ARB GRIFFITH 400 ROUND 4 NEW SOUTH WALES OFF ROAD CHAMPIONSHIP ROUND 2 ARB AUSTRALIAN OFF ROAD RACING SERIES Saturday 13 th July & Sunday 14 th July 2013 SUPPLEMENTARY REGULATIONS 1. TITLE AND NATURE OF THE EVENT The event is entitled the ARB GRIFFITH 400 (herein after called the Event), being Round 4 of New South Wales Off Road Championship and Round 2 of ARB Australian Off Road Racing Series The event will be conducted at a private property Stackpoole off the Mid Western Highway, 25km East of Goolgowi on the 13 th and 14 th July 2013. This event is a Long Course Off Road Event run over a variety of surfaces and is designed to test driver s skill and preparation during daylight hours. The ARB Griffith 400 event prologue is approximately 18kms in length and the full course is approximately 400kms, comprising 5 laps of 80km. AUTHORITY AND PERMIT The Event will be conducted under the provisions of the International Sporting Code of the FIA and the National Competition Rules of CAMS, the Off Road Standing Regulations for Long Course events, the NSW Off Road Championship Sporting Regulations, these Supplementary Regulations and any further Regulations which may be issued. Where these regulations differ from the Standing Regulations, these regulations will take precedence. Any final instructions that may be issued will have the same force as these regulations subject to NCR s 69 & 89. The Event will be conducted under and in accordance with CAMS OH&S and Risk Management Policies, which can be found on the CAMS website at www.cams.com.au and will be displayed at Event Headquarters. DOCUMENTS YOU MUST BRING All competitors must bring the following documents to Event Headquarters on Friday 12 July 2013 between 4:00pm and 7:00pm. CAMS Vehicle Log Book, CAMS Competition Licence, Proof of Current CAMS-Affiliated Car Club Membership, Record of Competition Book, Proof of Age for under 18 years. All entered competitors, drivers, co-drivers, navigators and pit crew must sign the relevant disclaimers at Event Headquarters during event documentation. Log books will be retained at Event Headquarters until the completion of competition for that vehicle. 5. ENTRY DETAILS 5.1 Entries: Entries open on 1 st June 2013 and close at midnight (ACST) Friday 7 th July 2013. Entries can only be submitted via the official ONLINE Entry Form and must be accompanied by the requisite entry fee. (Refer NCR 76 & 81) 5.3 Passes (Wrist Bands): Will be supplied to Drivers, Co-Driver, Navigators and Pit Crew with names and competition numbers on them. Wrist bands MUST be worn at all times. These passes will permit access to the Pit Area whilst racing is in progress. Each Competitor will be allocated four (4) passes - two (2) Competitor Passes and two (2) Pit Passes, or - single seaters, then it will be, one (1) Competitor Pass and three (3) Pit Passes Additional Navigators may compete, providing they are properly nominated on the entry form, have signed the Disclaimer and the additional Navigator s fee is paid. 6. VEHICLE ELIGIBILTY All vehicles described in CAMS Manual under OFF ROAD Standing Regulations, OFF ROAD - General Requirements for Off Road Vehicles, GR1 to G36 and OFF ROAD VEHICLES Specific Requirements for Off Road Vehicles, SR1 to SR32. For current specification refer to www.camsmanual.com.au, refer to current CAMS Standing Regulations Vehicles will be classified as follows: Pro Buggy Buggies with engines not exceeding 6000cc for petrol engines or 7200cc for diesel engines ProLite Buggy Buggies with engines up to 3500cc, naturally-aspirated Super 1650 Buggy Buggies with engines between 1330cc and 1650cc Sportsman Buggy Buggies with engines not exceeding 1330cc Performance 2WD Modified 2WD with engines not exceeding 6000cc for petrol engines or 7200cc for diesel engines Extreme 2WD Highly-modified 2WD with engines not exceeding 6000cc for petrol engines or 7200cc for diesel engines Production 4WD Production 4WD with engines not exceeding 6000cc for petrol engines or 7200cc for diesel engines Extreme 4WD Highly-modified 4WD with engines not exceeding 6000cc for petrol engines or 7200cc for diesel engines UTV Production based 4WD, 2 seat Off Road Recreational Vehicles not exceeding 1200cc. Maximum noise emission of 95db (A) at thirty (30) metres will be measured and enforced. Any vehicle that does not and cannot comply will be logged. OFF ROAD Standing Regulations. SR 4.5 All competition vehicles must start every Section of the event with all their panels attached, unless they have been damaged and can no longer be attached. Chief Scrutineer to check claims that they are damaged, and that any vehicle arriving at the starting line without all their panels will be sent back to attach them and their time will be taken from when they should have started. CAMS National Registered Competition Numbers will be given preference over all other state numbers. Ref to www.camsmanual.com.au. A small yellow forward facing racing number, at least 70mm high, MUST be fitted. This is to assist Marshals during line up. 7. CREW ELIGIBILTY 7.1 Points will only be awarded once per vehicle entered, (to the nominated number 1 driver) but there may be more than one driver. 