Notice of Race version 1.2 issued 5 June 2018 Objective To provide a premier world class ocean race for the participation of qualified ocean racers and cruisers. Organising Authority The Cape to Rio 2020 Race is organized by the Royal Cape Yacht Club (RCYC), the Organising Authority (OA), under the auspices of South African Sailing (SAS), and with the cooperation of the Iate Clube do Rio De Janeiro and Enterprise St Helena. 1 RULES 1.1 The regatta will be governed by the rules as defined in the World Sailing Racing Rules of Sailing (RRS) 1.2 The following rules will also apply a) International Measurement System (IMS) b) ORC Rating Systems (ORC International and ORC Club) c) Texel Rating System for multihulls d) World Sailing Offshore Special Regulations for Category 1 (Monohull and Multihull) 1.3 If there is a conflict between languages the English text will take precedence 1.4 No National Prescriptions will apply 1.5 All times given are Bravo Time Zone (B), being UTC+2 1.6 Rule changes: a) Doublehanded monohulls are permitted to use self-steering devices and automatic pilots. This modifies RRS 52. b) Refer to ORC Rating Systems for various changes to RRS (RRS49.1;51;52) c) RRS78.2 is deleted; valid rating certificates must be presented on entry. Any changes or modifications to certificates must be submitted no later than 1200B 13 th December 2019. d) Changes to the RRS in this Notice of Race per NOR 11.2, 12.1 and 12.2 2 SAFETY 2.1 Boats must submit a completed and signed Inspection Card for OSR Category 1 Monohull or Multihull with all required crew and equipment certificates no later than 1200B 2 nd December 2019. Confirmation of the correction of all deficiencies noted on the completed checklist and certificates for MOB drill and lifejacket inspection must be provided to the Organising Authority no later than the time of check in in Cape Town. 2.2 Within the 18 months prior to the Cape to Rio 2020, boats shall provide a log or other evidence of completion of a Cape to Rio 2020 Qualifying Race or another suitable ocean race for consideration by the OA; or a passage of at least 500 miles with the Person in Charge and 50% of the Cape to Rio 2020 crew aboard, or with both Cape to Rio 2020 crew aboard for Doublehanded entries. 2.3 The Organising Authority reserves the right to require a safety inspection prior to a boat s start, or upon completion of the race. 2.4 There will be a mandatory safety briefing that must be attended by the Person in Charge and one other crew, preferably navigator or watch captain. The location and time of the mandatory safety briefing will be provided in the Sailing Instructions. 3 ADVERTISING 3.1 The Organising Authority may require boats to display event advertising in compliance with World Sailing Regulation 20 at times specified in the Sailing Instructions. 3.2 Details of event advertising, size and placement will be issued in an update of this notice. 4 ELIGIBILITY 4.1 Cape to Rio 2020 is open to monohull and multihull boats that comply with the requirements of Category 1 of the OSR. Boats must be completely self-sufficient for extended periods of time and capable of withstanding heavy weather. Crews must be prepared to deal with heavy weather, injuries, and equipment failures without the prospect of immediate assistance. The Person in Charge and the crew, in aggregate, shall have an appropriate level of ocean sailing experience. Boats must have a reasonable likelihood, in the sole opinion of the Organising Authority, of finishing prior to the time limit. 4.2 The minimum number of crew shall be four, except that boats in the Doublehanded Class shall have two crew. 4.3 The event will be limited to vessels which have an overall length (LOA) not less than 30 foot (9.35m). 4.4 The event will comprise the following fleets: a) ORC Fleet for monohull boats with valid certificates, divided into various divisions - at the Race Committee s discretion. b) A Doublehanded Class within ORC Fleet for monohull boats. Entries must satisfy the committee that they have suitable and adequate experience and that their boat is appropriately organised for Doublehanded sailing. c) Multi-hull Fleet for multi-hull boats with a valid Texel/OMR TR, the fleet may be divided into divisions at the Race Committee s discretion. d) If there is sufficient demand, other classes of boats will be considered, at the Race Committee s sole discretion. 5 ENTRY 5.1 Eligible boats shall enter by completing the entry form, submitting all boat and crew information specified on the entry form, and paying the entry fee before 1200B 2 nd December 2019. Late entries may be accepted upon special written application to the Organising Authority and payment of a fee for late entry. Under no conditions will entries be accepted after 1200B 13 th December, 2019. 5.2 The Organising Authority will use best efforts to notify boats of the acceptance or rejection of their entry no later than 3 weeks after the date of a complete entry submission. 5.3 Boats shall provide the Organising Authority with all crew information required for clearance no later than 1200B 13 th December, 2019. 5.4 Boats that fail to comply with the documentation filing deadlines of this Notice of Race, including appearance at their scheduled safety consultation, will have their entry rejected or cancelled without refund of entry fee. 5.5 Upon acceptance of an application in writing and payment of a late documentation fee of R1000/day or part thereof, the Organising Authority may, in its sole discretion, accept documentation after the filing deadlines and reinstate the entry. 