Transportation System Plan Project Lists CP-16-036 To Planning Commission for 9/25/2017 Study Session From Carla Angeli Paladino, CFM, Principal Planner Date September 19, 2017 OVERVIEW On August 10, 2017, the Council was presented the draft goals and objectives for the project outlined by the Citizen Advisory Committee (CAC) and modified by both the Bicycle and Pedestrian Advisory Committee (BPAC) and the Planning Commission (PC). On August 29, 2017, staff hosted the project s first public open house to discuss these elements with the public. Comments received from those in attendance will be incorporated into the document and further refined. The goals and objectives help inform what elements of the transportation system are important to the community and influence how future projects will be ranked for construction. The TSP must be financially constrained meaning the projects to be constructed are tied to a revenue source that has been estimated over the 20 year planning period. The Engineering Department calculates the projected revenues over the planning period from the following sources: - State Gas Tax - Street Utility Fees - System Development Charges - Other Sources (e.g. grants, developer fees, Medford Renewal Agency (MURA), Community Development Block Grant (CDBG) dollars) - Additional Revenue Source (House Bill 2017) The projected revenue available to fund capital projects from 2018-2038 is $75,405,344 (estimated revenue minus fixed expenditures equals available revenue). The project list over the planning period will outnumber the available funding, therefore, it must be determined which projects are funded and within what timeframe they will be constructed. The projects will be separated into Tier 1 and Tier 2 categories. Tier 1 projects are funded while Tier 2 projects are not funded. The lists provided have been placed into corresponding tiers by the City s consultant. Please note the projects and the estimated costs currently exceed projected revenues so additional projects will be moved into the Tier 2 category. Page 2 of 4 Page 3

Transportation System Plan update (Project List) CP-16-036 September 19, 2017 Kittelson and Associates, the City s consultant on the project, has been working with staff on identifying which streets in the system need upgrades based on the technical analysis and data collected for the plan. The project lists generated include carry over projects from the current TSP and new projects to be evaluated for future consideration. The lists include the following types of projects: safety projects addressing high crash rate locations and other safety factors, known and identified congestion problem locations, intersection improvements, roadway projects, and bicycle and pedestrian projects to encourage other transportation modes. The final list may also include those projects identified from the Regional Transportation Plan and County and State projects within the City s jurisdictional boundaries. The City Council met regarding the TSP update on September 14, 2017. They were provided the attached documents as well as shown proposed cross sections for the higher order streets (arterials and collectors). The study session also included discussion about what is important to be reflected in the goals and objectives. Some of the themes/ideas that emerged in the Council s discussion included: - Roundabouts - Use of off-site multi-use paths (e.g. McAndrews); new cross sections - Connectivity of Higher Order - Alternative standards, cross Streets sections, and flexibility - Connectivity of multi-modal - How do we effectively approve between locations of interest infill projects on existing corridors? including parks and neighborhoods - Connectivity to schools - Incremental Infrastructure - Promote walking - Aesthetics and landscaping along - Sidewalk & streetscape amenities (benches, art, wider sidewalks) roadways - Relationship between land use and transportation, providing amenities and services in close proximity to residents, having places and things for people to access and do - Safety for all users - Promote/emphasize mixed use development - Transit Friendly - Review of street segments outside of the City s jurisdiction; what do agency partners (County, CP, and Phoenix) have in their TSPs as cross sections for these roadways? - Convenient to access downtown and neighborhoods Page 3 of 4 Page 4

Transportation System Plan update (Project List) CP-16-036 September 19, 2017 The Council was also asked to identify standards or criteria they think are important in order to help rank these future projects. The ranking sheet and the scores are attached for your information. The attached lists show the projects and their preliminary ranking from the consultant. The list will be refined and separated by wards in order for Councilors to identify specific projects within their boundaries and to weigh those projects with others needed throughout the community. Planning and Engineering staff will gather feedback from the public on these projects at four public open houses to be held in each ward over the next four weeks. The Planning Commission is the first of the recommending bodies to review the project list. The other citizen committees involved in the TSP plan including the Technical Advisory Committee (TAC), Citizen Advisory Committee (CAC), and Bicycle and Pedestrian Advisory Committee (BPAC) will also review these projects and provide feedback to Council. The recommendations from the public and the advisory committees will provide Council with additional information to help inform their decision about ranking these projects.