7.2 Unauthorised person/s in a race vehicle is prohibited. 7.3 Crew changes will be permitted, but only with Event Secretary s/clerk of the Course s permission and all paperwork addressed before entering vehicle. 7.4 Where the driver of an automobile is less than 18 years old and does not hold a current civil driver s licence, he must be accompanied at all times while competing by a crew member, in the vehicle, who either holds a current civil driver s licence or is not less than 18 years old. 7.5 All crew shall wear apparel that complies with Schedule D of the current CAMS Manual of Motor Sport. 8. MINIMUM AGE Minimum Age to be in Pits is 16 as per NSW Department of Sport & Recreation rules. (Navigators under this age may only be in pit area when they are entering/exiting vehicles). 8.1 Driver and Co-Driver Minimum 16 years of age and Navigator minimum 14 years of age 8.2 One crew member must be at least 18 years of age and/or hold a valid civil licence. 9. 10. SCRUTINY From January 1st 2011 each vehicle with a log book first issued prior to January 1st, 2000 shall be required to undergo a Biennial Vehicle Inspection prior to being used in competition. For vehicles subject of a log book issued after January 1st 2000 and before the 31st December 2010, the requirement for inspection shall commence from January 1st 2012, which must be carried out prior to the vehicle s first use in competition from that point. For new vehicles issued with a log book after 1st January 2011 the first inspection shall be two years from the date of issue. The Biennial inspection shall be valid for two years from the date it was carried out. Competitors must present all competition apparel at Scrutiny for inspection. SAFETY All Competitors MUST comply with the current National Competition Rules of CAMS. Refer to www.camsmanual.com.au All Drivers and Navigators must wear helmets approved by CAMS and bearing a standards mark as set out in Manual OFF ROAD Standing Regulations 3, 5 (i) ATTIRE Schedule D. Please note the moratorium on this Bulletin expires on 30/06/2013 Bulletin Number: B13/037 Implementation Date: 22 March 2013 CAMS (Confederation of Australian Motor Sport Ltd) 2012 11.2 Body Protection: Where the body of an occupant could come into contact with the safety cage, it is recommended that flame retardant padding be fitted. FIA standard 8857-2001 or SFI specification 45.1 padding. 12. REFUELLING AND HOT WORK AREA 12.1 Refuelling at all times must be in accordance with the conditions as per the refuelling requirements in the current CAMS Manual of Motor Sport (Ref 4.6 Par i, ii, iii). 12.2 ALL REFUELLING during the continuous competition laps on Sunday MUST BE DONE IN the Pit Lane. Refuelling and service during the one hour break may be done in the paddock. 12.2 All persons involved in refuelling operations, or within two metres of refuelling or venting points whilst the vehicle is being refuelled, are to wear the correct attire of a minimum attire of at least shoes with non flammable socks and clothing from waist to neck to ankle, and have the minimum fire extinguisher as set out in the CAMS Manual. Refer to Standing Regulations 12.3 ALL WELDING, OPEN FLAMES and GRINDING must occur in the HOT WORK AREA located between the pit lane and paddock. (OFF ROAD Standing Regulations 13.5) 12.4 UNDER NO CIRCUMSTANCES is any welding, grinding etc permitted outside of the HOT AREA. Any competitor who does so will be excluded from the competition and asked to leave the venue. 12.5 FUEL must comply with Schedule G of the CAMS Manual of Motor Sport. 13. COMPETITION RULES 13.1 Time out cards will be provided at the completion of Sunday s lap 2 from a location advised at the Competitors Briefing. Start time for lap 3 will be exactly 1 hour after finish time of lap 2. A Competitor who fails to present to the start line for lap 3 at their prescribed time will be deemed to be in their own competition time. 13.2 A vehicle that arrives to the start after its schedule starting time will be allowed to start at the next safe time or at the discretion of the Clerk of the Course, provided it does not impede the start of any other competitor. The elapsed time begins on the original schedule starting time. Griffith 400, Supplementary Regulations, 2013 Page 4 of 7

