. 10 minutes before each car s individual starting time. Start list for Leg 2 will be published on Official Notice Board and www.arcticrally.fi website according to the programme. Starting order for leg 2 will be the same as for leg 1, unless the Clerk of the Course re-seeds any crew due to safety reasons up or down on the start list. The Clerk of the Course can order safety interval between competitors due to safety reasons. During leg 1 the Rally Command Center will monitor the correctness of starting order and will introduce necessary changes to leg 2 start list. The competitor or their representative may pick up the car from the Sampo Centre Parc Fermé 60 minutes before their individual start time for Leg 2 (TC 5e). Competitors shall report with written form (included competitors material) to Rally Office if his/her competition car can be assigned to an authorised representative of the entrant. Competitors will be started to Leg 2 from the service area at Mäntyvaara Trotting Track. Time Cards to Leg 2 will be given at service area exit (TC5e). Competitors who have retired before the end of Leg1, may re-start for Leg 2. The competitor must inform the rally office about his intention to do so no later than 25.1.2019 at 22.00. For every special stage missed, the competitor will be given as his time the best time in his class plus 5 minutes. Should the competitor retire on the road section after the last special stage or in the final service of Leg 1, he will be deemed to have missed the last special stage, for which he will be given the best time in his class plus the 5-minute penalty. Retired competitor, who will start for Leg 2, or his/her representative must scrutineer car in the parc fermé on Saturday 26.01.2019 at 05.00. Only cars which have passed scrutineering will be given permission to start Leg 2. The rally will be driven following international regulations on route signs, itinerary and timecard. The due time given in the timecard is added to the actual start time of the special stage, which gives the due arrival time to the following time control. The due time includes the special stage time and the following road section. If you arrive to any other time control than the start of stage, the arrival time will also be the time of departure from the time control, unless a different time is given

by the time control officials. Instructions on the use of the timecard can be found as attachment. International route signs can be found in the road book of 54 rd Arctic Lapland Rally. Free early arrival is allowed at following Time Controls: TC 5c and TC 5d. Each car must carry one snow shovel, first aid kit, warm clothes and two reflective triangles, which must be used to warn following competitors according to Art. 17.5 of Rally Regulations, even if the car is not blocking the road. The co-driver can use non-fia approved shoes. Route given in the road book must be followed on the road sections, under pain of exclusion by the Clerk of the Course. COMPETITOR MATERIAL Each crew (classes 1-23) will receive starting from 20 st January 2019 at 16.00, from Rally Office at Hotel Pohjanhovi, one road book, showing route of the rally in detail and two route maps. Classes 24 26 will receive their material one hour before their actual starting time from Rally Office at Hotel Pohjanhovi on Friday 25th January 2018. 14. REGROUPS There are two regroups (Mäntyvaara, trotting track), four services at Mäntyvaara and two remote services (Vanttauskoski and Kemijärvi) according to the itinerary attached to these regulations. 15. SCRUTINEERING (not for classes 24 26) Pre-event scrutineering will be held at Europcar depot, Teknotie 2 Rovaniemi, phone + 358 405 654 490. Scrutineering starts Thu 24th January 2019 at 06.50. ONLY ROAD HOMOLOGATED TYRES ARE ALLOWED IN SCRUTINEERING. The sealing of turbos and FIA pop off valves will be organized at the same place. Presence of the crew members is not required.

Scrutineering time reservations Each competitor must go to the Slotti reservation system from www.rallism.fi (link can be found below the main picture SCRUTINEERING TIMES), and reserve any time shown which he thinks to best suit himself. Reservation must be done either for a basic scrutineering or turbo scrutineering, and all required information must be filled in the website form. Basic scrutineering is for cars with no compressor. The reservations are open from the publication of this bulletin and will be closed on Mon 21nd Jan 2019 at 18h50. If need be, the reservation can be done at the rally office at the presence of the competitor or his representative, during the time the reservations are open. If the competitor has not done any reservation, this will result in a penalty fee of 50, payable in the rally office at the latest 1 h 30 min before the competitor s given start time. The competitor must report at the scrutineering office at least 10 min before the reserved time, when his presence will be recorded and all documentation will be checked as per regulations. Any lateness from reporting to the scrutineering will result in a penalty fee of 50, payable in the rally office at the latest 1 h 30 min before the competitor s given start time. Negligence to pay this fee will result in refusal to start with Clerk of the Course s decision. After approved documentation, the competitor receives from the office the scrutineering form with arrival time entry and moves with the car to scrutineering. While the Slotti system is still open (until Mon 21nd Jan at 18h50), documentation can be done at the rally office, either in part or completely. This has no effect on the arrival time to report to the safety inspection (10 min before reserved time). Only the installed compressor and FIA pop-off valve of the car will be inspected at the pre-rally scrutineering. If the competitor has not reserved any scrutineering time, the organiser reserves the right to place them in the scrutineering timetable at a slot considered suitable and to collect a fee of 50 for this. The same fee applies if the competitor is late from the time reserved and a new time is given. Should the competitor further be late from this new time, the Clerk of the Course may refuse them to start. Should the competitor wish to change his scrutineering time after closing of the reservation system, the organiser will collect of fee of 50 for this. The organiser cannot guarantee the possibility to change the reservation. The fees mentioned above, as required by Clerk of the Course s decision, are payable to the rally office at the latest 1 h 30 min before the competitors given start time. Negligence to pay will result in refusal to start. The sealing of any spare compressors or FIA pop-off valves will be done on Fri 26th Jan 2018 at 08h00 to 12h00 in the VIP restaurant of Mäntyvaara Service Park (entrance next to the tower). -opens for reservations for time to Scrutineering, sealing tubos and FIA pop off valves. Sealing of turbos and FIA pop-off valves is held in same place. Pre-event scrutineering ends 10 minutes after the last scheduled time. Scrutineering for classes 24-26 will be at start of the rally, in Lordi Square, 20 minutes before each crew s starting time. Scrutineering for classes 24-26 ends 10 minutes after actual starting time of the competitor. PROTEST Should a driver wish to lodge a protest against another competitor`s car, this must be done by phone to the number given in the road book by the organiser, before arrival of the car in question to the Time Control at the finish of the rally. After this, the car will be under scrutineer s control. The organiser must verify the identity of the lodger of the protest. All protests made against any car during the rally, must be verified in writing at the latest when the lodger arrives to the final time control.

16. RESULTS The overall classification will be calculated from the times of all special stages from both legs of the rally and any penalties expressed in time. Prizes will be awarded according to this overall classification. Provisional final results will be published according to the programme on the official notice board and the final results can be found on www.arcticrally.fi 17. PRIZES AND PRIZE GIVING Awards will be trophies and utility items. The awards list will be publishes on the official notice board. Both drivers will be rewarded at the finish ramp on 26 th January 2019. All competitors must participate in the prize-giving ceremonies.
