February 2015 Hello USTA Iowa District Tennis members, and volunteers, This is my latest letter as your Iowa District President., and below are accomplishments and plans: I found and secured my replacement, although the transition hasn t occurred as of yet Participation in Leagues and tournaments is down We have two new board members, Jack Wardell of Carroll and David Soucek of Spencer. Due to demands from Section and National, we have Reorganizational and Nomenclature issues more on that as they develop. Meetings are scheduled throughout the year. I continue to encourage volunteers and members to attend ITA meetings and apply for positions as both board members and as committee chairs. National, Sectional, and District (Iowa especially) is still looking to youth involvement, so even if you don t feel young enough to qualify, please encourage others to do so. IOWA DISTRICT TENNIS HALL OF FAME The appointed Hall of Fame Committee gathers, accepts, or procures nominations and supporting data regarding candidates and evaluates the merits of each. At the fall meeting of the Iowa Tennis Association, the Committee presents its recommendation for new members, if any. A secret ballot by those entitled to vote at the meeting determines whether or not the recommended candidate(s) is/are approved. Approval by 50%+ of eligible voters at the meeting is required for selection to the Hall of Fame. SELECTION CRITERIA --- GUIDELINES It seems appropriate to select 1, 2, or 3 nominees each year, although special circumstances might dictate none or 4+ on special occasions. The ITA Hall of Fame is meant to honor those few individuals who have made outstanding contributions to tennis in the Iowa District. They may have contributed as administrators, players, directors, coaches, or by other forms of service, and over a comparatively long period of time. We recognize good players with annual rankings and Player of the Year awards. A Hall of Fame player would be unusually talented and successful over a long period of time. We make a group of annual awards to honor special achievements in specific categories such as Adult Player, Junior Player, Recreational Player, Family, Facility, Tournament, Official, Community Service, and Outstanding Contribution to Iowa Tennis. The Hall of Fame takes note of special qualities of leadership, longevity, wisdom, etc. Being an officer of the ITA is valuable service to tennis and may be a factor, but should not be considered an automatic road to selection. The Committee is expected to consider persons of various ages, varying periods of activity, a variety of types of service, and from all areas of the state. This summary of criteria should be published periodically in the Iowa Net News. Proper recognition of a selection should be given at the spring meeting of the ITA or at an appropriate event in the selectee s home area. 2014 IOWA DISTRICT ADULT RANKINGS How to receive an adult singles ranking in the USTA Iowa District: You must play in a minimum of 4 tournaments or half of the tournaments that offer (and populate) your event. Example: Only 4 tournaments offered an NTRP 3.5 Women s Singles division, one would only need to play in two of those events to receive a ranking. Junior Rankings and Standings Regulations I. Year End Ranking Requirements- Year end rankings are the final ranking of players for any given calendar year. A singles player or doubles team may achieve a year end Iowa District Ranking by participating in a minimum of 4 tournaments in the Iowa District with one (1) win. Year end rankings are calculated on players best five (5) tournaments, and a minimum of 4 tournaments. Doubles will follow the same ranking requirements of 4 tournaments and it will be an individual doubles ranking. Only the points in a specific age group will count towards your ranking. Any tournament played in the Iowa District will count towards your year end ranking. II. ITA Standings list- Standings are the current order of players at any given time of calculation. Singles and doubles standings will be posted weekly at www.iowa.usta.com. Standings will include all players who have accumulated at least one (1) ranking point. Standings are calculated on a player s best five (5) tournament results during the previous twelve (12) months. The Iowa District Standings list will only include tournaments played in the Iowa District. Points earned in higher age divisions will count towards your standing in a lower age group. Player records should be checked periodically throughout the year. Corrections may be sent to the ITA office at any time, but must be received no later than December 10. A standing cannot be appealed. III. Standings and Ranking Considerations: A. Year end rankings and current standings will be calculated on the basis of the points per round system. Ranking points are those points that are awarded based on the points per round table in this book and published on the Iowa District website. B. The ITA will yearly review the points per round table to determine which tournaments shall be included in the standings and rankings, the relative levels of the tournaments to be included, and the number of points to be assigned per round for each tournament level. C. Points earned during the entire calendar year will be included in determining year end rankings. Points earned during the previous twelve (12) months will be included in determining current standings. D. Players earn points for wins in each round of a tournament, determined in accordance with the points per round table. E. If a player advances in the first round due to a default and loses the next round, the player will receive points for the first round win. F. Byes do not qualify as wins. G. Withdrawals, defaults, walkover, and retirements qualify as wins for the advancing player and points are earned for that round. H. A player who is defaulted from a tournament for code violations for misconduct forfeits any points accumulated during the tournament.