13.3 A competitor may return to the pits during the race through the NORMAL RETURN TO PIT point, and if rejoining the race must do so through the Start line access when the starter permits. 13.4 Competition vehicles that are not road registered, shall not be driven or flat towed on a Public Road. 13.5 The course may close at 3:00pm on Sunday the 14 th July, or at the Clerk of Course s discretion. 13.6 Smoking is not permitted in the pits or in race vehicles at any time during competition. 13.7 During any event, consumption of alcoholic beverages in the paddock, pits or any other portion of the competition venue under the control of the officials is expressly forbidden until all practice or competition activity is concluded for each day. Any driver or crew member who is found to be affected by alcohol on the day of the event or practice therefore shall not be permitted to participate. Refer NCR 145A of the Current CAMS Manual. In addition, the persons concerned will be subject to the Articles of the Standard Operating Procedure for Alcohol Testing and CAMS Anti-Doping Policy. Competitors, crews or officials may be randomly tested for alcohol by a CAMS Accredited Testing Official (CATO) or other drugs at any time during the event(s). 13.8 The CAMS Anti Doping Policy, as appears in the CAMS Manual of Motorsports and as amended from time to time, is recognised as an integral component of the NCR and is duly authorised as such. In any areas where the National Competition Rules and the CAMS Anti Doping Policy conflict, the CAMS Anti Doping Policy will take precedence 13.9 These Supplementary Regulation serve as the required 24 hour notice to all Competitors, Crew and Officials. 14. ARB SERIES Points and series regulations will be as per ARB Series Regulations. Competitors must be registered prior the completion of event documentation to be eligible for series points. 15. NSW OFF ROAD CHAMPIONSHIP CONDITIONS This can be contested by any CAMS National Off Road Licence holder (OFF ROAD Standing Regulation 3.3-iii complying with 3.1) See the NSW ORC Sporting Regulations referring to the conditions required to gain points. 16. DETERMINATON OF THE WINNER OF THIS NSWORC ROUND The Competitor that completes the most distance in the least time (including Penalty time) is the winner. 17. AWARDS The following Trophies will be awarded at the completion of the event. Trophies will be awarded to Drivers and Navigators 1 st, 2 nd and 3 rd in each class plus Outrights winners 1 st, 2 nd and 3 rd Fastest Prologue Best Presented Car Fastest Lap First Local Home 18. TIMING AND START LIGHTS/FLAG 18.1 Timing officials will be deemed Judge of Fact. 18.2 Timing begins when the signal to start is given. 18.3 Times to one thousandths of a second will be recorded on every lap and lap/s within the time allowed will be counted. 18.4 A competitor s score shall be the total elapsed time for all heats, passing through all controls. 18.5 Competitors are reminded that there is no right to protest against the decision of a Judge of Fact (NCR205) 18.6 Competitors will be started with a maximum of 2 cars 30secs apart or at the organiser s discretion depending on final entries and track conditions. 19. TIME ALLOWED 19.1 The time allowed will be 2.5 hours for the one lap on Saturday. 19.2 The time allowed for Sunday s lap will be advised at the Competitor s Briefing on Sunday morning. 20. STOPPAGES and REGROUPING 20.1 Seeding maybe carried out at the Clerk of Course s discretion. 20.2 Regrouping for the Sunday s event start will be done on the outright order from section one. 20.3 You are required to supply your own INCIDENT STATUS (OK/SOS) sign for long course races. 21. COURSE MARKERS The course is marked as per Standing Regulations for Long Course Off Road Events. 22. RECONNAISSANCE 22.1 ONLY the nominated driver with crew will be allowed to reconnoitre the course at a NON COMPETITIVE SPEED. Competition vehicles will leave first followed by registered vehicles. 22.2 Any Competitor deemed to be driving in a manner not complying with the instructions may be excluded from the Event. 22.3 All Crew members must wear the current approved attire and be strapped in as if for racing. 22.4 Reconnaissance of the Prologue and Long Course will be on Saturday 13 th July from 8.30am. 22.5 Further instructions will be given at Competitor briefing to be held at the Track at 8:00am Saturday and 8.00am Sunday mornings. 23. PROLOGUE 23.1 A Prologue will be run over one lap of the prologue course after the completion of reconnaissance. 