Type of Allocation of Quota Places Athlete quota places will be allocated to the Competitor(s) that achieved the place in the qualification events and or ranking as per the qualification process but they must be validated by the relevant NOC. C. Eligibility Athlete Eligibility Only those athletes who have complied with the Olympic Charter (at all times) may participate in the European Games. For the sake of clarity, all athletes must comply with the provisions of the Olympic Charter in force during the qualification period for the European Games up until the end of the period of the European Games. Age Requirements All athletes participating in the Baku 2015 European Games must be born in/or before 1998. Medical and Anti-Doping Requirements To be eligible to participate in the Baku 2015 European Games, all athletes must satisfy the medical requirements according to World Taekwondo Federation (WTF) Medical Code and Anti-Doping Committee. To be eligible to participate in the Baku 2015 European Games, all athletes must comply with antidoping controls in accordance with the WTF and WADA Anti-Doping Rules. ǀ 2 ǀ

Additional European Taekwondo Union (ETU) Requirements The athlete must be a holder of the nationality of the participating team. An athlete must be a member of the pertinent national taekwondo association that is recognised by the WTF. Athletes must be a holder of the Kukkiwon Dan Certificate. A copy of the Dan certificate should be enclosed when registering for accreditation. In case a competitor has applied for a Kukkiwon Dan certificate but has not received it yet, a copy of the Dan application form and the remittance certificate sent to the Kukkiwon must be enclosed when registering for accreditation. According to WTF rules athlete participating in WTF promoted championships must be a holder of the WTF Global Athlete License (GAL). D. Qualification Process The qualification system allows for the participation of the best athletes through a fair and transparent process within the framework of the Olympic Charter. Host NOC Allocation Allocation Process The Host NOC is guaranteed the following allocation subject to meeting the eligibility requirements detailed in section C. 4 Places in the Men s Events (1 in each Weight Category) 4 Places in the Women s Events(1 in each Weight Category) Universality Allocation Numbers 4 Male Universality Places are made available to eligible NOCs at the Baku 2015 European Games. 4 Female Universality Places are made available to eligible NOCs at the Baku 2015 European Games. The Universality Places will be allocated by an EOC representative in conjunction with the ETU. E. Confirmation process for Quota Places BEGOC on behalf of the ETU will inform NOCs in writing on 17 March 2015 of the athlete quota places that have been obtained at the Qualification Event. Eligible NOCs must inform BEGOC and the ETU in writing by 31 March 2015 whether or not they intend to participate at the Baku 2015 European Games. By 7 April 2015 the ETU will reallocate all available quota places. F. Reallocation of unused quota places Should an NOC return an athlete quota place that has been obtained from the WTF Olympic Ranking List, the next best ranked NOC, not yet qualified, will be allocated the athlete quota place. This process will be repeated until all places are allocated. ǀ 4 ǀ

G. Qualification Timeline Date Milestone 17 March 2015 WTF Olympic Ranking Date 17 March 2015 BEGOC on behalf of ETU to inform NOCs/NFs of their allocated quota places 31 March 2015 NOCs to confirm use of allocated quota places to BEGOC and ETU 1 April - 7 April 2015 ETU to reallocate all unused quota places 1 May 2015 Deadline for BEGOC to receive entry forms submitted by the NOCs H. 2016 Olympic Qualification Taekwondo will have G-4 ranking event status, therefore qualification for the Rio 2016 Olympic Games will be available at the Baku 2015 European Games. ǀ 5 ǀ