GETTING READY FOR 2015! AGE ELIGIBILITY - The Process of Entering a Tournament (and what this really means) ALL JUNIOR PLAYERS, competing in USTA sanctioned events, you may play an age division until the month in which you age up, or, in other words, until your birthday month. This means that players who are 12, 14, 16 or 18 years old may continue, to play in their 12, 14, 16 or 18 age division until the month in which they turn 13, 15, 17 or 19, respectively. For example: A player who turns 15 in October, may play in the 14-and-under age up to and through September 30. Starting October 1, this player must play in the 16-and-under age division. As in the past, you may also elect to play in an older age division before you are required to do so. 2015 Iowa District Nomination Form Each year the Iowa Tennis Association honors the volunteers, associations and programs that have done an outstanding job to promote the sport of tennis. If you know of a person, an association or program that should be recognized, send in a nomination. A detailed description about the person, association or event, press releases, and photos will assist the awards committee. After giving out awards at the ITA level, we may submit up to 3 nominations per category to the USTA/Missouri Valley Awards Committee for consideration. If more than one nomination for a category is forwarded, please indicate the preference of rank first through third. Six of the Sectional awards will be forwarded to the United States Tennis Association to be considered for the national award, in the respective categories (denoted by an asterisk). (Please submit ITA Awards by August 27, 2015 Nomination forms can be downloaded from the Iowa District website, clicking on the Awards tab) COMMUNITY SERVICE EXCELLENCE (award for an individual only) Community service awards are given for recent significant contributions made to tennis development by individuals actively involved in teaching tennis through community centers, schools and parks, inner city or suburban programs. Criteria to consider when nominating are: A. Scope of program. B. Depth of involvement in community, i.e., impact on community s overall recreational picture. C. New and innovative features resulting from candidate s activities. D. Inspirational and motivational work with adult or juniors, E. Involvement of other recreation organization such as the YMCA/YWCA, Boy Scouts, Girl Scouts, etc., in the establishment of a community oriented program, association with the USTA/ Missouri Valley Section and / or District. DISTINGUISHED SERVICE (award for an individual only) Distinguished Service Award recognizes performance, dedication and accomplishment of an individual s effort in service to the ITA (Alice Eaton Distinguished Service Award) and forwarded to the USTA Missouri Valley Section. TENNIS FAMILY OF THE YEAR* (award for a family only) This award is made annually to the family who in recent years has done the most to promote amateur tennis primarily on a volunteer basis. Ideally all members of the family should participate in some way, either as a player or by offering their services in promoting tennis by directing programs and tournaments and helping with Junior Development from the beginning stages through the college level. JUNIOR PLAYER(S) OF THE YEAR (1 female and 1 male) Junior Player(s) of the Year award is based on performance, current accomplishment, sportsmanship and the promotion of tennis in general, raising the standard of play to its highest level. ADULT PLAYER OF THE YEAR Adult Player of the Year award is based on performance, current accomplishment, sportsmanship and the promotion of tennis in general, raising the standard of play to its highest level. RECREATIONAL PLAYER(S) OF THE YEAR (1 adult, 1 junior) Recognition of an Adult player (4.0 and below) who participates in USTA League Tennis or Team Tennis (adult) on a regular basis AND recognition of a junior player who participates in Jr. Team Tennis (youth) on a regular basis. Both recipients should demonstrate good sportsmanship and a lover for the game. OUTSTANDING CONTRIBUTOR TO USTA YOUTH PROGRAMS (award for an individual only) This person(s) has made significant contributions to USTA/Missouri Valley/Iowa Tennis Association 1) junior recreational programs, including USTA School Tennis, NJTL, Jr. Team Tennis and junior novice events or 2) adaptive/wheelchair/special populations programs. Efforts may include CTA development, fund raising, equipment repair and distribution, summer tennis, special events, pro assistance, and education. MEDIA EXCELLENCE AWARD* (award for an individual only) Part-time or full-time reporter, writer, editor, etc. who provides extensive media support for the sport of tennis and its related activities. Criteria include coverage of USTA/Missouri Valley/ITA programs and events, frequency and depth of coverage and overall involvement in the tennis field. OUTSTANDING CONTRIBUTOR TO YOUTH HIGH PERFORMANCE PROGRAM (award for an individual only) This person(s) has done the most to advance the High Performance/Competitive Training Center program. Has assisted in searching for new talented junior players, administration of Competitive Training Center(s) and /or coaching team events.

