Factors

Rules Updates Marked up version highlighting changes available on WPNS Website

Rules Updates 200 Section 200 Section General Rules 215/313: standardized daily entries due 2 hrs before TCM unless otherwise specified 217: TCM s may be combined for more than one competition (jury discretion) 223: inclusion & updates to various IPC policies: gender, antidoping, medical & insurance, harassment, autonomic dysreflexia, use of hypoxic/hyperoxic chambers & smoking 224: Updated equipment rules: new requirement to submit all air rifles to inventory

Rules Updates 300 Section 300 Section: Competition Rules 314.6 possible to use shoulder bibs instead of leg bibs (sit ski biathlon) Change to sprint heat, pursuit & relay start procedures for VI athletes, will no longer use marshals/officials, responsibility now on teams / guides: If there is a need (eg B-Class), athletes may be held by a team member or an official (on request) with a hand on the shoulder of the athlete until they can start.

Rules Updates 300 Section Consistent false start rule across formats: For all competitions a competitor who makes a false start will not be recalled to the start line but may return to the start line and restart providing they do not obstruct other competitors. False start infractions must be reported to the Jury.

Rules Updates 300 Section 316.4.4 The ranking of athletes involved in a photo finish will be established according to the order they crossed the vertical plane of the finish line by the toe of the front foot. LW 10 12: In a photo finish, the competitor whose torso front binding first crosses the finish line is ahead.

Rules Updates 300 Section 331.2.1 Increase in number of shooting lanes at WPNS competitions beginning in 2019/20 season PWG: 30 lanes 12B, 18LW WCH & WC: 24-26 lanes: 10-12B, 14LW

Rules Updates 300 Section 331.4.4 Rifle Inspection Rifles must be checked and marked before the zeroing prior to the official training and competition. Rifles presented at competition must correspond to the equipment inventory submission and been approved. Unchecked rifles or rifles that do not correspond to the approved equipment inventory may not be used in competition.

Rules Updates 300 Section 331.7.2 Rifle Support LW 5/7/6/8 updated rules 331.7.2.2 Modifications or the addition of weights, tabs or other attachments designed to improve the stability of the rifle or change the natural balance point of the rifle are not allowed. 331.7.2.3 LW 5/7, LW 6 and LW 8 athletes using the rifle support are only allowed to touch the rifle with a second hand / arm for the purpose of reloading or activating the trigger mechanism and are not allowed to touch or stabilize the rifle with the second arm / hand while shooting. 331.7.2.4 The support (spring) must remain in an upright position, pulling back, or pushing forward or sideways is not permitted.

Rules Updates 300 Section 331.9.6 Misfires due to rifle malfunction, or missing ammunition must be proven to a range official otherwise if a shot is taken it will be considered as a missed shot. 331.9.6.1 A shot taken is defined as when the pellet enters the breech end of the barrel and the trigger is pulled. If there is a misfire because a pellet is missing, and this can be proven then an athlete is entitled to reload and take another shot. If a pellet is missing and it cannot be proven that the pellet fell out during loading, then if a shot is taken it will be considered as a missed shot.

Rules Updates 300 Section 331.10.2 Target Malfunction If a target fails to function or is suspected of malfunction, the competitor must be directed to another target. The malfunctioning target must not be reset and must be taken out of service until it can be inspected by an official.

Rules Updates 300 Section 342: New consolidated section and numbering including all current rules relating to guides including: 342.3 The role of the guide is to be responsible for the safety of the visually impaired competitor and assist the athlete to follow the rules. He may lead or follow the visually impaired competitor in the same track or ski alongside the parallel track providing he does not obstruct another skier. (Obstruction rule 343.9 also applies for guides)

Rules Updates 300 Section 343.9 Obstruction: In all competitions obstruction is not allowed. This behavior is defined as deliberately: impeding, blocking (by not following best line), skiing between an athlete and their guide, charging or pushing any competitor with any part of the body or ski equipment.

Rules Updates 300 Section 343.11.2 Skiing in between or outside corridors or tracks increases the risk of obstruction to athletes skiing inside corridors / tracks and should be avoided. In cases of obstruction involving competitors skiing between or outside of corridors / tracks, responsibility will normally be assessed against the competitor skiing outside of or between the corridor/track or in favor of the competitor skiing within the corridor/track.

Rules Updates 300 Section 352.1.3 The consequences of a sanction assessed on a guide during a competition automatically applies to the athlete/guide team. This includes the consequences of a second written reprimand regardless of team composition.

Format Updates New formats to be tested this season Biathlon Class start: Vuokatti Biathlon Relay: Ostersund Mass Start CC Long Distance: Prince George (tbc)

Format Updates Biathlon Class start: (see handout) Mass wave start by class (each class within a category starts together) with start times modified for percentage difference based on winner s result (reference time) of first race (Bt Sprint). First athlete that crosses the finish line wins the race. Second race same distances as first (Bt Sprint) Possibility to use a factor to adjust for different conditions on second day.

Format Updates Biathlon Relay: Ostersund Formats under development, more details later in the week. Intent is to create a format that could be used at future WCH and PWG

Format Updates Mass Start CC Long Distance: Prince George (to be confirmed) Format: All athletes of one category start together at the same time. The result will be calculated time at the end of the race (and at each split timing point). Could also have men and women starting together or in waves. Seeded start grid so that slower classes are towards the back of the grid to avoid obstruction after the start. Rational: Interesting to watch because there will be more action out on course. Athletes racing in the same class have a head to head fight on course. Overall competition time becomes shorter. Course: 5km loop. Since in PWG most of the standing courses are part of the OWG courses the width is usually no issue. In WCH if the course width seems to be a problem, a wave start could be a good solution or the use of classical technique.

WPNS BIB SYSTEM New branded bibs for this season to be distributed in Vuokatti Will be used for at least next two seasons Must be worn during training and warm up on field of play Individualized for athletes, guides and team staff Teams staff bibs are intended for field of play requirements only Teams will get two non-assigned flex bibs for contingencies Additional bibs for new athletes, guides or staff will be available at each competition There will be a 60 Euro charge for replacement bibs See Elke for more information

Equipment Inventory Thank-you for equipment submissions. Review and approvals are ongoing. All sit skis have been reviewed Georgy will need to check several sit skis and will inform affected nations / athletes. New this year is inclusion of all rifles. This year will be a data collection year and a review and update to rifle rules are planned for next season. Please use a tape measure for reference in submission photos of all rifles and sit skis. See Elke for more information
