Presidents Report June 2011 G day and welcome to the June edition of BLCC s Bulletin. Since my last report the competition side of things have been a little quite. Sunday the 5th saw the first round of the Motorkhana series under the guidance of Daniel Hall. After lunch Keith McElroy and Ash Finlay were in control of the Khanacross but not before the Motorkhana was scored and a club first was discovered First outright was Sharon Pitt, congratulations on beating all of the boys, well done!! Not to be out done Michael Goossens took the honours in the Khanacross. I hear some BLCC members went to the Ararat hillclimb and either assisted or competed. Club competitors were Steve Grinstead, Glenn Latter, Richard Monty, Graeme Scott well done fellas and Russell McKenzie and Ian Brain helped out with the running of the event. Today Saturday 18th sees a few Ballarat entrants heading up highway 31 to take part in the Winton Sprints on Sunday - good luck fellas. Next week is our clubnight followed by the Nissan Night moves over in the Heathcote area, I havent heard of any of our group going. Saturday the 3nd of July sees Motorkhana round 2 and our day night Autocross. Saturday 16th the George Derrick Memorial Rally, organised by the CCRMIT in the Avoca area is on but - at this stage officials are still required, I will know more by the club night so if you want to help them out let me know asap, thanks. On the Sunday after that, the 24th, sees Barney running his double banger Autocross. Our AGM will be on our clubnight and our guest speaker organised by Russell McKenzie will be Bob Watson. His book is on the history of the LCCA is available for purchase now or on the night - see a committee member or those ever reliable blokes at Autoparts. Tickets for the AGM will be available form Frank Devine s car yard in Howitt St for $38 get yours soon as it should be a great night. Also on that front, memberships are due on the 30th June and there will be 6 seats up for grabs on the committee so get nominated! Ps. as a last minute thought I was wondering if anyone was interested in going down to the Motorshow in early July - if enough interest is shown perhaps we could organise a trip or even a bus? That s enough from me - seeya all at the club Noel Peers President Treasurers Report June 2011 Hi all, The Business Activity Statement for the Jan - Mar quarter has been paid with a $568 GST payment to the ATO. There has also been a number of large accounts paid to CAMS and other creditors. The Festival of Motorsport has presented a cheque to BLCC for $1000.00 for assistance on Easter Sunday. Thanks again to all those who assisted. The June 5 Khanacross/Motokhana brought in $650 in entry fees. The new stove for the kitchen has been purchased for $1399 and is just awaiting instalment. It has a gas 5 burner cook top and a double size electric oven. This has been on our list for a while and will make catering for the AGM and other functions much easier. Thanks to Barney for his work in repairing the wall from the old hot water service. The health inspection has been rescheduled for a later date. Please make sure any outstanding reimbursements are forwarded to me before the end of financial year in less than 3 weeks! I am keen to find someone who is willing to learn the role of treasurer as the next year will see the end of my term. It would be great to prepare someone for that role. Officials Muster Club Chief Licence Requirements We have been asked to clarify the requirements for obtaining a Club Chief Licence. The CAMS Licensing and Accreditation Guide states that you must have a minimum activity of two CAMS authorised motor sport events in appropriate roles. This means that you must have officiated in at least two club or multi club events prior to your upgrade application to Club Chief, and you must have these events appropriately recorded and signed off in your passbook. It does not mean you require two separate Event Assessments - all you need is two CAMS events signed off in your passbook, complete the Club Chief Module and one Event Assessment. The Club Chief Licence is a great option for adding more officials to your club and allows you to perform the role of Clerk of the Course/Event Director or Chief Steward; or assume a Team Leader role (except Chief Scrutineer) at club and multi-club Speed and Non-Speed events. Is your Activity Record up to date? Last month we provided some information on renewing your licence to help ensure that your licence is approved and processed as quickly as possible. This section provides information on your activity or participation record that you need to maintain your licence grades. Generally, all that is required for officials licence maintenance is that you have competently performed the role within the last four years. This is consistent with the Australian Sports Commission standards for officiating under the National Officiating Accreditation Scheme (NOAS).This is why we ask that you submit a copy of your activity record from your passbook with your licence renewal, so that we can see that you have fulfilled the maintenance conditions. It is important for each official and their senior to understand the significance of signing the Participation Record. The Participation Record is not an attendance record. When signed by your Senior Official, it is recognition that you have completed your role as a CAMS accredited official at the required competence level. This includes, for example, your participation in the respective officials team, your communication skills and knowledge and performance of your particular role. This recognition of your performance also enable appropriate recognition of your skills and knowledge which assists upgrade applications. It can also be of significant benefit, should you be involved in an incident that becomes subject of associated claims on the CAMS insurers. The recognition of your performance can significantly assist at such times for the benefit of officials and CAMS. Senior Officials who sign off on Participation records at an event should ensure that they are satisfied that the official s performance is as expected for their licence grade and the respective discipline