OUTSTANDING CONTRIBUTOR TO USTA LEAGUE TENNIS PROGRAM (award for an individual only) This person(s) has made significant contributions to USTA League Tennis Program. Has participated on teams, assisted in the promotion of the program, assisted in the administration of the leagues and/or volunteered at sectional championships. DONNA FARLEY OUTSTANDING OFFICIAL (award for an individual only) The Donna Farley Outstanding Official award is based upon high standard of officiating, proper control of a match and for providing appropriate leadership, both on and off court in the pursuit of umpiring in the USTA/ Missouri Valley Section. This award was renamed in 2009 as a tribute to the dedication and service Donna Farley has contributed over the many years to this profession. OUTSTANDING HIGH SCHOOL COACH (award for an individual only) Recognition of a high school coach who meets the following criteria: High School team had a record of success in win-loss and/or in improvement in players during the season; develops his/her players physical, mental and emotional abilities during the season and helps promotes development throughout the rest of the year; maintains high ethical and sportsmanship standards; promotes a passion for tennis in his/her team, school and community; supports and promotes USTA programs. FACILITY OF THE YEAR* (award for an organization only) Recognition will be awarded to outstanding tennis facilities under the jurisdiction of: A. A parks and recreation department. B. An educational institution. C. An industrial complex/convention center. Criteria to consider when nominating a facility are: A. Overall layout and adaptation to site. B. Excellence of court surface and lights. C. Ease of maintenance. D. Accommodations players, spectators, press/officials. E. Aesthetics graphics, use of signs, landscaping, etc. F. Amenities casual seating for spectators, food services and social areas. 10 and UNDER TENNIS PROVIDER AWARD (award for an individual only) The 10 and Under Tennis Provider Award is given to a person who is providing a full-service 10 and Under Tennis program. The ideal candidate meets the following criteria: A. Program is registered on 10andundertennis.com B. Program includes clinic and competition progression (red to orange to green to yellow) C. May be a Kid's Tennis Club D. Host Play Days E. Includes Jr. Team Tennis F. Hosts tournaments G. Must be a USTA organization member MEMBER ORGANIZATION OF THE YEAR* (award for an organization only) Recognition of outstanding service by clubs and other member organizations. It also represents a standard in which all member organizations can strive to achieve. The criteria listed below are general guidelines that can be used in the selection process for the Sectional Organization of the Year award. An organization is not required to satisfy all of the suggested criteria in order to qualify. A. Service to the tennis community. a. Donating facilities for amateur tournaments of all types. b. Giving courts for free clinics for the general public. c. Giving facilities for interscholastic play. d. Giving facilities for league and interclub play. e. Allowing promising non-member juniors the use of the courts f. Taking active role in Sectional or District affairs. g. Allowing use of facilities for Sectional or District events. h. Prompt payment of USTA annual dues. B. Service to organization members. a. Maintaining an active tennis program including: i. Tennis ladders. ii. Tournaments in various categories. iii. Encouraging, promoting, and participating in league and interclub play.

