ANNOUNCEMENT 2014 Skate Ontario STARSKATE CHAMPIONSHIPS Dates: March 15 & 16, 2014 Location: ESSROC Arena Complex, 111 Belleville Street, Wellington, Ontario K0K 3L0 Hosted By: Skate Ontario and Skate Canada - Eastern Ontario Sanctioned By: Skate Canada - Eastern Ontario Rink Sizes: Competition Rink 85 x 200 The 2014 Skate Ontario STARSkate Championships will be conducted in accordance with the regulations as set forth in the Skate Canada Rulebook. If not specifically stated otherwise in this document, the normal regulations governing skating will apply as indicated in the Skate Canada Rulebook, Skate Canada Technical and Event Management Handbooks, the Policies and Procedures Manual, and CPC Regulations. Each competitor is entitled to be accompanied by one accredited coach or choreographer. All competitors and coaches / choreographers must register at the ESSROC Arena Complex, Wellington, Ontario, no later than one hour prior to the scheduled skating of their event. REGISTRATION FEES Singles Pairs Dance Triathlon $110.00 per skater $110.00 per team $115.00 per team $145.00 per skater FILING of ENTRIES Each qualified skater shall provide a copy of their Section qualifying event entry form (as determined by the Section Championship chair), along with the Skate Ontario waivers (Appendix 1) and Code of Conduct forms (Appendix 2) to be submitted together with the correct entry fees. The Championship Chairperson of each Section (or his/her representative) shall sign each entry form certifying that it is a valid and eligible entry and shall be responsible for the filing of entry forms with the Skate Ontario STARSkate registrar. All entries from the Section shall be filed on the Skate Ontario STARSkate Championship master entry list. The complete package (entry forms, waivers and code of conduct forms) shall be forwarded to registrar IMMEDIATELY following the completion of the Section STARSkate Championships. Use of courier is recommended. Payment of required entry fees: The skater must remit payment to their respective section. Please forward to: REGISTRAR Barbara Hough, Section Administrator, Skate Canada - Eastern Ontario 276 King West, Box 2209 Prescott, ON, K0E 1T0 Tel: 613-925-1441 Fax: 613-925-1314 COACH ACCREDITATION In order to be accredited at the 2014 Skate Ontario STARSkate Championships, all coaches/choreographers must meet the standards for coaches and choreographers set out in Skate Canada Rule 2402 and in the Skate Canada Policies and Procedures. All coaches shall be paid Skate Canada coaching members, hold a valid First Aid certificate and Primary STARSkate Coach (NCCP Level 1) certification or higher. Coaches must wear the current prescribed Skate Canada accreditation / Photo ID at all times. Coaches must register in person and show their photo ID card. MUSIC All music used must be in the public domain or covered by the performing rights societies. Competitors, who have music composed especially for their program either wholly or in part, shall be responsible for obtaining a written release from the composer for the use of such music on radio and television or appropriate clearance from the performing rights societies. (1) REGISTRATION OF MUSIC: Music must be turned in at the time of registration. CD's and their cases must have the competitor's name and event clearly printed on them. Competitors will be responsible for picking up their own music at the completion of their event. (2) DANCE MUSIC: Skate Canada Series 8 music (or ISU music when applicable) will be used for the pattern dance events. (3) MUSIC REQUIREMENTS: Each entry must provide 1 CD (plus one backup CD not handed in but available in the skaters bag) for the competition upon registration. The one for competition must be marked "Master" and the other for back up marked "Copy". Standard Specifications for CDs 1. Only one (1) program shall be recorded on each CD. 2. The start of the music shall be recorded on the CD at least 3 seconds following the head leader and not more than 5 seconds. 3. Music shall be recorded at equal levels on both left and right channels in stereo. 4. Competitor's name followed by music time (not skating time) shall be clearly printed on side one of the CD. 5. Each CD shall be enclosed in its plastic container. 6. Music recording levels shall be a maximum of OVU and a minimum of -8VU. 7. CDs must be marked with the skater's name, event and total music time and enclosed in their integral container, also marked accordingly. ACCOMMODATIONS Skaters, parents and coaches will be required to book accommodations directly with the hotel of their choice. AWARDS Medals will be presented to the top three finalists of each discipline. An event will be held with two or more entries. Where there is only one entry in an event an exhibition skate may be performed and a generic medal will be presented. The awards presentation schedule will be available at registration at the competition. All skaters are required to wear their competition attire and skates for medal presentations. 2014 Skate Ontario STARSkate Championships Oct 23, 2013 Page 2 of 7