5.6 A decision by the Organising Authority as to whether a boat and her crew meets the requirements for entry in the race is final and will not constitute grounds for redress. 6 ENTRY FEE 6.1 Entry and payment of entry fees closes at 1200B on Monday 2 nd December 2019. Entries & fees received after the close of entries will be subjected to a late entry fee. 6.2 An entry, on the prescribed entry form, must be submitted with the relevant entry fee 6.3 The Entry Fee is R11,000.00 per boat and R1,100.00 per crew member. 6.4 Late Entry Fee is R22,000.00 per boat and R2,200.00 per crew member. Late Entries close at 1200B Friday 13 th December 2019. No entry will be accepted after this time. 6.5 Early Entries: Boats and crew that enter and pay their entry fee by 31 December 2018 will receive a 10% discount. Early entry boats may be given early registration opportunities at prerace events. 6.6 No refund of entry fees will be made. All currency amounts are South African Rands [ZAR] unless otherwise noted. 6.7 Pre-entry Documentation: a) The following documentation shall be lodged with the Organising Authority by 1200B on 2 nd December 2019. b) Entry Form c) Proof of Payment of entry fee d) Valid ORC Rating Certificate (monohulls) or a completed application for a Texel/OMR TR (for multi-hull division) e) Crew Competency Declaration Form f) Certificate of Insurance g) Crew List h) In the interests of public relations, media and race promotion, all entry forms must be accompanied with a brief biographical note of the owner and/or skipper, information on the crew and must include a photograph of the owner/skipper and the boat. 7 HANDICAP SYSTEMS, DIVISIONS AND CLASSES 7.1 Handicap Categories a) The Cape to Rio 2020 will be conducted with the following handicap categories: Monohull: Valid ORC Club and ORCi certificates are permitted. Multihulls: Texel/OMR TR rating system. Such other categories as may be determined by the Organising Authority having regard to interest expressed by entrants. b) The Race Committee in its sole discretion may allocate boats to divisions within a handicap category. Within any such handicap category, all boats will be scored in the overall result. c) The Organising Authority s determination as to whether a One Design Class or an additional handicap category will be accepted is final and binding. Boats that wish to nominate a One Design Class or an additional handicap category should do so in writing. 7.2 Overall Winner a) The overall official handicap winner of the Cape to Rio 2020 will be the boat that wins the overall ORC Handicap Category. b) The overall official line honours winner of the Cape to Rio 2020 will be the boat that crosses the finish line first in the Start 2 ORC Handicap Category. 8 MEASUREMENT 8.1 Boats may be inspected before the race for compliance with the requirements of safety as well as measurement and rating. For this purpose, all boats shall be available for the inspection. It is mandatory that the skipper or his authorized representative be present at the time of inspection. Further inspections may be carried out on any boat after the race. Inspection times, locations and further details will be provided in an update to this Notice of Race. 9 SAILING INSTRUCTIONS 9.1 The Sailing Instructions will be posted on the Official Notice Board by 1200B on 2 nd December 2019. 9.2 Details of the Official Notice Board will be published in an update to this Notice of Race. 10 START TIME AND PLACE, COURSES, FINISH 10.1 The Start will be in Table Bay, Cape Town, South Africa. There will be two starts and courses: a) Start 1: Cape to Rio via St Helena Island Start Thursday 2 nd January 2020 at 1400B in Table Bay Cape Town, rounding St Helena to port with a mandatory minimum 48 hour stop at St Helena, and finish at the finish line at Rio de Janeiro. Monohulls with an ORC GPH greater than 620, or any eligible ORC monohull that elects to enter for this start and course. Multihulls with a Texel/OMR TR (calculated) greater than 155 or, or any eligible Texel/OMR TR multihull that enters for this start and course. Precise details of the start line, the marks to be rounded in Table Bay, details of the stopover at St Helena, and the finish line in Rio will be published in the Sailing Instructions. b) Start 2: Cape to Rio Start Saturday 11 th January 2020 at 1400B in Table Bay Cape Town, and finish at the finish line at Rio de Janeiro. Monohulls with an ORC GPH of 620 or less. Multihulls with a Texel/OMR TR (calculated) 155 or less. Precise details of the start line, the marks to be rounded in Table Bay and the finish line will be published in the Sailing Instructions. 10.2 No boat shall sail South of latitude 37 07 S. 11 TIME LIMIT 11.1 The race time limit is 0400B (1200LMT Brazil) on Saturday 1 st February 2020. 11.2 Boats still racing when the time limit expires will be scored Time Limit Expired (TLE) and scored points for the finishing place one more than the number of boats that did finish the race without a hearing. This changes RRS 35, RRS A4, RRS A5, and RRS A11. 11.3 Boats still at sea after the time limit expires should adopt the internationally accepted mode of communication for emergencies. 12 PENALTY SYSTEM 12.1 When the Protest Committee decides a boat has broken a RRS Part 2 rule and is not exonerated, it may disqualify the boat, impose an elapsed time penalty, or impose no penalty. This modifies RRS 64.1[a]. 12.2 A framework for time penalties will provide guidance for the Protest Committee, but the magnitude of a time penalty shall be at the discretion of the Protest Committee, unless otherwise specified in this Notice of Race or in the Sailing Instructions. This modifies RRS 44. 