1.0 Introduction 1.1 The purpose of this document is to define a skid resistance policy for Gloucestershire. The maintenance of adequate levels of skidding resistance is an important aspect of highway maintenance and it contributes significantly to the safe usage of the network. 1.2 This policy will identify the practice and procedures adopted by Gloucestershire from the guidance that is currently available. This will relate to the collection of condition data, the analysis and subsequent interpretation of the data, and where necessary, the implementation of appropriate measures to improve network safety. 1.3 Skidding resistance can be defined as the measurement of the road surface friction under controlled conditions. This term always refers to measurements made on wet roads unless stated otherwise. These measurements are used to characterise a road surface and assess a need for maintenance. They cannot be directly related to the friction available to a road user making a particular manoeuvre at a particular time. 2.0 Objectives 2.1 Identify potential skid collision sites and take appropriate measures to minimise the risk of such collisions. 2.2 Investigate the skid resistance at reported collision sites involving skidding and take appropriate measures to remedy the situation where found necessary. 3.0 Current Guidance 3.1 The current Highways Agency standard for the management of skidding resistance is HD28/04, volume 7 of the Design Manual for Roads and Bridges. This guidance is specifically appropriate to motorways and trunk roads. 3.2 It is recognised that there can be problems with Early Life skidding resistance on newly laid asphalt surfaces. Management of these surfaces is currently addressed in Interim Advice note IAN 49/03 but again this is appropriate to motorways and trunk roads. 3.3 Interim Advice Note 98/07 offers guidance for HA service providers on the implementation of HD28/04. 3.4 The County Surveyors Society (CSS) has produced guidance on how HD28/04 can be implemented on local roads and this is summarised in Section 9.8 of the code of practice for Highway Maintenance Well-maintained Highways. 4.0 Operation 4.1 In Gloucestershire skid resistance testing is carried out annually on the network defined in section 5. 4.2 The procedures for making and interpreting skid resistance measurements will be in accordance with HD 28/04 Chapter 2. 4.3 A summary of the overall process, based upon HD28/04 is shown below: Undertake annual skid resistance surveys Accident analysis to identify sites for investigation Document erection of warning signs Analyse results Determine sites at or below investigatory levels Investigate sites Determine sites for treatment Erect slippery road warning signs if appropriate Prioritised treatments included in maintenance programme 5.0 Network 5.1 The network tested in Gloucestershire will comprise of carriageways with a hierarchy of 2 (Strategic) or 3a (Main Distributor) as defined in section 8.8 of Well-maintained Highways. This currently equates to 1223 lane kms of carriageway and comprises of all Principal roads and the B class roads with significant traffic flows. 5.2 The network will be reviewed annually prior to the survey commencing and any changes identified will be incorporated as necessary. 6.0 Test Equipment 6.1 The annual routine testing of the network will be done using SCRIM (Sidewayforce Coefficient Routine Investigation Machine). The survey will be undertaken in accordance with HD 28/04 and the contractor will be accredited to ISO 9001. 6.2 Road condition data is routinely collected by the SCANNER surveys that are carried out annually on the classified network. This data will be used in the site investigation process once specific sites have been identified. 7.0 Method of Survey 7.1 SCRIM surveys are undertaken annually from 1 st May to 30 th September. The survey year is split into three seasons - Early (1 st May to 20 th June), Middle (21 st June to 10 th August) and Late (11th August to 30 th September). For the next three years the surveys in Gloucestershire will be undertaken during the following seasons; 2008 Late season survey 2009 Early season survey 2010 Mid season survey 7.2 During these years, the CSC (Characteristic SCRIM Co-efficient) will be calculated by the Annual Survey with Benchmark Method. This method allows a single run survey to be undertaken and survey data is also collected from benchmark sites during each of the three seasons. The benchmark data is then used to correct the main survey for seasonal variations. 7.3 By 2011, a full network survey in each season will have been collected. This historic data will then enable the CSC to be derived using the Single Annual Survey Method. This is more preferable to the other survey methods as it allows between year variations in the survey data to also be taken into account when calculating the CSC. 8.0 Investigatory Levels 8.1 The investigatory level (I.L.) represents a SCRIM Co-efficient value, above which it is assumed that the skidding resistance is satisfactory. The higher the numerical value, the greater the skidding resistance. Unfortunately, it is not possible to absolutely determine when the frictional properties of a road surface change from being safe to dangerous. However, the risk of skidding collisions is certainly more pronounced at sites where road geometry is an issue, (for Safer Roads, Better Journeys Page 4 of 13