23.2 Vehicles will be started at 1 minute intervals. The prologue order will be announced at Saturday s briefing. 23.3 Starting order for Section 1 will be determined by the time lost in the Compulsory Prologue. 24. PENALTIES As per Part 19 of the Off Road Standing Regulations, but the following penalties are bought to your attention: 24.1 JUMP or FALSE START- 1 minute If repeated or blatant breaking of the start, exclusion. All wheels must be stationery until starting order is given. 24.2 DELIBERATE SHORT CUTTING or deviation from the course will be 30 minutes; exclusion will apply for a second offence. 24.3 DANGEROUS DRIVING (as determined by the Stewards) - Exclusion 24.4 DELIBERATE INTERFERENCE with or impeding other competitors a minimum of one (1) minute, at the Stewards discretion. 24.5 FAILURE TO SIGN ON PRIOR TO THE COMPETITOR BRIEFINGS: Five (5) Minute per offence. 24.6 Additional penalties may be given by the Stewards. 25. PROTEST Protests may only be made in the appropriate manner as outlined in the CAMS Manual of Motor Sport NCR Part XII. (A Competitors Liaison Officer/Competitors Relations Officer will be available) 26. GENERAL 26.1 Course Officials and Timing Officials will be deemed Judges of Fact. 26.2 Officials may be supplied with a wrist band or an Official Passes that is to be worn on the outer of clothing at all times. 26.3 Pit Lane all persons associated with a vehicle must have signed on and be wearing the appropriate wristband to enter the pits. 26.4 Pit crew must be wearing the minimum attire as follows - Polo Shirt, cargo shorts, closed in shoes. 26.5 All Competing vehicles must be located in the designated pit/paddock area during the event and must service from this area ONLY. Refer to current CAMS Manual of Motor Sport Off Road Standing Regulations (SR 14 14.2(i) Paddock Area) 26.6 A Pit/Paddock will be in use for the duration of the event 26.7 Only trailers and transport vehicles will be allowed in the paddock. Competition vehicles are allowed in the paddock area outside of competition times and during the 1hr break on Sunday. 26.8 If there is an URGENT need for service vehicle in the paddock area permission must be sought from Clerk of Course. 26.9 During competition, any vehicle which leaves the pit lane, other than to re-join the event or to go to a designated refuelling area will be deemed to have withdrawn from the event unless permission is sought from the Clerk of the Course. Refer to current CAMS Manual of Motor Sport - Off Road Standing Regulations (SR14 14.3 Pit). 26.10 At the completion of the day s competition NO vehicles other than officials involved in recovery and final sweep are to be on the Course. 26.11 No persons are allowed on the course without permission of the Clerk of Course 26.12 Vehicle testing the Organising Committee will not allow vehicle testing on access roads or in the Pit Area at any time. This may bring exclusion from the Event. 26.13 Medical Facilities will be provided by Beneficial Safety Pty Ltd. 26.14 Recovery Vehicles shall recover competition vehicles after each competitive section or at the Clerk of Course direction. Any competitor that needs to be towed by another vehicle (other than an Official Vehicle provided by the Organiser) will need permission from the Clerk of Course. 26.15 A condition of entry is that the track can be watered at the discretion of the Promoters and no Protest will be accepted on this action, or Timing, Regrouping and Heat Order. 27. INSURANCE CAMS Public Liability and Personal Accident Insurance will be provided for Competitors, competing Crew, and nominated pit crew according to Appendix I of the current CAMS Manual of Motor Sport. 28. POSTPONED, ABANDONMENT or CANCELLATION The Organisers reserve the right to postpone, abandon or cancel the Event in accordance with NCR 59. 29. CATERING Catering will be provided at the track throughout the weekend. 30. BRIEFING & RUNNING DETAILS A Competitor Briefing will be held at EVENT HEADQUARTER at 8:00am Saturday 13 th July 2013. Sunday s Competitor Briefing will be at 8:00am 14 th July 2013. It is compulsory for all competing crew to attend and to have signed on prior to the start of each briefing. PRESENTATION of AWARDS will be made on provisional results. 31. CAMPING THERE WILL BE CAMPING AVAILABLE AT THE TRACK. A designated camping area will be available at the cost of $20 per person over the age of 16. Showers and toilets will be available. Notification with your entry will be required if you intend to camp. Fires will be allowed in the camping area only and fire wood will be able to be collected.
