NOTICE OF RACE The notation [DP] in a rule in the NoR means that the penalty for a breach of that rule may, at the discretion of the protest committee, be less than disqualification. The notation [NP] means a breach for that rule will not be grounds for a protest by a boat. 1) RULES 1) The regatta will be governed by the rules as defined in The Racing Rules of Sailing. 2) No national prescriptions will apply. 3) Under RRS 87 Rule 13.30 of the Dragon class rules will not apply (Crew weight restriction) 4) In the event of a conflict between the Notice of Race, the Class Rules and the Sailing Instructions, the Sailing Instruction shall prevail 5) If there is a conflict between languages the English text will take precedence. 2) ADVERTISING 1) Boats may be required to display advertising chosen and supplied by the organizing authority. If this rule is broken, World Sailing Regulation 20.9.2 applies. 3) ELIGIBILITY AND ENTRY 1) The regatta is open to all boats of the International Dragon Class. 2) Eligible boats may enter by completing the online entry form at http://www.rnsyc.be/ostend/en/regatas.asp (redirecting you to https://www.manage2sail.com ) and sending it in, together with the required fee. 3) ISAF eligibility requirements (see Rule 75) shall apply. 4) All Belgian owners must be member of the National Class Association. 5) All Belgian helmsmen and Belgian crew must be bearer of a Belgian Sailing License. If a BELGIAN sailor is unable to present his sailing license (issued by WWSV or FFYB) at registration, he/she shall deliver a signed declaration that he shall mail a copy of this license within 8 days to regatta@rnsyc.be and deposit a warranty of 50 (payable in local currency) which will be refunded when the copy has been provided, otherwise the warranty will not be refunded and the sailor/boat will be disqualified and removed from the final results. 6) Each sailor shall be current members of their National Class Association and must have the official documents required by their National Authority. 4) SPARE 5) ENTRY FEE: 1) 375 for payments received before July 15 th, 2018 2) 450 from July 16 th, 2018 3) All entries shall be made by on-line registration at https://www.manage2sail.com. By registering, you are on the waiting list. After payment, your entry will be final. The online registration should allow you to perform direct online payment. 4) All charges relating to transfer of the entry fee shall be paid by the remitter 5) The entry fee includes craning in and out and dinner for 3 crew on Thursday. 6) SPARE 7) SCHEDULE 1) Registration at the race office Wednesday August 1 From 18:00 till 19:00 h From 08:00 till 09:00 h 2) Craning in Wednesday August 1 From 12:00 till 18:00 h From 08:00 till 10:00 h 3) Briefing Competitors at the RNSYC Clubhouse: 11:00 h 4) Dates of racing: 12:55 h first warning signal Friday August 3 Saturday August 4 Sunday August 5 5) 8 races are scheduled; no more than 3 races shall be sailed on the same day. 6) On the last day of racing, no warning signal shall be made after 14.30 h except in case of a general recall. 7) The R.N.S.Y.C. and the Belgian Dragon Association reserve the right to organise some social events which will be advised upon registration. 8) MEASUREMENTS Each boat shall produce a valid measurement certificate. 9) SAILING INSTRUCTIONS The sailing instructions will be available on July 15 th at http://www.rnsyc.be/ostend/en/regatas.asp. Hardcopies on paper will not be distributed, but one copy will be displayed at the Notice Board. 10) VENUE 1) Attachment 1 shows the location of the regatta harbour. 2) The location of the racing area is between 51 09,860' N - 002 43,100' E and 51 27,335' N - 002 59,342' E 11) THE COURSES Open Belgian Championship Dragon 2018 Notice of Race - Page 2 van 5
The diagrams in Attachment 2 show the courses, including the approximate angles between legs, the order in which marks are to be passed, and the side on which each mark is to be left. 12) SCORING 1) 3 valid races are required to constitute a series. 2) Discards: a) When fewer than 4 races have been completed, a boat s series score will be the total of her race scores. b) When 4 or more races have been completed, a boat s series score will be the total of her race scores excluding her worst score. 13) [NP] [DP] SUPPORT BOATS All support boats shall display at all times a flag they can obtain at registration against a deposit of 20, -. 14) [NP] [DP] BERTHING Trailers shall be kept in their assigned places at the boat park; all boats shall be berthed in their assigned places at the Montgomery dock. 15) [DP] HAUL-OUT RESTRICTIONS Keelboats shall not be hauled out during the regatta except with and according to the terms of prior written permission of the race committee. 16) [DP] DIVING EQUIPMENT AND PLASTIC POOLS Underwater breathing apparatus and plastic pools or their equivalent shall not be used around keelboats between the preparatory signal of the first race and the end of the regatta. 17) [DP] RADIO COMMUNICATION 1) Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. 2) Electronic equipment other than permitted by the Class Rules shall not be carried on board except for cellular phones which shall be switched off while racing. 18) PRIZES a) Prizes will be awarded for the first three boats in the championship. 19) DISCLAIMER OF LIABILITY 1) Rule 4 of the Racing Rules of Sailing states: The responsibility for a boat s decision to participate in a race or to continue racing is hers alone. 2) Sailing is by its nature an unpredictable sport and therefore inherently involves an element of risk. By taking part in an event, each competitor (parent for minors) agrees and acknowledges that: a) they are aware of the inherent element of risk involved in the sport and accept responsibility for the exposure of themselves, their crew and their boat to such inherent risk whilst taking part in an event; b) they are responsible for the safety of themselves, crew and their boat and their property whether afloat or ashore; c) they accept responsibility for any loss, damage, personal injury or death to the extent caused by their own actions or omissions; d) their boat is in good order, equipped to sail in the event and they are fit to participate; Open Belgian Championship Dragon 2018 Notice of Race - Page 3 van 5
e) the provision of a race management team, patrol boats and other officials and volunteers by the event organizer does not relieve them of their own responsibilities; f) the provision of patrol boat cover is limited to such assistance, particularly in extreme weather conditions, as can be practically provided in the circumstances; g) Their boat is adequately insured. 3) Nothing done by the organizers can reduce the responsibility of the skipper and crew of a boat, nor will it make the organizers responsible for any loss, damage, death or personal injury, howsoever it may have occurred, as a result of the boat taking part in racing. 4) Boats in danger or MOB: crews are also reminded of their primary responsibility to offer assistance to any man overboard or boats in danger at any time. If they stand by or assist, redress can be requested. 20) INSURANCE Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of 1.500.000, - per incident or the equivalent 21) RIGHT TO USE NAME AND LIKENESS The Media Rights belong exclusively to the ROYAL NORTH SEA YACHT CLUB. By participating in this regatta a competitor automatically grants to the organizing authority and its sponsors the right in perpetuity to make, use and show, from time to time at their discretion, any motion or still pictures and live, taped or filmed television and other reproductions of him or her during the period of the competition without compensation. 22) WIFI The Royal North Sea Yacht Club offers free Wireless Internet Access in and around the Club House. 23) CAR PARKING Each boat participating to the championship will be given a free parking voucher along the Montgommery Quay.
