Held under the sanction of USA Swimming and Iowa Swimming, Inc. (ISI). Current USA Swimming and ISI technical and administrative rules will govern this meet. DATES: Saturday, February 18th, 2017 and Sunday, February 19th, 2017 CLASSIFICATION: This is a CLOSED meet; it is open only to ISI registered swimmers. Swimmers may only enter events in which they have NOT achieved an Iowa Q time standard (SCY, SCM, LCM). TIME: Session Coaches Mtg. Water Depth: 12 feet deep at the starting end and 5 feet deep at the turning end. The competition course has been certified in accordance with USA Swimming Rule 104.2.2C(4). A copy of such certification is on file with USA Swimming. Only currently registered USA Swimming member coaches will be permitted on deck in designated areas. Each coach must sign the Coaches Meet Sign- In (APP-29r) to verify that all certifications are current and on file. Deck Pass is acceptable proof USA Swimming membership. Page 1 of 8
WARM-UPS: The ISI mandatory warm-up procedure will be followed in accordance with the ISI Code Book. The pool will be cleared 10 minutes prior to competition. All swimmers must be under the supervision of a USA Swimming member coach during warm-up, competition, and warm-down. Any swimmer without a coach shall report to the Referee prior to his or her warm-up. The Referee will assist the swimmer in making arrangements for such supervision, but it is the swimmer s responsibility to ensure such arrangements are made prior to the start of the meet. RACING STARTS: All swimmers entered in the meet must be certified by a USA Swimming member coach as being proficient in performing a racing start or must start each race from within the water. When unaccompanied by a member coach, it is the responsibility of the swimmer or the swimmer s legal guardian to ensure compliance with this requirement. ENTRY REQUIREMENTS: 1. Swimmers must be currently registered as athlete members of USA Swimming/Iowa Swimming in order to compete in the meet. 2. Swimmers who will age up to a new age group between Regionals and the ISI Short Couse Championships Meets will be able to swim in the age group corresponding to their age on the first day of Regionals in those events offered in their current age group in which they do not have an Iowa Q time for their new age group, even if they have an Iowa Q time in those events for their current age group. Swimmers who swim events under this rule will not be eligible for awards. This rule will not change the current ISI rule regarding relay competition. 3. For all age groups other than 8 & Unders: i. Swimmers may enter not more than four individual events a day plus relays. ii. For relays, swimmers who have an Iowa Q time in the 50yd or 50m distance of a stroke MAY NOT swim that leg in a 200 relay. Swimmers 13 & Over who have an Iowa Q time in the 100yd or 100m Backstroke, Breaststroke, or Butterfly MAY NOT swim the leg of that particular stroke in the 200 Medley Relay. iii. Swimmers may enter no more than four individual events per day. 4. For 8 & Unders: i. Swimmers may enter all events regardless of entry time ii. Swimmers may enter five individual events plus relays for the same day the 8 & Under sessions provided they do not enter any 10 & Under events that are competed on the same day. iii. Swimmers may compete together on the same relay team. 5. Seed times must be submitted for a 25-yard course. A swimmer's (or relay's) seed time can be not faster than the best time the swimmer (or relay) has achieved in an event swum in the same length pool as this meet. Converted times are not allowed. No Time (NT) entries will be accepted. 6. Clubs may enter multiple relays per event, designating the relay teams A, B, C, etc. ENTRY FEES: Entry fees are as follows: 1. Individual events: $4.00 per event. 2. Relays: $8.00 per relay. Page 2 of 8
ENTRY DATES AND DEADLINES: 3. ISI swimmer surcharge: $3.00 per swimmer. 4. Email or mailed in entries that must be manually submitted into Hy- Tek (for teams entering more than five swimmers): $2.00 per swimmer. Electronic entries must be submitted in a format compatible with HY-TEK Meet Manager software. Handwritten entries must be submitted on the ISI Meet Entry Form (APP-7). Submit entries along with the ISI Financial Sheet Regionals (APP-8.3). If submitting electronic entries, also send a hardcopy of the entries with the entry fees and financial sheet. Payment shall be by one check made payable to Davenport Metro Swim Team. All entry fees, including ISI swimmer surcharge fee, should be combined on one check. The host club reserves the right to require payment by money order or cashier s check. Entry fees are non-refundable; ISI swimmer surcharge fees will be refunded only if the entire meet is cancelled. 1. Entries will be accepted beginning on Monday, January 16, 2017. 2. Handwritten entries, along with entry fees and financial sheet, must be received by Wednesday, February 1, 2017. Teams entering by this method must email or phone any updates from meets held the following weekend by noon on Monday, February 6, 2017. Changes are limited to swimmers who are already entered in the meet but who need to change events due to achieving an Iowa Q time in an event already entered. All others will be treated as late entries. 3. Electronic entries must be received by noon on Saturday, February 11, 2017. A hardcopy of the entries, along with entry fees and financial sheet, must be received later than 15 minutes before the start of warm-ups on Saturday morning, February 18, 2017. 4. Any changes made after noon on Saturday, February 11, 2017, will be treated as late entries. 