example bends, gradients, junctions and pedestrian crossings) hence the need for higher I.L. s on those parts of the network. 8.2 To set an investigatory level, a site category is selected most appropriate to the road layout at each part of the network. This category is then assigned the relevant investigatory level from the table below. This table is based on table 4.1 from HD 28/04 chapter 4 and indicates the initial investigatory levels assigned to the Gloucestershire County network. The investigatory levels selected are at the lower end of the range that is applicable to Highways Agency maintained roads, with the exception of category Q. This category has been subdivided, with Q1 (approaches to and across minor and major junctions) being set to the lower range and Q2 (approaches to roundabouts) adopting the mid range value. Site categories G and S will be determined using the geometric data collected by the SCANNER vehicle. Only one site category will be assigned to each site. If more than one category applies, then the higher investigatory level will be selected or, if they are both equal, then the one highest up the table. Most site categories will vary in length depending on the nature of the site. Q and K will generally start 50 metres before the feature unless local circumstances justify extending this length. 8.3 Investigatory levels will be reviewed every three years. A review will also be undertaken when a significant change to the network is made, for example a new junction, roundabout or pedestrian crossing. 9.0 Site Investigations 9.1 Once the annual survey is completed, the results will be processed to determine the parts of the network that are at or below the investigatory level (I.L.) This is achieved by comparing the derived CSC value with the pre-determined investigatory level. Only sites that have test results at or below the I.L. shall be considered for further investigation. 9.2 Where such instances exist, a prioritised listing will be created to identify sites requiring further investigation. The site listing will be ordered by the diminishing difference below the investigatory level. This list will then be categorised and investigations will be undertaken in the following order; Category 1 - any site greater than 0.15 below I.L. Category 2 - any site greater than 0.10 below I.L. Category 3 - any other site at or below I.L. 9.3 Sites investigations determined solely from collision statistics will also be included in the priority list. The top ten ranked collision sites where wet skidding has been identified as a contributory factor will be included at the top of the category 2-site site listing. 9.4 If a number of sites are of equal value below I.L. then they will be ordered first based on higher I.L. and then by the speed limit of the road. 9.5 The objective of a site investigation is to determine the following; Whether a surface treatment is justified to reduce the risk of collisions, especially those in wet conditions or involving loss of control; Whether some other form of action is required; Whether the investigatory level is appropriate; 9.6 Site investigations will be undertaken following a standard procedure and utilising the form detailed in appendix 2. They will be carried out by an engineer with appropriate experience. 10.0 Remedial actions 10.1 Sites identified as requiring treatment will be prioritised on the basis of the severity of the CSC value, collision data and speed limit. Sites not able to be programmed in the forthcoming year, because of budgetary constraints, will be reconsidered in the following year to determine if action is still required. 10.2 Remedial actions may include, but are not restricted to: Planing and resurfacing of the existing carriageway surface layer; Application of a surface dressing treatment; Mechanical retexturing of the existing surface; Erection of slippery road surface signs. 10.3 Surface treatments are seasonal. In some cases it will be necessary to provide warning signs as soon as it has been decided that treatment is necessary, as a warning to road users during the period before treatment is carried out. A record of the location and date of erection/removal of signs will be maintained. 11.0 Skid Resistance Management on Roads outside the Defined Network 11.1 On the network that is not subject to routine SCRIM testing, the indicator for investigating the skidding resistance is collision data as defined in Annex 5 of HD28/04. The Accident Investigation Team will identify such sites. 12.0 Records 12.1 Records of the annual SCRIM results and the outcome of investigations (including remedial actions) will be maintained for a period of 10 years. 13.0 Early life skid resistance 13.1 It can take a period of time for the frictional properties of a newly laid asphalt road surface to be realised. During construction, the aggregate in the road surface is coated in a film of bitumen binder and this needs a period of trafficking before the surface wears in (classed as in service ). During this time, skidding resistance can be affected in both wet and dry conditions. This has the potential to increase the accident risk to road users. 13.2 Interim Advice Note IAN 49/03 recommends that slippery road signs are erected and kept in place for a period of 6 months. Local experience suggests that the period before full surface skid resistance is achieved can exceed this time and is dependent on the traffic volumes using the road. 13.3 In Gloucestershire all new asphaltic surfacing that has binder coated chippings which is placed on roads with a speed limit greater than 30mph and also all main and strategic distributor roads (regardless of speed restriction) shall have warning signs in place for a period of not less than 12 months after construction or until such time as routine SCRIM testing indicates that in-service skid resistance levels have been met. 13.4 A record of the location and date of erection/removal of signs will be maintained.