13 TRANSPONDERS 13.1 The Organising Authority may install a transponder on each boat. 13.2 A boat shall not tamper with or alter the installation or operation of the transponder unless so requested by the Race Committee. Each boat shall be responsible for the cost of replacing their transponder if lost, or repairing it if damaged, and may be requested to post a security deposit. 13.3 The Organising Authority will be responsible for the removal of the transponder at the conclusion of the race. 14 REGISTRATION 14.1 Details of the registration process to take place within two weeks of each start will be confirmed and published in an update to this Notice of Race. 15 MOORINGS 15.1 Details for mooring within two weeks of each start will be confirmed and published in an update to this Notice of Race. 16 BRIEFINGS 16.1 Compulsory Race Briefing a) A race briefing will be held at RCYC within two weeks of each start. The venue and time for the briefing(s) will be advised at a later date. b) For each boat intending to compete in the race, it is mandatory for two crew members who are either Skipper, Second in Command, Navigator to attend the whole of the race briefing. 16.2 Compulsory Weather Briefing a) A weather briefing will be held at RCYC within two weeks of each start. The venue and time for the briefing(s) will be advised at a later date. b) For each boat intending to compete in the race, it is mandatory for the Skipper or Navigator and one other crew member to attend the whole of the race briefing. c) If the required attendance at either the Race Briefing or the Weather Briefing is not met, the boat will not be eligible to race. 17 PRIZE-GIVING AND TROPHY PRESENTATION 17.1 Prize-giving will be held at Iate Clube do Rio De Janeiro on 2 February 2020, time to be confirmed. 17.2 Floating Trophies will be awarded as follows: a) on Corrected Time ORC Fleet and the ORC Doublehanded Fleet for both starts combined South Atlantic Trophy : First Place Telkom Trophy: Second Place Punta del Este Trophy: Third Place b) on Corrected Time Texel/OMR TR Fleet for both starts combined SAR & H Trophy: First Place c) on Corrected Time ORC Doublehanded Fleet for both starts combined CASA Trophy: First Place d) First Start Monohull ORC Fleet Neptune Cup: Line honours Mory Trophy: First Place on corrected time First team to cross the Meridian - TBC. e) First Start Multihull Texel/OMR TR TBA: TBA: Line honours TBA: First Place on corrected time f) First Start Doublehanded ORC Fleet TBA: Line honours TBA: First Place on corrected time g) Second Start Monohull ORC Fleet De Beers Line Honours Trophy: Line honours Meridian Trophy: first to cross the Meridian h) Second Start Multihull Texel/OMR TR TBA: SA Marine Corp Trophy: Line honours i) Second Start Doublehanded ORC Fleet TBA: Line honours TBA: First Place on corrected time j) Additional trophies and prizes such as the Telescope Trophy for youth and the Amsterdam Sauer Trophy for seamanship will be awarded at the discretion of the Cape to Rio 2020 race committee. 18 DISCLAIMER OF LIABILITY 18.1 As part of the registration process, each owner, skipper and individual participating crewmember will be required to sign a declaration accepting the following disclaimer of liability: a) I agree to be bound by the Racing Rules of Sailing (RRS), which include the Sailing Instructions and the Notice of Race, and all other rules and regulations referred to in these documents. I agree that the sole and inescapable responsibility for the nautical qualities of any yacht participating in the Cape to Rio 2020, her rigging, the safety equipment on board and the competence, behaviour and dress of her crew is that of the Owner/Charterer of the yacht. b) I also agree to take any and all responsibility for all damages whatsoever caused to third persons or their belongings, to myself or to my belongings, ashore and at sea as a consequence of my participation in the regatta, and hereby relieve from any responsibility, and agree to indemnify on a full indemnity basis and hold harmless, the Organizing Authority, their servants, agents and sponsors and their representatives in respect of any claim arising therefrom. c) I am acquainted with RRS Part 1 Fundamental Rule 4: "The responsibility for a boat s decision to participate in a race or to continue racing is hers alone. d) I agree that the Organizing Authority their servants, agents and sponsors and their representatives have no responsibility for loss of life or injury to members or others, or for the loss of, or damage to any vessel or property. 19 MEDIA 19.1 Upon entry, all boats, skippers and crew:- a) acknowledge that the Organising Authority owns all media rights to the Cape to Rio 2020 and may exercise those rights as it sees fit. b) grant at no cost to the Organizing Authority the absolute right and permission to use their name, voice, image, likeness, biographical material as well as representations of the boats in any media (being television, print and internet media), including video footage, for the sole purposes of advertising, promoting, reporting and disseminating information regarding the Cape to Rio 2020 and the competitors and crew members participation prior to, during and after the race. 20 INSURANCE 20.1 The owner of the boat shall hold a marine legal liability insurance policy, with a sum insured of not less than US$500 000 (five hundred thousand US dollars). 21 AMENDMENTS 21.1 On good cause, the Organising Committee reserves the right to amend any of the provisions of this Notice of Race.