5. Entries will not be accepted by phone or fax. LATE ENTRIES: SWIMMERS WITH DISABILITIES: Late entries will be accepted up to 15 minutes before the start of warm-ups on Saturday morning, February 18, 2017. If the meet program has not been printed, swimmers shall be seeded into the meet, but will still be charged the late entry fee. If the meet program has been printed, swimmers shall be seeded with the meet event entry time or NT and shall swim in heat one of the event. A zero heat will be created if necessary. All late entered relays will be seeded as NT. Late entry fees: 1. Individual events: $8.00 per event. 2. Relays: $16.00 per relay. Officials must volunteer by noon on Monday, February 6, 2017, to count toward meeting this requirement. Clubs will be informed about their timers and officials assignments via email to the club contact on Wednesday, February 8, 2017. MEET COMMITTEE: A meet committee consisting of the Meet Director, Referee, a Coach Representative, an Athlete Representative, and a certified official acting at large will be established in accordance with the ISI Code Book. The committee shall serve as the meet jury to consider any administrative protests filed at the meet. Protests against judgment decisions can only be considered by the Referee and the Referee s decision is final. MEET OPERATION: 1. Events will be pre-seeded except the 1000 and 1650 Freestyle. 2. Positive check-in is required for the 1000 and 1650 Free. 11 & 12 swimmers must check-in by 10 am the day of the event. 13 & Over swimmers must check in by 2:00 pm the day of the event. Check in will take place at the computer/timing table. Swimmers who fail to check in by the deadline will be down-seeded to the slowest heats and the slowest lanes if lanes are available. 3. Swimmers in 8 & Under events shall report to the Clerk of Course when called by the announcer. Swimmers in all other events shall report directly to the starting blocks. 4. If names for relay events are included in entries, those names will be on the relay cards at the meet. 5. Events may be combined to facilitate meet operation and separated later for results and scoring. 6. The 13-14 and 15 & Over 1000 and 1650 Free will be seeded together and separated later for results and scoring. These events will be swum fastest to slowest, alternating women and men. Swimmers may enter in either the 1000 or 1650 Free, but not both. Swimmers who are eligible and want times for both distances will need to take an intermediate split in the 1650 Free. 7. Deck Changes are prohibited. 8. The host is not responsible for providing rest for swimmers entered in more than one classification (e.g., 8 & Under and 10 & Under, or Age Group and Senior). If a swimmer has less than 10 minutes between events, the swimmer (or swimmer s coach) should inform the Deck Referee. Page 4 of 8
9. Operation of a drone, or any other flying apparatus, is prohibited over the venue (pools, athlete/coach areas, spectator areas and open ceiling locker rooms) any time athletes, coaches, officials and/or spectators are present. SCORING: AWARDS: None. Individual and team scoring for 8 & Under events only. Individual events: 1st-3rd medals, 4th-8th ribbons. Relay events: 1st-3rd ribbons. No high point awards will be given. For 8 & Under Championship Events (Session III) Individual events: 1st - 3rd 2 ½ ISI custom medals 4th - 8th 1 ½ ISI custom medals 9th - 16th ISI custom ribbons Relay events: 1st - 3rd 2 ½ ISI custom medals 4th - 8th ISI custom ribbons High Point Awards will be presented to the top three boys and girls based on points earned in 8 & Under events. A banner will be presented to the club with the highest combined boys and girls score. ISI SPORTSMANSHIP-SPIRIT AWARD: ISI will provide and present this award. The Meet Referee, one coach and one athlete from each team will vote on this award. Criteria to use for this award will be included in the coach s packets. SCRATCHES: USA SWIMMING REGISTRATION: CAMERAS: NO TOBACCO OR ALCOHOL: IMAGE AUTHORIZATION: The ISI Scratch rule is in effect. No swimmer or club registrations will be taken at this meet. Swimmers whose names do not appear on the current ISI registration list and who cannot show proof of USA Swimming/Iowa Swimming membership will not be allowed to compete in this meet. Use of audio or visual recording devices. Including cell phones, is not permitted at any time in changing areas, restrooms, or locker rooms. The use of any tobacco products or the consumption of alcohol is not permitted anywhere in the swimming venue. All participants agree to be filmed and photographed by the official photographer(s) and network(s) of ISI and DMET under the conditions authored by DMET. Participants authorize the use names, pictures, likenesses, and biographical information before, during or after the meet to Page 5 of 8
promote competitive swimming. All participants agree not to use awards received in this competition for the purpose of trade or financial gain. ADDITIONAL INFORMATION: USA SWIMMING INVOLVEMENT: Programs. Each team will receive one copy of the program. Results. Electronic results will be provided to all teams participating in the meet. Final Results will be posted on the ISI website. A hardcopy of the final results may be requested on the ISI Financial Sheet for an additional $5.00. Concessions. Will be available including athlete friendly options and meals. Swim apparel/merchandise. Swimming apparel will be available through Splash Multi-Sport. Spectator information. No admission for spectators. Free parking is available. No spectators will be allowed on the pool deck at any time.