remember it is not an attendance record! It actively recognises an official s positive participation as a CAMS accredited official. All of these aspects outlined above, enable your licence to be processed as smoothly as possible. So don t forget Proposed BLCC Book In the last 18 months a dedicated group of members have been working on documenting, copying, collating and recording a tremendous amount of material related to the history of our club. They have met regularly with past members and now have the basis for the creation of a valuable historical book covering the 60 years of our clubs existence. The principle members of this group have now put out the call for people that may be able to contribute to publication by way of volunteering to complete the sorting of this material which is in an electronic form and physical documents, and the publication of the various sections, ie decades and specialist Motorsport areas, people with experience in IT would also be very useful, however any assistance would be gratefully accepted. 4 TheBulletin June 2011

Vic News Up Coming Events Training Upcoming events/training Observed Licence Test - Circuit The next Victorian circuit OLT will be held at Sandown Raceway on Friday 13th May 2011. A circuit observed licence is required by members who are seeking Provisional Circuit (PC), Provisional Clubman Circuit (PCC), National Superkart Junior (NSKJ), Provisional Superkart (PSK), and Provisional Superkart Junior (PSKJ). For information on the requirements of an OLT or all competition licences please call the members hotline on 1300 883 959. Online Officials Training Modules Bronze Stewards Module Bendigo A Bronze Stewards Module is scheduled for mid May in Bendigo, Victoria. Stewards adjudicate upon any dispute or protest arising during a meeting and are also responsible for ensuring the competition is conducted safely. The Stewards course will run over the course of a full day and will include presentations and group based learning, a General Officials licence is required to be eligible to participate. To enrol in the Stewards course or for more information on other CAMS Officials training courses please contact the Sport & Club Development Officers for Victoria. There are a number of Officials Training Modules that are always available online. These include the Introductory Module, Event Administration, Event Command, Rally/Off Road and Circuit. It has been attached to the roof of the club as this was the only space large enough to display it. We also received a cheque for our part in the event for $1000 dollars. I have a number of things that I need to enlighten you about but I would like to start with the pressing issue that urgently needs to be discussed. That is, the future make up of the club and its committee. We are not only in need of 6 new members willing to go on to the committee but we are in a situation where we need to hunt down a new president. If any of our semi retired or retired members or a member with a business acumen think that they could take on this important position I would hope that they would give it some concideration. Alternativly if you could talk to someone who you think would be good for the job let them know, the rest of the committee are overloaded and heavily committed,we need the help!. The AGM will be on the usual club night of the 29th and tickets remain a $38.00. Guest speaker this year will be Bob Watson. You need also to place any agenda items for that meeting need to be submitted by the 8th of July. Nominations for committee need to be submitted to the president as we do not currently have a secretary to our p.0 box. We have also elected a new cleaner Chris Hall who replaces Rhonda who recently retired. Catching up with some of the smaller items of business - we have a number of windcheaters from past Bergonia and Winter Classic events. We would hate to waste that investment and would like to sell a few of them to members below cost for $20.00 some will be on display at our nest meeting. It is important to come to our next meeting because we will be discussing a petition aimed at bolstering our case for getting council to assist in our hunt for a new track location On a fi nal note we need more members to volunteer to be directors so check the calender and give some of our other members a chance to compete or just take a break. CH and H Plated Cars From December 1st 20?? A small fee of $5 will be charged for new and renewal registrations. Chris Hall will collect this when he signs your form. Special use vouchers will also cost $5. These vouchers must be used when you drive your car for any purpose other than a BLCC calendared event. The BLCC recently became a member of the Association of Motoring Clubs. The AOMC is working closely with Vicroads on the scheme to introduce a 90 day log book (with a 54 day option). Should Council of the City of Ballarat determine that - in the greater interest of the Ballarat Community - the lands facilities and resources currently occupied, managed and used by the Ballarat Light Car Club are to be required for other purposes, that Council will ensure that the facilities be replaced, relocated, and/ or substituted on a Like with Like or Better basis. Sport Sub Committee Notes Past Events AXRD4 Ian Brian & Michael Goossens tag team directed with David Haddon as steward and Rod Hall as event secretary. 42 Starters. Event started out very very wet but track came good once it dried out after rain cleared. The RFID radio part of the timing system worked now that sensitivity and antenna position is sorted but the program didn t. RH to fix the program. Event was well run in somewhat trying conditions. The introductory Motorkhana was well patronized with 8 participants and well run by Mark Hunter and his team. MK R1 Daniel Hall directed under guidance of Rod Hall and Ben McKee. Keith Scott checked in the entries. RH did the CAMS paperwork. 