Minutes of the LMC Meeting held on Tuesday 8 May 2018 Venue Worksop CC, Central Avenue Start time 19:00 hrs Closure time 20:25 hrs 1. Apologies for absence J Lyne, A Vollans 2. ACCEPTANCE OF MINUTES FROM THE PREVIOUS MEETING The minutes of the meeting held on Tuesday 10 April 2018 were accepted as a true and accurate record of proceedings. 3. MATTERS ARISING FROM THE PREVIOUS MEETING 3.1 Welbeck CC v Cuckney CC. NF reported that the fixture had been rearranged amicably and was played on Monday 7 May. 3.2 GDPR. Further advice will be sought on this matter. E mail aliases will be fully restored for BDCL officials and club contacts once the new league website is fully operational. 3.3 Handbook collection. Only three clubs were unable to collect on the appointed day; of these three clubs two made alternative arrangements for collection and the remaining club requested that their handbooks be posted out to them. 4. FINANCE & SPONSORSHIP 4.1 League Accounts. TM gave a summary of the current financial position and answered any questions relating to the accounts. The current bank balance stands at 9879.79, the refund from the League Cricket Conference of 30.00 has now been received. Cash in hand is currently 5.68 giving a total of 9845.47 as at the meeting date. 5. CHILD WELFARE AND DBS MATTERS 5.1 NF reported that the Nottinghamshire Cricket Board have offered to take over responsibility for administrating league child welfare officers, including sending reminders when DBS checks and DBS training courses are due for renewal. This was accepted in principle. However, GV asked that in the event of any Disciplinary Hearings involving child welfare issues and requiring the presence of a CWO, if the NCB would provide the services of the county welfare officer or nominated deputy at such a hearing; and if not, should the league retain a welfare officer for this purpose. NF undertook to ask this question of the NCB and report back at the next meeting. www.bdcl.org.uk 2

6. CORRESPONDENCE 6.1 NF to forward minutes of the most recent NPL meeting to all LMC members. 6.2 MHMCC. Notification has been received that MHMCC failed to advise the allocated umpires that their second eleven fixture v Leas & Roses CC on 28 April 2018 had been cancelled; both umpires have been their full fee and MHMCC are dealing internally with this matter. Clubs have been reminded of their responsibilities in this regard, particularly with respect to telephoning the umpires allocated; text messages alone are considered unacceptable. 6.3 Woodsetts v Nomads CC Division 6, 28 April 2018. An e-mail had been received from Nomads CC regarding the timing of the umpire s decision to call this fixture off as a consequence of preceding wet weather. Correct procedures had been followed, and no rules were broken; therefore, this was only a matter of timing as Nomads CC had already travelled to the ground, hence it was deemed that no further action was required. 6.4 Umpires Assessment Form Ordsall Bridon CC. The Umpires Assessment form for the Ordsall Bridon 1 v Cuckney CC II fixture on 28 April 2018 had not been received by the specified deadline. Investigations revealed that this had been received on the BDCL e-mail log, but subsequently rejected by the BDUA official s ISP s. A Troop from OBCC had also not received an acknowledgement by way of an automated reply this was also as a result of rejection by their ISP. After consideration of the above circumstances, it was agreed not to deduct a point from the OBCC total in the Championship Division. Note: An automated reply/acknowledgement is now sent from the assessments@bdcl.org.uk address. Please ensure where applicable that relevant team captains/club officials are made aware of this, if no automated reply is received please contact the league secretary and/or Michael Carlisle who will investigate the matter and ascertain if there are any faults with the reporting system. As a league we do not wish to deduct points from clubs without good reason, however clubs are requested to make every practical effort (including asking other club members to assist if necessary) to ensure that umpire assessment reports are received on time. 6.5 Umpires Reports. Three BDCL Recreational Umpire Disciplinary Reports have been received, these were for withdrawing bowlers due to bowling above waist height no balls. Two were received from the Division 1 Match between Everton CC and Edwinstowe CC on 21 April, and one from Ordsall Bridon II v Bawtry CC also on 21 April. No further action was required as a consequence of these reports. www.bdcl.org.uk 3

7. CLUB CONSULTATION PLANS 2018 (RULES COMMITTEE) 7.1 SR reported that a rules committee has now been stablished and comprises: Stephanie Roberts (Chair) Brian Hicklin Martin Cheshire Gary Bardill (Note taker) Peter Rice Andrew Gregson of Teversal CC had been approached to join the rules committee but declined due to work commitments. It had been suggested that Rockware CC be approached to provide the fifth member as they were a single team club, SR is to make contact and will report back at the next meeting. Each member of the rules committee has been given an A4 copy of the handbook and the members will each review certain sections of the rules as decided at the first meeting held on 3 May 2018. The next meetings are scheduled for the third or fourth weeks in June and July after which there will be scrutiny and reviews at the August and September LMC meetings with a view to holding a Pre-AGM meeting in October. The purpose of the pre-agm meeting will be to explain the rationale of the proposed changes; rule changes in detail to clubs and ask that they obtain the views of their players prior to voting at the AGM in November. It has not been decided if amendments would be accepted prior to the AGM. 8. NEW LEAGUE WEB SITE NF reported that the new league web site was under construction but was still a few days from being made live. The LMC were concerned about the time it had taken, having paid the web site hosts in good faith. It was noted that a number of bugs in the system had been identified, many of these via the work Michael Carlisle has carried out uploading articles, league information and transferring details from the old BDCL web site. An update will be given at the next meeting. 9. ANY OTHER BUSINESS 9.1 SR reported that she is now compiling statistics for the league on a weekly basis, including partnerships and appealed to all clubs to record partnerships especially when using a scorebook and upload the details onto Play Cricket, so that the data can be viewed and publicised via the league social media outlets. 9.2 It was confirmed that a win will attract a total of 20 points and no bonus points as agreed at the 2017 AGM. www.bdcl.org.uk 4

9.3 It was reported that there had been some confusion and miscommunication over points corrections on play cricket, and responsibility for locking/unlocking results. NF to draft a matrix of responsibilities for IT matters including Play Cricket Results, Handbook, New League Web Site, BDCL Social Media etc for presentation and discussion/amendment at the June LMC meeting. (Appended). 9.4 Umpire Assessment Forms. NF reported that for 21 April no umpire assessment forms have been received from Papplewick & Linby CC II and Welbeck CC I, therefore one point will be deducted from their respective league points totals. 9.5 The following matches had been cancelled due to club s inability to raise a side: Date Division Fixture Offending Team 4 Everton II v Wiseton Everton II 5 May 2018 7 Mansfield II v Clumber Park IV Clumber Park IV 7 Sherwood II v Milton III Milton III It was agreed that the standard sanctions would be applied to the offending team, which are: A 10-point deduction from there league total 20 points awarded to their opposition A 10 fine; which will be repaid to their opposition by means of a reduction in their annual league subscription for the following season.