b. Maintaining effective systems for keeping membership informed of USTA Sectional and District tournaments and activities and of pertinent changes in USTA and sectional rules and regulations. c. Encouraging and assisting junior players. C. General service to the game of tennis. a. Activities which promote and strengthen the game of tennis within the member organizations and in the community. Activities promoting the benefits of individual membership in the USTA. OUTSTANDING DIVERSITY ACHIEVEMENT Given to an outstanding USTA Iowa program leader, athlete, organization or administrator for success in providing outreach to the diverse tennis community. This award may include NJTL chapters and/or leaders. This award is presented to an individual or organization that has championed the cause for diversity both on and off the tennis court. Through hard work, persistence, and unwavering dedication, the nominee has helped to expand the image of tennis to include diverse populations. Other considerations are demonstrating a high degree of organizational ability, success in serving all players in the area, quality off and on court programs, management structure, and involvement with the tennis community. Must bea current USTA individual member or organization must be a current USTA organization member. JUNIOR SPORTSMANSHIP AWARD The USTA Iowa Junior Sportsmanship award is given to a male and female junior player in each age group, boys and girls 10, 12, 14, 16, and 18's who best exemplifies the finest qualities of sportsmanship in compoetitive play including tournaments, USTA Junior Team Tennis and 10 and Under Tennis tournaments. Good sportsmanship is anessential element of all junior sports and junior development. The junior player is ineligible if his/her name appears on any tournament director or referee report exhibiting bad sportsmanship during any competitive play in a 12 month rolling calendar year, or has current suspension points prior to award presentation. The nomination must have a minimum of two instances (in detail) where the nominee exemplified the finest qualities of sportsmanship on and/or off the court (quotes from coaches, parents or players are acceptable). Must be a current USTA member OUTSTANDING JUNIOR TOURNAMENT Criteria is tournament organization, knowledge of players records and ranking to effect proper seeding, fair and equitable scheduling, adequate staffing for tournaments, i.e. Referees, Umpires, Amenities such as barbeque, baseball tickets, towels and information dissemination. OUTSTANDING ADULT/SENIOR TOURNAMENT Criteria is tournament organization, knowledge of players records and ranking to effect proper seeding, fair and equitable scheduling, adequate staffing for tournaments, i.e. Referees, Umpires, Amenities such as barbeque, baseball tickets, towels and information dissemination. OUTSTANDING COMMUNITY TENNIS ASSOCIATION* (award for an organization only) A USTA Community Tennis Association (CTA) defined as: Any incorporated, geographically defined, not-for-profit, volunteer-based tennis organization that supports or provides programs, which promote and develop the growth of tennis. All CTAs nominated must be registered with the USTA and be a current USTA organization member. Criteria include: CTA History, Strong Leadership, Mission Statement, Strategic Plan, Organization Structure, Program offerings, Volunteer recruitment, Community Relationships, Fundraisings, Marketing and PR Plans, Staff positions, Special Recognitions, Registered CTA, USTA Organization member. EVENT OF THE YEAR Recognition of an event, other than a tournament (i.e. Regional Rally, membership parties, training workshops, fundraisers, WTT, etc.) that brought tennis to the forefront in the community. This event mobilized community resources. PRESIDENT S AWARD To be defined and selected by the ITA District President annually.

GRIEVANCE PROCEDURES a. Composition. At the Fall Meeting, the Board of Directors shall appoint a Grievance Committee composed of a Chairperson and two Individual Members of the ITA. No member of the Board of Directors may serve on the Grievance Committee. b. Powers. The Committee shall be responsible for enforcing the Articles of Incorporation, By-Laws, and Standing Orders of the ITA, MVTA, and USTA. It shall also enforce the Rules of Tennis, and the USTA standards of conduct, fair play, and good sportsmanship. The Committee shall have jurisdiction over any USTA member participating in any District event regardless of the member s residence. The Committee shall have jurisdiction over ITA members participating in events beyond the geographical limits of the Iowa District. The Grievance Committee shall not have jurisdiction over any incidences which may arise from participation in the USTA League Programs, including the USTA Adult League Program, the USTA Senior League Program, the USTA Mixed Doubles Program, or similar USTA sponsored programs which have a formal grievance procedure. The Committee may take such action to resolve a grievance as it, in its absolute discretion, deems appropriate. The Committee may impose fines and suspensions. If the Committee finds that the ITA or one of its committees did not follow USTA, MVTA, or ITA rules and regulations, it may order the ITA and its committees to take specific corrective actions. c. Filing a Written Complaint. All complaints must be written and filed with the Chairperson of the Committee. The complaints should explain how a person or committee violated the Articles of Incorporation, By-Laws, or Standing Orders of the ITA, MVTA, or USTA. If applicable, the complaint should explain how the Rules of Tennis or the USTA standards of conduct, fair play, and sportsmanship were violated. d. Notice of Complaint. The Chairperson shall send a copy of the complaint to the accused person or committee. If the accused person is eighteen years of age or younger, the Chairperson shall also send a copy to at least one parent. e. Decisions by the Chairperson and the Vice-Chairperson. Upon receiving a complaint, the Chairperson, acting alone, may take action on the basis of such investigation as the Chairperson, in his or her absolute discretion, deems appropriate. The Chairperson, before taking action, shall not be required to hold any hearing but may consult with other members of the Grievance Committee. The Chairperson may take any action authorized by this Article, including the imposition of a fine of up to $500.00 and the suspension of a person for such period as the Chairperson, in his or her absolute discretion, deems appropriate. In the Chairperson s absence, or at his or her request, the Vice-Chairperson shall have the same powers as the Chairperson to resolve the grievance, including the power to fine or suspend a person. The Chairperson or the Vice-Chairperson shall promptly notify the person accused of a violation of his or her decision by mail. The notification shall state the Chairperson s reasons for his or her decision. If the person accused is eighteen years of age or younger, a copy of the decision shall also be sent to at least one parent. f. Appeal to Grievance Committee. Within thirty days after the person penalized receives the written notice of decision, the person penalized may appeal the decision by addressing a written request to the Chairperson for a hearing before the Grievance Committee. g. Grievance Committee Hearing. The Chairperson shall promptly fix a time and place for the hearing and shall give the person charged at least eight days written notice. Telephone hearings are authorized. The person charged shall have the right to appear in person or by telephone, with one representative, to present testimony and evidence and to cross-examine witnesses. A majority of the Grievance Committee members shall constitute a quorum. The Committee may affirm, modify, or reject the prior decision. It may impose any additional penalties (including assessing the costs of the hearing) that it deems appropriate. The Committee shall promptly prepare a written finding of facts. The Committee shall promptly notify the person charged of its decision by mail and shall include its findings of facts.