18 Entries. Simon Hall, Paul Hocking Noel Peers and Rob Prosser manned the stop watches. Good fun had by all entrants. Paige Haddon had a particularly big grin in her first ever event and did a good job. Daniel Hall earned his stripes as director. Sharon Pitt drove exceptionally well for her first ever 1st outright which incidentally was also the First ever 1st OR lady without being sexist. The introductory Motorkhanas at recent AX s seem to be feeding in a few juniors which is great to see. KX Keith McElroy and Ash Findlay. Good tests. Was good to have some new tests. Weather was very kind as rain held off until event was finished. Mr Ezzy fed all and sundry between the 2 events. Mick Goossens 1st OR. Ian Brain is forming petition to be put to council re getting our relocation plight heard by Ballarat City Council. Peteition will be presented and started at AGM and run over 3 months. RH and Noel Peers have meet and made initial contact with David Ronaldson the recreation officer at Ballarat City Council. RH to forward calendar of events held at the airport so David can come and see what we do. Need to make contact with CAMS to see if they have information about permits exclusion zone sizes etc. 1961 International Motor Race Prix Re-enactment. Good event, Gary Grant and John Emery looking to hold it again. Want to use more of the original track. JDP Camira s are not coping in the container due to condensation creating corrosion. Will swap BBQ trailer and carry all out of shed into container. Camiras should then fit in shed. Truck is now more maneuverable due to Mark Hunter fixing the front brake. Sign up to receive event updates and announcements from Ballarat Light Car Club about upcoming events and activities. E-mail announcements will be sent out occasionally about website-related activities and new website features. Note: this feature is not in place of the electronic send out of the club newsletter. And all recipients of the bulletin should feel free to sign up for notifications. Proposed Members Business Register I was pondering how I was going to find someone to complete the removal of a huge amount of Wisteria from my side fence. I considered the phone book for a moment and as I did so I thought about who in the BLCC might know someone from the club who knew someone? I was then prompted to think about the amount of useful information that could be collated into a list of useful business / skills / hobbies that people have, do or run. To this end I thought I might put my idea out there, I will collect a list of members (proposed to me) of people who are likely to be useful to other members. I do not propose that there be any discounts or freebies just a list of people and their field of expertise. So, if you make stickers, weld up roll cages, are an expert in suspension, electronics, gardening, office supplies, sell bolts, make trailers, are a retired business man willing to offer advice, are an expert in IT or lay cement than you should be on this list. Autocross Round 4 CDC 3 ENTRIES:43, OFFICIALS:13 AND RAIN 20 points. Wet track Autocross think it might be fun? You bet. Sunday 22 nd May saw BLCC conduct round 4 of our Autocross series (round 3 of the CDC) on a wet track and under a grey and ominous sky. However Barney got the fire going, Steve Ezzy warmed up the soup, and Mick Goossens, Ian Brain and Rod Hall swam around the track to set the course and put out buoys. Chrris Hall Ben McKee and David Marmo made sure the cars were shipshape, and Mark Hunter conducted a Junior Motorkhana for the wannabes on an island somewhere out on the Bomber strip. This Junior Motokhana is a great initiative, and well done Mark for putting it on. Paul Duncalf, Wayne Saunders and Heath Salter then donned flippers and goggles and waded out to officiate the corners, Mark Hunter got himself set up at the shallow end, and once the lifeguards from St Johns arrived we were all set to set sail. Being honourable gentlemen, and observing the rules of the sea, it was naturally women and Juniors first Once they got back and the risk of drowning was assessed, it was the bloke s go. Other than Steve Moses Wilson having a shot at parting the water, times for the practice run were well off anyone s personal best. Competitive Run one was not much faster, but as the rain held off, the race line slowly dried out, and by runs run 3 & 4 drivers were coming to grips with their port and starboard. In fact if you stayed on line it was pretty quick. As to the results, Ladies were led by Sharon Water Wings Pitt; Juniors 12-14 Craig Rubber Duckie Hunter; Juniors 16-18 Scott Slip Slop Splash Hunter; Specials Daniel Damp Course Hall; CH Plate Leon Raindrops Pegg; 4x4 John Gumboots Austin; Modified 1800cc+ Clinton Lightning Harris; Modified 1800- Daniel Buckets Kierce Standard 1800+ Robert Freestyle Schenk; Standard 1800- Stefan DamBuster Decker. Picture: Ian Wilson By: Lorrie Brown The inaugural Ballarat Light Car Club s 1997 Autopro Winter Classic Rally finished yesterday with its fair share of thrills and spills. Plenty of white-knuckled rallying tested the drivers and resulted in the withdrawal of about six vehicles due to minor spills, broken axels and worn clutches. About 46 drivers and their classic cars, ranging from MGs to Porsches and Nissan GTRs, tested their skill, determination and endurance in the tree-day rally, which took in Ballarat and parts of Western Victoria. The event finished yesterday with an economy run to Heathcote, a quartermile sprint and special stage at the Wendouree Industrial Estate, followed by a presentation dinner. Competitors converged on Ballarat for the event from across Victoria, South Australia, New South Wales and Queensland, along with a strong local contingent. Rally organisers said that they expected entries to double for next year s event. it has been highly successful and has been a major boost for Ballarat. Rally director Philip Coghlan said yesterday. More than 300 people, including competitors, support crews and families were in Ballarat for the inaugural event, which also showcased the city s strong tourism base. The concept was put to the Ballarat Light Car Club by the City council to organise a winter activity for Ballarat, Mr Coghlan said. The idea was to promote Ballarat and it has opened their eyes to what s here, he said Mr Coghlan added that next year s event was likely to include about 90 competitors, based on the enthusiasm of this year s entrant. 22 TheBulletin June 2011