MARY WILSON MEMORIAL TEAM TROPHY The trophy shall be awarded to the Section with most points awarded to the Skaters based on individual placing in the categories skated at the event. Specific details of the point system will be available at the Championship. COSTUMING The clothing for all competitors must be modest, dignified, and appropriate for athletic competition not garish or theatrical in design. Accessories and props are not permitted. EVENT SCHEDULE A preliminary event schedule will be posted on Skate Ontario s website www.skateontario.org. A final schedule of events will be provided to each skater on-site at registration and will be posted on the Skate Ontario website as soon as available after the completion of all four section STARSkate qualifying events. ACCIDENTS / LIABILITY Skate Ontario, the host Section/Club and the Local Organizing Committee undertake no responsibility for damages or injuries suffered by skaters. As a condition of and in consideration of their entries in these Championships, all competitors and their parents or guardians shall be deemed to agree to assume all risks or injuries to the competitor s person and property resulting from, or caused by or connected with, the conduct and management of the competitions and to release any and all claims they may have against the officials, the Association, the Section, the Organizing Committee and against their officers and their entries shall be accepted only on these conditions. ELIGIBILITY TO COMPETE (From Skate Canada Rule 5401) Each section is entitled to qualify three skaters or teams in each category to be skated at the 2014 Skate Ontario STARSkate Championship. Selection shall be by finish order as determined by the Section in the categories listed in this announcement. Alternates shall be listed but will be registered only when the Section notifies the registrar and Tech Rep of the substitution. In the event that a competitor cannot compete in the Skate Ontario STARSkate Championship, the next placed skater from the same Section will fill the vacancy, until the vacancy is filled. There will be no backfilling from other Sections of any categories. Entrants shall: (1) Be eligible persons as defined in Skate Canada Rule Book Section 2100. (2) Be Associate members in good standing of the Association whose home club is in one of the four Ontario sections. (3) A winner of a previous Skate Ontario STARSkate category is NOT eligible to qualify for the same category in a future year. (4) Couples for Pair and Dance events must be comprised of one woman and one man and must satisfy all eligibility requirements. (5) Skaters may choose to skate up in the Freeskate discipline at their respective Section qualifier, however at the Skate Ontario STARSkate, skaters must compete in the category that they qualified for at their section qualifier. Note: Skating up is not permitted in the Triathlon, Dance and Pair categories (6) Be AGE eligible as of July 1 preceding the event, where applicable. (7) Test date criteria for all categories except Pre-Juvenile shall be determined by the skater s respective STARSkate qualifier. (8) Pre-Juvenile Test criteria is as of October 1, 2013. Skating up is not permitted for Pre-Juvenile categories. For eligibility in the Sectional STARSkate competition, please note the following restrictions: COMPETITIVE SKATERS: Skaters registered* to compete in any event at the Novice or higher level at a Sectional or Sectional qualifying competition, do not qualify to compete in the Sectional STARSkate Championships in any category at any level. Skaters registered to compete in the Juvenile and Pre-Novice level at a Sectional competition may register to compete in event categories at the STARSkate level other than those competed in at a Sectional competition. Please see the table below for the qualifications for entry. * For purposes of interpretation of this regulation, registration for a Sectional event is defined as the submission of a registration form for such event. 2014 Skate Ontario STARSkate Championships Oct 23, 2013 Page 3 of 7