Grievance Procedures - continued h. Original Hearing before the Grievance Committee. The Chairperson, instead of acting on a complaint under paragraph e, may hold a hearing before the full Committee and have it render a decision. The hearing shall be held in accordance with the provisions of paragraph g. The Committee may take any action authorized by this Article, including the imposition of a fine of up to $1000.00 and the indefinite suspension of a person. i. Appeal to Executive Board. Within thirty days after the person penalized receives the written notice of the decision of the Grievance Committee, the person penalized may appeal the decision by addressing a written request to the President of the ITA for a review of the Grievance Committee s decision by the Executive Board. After receiving the written request for such a review, the Executive Board shall promptly review the findings of fact and the decision of the Grievance Committee. The Executive Board shall not be required to hold any hearing and its decision may be based entirely on the finding of fact of the Grievance Committee. However, the Executive Board may hear further testimony and receive such further evidence as it, in its absolute discretion, deems appropriate. The Executive Board shall have the power to affirm, modify, or reject the decision of the Grievance Committee, but may not impose any harsher penalties. Following its review, the Executive Board shall promptly notify the person penalized of its decision by certified mail. The decision of the Executive Board shall be final and binding, unless the penalized person is granted an appeal before the MVTA or USTA Grievance Committees, and the penalty imposed under the ITA Grievance Procedures is modified or reversed by the MVTA or USTA Grievance Committees. j. Emergency Grievance Procedure. Complaints that the Chairperson deems to require immediate action may be filed by telephone. Until a written complaint is received, the Chairperson may decide only that portion of the matter that the Chairperson deems urgent. The Chairperson shall act on the basis of such investigation as the Chairperson, in his or her absolute discretion, deems appropriate. The Chairperson shall act as soon as possible. The Chairperson may notify the parties involved of his or her decision by telephone. In the Chairperson s absence, or at his or her request, the Vice-Chairperson shall have the same power to act. Any person aggrieved by the Chairperson s action may appeal to the Emergency Grievance Appeal Board. This Board is composed of the President of the ITA and two of the Vice-Presidents of the ITA. Two members of the Emergency Grievance Appeal Board shall constitute a quorum. The aggrieved person may appeal to the Board by telephone to the President of the ITA. If the President is unavailable, then the aggrieved person may appeal by telephoning any member of the Emergency Grievance Appeal Board. The Board may meet in person, by telephone conference call, or by a series of telephone calls. The Board shall act on the basis of such investigation as it, in its absolute discretion, deems appropriate. The Board shall have the power to modify, affirm, or reject the Chairperson s decision. The Decision of the Board shall be final. k. Effective Date of Disciplinary Action. Actions taken under the Emergency Grievance Procedure shall be effective as soon as the decision of the Chairperson, or in the case of an appeal, the decision of the Emergency Grievance Appeal Board, is rendered. All other penalties imposed by the Chairperson, the Grievance Committee, or the executive Board shall be effective on the thirtieth day following the mailing of the written decision to the penalized person, unless that person utilizes the appeal procedure. l. Fines. All fines shall be payable to the ITA. m. ITA s Right to Appeal. The ITA, its officers and its committees shall have no right to appeal. Exhaustion of Administrative Remedies By participating in any activity authorized by or within the jurisdiction of the ITA, a person agrees to follow the Articles of Incorporation, By-Laws, Standing Orders, and rules and regulations of the ITA, and to exhaust all administrative remedies provided in these ITA documents in each controversy and complaint involving participation in ITA activities.