Competitive Category (registered for at Sectionals event) Novice and higher in Singles, Pairs and Dance Juvenile / Pre-Novice Competitive Dance Juvenile / Pre-Novice Competitive Singles Juvenile/Pre-Novice Competitive Pairs Competitive Synchronized Skater Categories that may be entered at the Sectional STARSkate Championships No events Free Skate, Pairs, Triathlon Pairs, Dance Free Skate, Dance, Triathlon All events COMPETITIVE SINGLES TEST EQUIVALENCIES IN THE STARSkate PROGRAM As regulation 4000 E 3.1 states, skaters passing free skating tests in the competitive test system are granted equivalencies for regular free skating tests as follows: Juvenile Competitive Singles Test = Junior Silver Free Skating Test Pre-Novice Competitive Singles Test = Senior Silver Free Skating Test Novice Competitive Singles Test = Gold Free Skating Test Junior or Senior Competitive Singles Test = Gold Free Skating Test Skaters who have passed any of the competitive test equivalencies must qualify at their STARSkate Championships at the level corresponding to their highest STAR passed or at the level which they received the equivalency in the STARSkate Program, whichever is higher. Skaters may participate in either the 2014 Skate Ontario STARSkate Championships or the 2014 Adult Figure Skating Championships, but not both. Entrants in the Triathlon events must qualify in the highest level that their test qualification qualifies them for. For example, a skater who has passed the Senior Silver Skating Skill, Bronze Interpretive and Senior Silver Free Skate must compete in Silver Triathlon and cannot skate in Bronze Triathlon. RESULTS CALCULATION The CPC judging system with Video replay as applicable will be used for ALL categories EVENT MARKING CRITERIA, TIE BREAKING AND FACTORS EVENT MARKING CRITERIA TIE BREAKER Free Skate (Junior Bronze and higher) Technical Score, Program Components Components Pairs Technical Score, Program Components Components Dance (Junior Bronze and higher) Pattern Dance 1 & 2 Technical Score, Program Components Technical Triathlon Events Free Skate Technical Score, Program Components Components Creative Skating Skills Technical Score, Program Components Technical Interpretive * Program Components IN, PE, CH, SS, TR *Note: For interpretive segments, ties are broken based on the individual component scores in priority according to the order listed. Triathlon Categories A tie will be broken after each event part. For example, after the Interpretive program the tie is broken by the Interpretive Program, and after the Free Skate, the Free Skate program result breaks the tie. PRACTICE ICE There will be no official practice ice. Please note the ice surface size and plan your programs accordingly. Upon registration, skaters are not permitted to skate on any ice surface other than the official competition ice as is scheduled for the event. FREE SKATE TRIATHLON JUNIOR BRONZE FREE SKATE - Women and Men (i) TEST: May have passed the Junior Bronze Free but no higher complete Free (ii) SPECIFICATIONS: One free program of 2:00 minutes in length (+/- 10 sec) SENIOR BRONZE FREE SKATE - Women and Men (i) TEST: May have passed the Senior Bronze Free but no higher complete Free (ii) SPECIFICATIONS: One free program of 2:30 minutes in length (+/- 10 sec) JUNIOR SILVER FREE SKATE - Women and Men (i) TEST: May have passed the Junior Silver Free but no higher complete Free (ii) SPECIFICATIONS: One free program of 3:00 minutes in length (+/- 10 sec) SENIOR SILVER FREE SKATE - Women and Men (i) TEST: May have passed the Senior Silver Free but no higher complete Free (ii) SPECIFICATIONS: One free program of 3:00 minutes in length (+/- 10 sec) GOLD FREE SKATE - Women and Men (i) TEST: May have passed the Gold Free (ii) SPECIFICATIONS: One free program of 3:30 (women) or 4:00 (men) minutes in length (+/- 10 sec) PRE-JUVENILE - Under 11 years - Women and Men i) TEST: Must have passed the complete Junior Bronze Free Skate Test or higher as of October 1, 2013. ii) AGE: Competitors shall be under the age of 11 before July 1 preceding the event. iii) SPECIFICATIONS: Free Skating program to music of 2.5 minutes in length (+/- 10 sec) PRE-JUVENILE - Under 14 years - Women and Men i) TEST: Must have passed the complete Junior Bronze Free Skate Test or higher as of October 1, 2013. ii) AGE: Competitors shall be under the age of 14 before July 1 preceding the event. iii) SPECIFICATIONS: Free Skating program to music of 2.5 minutes in length (+/- 10 sec) BRONZE TRIATHLON - Women and Men (i) TEST: Must have passed at least two of the following tests: Junior Silver Free, and/or Junior Silver Skating Skills test, and/or Bronze Interpretive Test (ii) SPECIFICATIONS: The Bronze Triathlon shall consist of 3 parts: One Creative Skating Skills Exercise (technical requirements available in the STARSkate Technical Package) One Interpretive program of a maximum 3:00 minutes in length One Free Skate program of 3:00 minutes in length (+/- 10 sec) SILVER TRIATHLON - Women and Men (i) TEST: Must have passed at least two of the following tests: Senior Silver Free, and/or Senior Silver Skating Skills test, and/or Silver Interpretive Test (ii) SPECIFICATIONS: The Silver Triathlon shall consist of 3 parts: One Creative Skating Skills Exercise (technical requirements available in the STARSkate Technical Package) One Interpretive program of a maximum 3:00 minutes in length One Free Skate program of 3:00 minutes in length (+/- 10 sec) 2014 Skate Ontario STARSkate Championships Oct 23, 2013 Page 5 of 7
